“Yes, certainly. Prisoners will tell you very often they'll tell you if they're a lifer, so if they're doing a life sentence, they'll tell you often if they're in prison for public protection.”
“Well, the bath was about to overflow and ministers simply had a choice. They could either turn the taps off or they could let the water out. And turning the taps off would have been not sending people to prison who'd been sentenced by the courts and that would be completely unpalatable.”
