Kathy Hochul reads most clearly as The Navigator, a leader defined by steering through turbulence rather than imposing a grand design. She assumed office in 2021 amid the fallout from her predecessor's resignation and prioritized stabilizing state government, deliberately contrasting her collaborative posture with the combative culture that preceded her.
