“Well, listen, I've been really clear that standards have risen in core subjects because of the hard work of teachers. But it's also the case that we have an education system which more than virtually anywhere else in the world just provides cut-off points beyond which pupils can't progress.”

“Well, that's just a complete misrepresentation of what we're actually doing. I mean, I said to Gillian Keegan when she said, well, we'll pay teachers in shortage subjects more. The fact of the matter is 14 out of 17 of the secondary subjects are shortage. Governments failed to meet their targets catastrophically.”
