Perth Tolle, founder of Life and Liberty Indexes and creator of the FRDM ETF, is The Reformer in the most structural sense. Rather than lobbying for better-governed markets from the outside, she converted political freedom into a quantitative investment signal and built the index infrastructure to make it tradeable.
