“It's about this idea of disillusionment is real. And the thing about disillusionment, when you have, particularly when you have populations who just feel disconnected, is they are targets, right? They are targets for people who want to use and manipulate that.”

You could take state resources, put them on loan to the city of Baltimore, increase coordination and intelligence sharing, and actually be able to decrease the workload, increase exposure rate, and make communities feel safer. But the thing is, you've got to take that seriously.”
