When I talk to my constituents, they tell me not to take them for fools, because they know full well that the Conservatives do not care about affordability or the social programs we are putting forward. That is what my constituents are telling me. They know that we are here to support Canadians by eliminating the gas tax, by providing the grocery benefit, by providing the school food program, by accelerating the construction of affordable housing and by protecting jobs in the industries most affected by tariffs. The Conservatives voted against all those measures. No one believes that the Conservatives are actually there for the most vulnerable.”

“Just recently, the Minister of Industry and I were in my riding to annunce a $35‑million investment in Kruger to help this company diversify its production line and create market opportunities for Canada's forest products, which is another industry that is struggling right now. In the economic statement, the government announced the Canada Strong fund, a sovereign wealth fund with $25 billion in initial capital that Canadians can contribute to in order to receive their share of the returns generated by the build Canada strong program. Canadians are proud of their country and want to participate in this major social project we are building. While going door to door, I also had people raise the issue of the environment. We discussed the auto strategy and the nature strategy.”
“With these investments, they can diversify, protect jobs and modernize their production. This is in addition to other programs, such as the $5‑billion strategic response fund, which helps businesses adapt to the global context. Just recently, Minister Joly joined me in my riding to announce—”
“The build communities strong fund provides $51 billion to ensure our communities have the necessary infrastructure. Above all, there is the “buy Canadian” policy to favour Canadian companies in procurement processes. We know that none of this will be built overnight. In the meantime, we know that our industries are suffering because of the global context and the unjust and illegal tariffs imposed by the U.S. administration. That is why we are here to support our businesses and our workers, notably through the regional tariff response initiative, which we enhanced in the latest economic statement: The funding was originally set at $1 billion, but we have added $500 million. In my riding, companies such as FAB 3R, AGT Robotics and Captel are being hit hard by the tariffs.”
“They are proud of the investments that we are making in the Canadian Armed Forces. They are proud of the fact that Canada is not giving in to the will of the President of the United States just to secure an agreement at any cost. They also told me that it is time to build and time to do things differently, to turn things around and to take every opportunity that presents itself. (1845) That is what we have been proposing since our government was elected in 2025. Through the Major Projects Office, for example, we will build and expand the port of Contrecoeur. There is the high-speed rail project, which I am sure my colleagues will want to discuss shortly. There is the defence industrial strategy, which will create up to 125,000 jobs.”
“The people I spoke to also talked to me a lot about the economy. It was the second-most important issue when I met with people in recent weeks. They understand the global context and they understand the repercussions of what is happening south of the border. People told me that they are very satisfied with the government and with the actions that the government and our Prime Minister are taking. I want to quickly tell members what people told me about the Prime Minister. They said that he was the right man for the job, that he governs with his head and that he is the adult in the room. They also told me to imagine what things would be like if the other guy were in power, referring to the Leader of the Opposition . Above all, people talked to me about pride. “We also increased the number of summer jobs, and this summer, 100,000 young people will get their first job experience. In my riding of Trois‑Rivières, these investments add up to nearly $1.2 million. This will give small businesses a break. It will help non-profit organizations expand their services. For example, the Trois-Rivières Native Friendship Centre will be able to accommodate 30 more children at its upcoming summer camp with the help it received from Canada summer jobs. With the economic statement, we are moving ahead with the team Canada strong initiative, which involves a $10-billion investment in recruiting, training and hiring 80,000 to 100,000 new Red Seal trades workers. We want to build at speed and scale. That takes labour. We are rolling out the programs needed to equip ourselves to get there.”
“Obviously, we have launched Build Canada Homes. In fact, soon we will be studying Bill C-20 , which we hope our colleagues will support. Agreements have already been signed to build more than 10,000 units, and construction will begin in the coming weeks. We have also proposed a GST rebate for first-time homebuyers. More recently, we announced $1.7 billion in transfers to the provinces to encourage cities and provinces to reduce barriers to construction, whether related to zoning, densification, or permitting. These are important measures. It is also important to give our young people hope that one day, they will have good jobs and be able to buy a home. That is why, in this economic statement, we invested $750 million in sports infrastructure.”
“These programs help families make ends meet and have a better life every day. For example, 26,000 people in my riding, Trois-Rivières, are benefiting from the dental plan. There is the Canada child benefit, which 8,700 households back home are receiving. More than 35,000 people in Trois-Rivières are receiving the Canada groceries and essentials benefit. Of course, we cannot overlook the school food program. Thousands of young people in the 22 most disadvantaged schools in my riding are receiving food assistance through the school food program. Canadians are proud that their government has succeeded in protecting its social programs, even in the current context. I would like to talk a little about the housing crisis. We know that rent is one of the biggest expenses for families. That is why we need to build housing faster.”
“Mr. Speaker, I thank my colleague for bringing members into the House, and I thank my colleagues for being here today. When I went out to meet with people, the number one issue I heard about was the cost of living, which folks are concerned about. However, contrary to what our Conservative colleagues like to claim about us living in a vacuum, my constituents understand that the global context is having an impact on the cost of living and the dependence on supply chains. The physical wars in Ukraine and Iran are also having an impact. The illegal and unfair tariff wars are affecting input costs. What I am hearing from people is that it is absolutely critical that we maintain the programs that are helping the most vulnerable Canadians. It is often said in the House that our programs are handouts given to Canadians. These are not handouts.”

“Mr. Speaker, it is with great humility and pride that I rise today, as the member for Trois-Rivières, to speak to the 2026 spring economic update and to share what I have heard in my riding, as well as the commitments and actions our government is taking to represent the people of our communities. First, I want to talk about pride—pride in what I heard while going door to door, pride in our government's actions, pride in being part of this team at such a pivotal moment for our country and, above all, pride in representing a riding that wants to be part of the future and part of the solution. The member is from Newfoundland and Labrador. Will he say what project the Conservatives are going to pull the plug on and tell workers to go home? Is it the Marina Redmond Centre in Corner Brook? Is it the Build Canada Homes announcement of 130 secure, affordable units for seniors in St. John's, the water infrastructure through the western coast, or the Tors Cove Hall that our government is providing funding for? Please, can they just tell us? We have been asking.”

“Madam Speaker, I know that members on the other side of the House have trouble with the facts, but I am going to remind them of a few. Canada's fiscal position is the best in the G7. We are leading the G7 in investments. We have the second-strongest growth of the G7. On this side of the House, we are responding and adapting to a changing world. We are capable of imagining the future and making the necessary decisions. Our way of governing is responsible and ambitious, and most of all, we continue to be there for Canadians in need, with tax cuts, a dental plan, food assistance, a training program and the sovereign wealth fund. That is what building Canada strong for all Canadians means.”
“Madam Speaker, what I find really unfortunate is that the official opposition has about 15 days a year to bring intelligent debate to the House. On top of that, they have about 45 minutes a day to hold the government to account. However, instead of engaging in real debates and real discussions, they spend their time reciting slogans and criticizing everything the government does. Today, we spent the day arguing about the name of a sovereign wealth fund when, in fact, the purpose of this fund is to build Canada strong, and that is what Canadians need right now. This remarkable achievement is a testament to the talent, discipline and determination of our student athletes, who represented Trois‑Rivières with honour and passion. Throughout their journey, they have shown exemplary resilience by refusing to give up, even in their darkest moment. I would like to extend my heartfelt congratulations to the players, coaches and all the staff who support them. I also want to acknowledge the support of the fans, who help surround the team with such a special energy. This victory puts Trois-Rivières on the map and fills our community with pride.”
“Madam Speaker, we have been making representations in Washington that the tariffs are unjustifiable, and we welcome the members' engagement in ensuring that we continue to advocate and put forward the position of the government. This is work that we need to do together. That is not happening right now, and members know it. We are not doing this in a concerted way. We are not doing this in a team Canada way, unfortunately, and we need to do more of that.”
“There has been a lot of attention on what comes next, and Alberta said it expects to bring forward a new pipeline proposal this summer. We look forward to seeing that proposal when it is ready. Our job is to ensure that it can be reviewed in a way that respects indigenous rights, protects the environment and brings provinces together, co-operating from a position of strength. If we keep that team Canada spirit, there is no limit on what we can build and where Canada can lead.”

They see it in the pipeline we are optimizing to deal with both our present circumstances by diversifying our exports and in the projects that are forward-looking. “When the International Energy Agency recently called on us to bring more oil to market to help stabilize prices, Canada answered that call. We committed to supply an additional 23.6 million barrels over the coming months, but while Canadian energy production reached a record high last year, the Alberta MOU is meant to unlock the full potential of Canada's energy sector, not just in conventional energy but clean energy as well. Conservatives like to talk about the pipeline in the MOU, but I will note that the Alberta government said it is still working on it and expects to submit a plan by June of this year. What the Conservatives fail to recognize is that the MOU is about much more than just a potential pipeline. It is comprehensive and touches on everything from electricity interties to nuclear energy and artificial intelligence.”
“Madam Speaker, during the last election, we committed to making Canada a clean and a conventional energy superpower. Canadians elected us on that promise, and we are already delivering on that mandate. The projects referred to the Major Projects Office represent hundreds of billions of dollars in direct investment and tens of thousands of jobs. In this time of energy uncertainty, Canada is a beacon of stability, rising to meet the moment and increasing our energy exports, including through the Trans Mountain expansion pipeline, which, as the member noted, was built by Liberals who knew the importance of diversifying our energy exports and ensuring we can get our products to market. The member said that the world needs Canada, and on that we agree.”

Our collaboration with the Government of Quebec has been going very well since the agreement was signed on January 21. We have already met several times to discuss working together, and some projects are close to being approved. I encourage the member to discuss this with the Government of Quebec, which is happy with the agreement.”
“Mr. Speaker, Build Canada Homes has been established very quickly. Very little time passed between when we made that commitment during the election campaign and when Build Canada Homes was launched in September. In addition, shovels will be in the ground soon. The process happened exceptionally fast because we know that there is a real crisis. We absolutely must propose concrete solutions, not just unequivocal, across-the-board tax cuts. That is no way to run serious programs. By making Build Canada Homes a Crown corporation, we will get all the tools we need, all the mechanisms we need to build more housing, to bring more financial partners to the table and to create innovative partnerships. That is what we are doing.”
“Mr. Speaker, my colleague raises an important issue. We must ensure that Build Canada Homes also responds to the realities of rural regions and remote communities. This is extremely important to me, and I often bring it up in conversations. Right now, Build Canada Homes is exploring options to better support small municipalities, rural areas and remote communities in order to ensure that they have access to the program and that Build Canada Homes fully understands the realities of rural communities. We are continuing our efforts.”
“Mr. Speaker, the housing crisis is real, and we have to deal with it. We really need to think outside the box. We need to try something different. Clearly, what has been done so far has not worked. Some very good projects have been launched since 2017 under Canada's national housing strategy. Hundreds of homes have been built. Now we have to tackle the issue of affordability. That is what we are doing through Build Canada Homes. The mission of Build Canada Homes is to deliver affordable housing. What the members opposite are proposing is to help a different class, a different type. We also want to talk about access to home ownership. Access to home ownership is important, but we need to build more affordable homes.”

“These changes to the procurement rules will create a strong Canadian supply chain and help Canadian industries be more self-reliant and resilient in the face of fluctuations in the global economy. This policy supports Canada's construction and defence industries and applies to projects such as buildings, bridges and much more. It requires major federal construction and defence procurement projects to use Canadian-made steel, aluminum and wood. The policy will also protect Canada's industry from global trade disruptions and foreign tariffs. Our aim is to build and strengthen our country while creating good-paying jobs and supporting major Canadian industries, such as steel, aluminum, critical minerals and softwood lumber. With the new buy Canadian policy, we are making the government a force for nation building.”
“By working together, we are creating job opportunities here at home and supporting the Canadian workforce. We are doing all this by building housing more efficiently and to benefit everyone: builders, developers, investors, buyers and workers. In December 2025, we launched the buy Canadian policy, which was created to protect and prioritize Canadian industries and workers and to strengthen Canada's economy. The policy ensures that the federal government prioritizes Canadian suppliers and local content in its procurement processes. This approach applies to all federal funding sources and Crown corporations. The buy Canadian policy also provides a road map for provinces and municipalities to implement similar standards in their own procurement processes. We have a big challenge ahead of us, and we need to tackle it on all fronts.”
“As more homes are built, we will ensure the growth, training and support for Canada's skilled workforce while creating good-paying jobs. In addition to building new homes, we will support the delivery of critical housing infrastructure, including water and waste water systems. Build Canada Homes will prioritize projects that use Canadian-made materials, such as mass timber, softwood lumber, steel and aluminum. (1550) It will promote modern construction methods such as modular and prefabricated housing to reduce construction times, material waste and environmental impact. The federal government is leveraging the key relationships it has with private developers, businesses, community organizations and non-profits, and with other government and indigenous partners.”
“As a Crown corporation, Build Canada Homes will be funded through the initial $13-billion envelope announced in the 2025 budget. Build Canada Homes is not a program. It is an investment agency that may seek other investment and gather other financial institutions around the table. Build Canada Homes was created to centralize federal support for affordable housing, in coordination with the other departments and agencies. It is going to move swiftly, use federal lands, support innovative building approaches and establish partnerships in all sectors to build more homes. Build Canada Homes is a key part of Canada's new industrial strategy, and it will contribute to a more productive residential construction sector. Build Canada Homes will boost the housing industry through the construction of thousands of new homes.”

Recently, the global economy experienced a change that upended the traditional world order. Canada can no longer count on its biggest trade relationship. In light of this, we have to strengthen our capacity here in Canada. We are building stronger relationships with all levels of government, be they municipal, territorial or provincial, and with our indigenous partners.”
“The Government of Canada must strengthen its ability to respond to the housing crisis, increase housing supply and accelerate innovation in residential construction. Too many Canadians are still struggling to find affordable housing. The mission of Build Canada Homes is to fast-track the construction of affordable housing. Housing costs are going up and supply is not keeping up with demand. By consolidating functions that were once spread out across multiple departments, agencies and programs, we will strengthen the government's ability to deliver real results. We know that our opposition colleagues hate it when we deliver real results, but we are going to do it anyway. Traditional approaches to construction and financing are no longer enough on their own to deliver the fast, large-scale results that Canadians need.”

I am very proud to have this opportunity to talk about Bill C-20 , the Build Canada Homes act, and why Build Canada Homes plays an important role in supporting the Canadian economy and the federal government's buy Canadian policy. Launched in September 2025, Build Canada Homes is a special operating agency that, thanks to its fast and effective work, has already undertaken major projects to provide more affordable housing to Canadians. As a Crown corporation, Build Canada Homes will have the flexibility and operational autonomy to fulfill its mandate and clear lines of accountability to the government. This is why the Build Canada Homes act is a decisive piece of legislation.”
“Mr. Speaker, it is really ironic to hear the Conservatives talk about ideology and pretend to defend young Canadians, when they voted against all measures to improve housing affordability for young Canadians. They voted against GST cuts for first-time homebuyers, against expanding mortgage criteria, against first home savings accounts and, most recently, against Bill C-227 , which proposed a housing strategy specifically for young Canadians. Just today, the Conservatives are looking down again on home renters, so we know which side they stand for. The only question I have for my colleague is this: Which Canadians are they standing for?”
“Mr. Speaker, the Prime Minister has been clear that we need to focus on what we can control. That is why our government announced a new partnership with B.C. that will deliver 1,100 homes across the province, with shovels in the ground in the months to come. This partnership includes 700 supportive and transitional homes. We are also delivering right now. Just today, the minister is visiting Bob and Michael's Place in B.C., a place that would enable federal funding and that is opening its doors today as it provides 200 supportive homes for the community. This is an important issue, and we are taking action.”
“Mr. Speaker, it is really ironic for the Conservatives to talk down our programs, when they do not even have a plan. Not only that, but they are voting against every solution we are putting forward to ease the burden of families and put more money into the pockets of Canadians: the dental plan, the groceries benefit, affordable child care and the national school food program. We have given all members of the House a very good idea of how Build Canada Homes is going to work. It includes affordable housing, co-operatives and social housing. We will do this in every community across Canada. We are going to build, we are going to reduce wait times, and we are going to increase the capacity to issue permits.
