“The law must be carefully crafted to target the people who promote violence and genuine hatred, while shielding Canadians from the risk of being criminalized for expressing opinions, beliefs, criticism, satire or religious teachings that are part of legitimate democratic discourse. Then the Liberals tried to block scrutiny where Canadians expect accountability most: at the justice committee. Liberals filibustered. They obstructed meaningful debate. They prevented witnesses from fully presenting concerns. They treated legitimate questions as inconveniences. Incredibly, they disrupted the committee process to such an extent that the committee clerk informed members that today's meeting has been cancelled because the government simply refused to let the work continue.”
“The National Post reported extensively on these flaws, highlighting how language risks selective enforcement, how investigators lack operational guidance and how Canadians risk being silenced rather than protected. When the country's major newspapers and legal experts sound alarms, any responsible government would pause and fix the issues, but the government did not. Instead it pushed ahead, prioritizing political messaging over legislative quality. It rejected Conservative amendments. It ignored community advice. It disregarded charter warnings. When the government proposes amendments to the Criminal Code on something as sensitive as hate propaganda and hate crimes, the language must be exact.”
“We believe that every Canadian should feel safe walking into a temple, a gurdwara, a church, a mosque or any other cultural or religious centre. Canadians deserve the freedom to pray, celebrate and gather without fear. Religious freedom is essential; it is not secondary. It is a core Canadian value. It is protected by the charter, and it must never be undermined by vague or politically motivated legislation. However, protecting freedom requires responsible drafting, and responsible drafting requires clarity. Bill C-9 unfortunately does not provide that clarity. The bill would expand definitions of hate propaganda, without precise thresholds or constitutional safeguards. Experts raised concerns. Legal scholars raised concerns. Law enforcement raised concerns.”

The bill matters; it is an important bill. Canadians deserve clarity, fairness and honesty from their government. “Mr. Chair, the member opposite's questions were wonderful, and I really appreciate the concern she has for auto workers in Brampton as well. We all know that the auto sector has been hit hard because of Liberal trade policies for years. When we are giving $10 billion without any jobs guarantees, that is a clear indication that government is not doing its due diligence, and it is impacting people. This is exactly what happened in Brampton, where due to the lack of the government's ability, we have lost 3,000 jobs. People are suffering because of the job losses. Thousands of Brampton families face an uncertain Christmas this year. They did everything right; they worked hard, paid taxes and built this country's auto industry, but the government let them down. Conservatives will never abandon Brampton families. We will fight for them.”
“Mr. Chair, we all know how the auto sector is being impacted. The Prime Minister's plan is failing families across Canada, and his so-called negotiating skills have cost Brampton workers their jobs. For years he boasted that he knew how to get deals done, but when it mattered most, he delivered nothing. The so-called man with the plan had no plan at all. When it came time to negotiate real protection for Canadian workers, he failed. He simply did not negotiate. He gave away billions without securing jobs guarantees, production commitments or real accountability. That is not leadership; that is incompetence. Conservatives will protect workers, not abandon them with empty slogans.”

“On October 22, the industry committee unanimously adopted a Conservative motion to investigate the Stellantis commitments. Witnesses, including Unifor and the Automotive Parts Manufacturers' Association, raised serious concerns about the government's weak agreements and the absence of a coherent industrial strategy. The government responded with a tariff restriction, which only will raise costs for Canadians. Brampton does not need theatrics; Brampton needs jobs. Conservatives have a plan: Cut the GST on Canadian-made vehicles while U.S. tariffs remain, create a keep Canadian working fund to support workers hit by U.S. trade actions, and maintain clean auto incentives but with real job guarantees, transparency and accountability. Brampton built Canada's auto industry. Its workers built vehicles for the world.”
“The deadline passed and there was no deal and no protection. After the October 7 meeting with President Trump, the U.S. kept its tariffs. President Trump said that he would attract trillions in Canadian investment. Weeks later, production left Brampton. Families are devastated. I have with met them with our leader at the Chrysler plant in Brampton. They are worried about mortgages. Workers cannot sleep. Moms and dads fear Christmas will be unaffordable. In Brampton West, one Stellantis income supports an entire household. When that income disappears, the family suffers. The Prime Minister 's response is, “Who cares?” I care and Conservatives care. Canadian workers deserve a government that fights for them. Conservatives forced the release of the Stellantis contract.”
“I also would like to mention that I will be splitting my time with the member for Kitchener South—Hespeler . Retooling was promised from 2024 to 2025, but after the money flowed, production left. The Windsor battery plant received up to $500 million in federal support, and $260 million has already been paid. Then the government signed a $15-billion performance-based subsidy deal: $10 billion federal and $5 billion provincial. In total, Stellantis has access up to $16.5 billion in support, and no real protection for workers, no job guarantees, no production clauses and no clawbacks. The Parliamentary Budget Officer warns EV subsidies now total $52.5 billion and that it may take a decade to break even, if companies stay in Canada. Then came the tariff failure. The Prime Minister promised a U.S. tariff deal by July 21.”
“Mr. Chair, I rise today on behalf of the people of Brampton West and on behalf of thousands of auto workers across this country whose livelihoods have been thrown into crisis. On October 14, Stellantis announced it would move Jeep Compass production from Brampton to the U.S. There are 3,000 direct jobs at risk and another 12,000 supply chain jobs threatened. Up to 15,000 families in Peel face economic uncertainty. All of this happened after billions in subsidies from the Liberals, with no enforceable job guarantees. In Brampton, the frustration is real. The hurt is real and the fear is real. People ask how the government could allow this to happen. Over three years, Stellantis received over $1 billion in direct grants: $520 million federally and $513 million from Ontario.”
“Mr. Speaker, that is a wonderful question. My community in Brampton is really suffering through extortion, shootings and criminal activities. Not a day passes that I do not hear from the people of Brampton that somebody got shot or someone got an extortion call. Recently, I would like to mention, I got a call from a resident who said he had received a call for $1 million in extortion money. This is unacceptable in this country. The soft-on-crime Liberal policies have created this mess, and we are suggesting Bill C-242 , which would address all the issues. It is called jail not bail. I will ask all the members in Parliament to support this bill so that we can control crime in Brampton and across the country.”

“Conservatives have a real plan to bring affordability and home ownership back to Canadians: cut the GST on all new homes under $1.3 million, saving families up to $65,000 and unleashing new building across the country; tie federal infrastructure dollars to homebuilding, with municipalities having to permit at least 15% more homes each year to receive federal funding; cut development charges by 50%, which the Liberals promised in the last election and failed to deliver; end capital gains tax on reinvestments into new housing in Canada, unlocking billions of dollars in private sector investment to accelerate building; and bring home lower taxes, lower inflation and balanced budgets. Then Canadians could afford the essentials again.”
“Immigration is a strength for Canada, but it must be planned, managed and supported with housing, infrastructure and transit investments. Under the government, immigration targets were increased dramatically without matching increases in housing supply, without matching investments in infrastructure and without supporting municipalities like Brampton, one of the fastest-growing cities in Canada. Bill C-15 ignores this reality. It offers no plan for infrastructure, no plan for transit and no plan for municipal support, just more bureaucracy and more promises.”
“Mike Moffatt of the Missing Middle Initiative said, “I went into the budget lockup expecting to be disappointed, but I had inadequately prepared myself for how disappointed I would be.” The Large Urban Centre Alliance said, “This budget relies on backward-looking data that provides false reassurances”. When someone's own experts, economists and builders reject one's plan, one does not have a plan. In Brampton and Peel Region, housing prices have more than doubled since 2015. Young families are living in basements because starter homes are out of reach. Newcomers are waiting years just to find affordable rental units. This is not a housing market; it is a crisis created by Liberal policies with excessive money printing, uncontrolled demand pressures and endless red tape. Bill C-15 continues that same failed approach. Let me be clear.”
“The Liberals promised to make housing affordable again and, instead, they doubled housing costs, reduced housing starts and plunged the country into the worst housing crisis in our history. Now they want Canadians to believe the Prime Minister 's so-called plan will fix it when the budget itself proves the opposite. The Prime Minister promised to build “at a speed and scale not seen in generations”, but what did he deliver? His fourth housing bureaucracy is funded at only half the promised amount. He refused to cut development charges despite promising to cut them in half immediately. His appointed housing officials previously increased development charges by 700% and, according to the Building Industry and Land Development Association, this plan will destroy 100,000 jobs in construction. Even housing experts were shocked.”
“These residents are not asking for handouts; they are asking for fairness, stability and a chance to get ahead. However, today mortgage renewals are up; grocery prices are up 25% since 2019; car insurance and gas costs are punishing working families; food bank usage is breaking records in Peel region, which has the highest usage in Ontario; families are juggling multiple jobs to keep a roof over their head; and young Canadians are losing hope that home ownership will ever be possible. Nonetheless, Bill C-15 contains no real plan to lower inflation, taxes or the cost of living; it is just more spending, photo ops and bureaucracy. (1340) Nowhere is the government's failure clearer than in housing.”
“Debt servicing costs are higher than the federal government's total health transfers to the provinces; we pay more to service the debt than we spend on the health care Canadians rely on. Debt servicing in 2025-26 will reach $55.6 billion, which is more than the Canada health transfer. This is fiscal negligence, economic recklessness and generational theft. Who pays for it? It is not the ministers who make the decisions or the bureaucrats who add the lines. The next generation pays for it: students, young families and workers in Brampton and right across the country. That is the Liberal legacy, and Bill C-15 would cement it. I represent Brampton West, a young and diverse community full of hard-working families, seniors, new Canadians and small businesses.”
“Brampton residents deserve a government that works for them, not against them. The budget is built on the same fantasy that has guided the Liberals since 2015: the belief that they can spend endlessly without consequences, but Canadians know the consequences all too well. The Liberals promised to lower the debt-to-GDP ratio; they raised it. They promised to spend less; they added another $90 billion, which will cost every family $5,400. The Prime Minister is running a $78.3-billion deficit, not to build homes, lower costs and help families but to cover up nine years of economic failure. It is not a budget; it is a warning, a flashing red light on the dashboard of the Canadian economy. Canada's national debt is now over $1.3 trillion.”
“In Brampton West and in Peel, I see the impacts every day. Young families in my communities are stretched to the limit, housing costs are crushing and rents keep going up. Many people in Peel who once dreamed of home ownership now tell me the dream feels out of reach or too expensive to risk. Wages are not keeping pace; food bank use is at an all-time high; crime, extortion and shootings are all rising; small businesses are suffocated by taxes and red tape; and young people are losing hope. Businesses in Brampton, especially small ones, are under pressure. They do not need more regulation or government programs; they need stability and certainty in order to invest, hire and grow. The budget does absolutely nothing to fix it. It is not a growth plan; it is a trap for our future, especially for young Canadians.”
“Mr. Speaker, I rise today to speak to Bill C-15 , the budget implementation act, and to give a voice to Brampton West residents and all Canadians who feel that the government has forgotten them. Families are falling behind, seniors are struggling and young Canadians' dreams of owning a home have been stolen by Liberal mismanagement. The Liberal government is now in its 10th year of driving our country deeper into debt and deeper into a housing crisis and an affordability crisis not seen in generations. Bill C-15 , the first implementation act of the 2025 budget, would do nothing to change course; it is more spending, taxes and bureaucracy, and fewer results. The more he spends, the more everything costs. The Prime Minister promised to lower the debt-to-GDP ratio, but he raised it. “Madam Speaker, we all know that Canadians are suffering from crime. Crime waves are up because of the Liberals' soft-on-crime laws. This is a problem we started seeing years ago. Every single day, when a shooting happens, people call us. This is a non-partisan issue. We need to provide safety to Canadians. The principle of restraint gives judges the opportunity to give bail under the least onerous conditions at the first opportunity, which is not right. That needs to be replaced completely. Bill C-242 would address all the major issues and would provide safety for Canadians. I am so happy to support Bill C-242 . If everyone would accept it, it would be a wonderful opportunity to provide safety for Canadians.”

Since 2015, violent crime is up 55%, firearms offences are up 130%, extortion is up 330%, sexual assaults are up 76% and homicide is up 29%. These are clear indications that something is not working for the safety of Canadians. I am talking with every single stakeholder and enforcement agency and the Peel police about how we can fix these problems. They keep saying that this bill is a start, but it needs to be done better. Our bill, Bill C-242 , would address the problems once and for all and bring in safety for Canadians.”
“Madam Speaker, the hon. member opposite, when asking his question, said they copied us. That is true, but they did not copy our bill in its entirety. Otherwise, we would have supported their bill. We are asking them to support our bill, Bill C-242 . We would love to bring in safety for Canadians. Canadians are suffering every single day. Canadians are suffering when they walk down the street. Neighbourhoods are not safe. Kids are not safe. Every day there are shootings. I do not which part of this not being a partisan issue the member opposite does not understand. This is an issue we have to come together on to bring in safety for Canadians.”
“Under a Conservative government, we will end catch and release, stop repeat offenders and restore law and order in this country. Justice delayed is justice denied, so let us fix this. Let us restore law and order. Let us bring safety back to Brampton and every community across the country. Let us put victims ahead of criminals. We will make Canada safe once again.”
“Tell them that Liberal bail laws kept them safe. We all know the truth: The Liberal system failed. The Conservatives have a clear, practical plan to restore law and order: scrap the Liberal bail system, restore mandatory minimums for serious violent offenders, prioritize public safety over political safety and ensure police and prosecutors have the tools they need to protect our communities. Canadians deserve to feel safe in their homes, in their parks, in their neighbourhoods and in their country. It is time to act. Canadians are tired of fear. They are tired of excuses. The Liberals have had 10 years to fix this system and have failed. The Conservatives have the courage, conviction and plan to restore safety and order.”
“They voted against the jail not bail act and voted against mandatory minimums. Then, when Canadians demanded action, they copied Conservative ideas into Bill C-14 and called them their own. Canadians see through this. This is the same government whose public safety minister once said, “I'm not responsible for the hiring of the [RCMP or CBSA] officers.” If he is not responsible for protecting Canadians, then who is? This is not a partisan issue. It is a public safety issue and a public safety crisis. Every week, there is another headline of another shooting, another stabbing or another innocent person hurt or killed by someone who should never have been out on bail. Bailey McCourt's family will never see her again. Savannah Kulla's children will grow up without their mother. Tell those families that the principle of restraint worked.”
“Fourth, it would mandate judges to review an accused person's entire criminal history, because no one should be treated as a first-time offender when they have already proven they are a repeat threat. Fifth, it would tighten the surety system. There would be no more convicted criminals vouching for other criminals. This is real accountability, real reform and real public protection. The difference between Bill C-14 and Bill C-242 is simple. Bill C-14 would tweak and Bill C-242 would fix. Bill C-14 would encourage and Bill C-242 would require. Bill C-14 would charge and Bill C-242 would enforce. The fundamental difference between our two parties is that the Liberals protect the rights of offenders and the Conservatives protect the safety of Canadians. Let us not forget that the Liberals voted against every one of these ideas.”
“(1310) First, it would repeal the principle of restraint and replace it with a public safety primacy clause. This means that the first question in every bail hearing would be whether we can protect the public. If the answer is no, offenders would stay in jail. Second, it would create the presumption of detention for major and repeat violent offenders. If someone is charged with a major crime, they would not get the benefit of the doubt. They would stay behind bars until a court decides otherwise. Third, it would strengthen the risk test. Instead of asking whether there is a substantial likelihood that someone would reoffend, the law would ask if it is reasonably foreseeable. If there is a foreseeable risk, we would need to act before another tragedy happens.”
“Yes, it makes a few changes, but it leaves the principle of restraint completely intact. It simply says that judges should consider public safety. It does not require them to put safety first. It adds a few more reverse onus provisions, but that is just procedure. The offender can still argue their way out. It gives judges more guidance, not direction; it gives more advice, not accountability. Once again, the Liberals talk tough but act very weak. Canadians are tired of that, and they want results. Conservatives already have the real solution, Bill C-242 , the jail not bail act, introduced by my colleague. The entire Conservative Party is supporting it. The bill does not tinker around the edges. It overhauls the system with one clear message: to protect Canadians first.”
“Together, Bill C-5 and Bill C-75 created chaos. The people paying the price are law-abiding Canadians: seniors assaulted in their homes, store owners robbed at gunpoint, women forced to live in fear of violent partners and first responders attacked by offenders who should have been behind bars. The National Post reported that more than half of Canadians no longer feel safe in their neighbourhoods. That is the legacy of the Liberal government: fear, violence and disorder. Now, after four years of Conservative pressure, the Liberals are finally admitting what Canadians already knew: Their bail system is broken. What did they do? They brought forward Bill C-14 . Let us call it what it is: damage control. Bill C-14 is an attempt to copy the Conservative plan without the courage to actually fix the problem.”
“Bailey and Savannah were both killed by a system that prioritized the rights of repeat offenders over the safety of innocent people. These tragedies were not inevitable. They were preventable. They happened because Liberal laws made it easier for violent offenders to walk free. It all started with Bill C-75 . That bill rewrote Canada's bail system and told judges to start from a principle of restraint. In plain English, that means release first, ask questions later. The Liberals told judges to release offenders at the earliest opportunity under the least onerous conditions. The result is a revolving door, a catch-and-release system that sends criminals right back into our communities. Then came Bill C-5 . That law repealed mandatory minimum sentences for serious gun crimes, drug trafficking and repeat violent offences.”
“Our streets are less secure, and our communities are living in fear; repeat violent offenders are being released again and again because of Liberal soft-on-crime laws. Since 2015, violent crime is up 55%, firearms offences are up 130%, extortion is up 330%, sexual assaults are up 76% and homicides are up 29%. These are not just numbers. They represent shattered families. They represent lost lives. They represent Canadians who did nothing wrong except trust their government to keep them safe. Let us remember the names behind these numbers: Bailey McCourt, murdered by her ex-husband just hours after he was released on bail for assault; Savannah Kulla-Davies, a 29-year-old mother of four, shot and killed in Brampton by a man who was out on bail.”
“Madam Speaker, I rise in the chamber today to address Bill C-14 , an act to amend the Criminal Code, the Youth Criminal Justice Act and the National Defence Act. I will begin by saying what I have been hearing loud and clear from the people of Brampton and across Canada. Canadians are tired of living in fear in their own homes and neighbourhoods. After 10 years of the Liberal government, one thing is painfully clear: Canada has become less safe. Brampton is a city of hard-working families, new Canadians and entrepreneurs. These are people who came to Canada for better opportunities and safety, but today, many tell me they no longer feel safe walking to their cars, taking public transit or letting their teenagers go out at night.”
“Mr. Speaker, Stellantis got $15 billion in taxpayer money. That is over $1,000 from every Canadian household. What is the result? Three thousand Canadian workers are losing their jobs as production moves to the U.S. If that is Liberal job protection, Canadians should be alarmed. Will the Prime Minister tell us exactly how many Canadian jobs are guaranteed in that $15-billion deal, or did the Liberals just write a blank cheque to protect corporate profits, not Canadian workers?”

Though the traditions may differ with different cultures, their message is universal: hope, unity and renewal. At a time when many are struggling and the world feels heavy with pain, these celebrations remind us to look forward with optimism. I am proud to join our Conservative leader and colleagues in celebrating Diwali here on Parliament Hill and across our beautiful country. Conservatives will always stand up for the values that unite us: faith, family and freedom. “Mr. Speaker, Liberal bail has caused a bloodbath of crime in communities across this country. Just last week, a man was stabbed on a bus in Brampton by a criminal out on bail. Over the last six months in power, the Prime Minister has kept Liberal Bill C-75 in place, causing more bloodshed. Will the Prime Minister do the right thing and vote to scrap Liberal bail today?”

Being their member of Parliament, I keep telling them that I will leave no stone unturned to bring safety to their communities. We have to work hard to provide safety whenever we have a bill in front of us. We are presenting Bill C-242 . It is the best jail not bail act. “Mr. Speaker, we have to prioritize safety. We know violent offenders keep repeating crimes in our communities, societies and neighbourhoods. We have to ensure, every step of the way, that each Canadian has the right to live without fear and without having to face any sort of criminal situation. Auto thefts are increasing, violent crime is up, and house invasions are up. We have to protect Canadians. The jail not bail act would protect Canadians from these crimes every day.”
“Mr. Speaker, I keep saying that we have to provide safety and should not be using excuses, whether it is the federal, provincial or municipal government. We need to work toward safety and to protect Canadians from violent criminals, who are creating problems in Canadians' lives every single day. These are the excuses that the Liberal government is making: that the Ontario government or any other provincial government is not able to sustain the criminals. However, we have to make sure that victims come first, and then criminals.”

“The minister of justice would have to publish a yearly report on bail reforms, bail outcomes, repetition and disparities so Canadians would know what is working and what is not. Conservatives are taking the lead. While the Liberals stall and spin, Conservatives are acting. We are calling on the House to immediately pass Bill C-242 . We are ready to support extended sittings to get this done because Canadians deserve safe streets, a justice system they can depend on to protect them, and no more headlines about violent criminals walking free. Before I end, I have a message for Brampton residents, which is that they should stay strong. We all know that injustice has risen in our community for far too long; that is why, as their member of Parliament, I, alongside the Conservative Party, will work tirelessly to make our streets safer.”
