My country's health system is very generous, but also highly dependent on taxes and social payments, which the companies pay according to our Czech law. If we cannot have full taxation harmonisation, we need a common European layer so that our innovative start-up and scale-ups no longer have to fight 27 tax administrations to grow. It is a sensible answer. I ask all of us to remember it also when we discuss biotech, health and start-up issues. The same fragmentation is burdening a patient waiting for multi-country clinical trials, or an innovative company wanting to create new medicines. If a single base can serve our companies, it must also serve our people who need innovative medicines, available only through multi-country clinical trials. We know what to do.”

Of course pandemics and epidemic threats are ongoing, we have no chance to deny it, but in opposite, we have fragile and shrinking global health financing and global health support. Now when we are discussing about financing and our global health, how much money we can put in, we see that we are also reducing financial capacities. Humanitarian aid and cross-border preparedness require a lot of financial means and, of course, all means which can help us. But we are facing a situation and we can help the Commissioner and ask the Council to pay more attention to global threats because otherwise we have no strategies.”

Since the October ceasefire, the strikes have not stopped and humanitarian access remains conditional and obstructed, colleagues. I am speaking with you, the representatives from the Council, colleagues, now. Children are dying not only from bombs, but from the collapse of hospitals and the healthcare system. Now you see the contrast between those two examples. And of course, you know, this is not a side issue to the political debate. A ceasefire that still allows a hospital to run out of oxygen is not peace, it's a crime. And we need to stop it immediately.”

“Mr President, Commissioner, colleagues, thank you for the excellent report, Sven Mikser. I cannot stress enough the importance of opening all negotiation clusters for Moldova and Ukraine. Article 49 of the Treaty of European Union clearly states that unanimity is required only for the opening and closing of accession negotiations. But what is the European Council doing? The endless unanimity silos for each chapter are like sand that the Council is throwing in the gears of enlargement. The situation now is that the Member States are undermining European security, delaying the enlargement process, sabotaging our strategic interests and preventing effective, comprehensive negotiations on all clusters with Moldova. Let us do our best to fulfil our promise to start closing all chapters at the beginning of 2027, as promised.”
“We cannot change the past, but we have to assess it in full, especially each nation's painful periods, and promise ourselves for the future: never again. It is good to leave the historic assessment to historians, perhaps not only from the two countries concerned, but add experts from third countries who are sometimes more independent in their findings. Coming from the country that inflicted the most atrocities on other nations in the 20th century, I am grateful that the European Union's purpose and legacy is that those who are inside will never again inflict such horror on each other. “No person, no organisation, can be selectively judged for what they have done. But what is more important than assessing the tragic past is the shared will to address the common future. In this regard, I welcome the statement from Prime Minister Tusk from the outset, and also later during the Ukraine Recovery Conference in Gdańsk, and on other occasions, and the meeting of the Foreign Ministers, Sikorski and Sybiha, showing the will to resolve the existing tensions. Steps in this regard had already been taken earlier, and I call on all concerned to refrain from further verbal or political escalation. Such verbal radicalism from the extreme right only makes Putin happy and serves no constructive purpose.”

I regret that the focus of the debate was partly diverted from the accession-related issues to the designation of a Ukrainian special forces unit as 'Heroes of the Ukrainian Insurgent Army'. Let me be clear: I think this was a wrong move, a political mistake, as it hurts the feelings of Polish citizens and the descendants of other victims. The fact that these UPA groups were fighting also against Stalin, and in favour of Ukrainian statehood, can by no means balance, neutralise or even justify the atrocities that have been committed.”

I can tell you: in June 2026, the opening of all six clusters; until the end of 2026, substantial progress in all negotiating chapters; beginning 2027, start of closing all chapters. And where are we now? Only one cluster was opened. It's a shame on the Council, and today we see certain Member States in the Council finding new reasons to stop the Ukrainian accession. The Council must stop doing this! It is a rotating veto dressed up as a national interest defence. Pirmiausia, ačiū pranešėjui Novakovui ir Virginijui Sinkevičiui už labai gerą darbą ir už labai gerą bendrą kompromisų paiešką tarp visų politinių grupių. Aš nekartosiu tų pasiekimų – dėl neįgaliųjų teisių, dėl šeimų, dėl vaikų iki 14 metų, dėl geresnio informavimo ir dėl dalies bilieto kompensavimo arba bilieto grąžinimo atgal, bet aš norėčiau atkreipti dėmesį Komisijos: manau, kad dabar, kai pasiektas kad ir laikinas susitarimas, reikėtų būtinai stebėti, kaip jis įgyvendinamas. “Madam President, Ukraine finished technical screening on all six clusters months ago. The Commission planned to open all six clusters in June. Now, we are here in July and only one cluster is open. Only one. The other five sit in a drawer marked 'not yet' because the Member States are lacking the courage and political will. Yesterday, it was Budapest. Today, Warsaw who finds a new reason to stop the process. Tomorrow, it will be someone else's turn to hesitate. This is a rotating veto dressed up as prudence. This is not protection of national interests, but a sabotage of European security and our commitments to Ukrainians. “This is precisely why pan-European air and sea defence must move into reality: not 27 separate systems with 27 separate gaps and vulnerabilities, but one coherent integrated shield covering our sky, our Baltic and Black Seas and beyond. Our call on the Commission and Member States is simple: urgently increase investment in this integrated shield now. “Mr President, dear Vice-President, colleagues, Russian drones are not lost. They know exactly where they are flying. Over the whole eastern flank, this is a systemic provocation, and the European response must have a common pan-European answer. I want to name one specific vulnerability: the Ignalina nuclear power plant in Lithuania. There, the nuclear waste that is stored in temporary above-ground facilities is exposed and vulnerable. Can you imagine if something happened now? Any drone incident can trigger consequences similar to the Chernobyl catastrophe, affecting people and nature across the Union. It is very dangerous.”

“Madam President, colleagues, the European Union formally opened accession negotiations with Ukraine and Moldova, covering the core values on which this Union is built. Ukraine has been delivering reforms under fire. Now it is time for us to deliver in return with adequate financial support. Estimates suggest Ukrainian accession alone requires an extra EUR 186 billion over seven years. The current MFF is not designed for the enlargement. We need a fundamentally larger budget, and we cannot simply ask Member States to pay more from their national treasuries. We need new European own resources. The Commission has proposed five new own resources. This is real money – additional EUR 66 billion annually, but only if Member States have the courage to adopt them. We have opened doors to Ukraine; we must now fund the welcome.”
“Mr President, Commissioner, thank you very much indeed for your very excellent presentation. Of course, let me say to the room, to our Parliament, that we had a Zika outbreak, we had Ebola, monkeypox, COVID-19. Now, once again, hantavirus. It shows how important it is to have in our hands a European solidarity mechanism, EU Civil Protection Mechanism, a strong ECDC and, of course, budget. Commissioner, please tell me, are you ready to defend the EU4Health programme, which should allow us to be more active and stronger. Of course, there are shortages in healthcare and a lot of challenges in front of us. But also, let me remind you that we need to conclude the pandemic treaty because on 1 May it was not achieved. We need to move forward, pressing globally our governments to ratify the annexe of this treaty. This is an emergency.”
“Gerbiama Pirmininke, komisare. Man būnant Seimo nariu teko lankyti kalėjimus, vaikų kalėjimus, moterų kalėjimus. Būnant sveikatos ministru teko siūlyti sprendimus, kad apginti aukų teises. Labai skaudu, nes Europos Sąjunga ratifikavo Stambulo konvenciją, tačiau yra šalių, kurios ne tik kad neratifikuoja, bet atšaukia Stambulo konvenciją. Yra šalių, kuriose konstitucinės normos pažeidžia teises. Komisare, taip pat svarbu pasakyti, kad teismai ir teismų balsas vykdant teisingumą ir apginant aukas taip pat turi būti girdimas. Yra pasiūlymai stimuliuoti Europos Sąjungos teismų bendradarbiavimą ginant aukas. Jų balsas turi būti girdimas. Čia viskas pasakyta labai teisingai. Mes iš tiesų turime daug padaryti, nes ypač aukos kenčia nuo neapykantos kultūros, kai dar daugiau jos susiduria su tuo spaudoje. 3-0428-0000”
“Thinking about Romania, for example, of course the numbers in such a country are quite high. Romania is still third in the EU in the number of people at risk of poverty and social exclusion – 27 %. Much needs to be done. But in the past ten years, with the support of the European Social Fund Plus and the entire cohesion policy, the number dropped from 37 % to 27 %. This is progress, but we are responsible so that together we deliver much more together, and much more ambition is necessary. With this conclusion, I go back to work, and I count on your partnership so that we work together. 3-0317-0000”
“You need to be strategic about how you invest that money. This is in the end the role of such a tool at European level: to be strategic, to focus our efforts, to work together. Again, I mention the important element of this strategy: the fact that it is a life-cycle approach, where you will see that we propose tools that support children; that support young people, adults that are looking for a job, or that are working and their salary is not enough to cover their daily, weekly, monthly expenditure; and people in old age. You will see that it refers to poverty that you inherit because your family, your parents, did not have the means; or it is about energy costs, housing, medical causes, or your background, whether it's ethnic, whether it's geographic. Poverty is very geographic as well.”
“But our struggle and our efforts are way beyond our roles in our social policy responsibilities. Fighting poverty is an economic imperative. It's a democratic imperative. That's why, beyond the need for resources, it is important that this strategy is a signal that we give in times of uncertainty, in times of shocks, in times where we see, yes, 90 million Europeans are at risk of poverty – but that does not take into consideration the recent crisis in the Middle East, the shock on the energy prices, and other potential disruptions. In those times, it is not enough to just think that competitiveness by itself will be sufficient to support our social fibre. We need to really prioritise our fight against poverty. So this strategy does that. It is not enough to have a big amount of money.”
“It's the most concrete support that vulnerable people receive: a mother that buys the clothes and the necessary things for her newborn when she cannot afford to do so; or a young person that can prepare themselves, have a skills training session, so that they can work for a certain job; or support with hot meals for children that go to school and otherwise do not have the necessary means at home in their household. So it's very concrete. But let me tell you one thing. You know who are my interlocutors when I speak about this political priority? As much as possible, prime ministers. As much as possible, ministers of finance. Because of course, when I speak with you, especially those that are here today, especially when I speak with ministers of education and labour, we all send the same signal.”
“Because we need now to have implementation of the strategy at Member State level, at community level. Please. “Madam President, dear Commissioner, welcome. A very nice strategy. Please go forward. But please keep in mind the slogan, 'One Europe. Health and social justice for all, and one market'. You need to send such a narrative around all 27 Member States, because it's about the social component, which is so important in your file: children and poverty. You know that the social determinants in health show a very dramatic picture. Those people are suffering from different types of chronic diseases and so on, especially children. And of course, please include the poverty strategy in the country‑specific recommendations. And please impress upon the Member States that they need to implement the anti-poverty strategy in all 27 Member States, using a lot of tools.”

“Madam President, Commissioner, colleagues, you know, this slogan 'One Europe, One Market' is not enough. One market, one health and social justice and one Europe – it is a picture. And we need to think about those three components of our direction. Three components – they are equally valid. You know, I am 75. I was involved in European matters from 1999. I heard about the digital union, the banking union, the energy union, the European Economic and Monetary Union, now the European defence union, the railway union and now the European Health Union. How many unions we promise to build, and still it is not done. Can you promise that by 2035 we will complete those unions, and then we will have in our hands one Europe, one health, one justice and one EU market? It's clear what we can do, absolutely. Don't go into details.”
“Dialogue is not endorsement of cases of human rights. Abandoning Central Asia to others – that would be the real failure. We support this agreement and this partnership. 2-0528-0000”
“Mr President, Madam Commissioner, dear colleagues, Central Asia is gaining more strategic role in the world politics. Russia and China are both deepening their presence there. Europe should not leave this region behind. We should actively engage with it. The enhanced partnership and cooperation agreement with Uzbekistan is our answer. Uzbekistan is the most populous country in Central Asia, a state in transition and a valuable partner. The first EU-Central Asia Summit in Samarkand last April showed real momentum. We must not waste it. This agreement opens the door to deeper cooperation in different areas, starting from connectivity of critical raw materials, energy transition and so on, and supporting Afghanistan in their reforms and, crucially, on preventing the circumvention of our sanctions against Russia.”
“It is naive to think that being far from the eastern flank protects you from aggression. We want a strong EU defence and security union. We want a strong transatlantic partnership, but we cannot be held hostage to the mood of any single president. Europe will not be abandoned. Europe will defend itself. 2-0399-0000”
“Madam President, Vice‑President of the Commission, colleagues, for over 70 years the Transatlantic Alliance was the backbone of global security. The U.S. decision to reduce troop deployment in Europe is regretful and irresponsible. The EU is strong in our soft power globally, but in defence not. However, we cannot outsource our security forever. Europe must now take responsibility for its own defence. That means real budgetary capabilities, real EU industry, real joint procurement mechanisms, personal equipment and also our solidarity in our eastern European Union flank. And it means our unwavering support to Ukraine. In a world this interconnected, any invasion will affect everyone. In the Union of 27, all 27 will suffer and bear the consequences. Every one would be affected.”
“But there is no support for the suspension of the association agreement. When it comes to the Board of Peace, reading the charter of this Board of Peace, it is impossible to join that Board of Peace, because the Board of Peace that was foreseen in the United Nations Security Council Resolution was considered to be for Palestine, it was considered to be temporary and it had a clear pathway for Palestinian ownership in the end. It is not in the current Board of Peace and it does not respect also the equality of states principle that we usually have when joining international organisations. 2-0320-0000”

“Madam President, Commissioner, thanks a lot, such a proposed fertiliser plan is a very good one. But of course, we need to discuss not only strategic plans, but also how we can address and react to this crisis because the situation is very unusual. And of course, fertilisers should also be excluded from sanctions, like water, like food. You have no chance to sanction water, to sanction food or to sanction medicine. Fertilisers belong to the same goods. They are strategic ones. We need to find ways of how we can solve problems, keeping in mind targeted sanctions, but not sanctioning fertilisers as such. Of course, it would also be good to discuss issues about state aid now. In Lithuania, we have two big factories that are producing ammonium and phosphates, but we need to also address issues because the situation is urgent.”
“But democratic and parliamentary oversight, human accountability, transparency and robust safeguards must remain central to any deployment of AI in security-related contexts. The use of AI in cybersecurity and defence does not undermine fundamental rights, social rights and democratic controls. 2-0082-0000”
“Madam President, Commissioner, Minister, colleagues, it is obvious that the European Union must remain resilient, secure and prepared in the face of rapidly advancing AI technologies. Our democratic institutions, critical infrastructure, healthcare systems and citizens must be protected against new risks and challenges emerging from increasingly sophisticated AI systems. We must strengthen Europe's cyber-resilience against the misuse of advanced AI systems, including disinformation campaigns, automated surveillance, threats targeting critical infrastructure and democratic processes, health threats posed by AI, cyberattacks against hospitals. We must strengthen ENISA, turning it into a fully functioning agency. We must establish a comprehensive cyberdefence shield and infrastructure.”

“Dzisiaj o nich mówiliśmy: służba zdrowia, dostęp do finansowania, kredyty, usługi publiczne, szybki internet i wiele, wiele innych. Kobiety z tych regionów potrzebują szczególnego wsparcia i mentorstwa. Musimy przyspieszyć walkę o równość, równe prawa, walkę z luką płacową czy emerytalną. Potrzebujemy też bardziej zintegrowanego podejścia do wszystkich polityk Unii Europejskiej, aby kobiety częściej mogły sięgać po unijne wsparcie. Dziękuję wszystkim dzisiaj za tę debatę i za wyraźne wsparcie dla konkretnych rozwiązań, które dają kobietom ze wsi, terenów wyspiarskich i oddalonych realne szanse rozwoju. I chciałabym, abyśmy dzisiaj wszyscy, niezależnie od grup politycznych przeszli od słów do działań. “Auch im Libanon ist mit einer Eskalation zu rechnen. Die Hisbollah und die IDF bekämpfen sich, während über eine Verlängerung des Waffenstillstands verhandelt wird. Die Leidtragenden sind vor allem libanesische Zivilisten. Die Evakuierungswarnungen für unzählige Dörfer und Luftangriffe in dicht besiedelten Gebieten haben hunderttausende Libanesen obdachlos gemacht. Über eine Million Libanesen sind auf der Flucht – etwa jeder sechste Einwohner des Landes. Wir können erahnen, wo sie am Ende ankommen werden – in Europa. Die Lage ist ernst: Selbst China sendet humanitäre Hilfe, mehrere europäische Regierungschefs haben vor den Konsequenzen einer weiteren Eskalation gewarnt. Bei aller berechtigten Terrorbekämpfung muss festgehalten werden: das Ausradieren ganzer Dörfer oder das Annektieren libanesischen Territoriums ist inakzeptabel.”
