“Madam President, Commissioner, colleagues, it is again an outbreak of terrible sickness. We have Ebola in many parts of Africa, even one case on European soil. We have seen the hantavirus spreading over springtime.”
“Mr President, Commissioner, colleagues, this crisis must not be forgotten. Hamas is still around in Gaza. It is not yet gone. People are still under pressure. This terrorist organisation even was not ashamed to put children on the line, to put women on the line, to put their own civil society, the civil population, at risk.”
“This is why, especially the European role with our approach of human dignity, of individual freedom, is to take it seriously when such outbreaks take place and to always rely on evidence, academic evidence, and to confront extremists in the very beginning when they start their conspiracy theories. 3-0354-0000”
“And when development aid is given, not one single cent must be misused for hatred, for Islamism, for antisemitism, because that means pouring hatred into even children's hearts, which leads again to such an outrageous violence such as in 7 October. 3-0259-0000”

“Madam President, Commissioner, colleagues, it is again an outbreak of terrible sickness. We have Ebola in many parts of Africa, even one case on European soil. We have seen the hantavirus spreading over springtime. I want to emphasise one important point, because this is the very beginning of one or the other sickness, and we do not know where it will lead in either case. But I have already observed extremists claiming that the sickness does not exist, that the sickness has been made up by what they call 'elites'. But these extremists are the ones who define themselves whom they call 'elites', and they create the conspiracy theory that the 'elites' would create information about the sickness to control people. No – this is academic research, this is scientific data that what we are doing is based on.”
“And when development aid is given, not one single cent must be misused for hatred, for Islamism, for antisemitism, because that means pouring hatred into even children's hearts, which leads again to such an outrageous violence such as in 7 October. 3-0259-0000”
“Mr President, Commissioner, colleagues, this crisis must not be forgotten. Hamas is still around in Gaza. It is not yet gone. People are still under pressure. This terrorist organisation even was not ashamed to put children on the line, to put women on the line, to put their own civil society, the civil population, at risk. And they are still around. So I can only one more time advocate for deweaponising the terrorist organisation, demilitarising Gaza, creating proper education towards a proper civil society without hatred, antisemitism, Islamism, creating a precondition for economic self-capability so that one day it will not be necessary anymore that the whole world pours money into the region.”
“Strengthening our Union's resilience and capacity to address cyber and hybrid threats is a vital undertaking that will benefit us all. The Council and the Member States will continue to work closely with the European Parliament and with the European Commission in this joint effort, in the interests of national and European security. 3-0248-0000”
“This is why it is important that the whole European Parliament is standing behind Lithuania. I thank my dear colleague Rasa Juknevičienė for raising the issue, for putting the issue in the centre of the very European Parliament, and for giving us the opportunity to ensure the Lithuanians of our full solidarity and of fighting back against these attacks from Putin's Russia. 3-0247-0000 Marilena Raouna, President-in-Office of the Council. – Mr President, Commissioner, thank you and thank you to all Members of the Parliament for their contribution on this key topic. I have heard broad convergence on the need to further strengthen our cybersecurity and our ability to respond to hybrid threats and to strengthen our cooperation. A lot has been done during the last few years, but we still have important work on the table.”
“Mr President, Commissioner, colleagues, Lithuania is a success story. Lithuania, if you didn't yet know, is, according to analysis, the state with the happiest youth on earth. Lithuania is an EU Member State that was in history part of the so‑called Soviet Union. Now Lithuania has been attacked – like many parts of Europe – via hybrid means and measures, and among them is cyberattacks. 600 000 – a vast number of data of persons has been stolen by Putin's Russia. This is a huge number given the size of the country. We must not underestimate what that means in terms of interference, especially in the country that is a success story also in terms of digitalisation, of using digital means and measures to preserve not only bureaucracy but also democracy, confidence and trust within a society. A text like that must not remain uncommented by us.”
“Each and every Islamist terrorist or other terrorist regime, or criminal regime such Putin's in Russia has to be fought. We should not make a small difference here. The diplomatic expression for what is needed is 'backchanneling' because we talk to everybody on earth, but not with politically, democratically elected people. We will not give anybody the honour to have that. 3-0593-0000”
“Because, actually, what we are doing is only helping preserve a regime which is the source of a lot of migration into the European Union. Wouldn't it be better to fight that regime with everything we have and not legitimise them? 3-0592-0000 Lukas Mandl (PPE), blue-card answer. – Thank you for the question and for giving me the opportunity to even dig deeper into the issue. We are also protecting migrants with the right to asylum – including women, especially women – and fighting illegal migration is very important in order to preserve the very, some would say, 'holy' right of asylum for the small minority with an asylum right. We also fight illegal migration for each and everybody. So, we fight illegal migration also for women in Afghanistan. I totally agree that this regime has to be fought as much as the one in Iran.”
“The Taliban will not achieve one thing – they will not achieve that we stop fighting for women's rights and they will also not achieve that we stop fighting illegal migration. We fight both, we are the European Union, we stand to our values in each and every regard. This is not only true for Afghanistan, but also for the Syrian regime where we quasi legitimised much too directly the new leader there. (The speaker agreed to take a blue-card question) 3-0591-0000 Raquel García Hermida-Van Der Walle (Renew), blue-card question. – Dear Lukas, you said that the European Union is committed to fighting for the rights of women against oppression, and also to fight illegal migration, but do you agree with me that it won't be a reason to invite the Taliban to fight illegal migration?”
“Mr President, Commissioner, colleagues, I can only time and again refer to the UN initiative HeForShe, which I recommend to each and every male person caring for the common good, because women's rights are not an issue for women alone. Women's rights are an issue for every sane and sober person, and this is what we have to care for, especially for women in Afghanistan so oppressed by the regime, the Taliban regime. Islamists all over the world oppress women. Islamism and Islam are different things – as I always emphasise, one is terrorism, the other is religion, deserves freedom of religion. When women are oppressed, it can't be justified with religion. It is a harmful, aggressive, violent ideology, and this is what we have to fight.”
“But the world will need it, because the Iranian regime, the mullah regime, is not only threatening its own people, killing its own people, but killing people all around the world via its proxies, terrorist organisations such as Hezbollah, Hamas. Also in Europe, the Iranian regime, the mullahs, are active with their Islamist terrorism. I always emphasise Islamism and Islam is not the same. There is a huge difference. The one is terrorism, the other is religion, deserving freedom of religion, a very important part of our civilisation, which we must uphold via connecting the dots. It is the same regime that's threatening the Global West and its own citizens. 3-0562-0000”
“Mr President, Commissioner, colleagues, it's a late hour in the European Parliament, and we address again the Iranian people with our full solidarity against the threats by their own regime. It is impressive how the Iranian people – a large number of them definitely – are fighting this regime. And it will be important not only for these people and generations ahead in Iran, but for the whole world, that the mullah regime will come to an end, that there will be established democracy, rule of law, a parliamentary system. This is what each country deserves. This is what Iran deserves, the Iranians deserve.”
“And I think this impression from the inside is also an impression I share from the outside. So if we can manage the UN making what it is supposed to do, not acting like an NGO – because there are NGOs on the planet – but acting on behalf of multilateralism in a positive sense, this will be good for every human being on this planet. 2-0504-0000”
“Mr President, High Representative, dear colleagues, when I listen to the extremists in this House, to the far left, to the far right, and how they talk about the United Nations and multilateralism, I'm even more convinced that multilateralism is important. The United Nations is obviously in urgent need of drastic reform, but it has to be in place. Humanity will need the United Nations more than ever in the future, and this is why we have to positively contribute to its reform. I always remember a high representative from the system of the very United Nations, a senior official of the United Nations talking to us during the high-level political forum at the UN seat in New York, saying that the problem would be that the United Nations would have become an NGO or acting like an NGO in itself.”
“There are already rumours and discussions, even open discussions, about the core Europe or something like that. I think this is a fallback position that must be discussed, but it would be better if the European Union would be reformed and enlarged in its entirety. 1-0060-0000”
“But then if we reform the Treaties, what should the new Treaty look like? 1-0059-0000 Lukas Mandl (PPE), blue-card reaction. – Thank you, I appreciate it. We are already exercising the parliamentary debate as it is meant for Parliament. So thanks for this additional question. Well, among many things that should be looked at, I always put it in the framework of more strength to the outside and more freedom to the inside. This is what the future structures of the European Union should provide. I think the number of issues where the unanimity principle would apply must be much, much smaller. This number must decrease in order to make the European Union ready to react and act stronger to the outside and to the inside. And a very last point.”
“In the 1.5 minutes of speaking time I had before, I was not even able to only mention the third institution: the Council. And I think it's up to the Member States, in the Council, to the governments of the Member States, to take the courage to start a negotiation process on the Treaties. This was always the way Europe was reformed, the European Union developed. We have the longest period of time in Europe's history without a Treaty reform. We have the longest period of time without an accession. We have even had a country dropping out of the European Union during that period of time. So there are many good reasons to really work on further reforms, but we exercise now how a reform approach can work with this very agreement. 1-0058-0000 Reinier Van Lanschot (Verts/ALE), blue-card reaction. – I couldn't agree more, we need Treaty reform.”
“This is why, to the inside for more freedom, to the outside for more strength of Europe, the Parliament must have a stronger say and the agreement is a good path towards that. (The speaker agreed to take a blue-card question) 1-0056-0000 Reinier Van Lanschot (Verts/ALE), blue-card question. – Mr Mandl, thank you for your intervention and for explaining that you envision a strong role for Parliament. This framework agreement contains some good elements that you also pointed out, but they are quite small – still baby steps. If you look further ahead in the future and have a bolder vision with larger steps that you could decide, what would that look like? 1-0057-0000 Lukas Mandl (PPE), blue-card answer. – Of course, we need a new EU Treaty.”
“I think it is not by chance that Vice-President Šefčovič is with us today, because he is not only the longest-serving member of the College, he is also – and I know that from my personal experience – a good example of how the Commission can engage with the parliamentarian when it comes to the very interests of the Europeans. But this must be structurally enshrined. The people want more leadership, a more visionary approach, and this very body – the directly elected Chamber, the European Parliament – is the body providing more leadership, a more visionary approach. And these days, we have seen a more visionary approach by our Commission's President when it comes to the statements on the evolving situation in Iran.”
“Madam President, Vice-President, colleagues, we have inherited from generations before us a Europe with separation of powers, a Europe with the very first parliament in Europe's history for Europe in its entirety – a parliament established in 1979, the same year as the Iranian regime. And I very much trust now more than ever that the European Parliament will last longer than this Iranian regime. I want to, in particular, thank our colleague Sven Simon for undertaking the endeavour of negotiating this agreement, because it is of utmost importance that we achieve results with the separation of powers, with a strong parliament, which is the only directly elected body in this European Union and which is the citizens' chamber.”
“This very week in the European Parliament has shown exactly that – that it is a very tight race always between the ones who see the value of cooperation against the ones who are reluctant or are driven by anxiety, not even rationale, so much. So we have to do a lot here. And this is where India comes in: the largest country on earth, a country we have a lot of prospects with, a lot of opportunities in joint endeavours. And India is open for this cooperation with Europe. India is also the largest democracy on earth, while of course different in the one or the other respect to Europe, but still a country we can work with, a country that is open for us. And this is why the EU-India summit is a shining light in these times of many shadows and a lot of darkness. 3-0352-0000”
“Madam President, High Representative Kaja Kallas, colleagues, we live in a world with more and more confrontation. Europe's approach has always been – at least when it was successful – one of cooperation, and cooperation is the decisive element of the success story of Europe to the inside, and cooperation is the way Europe reaches out to the outside. Of course, especially in recent years, we've been able to defend Europe, we've been more independent in security and defence and enlarging also this capacity, but cooperation is our approach. Maybe that's something we still have to fight for and to argue for.”
Deshalb müssen wir mobilisieren, was in Europa an Kapital eigentlich vorhanden wäre. 1-0068-0000”
