Wir reden heute über künstliche Intelligenz, aber in Wahrheit reden wir über Europas Zukunft, und diese Zukunft entsteht gerade woanders. Europa verfügt über lediglich rund 5 % der weltweiten KI‑Rechenkapazität; die Vereinigten Staaten von Amerika liegen bei fast 75 %. Amerikanische Digitalkonzerne investieren hunderte Milliarden in Rechenzentren, Chips, Netze und Energie. Was macht Europa? Wir prüfen, regulieren, wir verzögern. KI braucht nicht nur gute Absichten; KI braucht Strom, Flächen, Glasfaser, Genehmigungen und Tempo, aber genau dort scheitern wir. Und wir haben auch in der Debatte schon gehört, dass das teilweise gewollt ist von den politischen Mitbewerbern.

The Industrial Accelerator Act puts forward accelerating permitting, again building on the Net Zero Industry Act, which harmonised industrial permitting with deadlines for procedures, single points of contacts and so on. The Commission recently also published guidance on certain elements of Natura 2000, the Birds Directive and the Water Framework Directive, increasing the clarity on existing flexibilities and helping more uniform implementation, including during the permitting of these new projects.

I would say it basically boils down to the question on the pace of permitting for strategic projects, and we have been working a lot on this. Last December, as part of the Environmental Omnibus, we proposed a regulation streamlining environmental assessments to ensure that project developers across strategic sectors benefit from those accelerated procedures.

Aber spätestens seit dem Green Deal erleben wir eine starke Zunahme von Berichtspflichten, Nachweisen, oft auch ohne erkennbaren Mehrwert. Hinzu kommen Zielkonflikte. Wir wollen zum Beispiel die Energiewende, Klimaschutz und brauchen dafür einen schnellen Netzausbau; gleichzeitig verzögern andere Regelwerke wie etwa die Flora-Fauna-Habitat-Richtlinie und ein ganzes anderes Dutzend an Umweltschutzbestimmungen genau diese Projekte.

  7. The same rules, the same standards, the same level of trust – that is the promise of the single market. If the challenge lies in application, we must rethink how we ensure consistency. This is where artificial intelligence can help in the future. Used responsibly, it can identify inconsistencies, highlight overlaps and support a more coherent and predictable legal framework. But technology is only a tool, of course. Our objective must be clear: that EU law means the same thing wherever it is applied.   8. Madam President, Commissioner, colleagues, EU law is often seen as technical – even bureaucratic. But for businesses and citizens it is something much simpler: it is the difference between clarity and confusion. The application of EU law is not a detail; it is the foundation of the single market. And yet, too often, the same rules do not lead to the same outcomes. A market that looks unified on paper can feel fragmented. In practice, what is clear in one Member State becomes uncertain in another. The problem is not that we lack legislation; the problem is that the same law does not always mean the same thing. Divergent application, ambiguous wording and national layers turn a common rule book into a patchwork. The consequences are real: businesses face unfair competition, citizens face uncertainty.

  9. Gesetze müssen überprüft, befristet und im Zweifel auch wieder abgeschafft werden. Wenn wir z. B. bei der Energiewende vorankommen wollen, braucht es klare Prioritäten. Etwa einen Vorrang für den Netzausbau, der die Übertreibungen der Fauna-Flora-Habitat-Richtlinie verdrängt. In der Kommission darf nicht derjenige befördert werden, der ein neues Gesetz durchbringt, sondern derjenige, der ein Gesetz findet, das man abschaffen kann. Nur dann werden wir wettbewerbsfähig werden, wenn die Unternehmen in Europa nicht unter der Last der eigenen Regeln zusammenbrechen. Leider ist das Thema auch kein technisches Detail, sondern zu einer Existenzfrage für die Europäische Union geworden. 2-0268-0000

Unser Rechtsbestand ist über Jahrzehnte gewachsen, aber nie bereinigt worden – voller Überschneidungen, Widersprüche und überholter Regeln. Wir haben leider keinen wirksamen Mechanismus, der das wirksam korrigiert. Unser System – ich bin fest davon überzeugt, dass das keiner so böswillig gewollt hätte – ist zu wenig responsiv.   13. 53 % das faixas costeiras marítimas da Europa estão hoje sob pressão devido à presença de espécies exóticas invasoras, com variações regionais muito significativas: 33 % das faixas costeiras do mar Báltico, 100 % do mar Negro, 98 % do mar Mediterrâneo e 25 % do Atlântico Nordeste. Esta tendência irá crescer e é cada vez mais impulsionada pelas alterações climáticas, causando graves danos ecológicos e perdas económicas significativas, particularmente para a pesca artesanal e a aquicultura, mas não só. Não podemos continuar assim. Temos de fazer mais, temos de fazer melhor. E é para isso que peço o vosso apoio e o vosso voto neste relatório, agradecendo também todo o trabalho desenvolvido pelos restantes grupos políticos neste dossiê.

São preocupações dos pescadores, das comunidades costeiras, das regiões ultraperiféricas e do setor do turismo. Mas também são, no fundo, preocupações da economia real de muitos territórios da União Europeia. Este relatório avança com melhores respostas para apoiar a proteção da nossa biodiversidade e a luta contra as espécies invasoras. 51 % das aves marinhas, 45 % dos mamíferos marinhos, 40 % dos tubarões e 100 % das tartarugas da Europa estão hoje ameaçados.

  16. – Die folgende Abstimmung betrifft das Urheberrecht und generative künstliche Intelligenz – Chancen und Herausforderungen (siehe Punkt 12.11 des Protokolls). 2-0217-0000 Axel Voss, Berichterstatter. – Frau Präsidentin, liebe Kolleginnen und Kollegen! Angesichts der fortgeschrittenen Zeit nur ein ganz kurzer Überblick: Wir versuchen mit diesem Bericht, eine Balance zu erzeugen für die KI‑Entwickler, dass es einerseits Rechtsklarheit gibt und kein Hindernis und auf der anderen Seite die europäischen Kreativschaffenden auch von der Nutzung ihrer Werke profitieren. Deshalb bieten wir das mit einfachen, digitalen oder der digitalen Welt angepassten Mitteln. Die Erlangung für Lizenzen et cetera – vielleicht noch mal ganz kurz Dank an die Schattenberichterstatter – haben wir der Kommission mit auf den Weg gegeben. Das ist ein dringendes Problem.
