“Madam President, I am pleased to see that the EIB is in a good condition with a strong quality management system in place. The EIB also learned from several reputation-damaging cases in the past and introduced appropriate preventive measures.”
“Mr President, Commissioner, it is realistic to increase the electrification of some industrial processes and also heat supply, but the affordable price of electricity and capacities meeting demands is a key condition. And let's be honest, the demand will grow, through AI, cars, heat pumps – it has been mentioned already.”
“Madam President, I'd like to address the Commissioner. Mr Commissioner, you repeatedly state that the ETS works well. But what do we see? Strategic sectors delay investments due to low investment return. The same strategic sectors shut down and move production outside the EU.”
“Pane předsedající, pane komisaři, kolegové, vy tady brečíte, že Evropa není dostatečně akceschopná, a jako viníky označujete ty státy a občany, kteří nesouhlasí s vašimi špatnými návrhy. A vaše řešení? Zrušit právo veta. Jenže zrušením práva veta problém nevyřešíte.”
“Would you agree with me that, in the best case scenario, they would get cheap European green fertilisers? And if so, should we not do everything in our power to make this possible? 2-0242-0000 Ondřej Knotek (PfE), blue-card answer.”
“– Pane kolego, mám na vás jednoduchou otázku: Myslíte si, když teď vidíte ty paláce, které si stavěl Viktor Orbán, člen vaší frakce, patriot, jak říkáte, a to, jakým způsobem vyplácel svoje kamarády a dával jim peníze z evropského rozpočtu, že Viktor Orbán poslouchal občany a že byl skutečný patriot?”

“And lastly, a very important point, the Bank shall be preparing itself for a near future for massive support of nuclear energy projects. Otherwise the EIB runs quite well. 1-0115-0000”
“Madam President, I am pleased to see that the EIB is in a good condition with a strong quality management system in place. The EIB also learned from several reputation-damaging cases in the past and introduced appropriate preventive measures. Also, the bank maintains an adequate level of transparency considering the need to remain competitive to private banks. On supported projects within the EU, I believe that the EIB shall allocate some share of the finance to the EU-based projects that do not fully comply to the EU taxonomy, or the logics of best available technologies in some special cases, e.g. heat supply projects in regions phasing out coal or projects in chemical, glass, fertiliser or steel sectors.”
“So I would like to call on you, Commissioner, to reintroduce the free allocations for electricity producers from coal, lignite and gas until the time that we will not need these sources anymore. 3-0266-0000”
“Mr President, Commissioner, it is realistic to increase the electrification of some industrial processes and also heat supply, but the affordable price of electricity and capacities meeting demands is a key condition. And let's be honest, the demand will grow, through AI, cars, heat pumps – it has been mentioned already. But before we have the required installed capacity in renewable and nuclear, we will use both local and imported fossil fuels. That's it. One example: to produce one megawatt-hour of lignite coal electricity in the EU costs EUR 10, but we add through carbon allowances – emission allowances – EUR 70 more. So to do more and enable more electrification in the EU, with affordable electricity, we must for some given time also cut the prices of coal and gas electricity.”
“Madam President, I'd like to address the Commissioner. Mr Commissioner, you repeatedly state that the ETS works well. But what do we see? Strategic sectors delay investments due to low investment return. The same strategic sectors shut down and move production outside the EU. The rate of promised new green jobs is negligible compared to the jobs lost in the EU. Coal and lignite power plants are, against the logics of today's global situation, forced to close. So if you say that ETS works well, Mr Commissioner, what is the real goal of ETS? The economic destruction of Europe? The high prices of ETS are the enemy of Europe and the friend of Europe's competitors. So, Mr Commissioner, I have a question for you: are you a true European patriot or are you a friend of the ETS? Because at the same time you cannot be both.”
“You have also the economic pillar and you have also the socially acceptable pillar. That's your first question. To your second question. It is simple. Two plus two is four. You want to make two plus two three. That's not possible. You have some global reality and if you don't reflect it you can maybe afford it, but it will be too expensive. And it will, let's say, make the fertiliser industry go outside the EU, and this is what we do not want. 2-0245-0000”
“2-0243-0000 Lukas Sieper (Renew), blue-card reaction. – The first thing is: what is the difference between sustainable and green when it comes to the production of fertilisers? And secondly, I think you misunderstood my question. I said: should we not do anything in our power to make them cheaper? Because this, at least through subsidiaries, through certain legislation, we can influence the market. We do it every day. This is our main job here apart from other things in the European Parliament. So, should we not enact policies that lead to the fact that green fertilisers are cheaper than non‑green fertilisers? 2-0244-0000 Ondřej Knotek (PfE), blue-card reaction. – So to explain the reason between green and sustainable, let's say that green is only one third of sustainable.”
“Would you agree with me that, in the best case scenario, they would get cheap European green fertilisers? And if so, should we not do everything in our power to make this possible? 2-0242-0000 Ondřej Knotek (PfE), blue-card answer. – If green fertilisers, for example, through green hydrogen, were already cheaper, the market would already took place to care. So you still need to remember that many fertilisers are produced through natural gas, through fossil technologies. You can work with that, you can reduce the footprint, you can also diversify the gas sources to reduce the gas price. But simply, green technologies have some steps in possible speed. If you go too fast, it is not cheaper, it is not more sustainable. It may be more green but not sustainable. So we must be very careful. It's about strategic autonomy.”
“These measures, let's say, would help EU fertilisers to have some competitiveness. But if we want to make the EU production of fertilisers cheaper, we must consider the exclusion of the fertiliser sector from the ETS. Also, rework the methane regulation and diversify gas supplies to Europe to reduce gas prices. So, Commissioner, your plan has some good elements, but it still needs massive improvements. Please do not forget that our farmers need cheap European fertilisers, not necessarily green fertilisers. (The speaker agreed to take a blue-card question) 2-0241-0000 Lukas Sieper (Renew), blue-card question. – Thank you, colleague, for accepting the blue card. You said that they need cheap European fertilisers, not necessarily green fertilisers.”
“Madam President, Commissioner, mineral fertilisers are vital for EU food production and autonomy. Farmers call at the same time for cheap fertilisers. So, our answer shall be to produce affordable fertilisers in Europe. The EU fertiliser industry must be therefore recognised as a strategic pillar of EU autonomy. Decarbonisation speed in the EU fertiliser sector must go hand in hand with the economic viability of new technologies and with the global reality. Also, European fertiliser producers shall not be punished if the related grids for greener technologies are not yet available. Sector‑specific benchmarks must be put in place to address individual aspects of different production sites across the EU. Full carbon leakage measures must be granted without any exemption.”
“– Pane kolego, mám na vás jednoduchou otázku: Myslíte si, když teď vidíte ty paláce, které si stavěl Viktor Orbán, člen vaší frakce, patriot, jak říkáte, a to, jakým způsobem vyplácel svoje kamarády a dával jim peníze z evropského rozpočtu, že Viktor Orbán poslouchal občany a že byl skutečný patriot? 2-0169-0000 Ondřej Knotek (PfE), odpověď na otázku položenou zvednutím modré karty. – Děkuji za otázku. Pan Orbán zcela jistě naslouchal svým občanům. Já vám spíše dám protiotázku. Vy byste se chtěl nechat odevzdat a odevzdat budoucnost České republiky, aby o ní rozhodovali ti, kteří rozkolísali hospodářství Evropy, zrušili jádro, otevřeli zemi migrantům? Podívejte se, jak to vypadá v některých státech západní Evropy. Tam my nechceme. My jsme Patrioti, my hájíme zájmy českých občanů. 2-0170-0000”
“Pane předsedající, pane komisaři, kolegové, vy tady brečíte, že Evropa není dostatečně akceschopná, a jako viníky označujete ty státy a občany, kteří nesouhlasí s vašimi špatnými návrhy. A vaše řešení? Zrušit právo veta. Jenže zrušením práva veta problém nevyřešíte. Kážete více Evropy, ale jdete na to silou, s ideologií a pravidly, která vyhovují jen některým státům. Tím dokazujete, že na více Evropy zatím nejste připraveni. My Patrioti dobře víme, že cesta vítězů a poražených lepší Evropu nepřinese. Pravidla musí vyhovovat všem. Přestaňte proto snít o Spojených státech evropských a naopak raději posilte právo veta, osekejte regulaci, a hlavně, prosím, naslouchejte lidem! (Řečník souhlasil s tím, že že odpoví na otázku položenou zvednutím modré karty) 2-0168-0000 Tomáš Zdechovský (PPE), otázka položená zvednutím modré karty.”
“3-0072-0000 Niels Fuglsang (S&D), blue-card question. – Okay, so we will need some metals for renewable energy. But in contrast to oil and gas, which we don't have in Europe (98 % of the oil and gas we consume, we import in Europe), the metals, we can get that also from Europe. We can reuse the metals to a much larger degree than we do today. And we can also have mining projects in Europe, so we can provide for ourselves. That is not possible with oil and gas, because we don't have it, so we need to import it. Would you recognise that there is a difference here? 3-0073-0000 Ondřej Knotek (PfE), blue-card answer. – Definitely. We shall increase the rate of the circular economy.”
“– Colleague, I'm wondering if you ever read about renewable energies? About how solar energy, wind energy, water energy works? Because if you did, you would realise that all of this we can produce here. We have the sun, we have the wind, we have water. In Europe! So the only thing that we would be dependable on, if we would go for renewable energies in Europe, would be European nature. And I personally think that's a pretty damn good thing to depend on. Don't you think? 3-0071-0000 Ondřej Knotek (PfE), blue-card reaction. – As I said, renewables will always have a share, but you need metals that are not in Europe. Okay? So you replace one dependency for another. So, the dependencies must be diversified, on the sources and also on the suppliers. I don't know what you're not getting here. It is clear.”
“Glauben Sie, dass diese Sachen dann auch so teuer wären? Und mal ganz persönlich – da Sie sagen, wir könnten das in diesem Jahrhundert nicht schaffen –, wann haben Sie die Fähigkeit verloren, zu glauben? 3-0069-0000 Ondřej Knotek (PfE), blue-card answer. – Thank you for the question. It's clear that there is an oil crisis once every 30 years or so. It can happen and we can manage it. Your solution is to replace one dependency for another dependency. So if you just replace oil and fossil fuels by renewables only, you will maybe lose the dependency on countries delivering fossil fuels, but you will increase the dependency on countries delivering metals, for example, or some green technologies. So the answer is having mixed, diversified technology and not just focusing on one shot. 3-0070-0000 Lukas Sieper (Renew), blue-card reaction.”
“Takže chceme-li mít, řekněme, zdravější populaci, méně obézní populaci, investujme více do sportu a ne do neziskových politických organizací, sebepropagace Bruselu a nesmyslných zelených opatření. 4-0070-0000”
“Coal will not be a nice teddy bear you can go to whenever you have a problem. It is the actual problem. Coal, oil and gas are the main cause of the energy price problem that we are facing today. 2-0317-0000 Ondřej Knotek (PfE), blue-card reaction. – Actually, without coal and steel, we would not be having the debate here. So maybe you could learn something from European history – it would be nice as well. And when it comes to prices, you must also understand that you need to invest a lot into the grid, because the consumer doesn't pay the cost, the price on the market – he pays the final price. So we need to find a balance between the speed of decarbonisation and reasonable investments. And again, we shall use local sources. In some countries, we still have coal. 2-0318-0000”
“If we used them for a few years longer – like 5 to 10 years – we would not need to import so much gas. For the gas price, yes, of course, it's volatile, I agree. But we can diversify, and to diversify you need long-term contracts. And with methane regulation, for example, you do not succeed to have long-term contracts pushing the price down. So it's about the speed of decarbonisation. I do not question decarbonisation as such, but the pathway – we are doing it in too ambitious a way. 2-0316-0000 Emma Wiesner (Renew), blue-card reaction. – But what your side of the House, this part of the House, needs to understand is it's the dependency on coal, oil and gas that led us here. That's why we are in the situation where we are today. That's why the prices are skyrocketing.”
“– So do I understand you correctly that we are in a situation where the oil and gas prices are skyrocketing because of the war in Iran, the situation in the Middle East, and what you want to do is take all of the climate policies that are to take us out of these dependencies on fossil fuel, remove them, and then continue using oil, gas and coal? How will that lower energy prices for European consumers? It's the dependency on oil, gas and coal that makes energy prices skyrocket at the moment. I don't understand the logic here. 2-0315-0000 Ondřej Knotek (PfE), blue-card answer. – This is always the debate we have. So, for example, in my country there are a lot of coal sources and the grids are fully prepared for this. But because of the high ETS price, we are forced to close them earlier than is necessary.”
“The price must be below EUR 30, no debates, and ETS to be postponed as long as possible. Also there is – Mr Commissioner, I am talking to you, please do not share with your colleague. Also, there is a number of legislation that have an impact on the price of gas, for example the Methane Regulation, the EPBD Directive or also the 'Do no significant harm' criteria for the gas, and maybe we need more diversify the gas. So, it is not true that everything you put forward is wrong, but I am afraid many of the things you put forward are wrong. I am afraid you are repeating the same failure and this is that you believe that you can simply close the fossil sources without having a stable replacement, and I am afraid it will not work. (The speaker agreed to take a blue-card question) 2-0314-0000 Emma Wiesner (Renew), blue-card question.”
“Mr President, Mr Commissioner, surprisingly, I will start a little bit positively. So, there are some positive elements in your speech. Your thoughts on the grids go in the good direction. I welcome the SMR point and also the idea on lowering taxes. Yes, this is the good time to lower taxes. But you will not be surprised that, since your hearing as a Commissioner candidate, there are still elements that I point on and you are ignoring them a little bit. So, when it comes to the state aid rules, we need the nuclear without unnecessary restrictions and not only for SMRs, and also to include, under some conditions, coal and gas – it is really needed. Also, ETS – one huge effect on the price. We must have drastic changes. It will hurt, but it is necessary.”
“Madam President, advocating for Hungary's exclusion from the SAFE programme is acting against European security. And even worse is that you do it for political reasons. Brussels technocrats fear so much of sovereign governments, like the one of the Viktor Orbán, that they even do not hesitate to bend the rules, like now with the SAFE programme. And this is completely wrong. De a brüsszeli technokratáknál sokkal rosszabbak azok, akik nem haboznak eladni a saját országukat ezeknek a technokratáknak. És ezek az emberek most megpróbálják átvenni az irányítást a ti nagyszerű országotok felett. Ne engedjétek ezt! 2-0562-0000”
“So, I represent the electorate that believes that Europe is not ready for having a swift overpower of functions by Brussels. For your comment on the values, that we become a minority and what happens ... Bitte fragen Sie in Duisburg, in Marxloh.
– Thank you very much for this question.”
A kolikrát vámi předložená zpráva kritizuje skutečné viníky? Evropská komise 0. Německo, Francie či Belgie 0. No go zóny zřejmě nevadí. Ale Maďarsko zmiňujete 46krát, Polsko 10krát, Slovensko 7krát.”
“Because we have safe streets, we do not import culture nor religion, and because we are able to say 'no' to Brussels if they come with a migration pact or with federalisation of Europe. So, dear Hungary, dear citizens of Hungary, one message for you: be proud of your great country and your values and never surrender. (The speaker agreed to take a blue-card question) 1-0070-0000 Lukas Sieper (NI), blue-card question. – Mr President, in accordance with our Rules of Procedure, I would also like to react to the reply that my colleague will give me. Dear colleague, I was wondering if you could explain to me the rhetorical concept of 'whataboutism'? 1-0071-0000 Ondřej Knotek (PfE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Herr Präsident! Herr Sieper, Sie verstehen nur Bahnhof. 1-0072-0000”
“Mr President, dear colleagues, a harmful conglomerate of Socialists, People's Party, Liberals and Greens set our great continent on fire. Look what this conglomerate did to their own countries: they opened borders and imported people with culture incompatible with EU values, they increased regulation to such a level that businesses better leave our continent, they reduce freedom and slowly install censorship. And they use people's money to finance political NGOs and so-called 'independent' fact-checkers and media to hit anybody who disagrees. And these technocrats now attack Hungary because of values – why? Because they fear Hungary. Because they fear other patriots like in the Czech Republic, Poland or Slovakia.”
“And allow me one sentence: some of you are so desperate about the fact that Trump has decided for Budapest, that it really shows that you do not have the situation under control. 3-0292-0000”
“Mr President, many of you, colleagues, accent the need for united support of Ukraine, and I generally agree, but I believe it is much more important to provide smart support of Ukraine. Last week, the ITRE Committee voted for the ban of Russian oil, oil products and natural gas from Russia, starting January 2026. But products derived from natural gas are allowed, for example, fertilisers. So buying Russian fertilisers is okay for the European Parliament. At the same time, the ban on Russian oil without exception for Slovakia and Hungary also means that Ukraine will not be able to sell own-harvested oil to refineries in the country, and now most in the Czech Republic. This example shows that maybe less activism and more realism would be much more beneficial, not only to the peace in Ukraine.”
“Mr President, dear representatives of ECA, many thanks for the report. The expenditures from the EU 2024 budget on the heading of natural resources and environment were almost EUR 65 billion, which represents almost one third of the total expenditures. I would like to have two questions. Has the Court identified cases where the Climate Pact investments did not deliver measurable environmental benefits? If so, how significant were these discrepancies relative to the total reported climate spending? And the second question is on electro-mobility. To which extent did the Court elaborate and consider the life-cycle emissions of electric vehicles, including production and energy sourcing, within the audit scope, particularly when attributing emission reductions to electric vehicles' uptake? 3-0251-0000”
“Pane předsedající, to je šílenost, co předvádíte. Opět chcete oslabit členské státy a posílit Brusel. Takže vám něco povím, ať si to všichni zapamatují. Hnutí ANO a Patrioti pro Evropu nikdy nepodpoří zrušení práva veta. 2-0244-0000”
“Commissioner, please bring three points: increase the stability of natural gas supplies after the potential phase‑out, compensate the higher gas prices via cheaper ETS, and avoid premature closure of reliable coal‑fired power plants, which is needed in parts of Europe. So this is basically now your homework. You are invited to do it and, of course, don't forget to place nuclear on an equal footing with renewables on top of it. 1-0283-0000”
“Mr President, Commissioner, colleagues, the debate is so far missing a key element, which is what needs to be done to reduce the economic impact on citizens and businesses in case the EU leaders decide to stop Russian gas imports. Commissioner, two actions are missing in your plan recently published. What is needed is the removal of unrealistic requirements in the EU Methane Emission Regulation to increase the attractiveness of Europe as such for gas imports from third countries and, second, introduce substantial changes in the ETS to reduce the price of carbon allowances. These are two basically simple measures at the end.”
“And I honestly hope that the European Parliament has no ambition to just compliance of any national policies with respective national constitutions. This is the role of judges, not of policymakers. 3-0307-0000”
“Madam President, dear colleagues, I have the feeling that this is another unnecessary debate. I believe that the elected representation has the right to update legislation in place. And of course, every piece of legislation can be challenged at Constitutional Court. Concerning this case, some of you blame Hungarian policymakers for targeting minorities. In my understanding, the aim of the discussed amendment is to protect people, especially young population, from excessive public behaviour, regardless of sexual orientation. And we shall not forget that the rights of minorities is granted by Hungarian Constitution. So the real question behind is the compliance of this amendment with the Hungarian Constitution.”
“So you must look at the final, final bills, and the figure is two times, three times as high than in the United States. So, unfortunately, we need to take a different approach and respect geographical differences in the EU. In some places, more renewables is okay, and in some places you need to have coal for longer and then switch to nuclear. 4-0100-0000”
“You will not, and your plan will fail. So if you really want to help, Commissioner, cap immediately the ETS price at EUR 30, and instead of bringing new climate targets for 2040, please cancel the existing targets for 2030 and 2050. (The speaker agreed to take a blue-card question) 4-0098-0000 Thomas Pellerin-Carlin (S&D), blue-card question. – Honourable MEP Knotek, I've got a simple question: can you tell us what is the price of electricity produced by gas today in Europe? And what is the price of electricity produced by onshore wind power today in Europe? 4-0099-0000 Ondřej Knotek (PfE), blue-card answer. – The important thing is the price which the households pay and industries pay. The produced price is not the traded price, and the consumption price is not the price that is traded.”
“Mr President, dear colleagues, Commissioner, I naively thought that the aim of the affordable energy action plan was to provide affordable energy. But I tell you something: this plan will achieve no substantial energy cost reductions, because you, the European Commission, repeat the same failures as in the past. You are obsessed by an energy mix based on renewables. You blindly push forward the electricity market integration. You have disrespect for the existing reliable coal industry. You are failing to place nuclear on the forefront of the energy transition in parallel to renewables. You egotistically insist on maintaining unsustainable EU climate goals. You completely ignore what's going on in the US and in the BRICS countries. And you naively believe that you will mobilise private capital through your bad plan.”
“Pane předsedající, kolegové, takže spolupráce Patriotů, Konzervativců a Suverenistů podle vás ohrožuje konkurenceschopnost Evropy? Vám přijde divné, že frakce v Evropském parlamentu s podobným programem spolupracují? Umíte vůbec přijmout jiný názor? Možná by strany s jiným názorem než vaším vůbec nemusely kandidovat. No to by byla paráda. Mohli byste pokračovat jako dosud. Zakazovat, zdražovat, dotovat a regulovat. Jenže zapomínáte na lidi. A já vám něco povím. V evropských volbách hodně, opravdu hodně lidí dalo jasně najevo, že mají vaší politiky deseti pohlaví, zelené hospodářské destrukce, centralizace do Bruselu a cenzury plné zuby a my jejich hlasy a důvěru nezklameme. Zdravý rozum neporazíte a Patrioty neumlčíte, tak si to pamatujte. 3-0192-0000”
