And this is never business as usual – always exceptional circumstances. Now we have war back on our continent; therefore, we should equip our first‑ever Commissioner for Defence with a real budget. Now this is all about 'off budget'. Equally important is to make it more transparent by ring‑fencing cohesion, agriculture, fisheries and social fund. Equally important is to involve regions in the design and implementation. That makes Europe more visible and therefore more useful for the citizens. When distributing competitiveness funds and Horizon on the basis, of course, of excellence, we should take care also about geographical balance. Flexibility?”
“Pani Przewodnicząca! Panie Komisarzu! Byłem przy narodzinach warunkowości prawnej w latach 2020–2021. W gruncie rzeczy każdy pieniądz w naszym budżecie jest warunkowy, bo żeby ten pieniądz pozyskać, trzeba spełnić określone kryteria albo wygrać te konkursy. Nasz toolbox, nasze instrumentarium w obronie praworządności, bo to jest świeże, jest dość bogaty. To są tzw. enabling conditions w zakresie spójności i niektóre milestones w RRF. Mamy Prokuraturę Europejską, mamy OLAF, mamy infringement procedure. Tak że to instrumentarium obrony praworządności i wolności obywatelskich jest dość solidne. Natomiast ja od początku mam pewne wątpliwości, które podziela chyba komisarz Serafin, mianowicie, jak sam powiedział, musi udowodnić bezpośredni związek pomiędzy nadużyciami władzy a naruszeniem interesów finansowych Unii Europejskiej.”

Punkt wyjścia przedstawiony przez drugiego komisarza był nieakceptowalny, pozycja Rady też nie, bo miała polegać wyłącznie na tzw. redeployments, ale starania naszych sprawozdawców Halickiego i Nemeca przyniosły efekty. A ja chciałbym bardzo mocno podkreślić team spirit, czyli zwartość i solidarność ekipy parlamentarnej przy tej okazji. Spośród rozmaitych Top Apps zwracam uwagę na fakt, jak bardzo geopolityka zmienia nasze priorytety. Ramy finansowe 2021–2027 zostały uzgodnione przed wybuchem wojny i poważnym cięciom uległa military mobility 6,5 mld zaproponowanych do 1 700 mln, z którymi żyjemy do dziś dnia.”

We know what our priorities are across the European Union and what is the most exciting thing I am to ask is how to reconcile the mission letter of Commissioner Serafin with the common request for decentralised regional cohesion policy, which is not dependent upon the wishes or discretion of national parliaments? Equally important is the repayment of the new generation EU debt in the context of no progress on own resources and also in the context of a new, possibly necessary common borrowing.”
“Mr President, Commissioner, the multiannual framework is never business as usual. There are always exceptional circumstances. When Commissioner Serafin was younger, there was a pressure close to blackmail by Prime Minister Cameron ahead of his unhappy British referendum. Then the pandemic and double funding of our budget and NextGenerationEU; therefore, we now have a problem of how to repay NextGenerationEU given that there is no progress on own resources. But this is also the first wartime budget, therefore, we need to seek creative solutions of how to finance defence given the limitations of the Treaty also of budget solutions. If I may ask a question also of cohesion, how to reconcile the mission letter of Mr Serafin with a decentralised model. Commissioner Serafin was very encouraging today on this point. Therefore, good luck.”
“Panie Przewodniczący! Panie Komisarzu! Uzgadniamy priorytety Parlamentu na rok 2026. Pozycja Parlamentu, czyli siła negocjacyjna, powinna być solidnie wsparta przez głosowanie większościowe w środę. To jest ważne, dlatego że Parlament ma realny wpływ na budżety roczne w ramach codecision, a szczególnie teraz mamy ogromne problemy, żeby w ciasnych ramach wieloletnich ram finansowych 2021–2027 znaleźć solidną odpowiedź finansową na nowe wyzwania, nowe zagrożenia. Dlatego uciekamy się do rozwiązań pozabudżetowych, takich jak NewGenerationEU czy nowa inicjatywa SAFE z gwarancją budżetową, ale opartych na artykule 122, który praktycznie eliminuje Parlament. Dlatego tak ważne jest, aby ta karta przetargowa Parlamentu obroniła się w głosowaniu w środę. To będzie nasz egzamin ze sztuki zawierania kompromisów na tym forum.”
