IN THEIR OWN WORDS

Mr President, a government's first moral contract is to its own citizens. Making its own citizens' lives better, safer and more prosperous comes before everything else. It doesn't mean we can't do things like give humanitarian aid; of course we can, and we should.

  6. Mr President, a government's first moral contract is to its own citizens. Making its own citizens' lives better, safer and more prosperous comes before everything else. It doesn't mean we can't do things like give humanitarian aid; of course we can, and we should. But pouring inefficient development aid around the world is another question. European aid should serve European interests. We are not a charity and we don't have limitless piles of money to sink into agencies and NGOs that someone here finds worth supporting. So we must be strategic: focus on true life‑saving aid without ideological creep. Funding leftist ideas and NGOs through development aid serves only leftist interests. Saving lives serves everyone's interests.

  7. Madam President, an MEP was allegedly spied on. There is a serious suspicion and must be investigated and responded to accordingly. But let us not forget the bigger picture when it comes to illegal surveillance. Recently, French counterintelligence dismantled nine secret Chinese police stations on French soil. These secret networks were used by Beijing to monitor the Chinese diaspora and track down regime opponents in order to forcibly return them to China. That is what China tries to do across our continent: control the people who have escaped the control in China. Those people do not have the services and protection that politicians have, but they do deserve protection. It means that we must clean Chinese surveillance networks off our streets. 3-0529-0000

  8. Madam President, the case of Maria Shahbaz is a warning for all of us about Islamisation. At just 13 years old, this Christian girl was abducted by a 30‑year‑old Muslim man, forcibly converted to Islam and married against her will. The Pakistani court denied Maria justice. It upheld the marriage, neglecting evidence of abduction, her underage status and her parents' desperate pleas. Hundreds and hundreds of girls, mostly from religious minorities, have suffered the same fate in Pakistan. Europe must learn from this. Mass migration from Islamic nations where sharia prevails imports these risks. If we want to prevent future European girls from facing Maria's fate, we have work to do. We must prevent the Islamisation of Europe. 3-0498-0000

  9. Madam President, we must start talking about one thing: Christianophobia. I know it is not as trending as defending Islam in this Chamber, but for once, could we pay attention to what is happening to Christians in Nigeria? In rural villages, believers have been attacked, displaced and killed by armed extremist actors like Boko Haram and other jihadist militias. It is no coincidence that the persecution of Nigerian Christians is heavily concentrated in the country's northern region – a region where several states have Muslim majorities and have adopted Sharia law. This House simply cannot look away. It must find its backbone and defend the Christian world globally and in Europe as well, because the Christian world is worth defending. 3-0473-0000

  10. Mr President, Islam is not a religion of peace. I know that might be hard for some people to hear, but the evidence is overwhelming. Some will angrily say that not all Muslims are violent. I would agree. However, Islam is the vehicle that has caused terror and suffering across the globe. Let me give you an example. Besides the devastating civil war, Sudan, for example, has suffered from jihadist terrorism and Islamist oppression. The country is ranked in the top five for Christian persecution. When Islam becomes the majority, minorities pay the price. They are silenced, many of them even abducted, raped, murdered or have their lands taken away from them. We cannot talk about solutions without recognising the problem. The problem is Islam not respecting the dignity of human life. 3-0430-0000

  11. Mr President, there is something in the leftist logic that I simply cannot understand. You claim to want a cleaner and more autonomous Europe, yet your actions contradict your words. In the energy sector, you push electrification while undermining Europe's nuclear industry. You want batteries instead of petrol, but you oppose mines for the critical raw materials that batteries require. The same contradiction applies to the automotive sector. You push electric vehicles while burdening European producers – it is almost like calling on China to dominate our automotive market. When forestry companies are innovating to build a bio-based future, you oppose them and demand limitations on harvesting the material that is needed for wood-based products. The leftist logic is hurting Europe. 3-0403-0000

And that is why, when I was there in Bunia, I entered into contact. I was there to communicate for us, to European citizens, but also for local communities. And I entered into contact with traditional leaders, religious leaders to encourage them to help us to build trust with the affected communities. And lastly, a word on the next MFF. We will have three good instruments to boost research and development and medical countermeasures: the UCPM, the European Competitiveness Fund and Horizon. I count on you for strong support for the next MFF. 3-0367-0000 (La seduta è sospesa alle 16:20) 3-0369-0000 IN THE CHAIR: ESTEBAN GONZÁLEZ PONS Vice-President

  13. And that is why we propose to strengthen our humanitarian diplomacy and to work with the long‑term vision involving our international partners, but also cooperation and development at a very early stage, because indeed, humanitarian aid cannot solve what is mainly a crisis provoked by the lack of governance and wars in this region. And to answer your questions, dear Stine Bosse, 'What are we doing now?' As I said in my introductory remarks, we first have a very quick funding response. The eighth EU humanitarian air bridge arrived in Goma last Tuesday. Another EU air bridge is planned for South Sudan on 21 July to support the preparedness effort, and we are exploring the possibility of more EU humanitarian air bridges in the coming weeks, probably to Entebbe as it is a really strategic location. Allow me to to end on a personal note.

So it means that this epidemic outbreak didn't take us by surprise. We were prepared for that. And I have to say that when I went there in February, I saw that all the ingredients were already there to provoke this epidemic outbreak. So it is right to say that we need structural investment, and that is exactly what we are doing. In May, we presented our humanitarian communication, which is mainly addressing the fragile context, how we can help this protracted crisis, addressing the root causes in these fragile contexts and how we can implement the famous nexus: working hand in hand with humanitarian aid, development and peace actors.

  15. Madam President, the Ebola outbreak in the Democratic Republic of the Congo and Uganda is deeply worrying. While we cannot control when these outbreaks happen, we can – and must – control how we respond. Targeted emergency funding is appropriate. At the same time, there is an endless number of crises in the world. Aid can provide temporary help, but ultimately, true safety cannot be outsourced. It starts with the institutions that are built within a country. A response to a crisis should not be to cross fingers and hope that new crises will not come. They will come, and at some point, aid money runs out. If at that point there are no institutions in the country that can step up, it is not the donor who has betrayed the people, it is their government.

  16. Madam President, let us be brutally blunt: Europe is losing control of its security. Open‑border policies fuel chaos, turning narco‑trafficking into a real threat for all of us. The core issue is a catastrophic failure of integration. Multigenerational migrant neighbourhoods are forming parallel societies that reject European values. In Sweden, second generation migrants dominate gangs behind record bombings. In France, suburb drug wars drive hundreds of narco‑homicides. Criminal groups exploit this isolation. They turn youth into foot soldiers and use minors as legal shields for drugs and killings. We can no longer deny the link between uncontrolled migration, failed integration and tribal gang violence. The age of naive multiculturalism must be over. 3-0324-0000

  18. Madam President, I support free trade with democratic partners. Strengthening our relationship with Mexico makes strategic sense, especially when it comes to critical raw materials and reducing our dependence on China. But this Parliament's report on the EU‑Mexico agreement is such a disgrace to read. While Mexico struggles with cartel violence, corruption, organised crime and border security, this House chooses to devote almost manic attention to gender ideology, identity politics, and climate activism. Instead of these leftist slogans, I have conservative guidelines for the EU when it negotiates new trade deals: defend our strategic interests, support trade where it benefits Europeans, protect our farmers and leave ideological activism out of our trade policy. 2-0262-0000

  20. Madam President, when we think of authoritarian regimes, very rarely is Nicaragua the subject of conversation. Yet it is no less brutal than other dictatorships. In Nicaragua, political opponents disappear into prisons for disagreeing with the government. Carlos Brenes was detained in 2018 for civic protest participation. He was tortured. Brenes, together with Salvadora Martínez, were detained again in 2025. They were sentenced to 15 years for treason. Brooklyn Rivera, the president of a dissolved party, died in custody after years of detention and disappearance. This is a systematic campaign to silence people. A government that fears criticism more than corruption, and political opposition more than injustice, has abandoned the principles of democracy. It is a shameful government. 3-0428-0000

  21. Arvoisa puhemies, EU on kehittämässä jälleen uutta sähköistämissuunnitelmaa. Miksi? No siksi, että EU:n ilmastotavoitteet saataisiin saavutettua.

  22. Arvoisa puhemies, Eurooppa konttaa Kiinan tossun alla ja vieläpä vapaaehtoisesti. Mantereemme, joka aikanaan määritteli talouden suunnan maailmassa, on nykyään Kiinaa valovuosia perässä käytännössä jokaisella strategisella sektorilla. Se on jättimäinen turvallisuusriski. Otetaanpa muutama esimerkki aseteknologiasta. 85 prosenttia akkujen tuotantokapasiteetista seisoo Kiinassa. 90 prosenttia harvinaisten maametallien jalostuksesta on Kiinan kontrollissa. Tulevaisuutemme on otettava pois diktatuurin käsistä.

  23. Mr President, how can we seriously discuss EU membership with Turkey, which ranks 159th out of 180 nations in the World Press Freedom Index, and is a country where political opponents and journalists face imprisonment? As my colleague Geadis Geadi always here reminds us: Turkey is a country that has, for more than 50 years, continued its illegal occupation of his home country Cyprus – an EU Member State. And I haven't even gotten to Turkey's connections to the terrorist organization Muslim Brotherhood or to the use of migration as a tool to blackmail Europe. The EU needs a new approach to Turkey: no EU money to Turkish projects, no visa liberalisation, an end to EU candidate status and an end to the occupation of Cyprus. 2-0388-0000

2-0313-0000 Valdis Dombrovskis, Member of the Commission. – So, on the first question, I would say, yes. We not only believe on this, we are acting on this and working on this, indeed, to bring down the administrative burden and with this also having more scope for businesses to develop and grow in the European Union. What is important, however, is that we stay the course.

  26. I can also give specific examples across different omnibuses. I don't think the format of this exchange allows space to go much into detail, but where we see certain worries about progress on omnibuses includes on chemicals, on digital, on environmental and food and feed safety omnibuses, where we see many of the substantial European Commission proposals for simplification being rolled back by co-legislators. Then, of course, we will not achieve our simplification targets there. 2-0312-0000

  27. 2-0311-0000 Valdis Dombrovskis, Member of the Commission. – Well, indeed, the issue is well known, including what we see from surveys of businesses: the majority of businesses indicate regulatory burden as an obstacle for growth and investment and the majority of SMEs identified it as their largest burden. So obviously, it is our task to act and to simplify this burden, and that's what our simplification agenda is all about. So also maybe coming back to the previous question on this, so, can we be satisfied with the pace at which we are moving forward? I think from the Commission's side, we had a good start last year with those 10 omnibus proposals, but where I do have some concerns is the pace of legislative work going forward, and also what we see on a number of omnibuses – the ambition for simplification going substantially down.

Every drone crossing into European airspace is designed to answer one question: how will Europe react? Will it hesitate like it has with supplying arms to Ukraine? The countries of Europe's eastern frontier understand that there is no room for hesitation when it comes to confronting Russian threats or building credible defence forces. We know the true nature of Russia. This means that Russia must be met with strength, the only language it understands – the very same strength some countries in Europe have been neglecting for decades. It is high time for all to participate in defence efforts and start treating Russia as it should: a terrorist state that is a threat for Europe. 2-0261-0000

  30. Madam President, how naive can we really be? The Iranian regime won't become a democracy through hope. It will not even stop repressing its own people through hope and the truth is that even a peace deal won't change these facts. I'll tell you how to achieve a stable Middle East in plain language. It starts by eliminating the source whose entire existence is based on fuelling instability: the IRGC and the network of Islamist terrorist groups it funds, arms, and directs. If we truly want a peaceful Middle East, Europe has only one real solution: isolate the Islamic regime, expel its diplomats and build a network of sanctions that will squeeze the terrorists' financial flows. The real risk to global order was never the strikes against the regime, the real threat is the Islamic regime itself. 2-0088-0000

Mitä EU on saavuttanut tällä saralla? I see also you hate the politicians in Europe who do not want our countries to be invaded by illegal migration. But do me a favour: do not hate Europe. 35. 2-0352-0000 IN THE CHAIR: SOPHIE WILMÈS Vice-President 2-0353-0000 Kaja Kallas, Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Has the war that has been started helped the oppressed Iranians? Well, we can clearly see since the end of January, when it started, that the situation for the Iranian people has actually gotten worse because of the military action. So that's not helping either. We need to have a diplomatic solution. I mean, it's impossible to erase Iran from the ground, and it's not our intention, because the people of Iran, with their culture, deserve a chance. And we use the tools that are in our toolbox. So we are trying to have the diplomatic results.

  36. The oppression of the Iranian people is undeniable. Their desperate plea for help in the face of overwhelming brutality from the Islamic regime is also undeniable. An entire people have been cut off from the internet for months, silencing the voices. In this internet blackout, they are intimidated, imprisoned and executed. This is an actual open‑air prison. The EU's reaction has been disgraceful. Instead of helping liberate the people and getting rid of the Islamic regime, Europe has decided to take the path of weakness. European leaders want to get back to diplomacy with these fanatics even if that condemns the Iranian people to live under oppression forever. My question to the High‑Representative Kaja Kallas is: how do you see that the EU's diplomatic approach towards the regime has concretely helped the oppressed Iranians?

  37. Arvoisa puhemies, ilman lannoitteita ei ole ruokaa. Siihen kiteytyy lannoitteiden merkitys maailmalle. Kaikesta tästä huolimatta Eurooppa on kehittänyt itselleen lannoiteriippuvuuden. Me olemme lannoitteissa olleet riippuvaisia Venäjästä. Tätäkö on eurooppalainen omavaraisuus? Se, mikä meille on elintärkeää, tulisi pitää omissa käsissämme. Tarvitsemme enemmän omaa lannoitetuotantoa. Ruokapöytiimme ei tule tarjoilla enää yhden yhtä uutta riippuvuutta.

  38. Madam President, artificial intelligence has changed our lives forever, in both good and bad. Unfortunately, Europe has fallen behind its competitors, but this should not come as a surprise. Our unhinged obsession with regulation has brought us to this point. Now, we are afraid of what others are creating. We are in a situation where American companies are able to produce models with supreme hacking abilities. We may not like it, but you cannot deny that it's an asset for them. I agree that such models should face proper inspection and monitoring, but I cannot help thinking if without all the regulation, European companies could have created something that the rest of the world would be willing to inspect. It's not the companies' fault, it's the EU decision-makers that have made Europe the loser. 2-0097-0000

  39. Mr President, Pedro Sánchez has become the face of the collapse of Europe's cultural and security backbone. Debt, uncontrolled migration, crime, violence and irresponsibility in security policy. And yet there are people on the left who call him Europe's moral leader. Excuse me? Pedro Sánchez does not represent anything that is good for Europe. First, you misuse EU recovery funds to patch up pensions and welfare spending. Then you say no to strikes against the Islamic regime of Iran. In other words, you say yes to a terrorist tyranny. On top of that, you want to regularise half a million illegal migrants and endanger the security of the entire Schengen area. Shameful. I feel sorry for Spanish people and I feel sorry for Europe. 1-0244-0000

  43. I have taken good note of the various actions you call for, including as regards the multiannual management plan itself. Based on the experience with the implementation of the multiannual plans and considering various feedback from stakeholders, the Commission initiated a reflection process in view of enhancing the functioning of all our multiannual management plans. Regarding scientific advice, I can only reiterate that my services remain in close contact with ICES and the Member States to enhance both the advice and underlying scientific base. And I would like to remind you again of the decision that we took during the October Council for working towards a rebuilding trajectory for our fisheries. I would like to thank you once again and I'm looking forward to our continued constructive exchanges and cooperation.

Indeed, I would like to thank you for this very interesting debate. It confirms the shared goal to reverse the negative trend that is threatening the Baltic ecosystem and its fisheries, even if the proposed methods for achieving this goal may vary. Our objective is a healthy Baltic Sea ecosystem which can support coastal communities and our fishers.

  47. Arvoisa puhemies, Vuonna 1984 on George Orwellin lähes 80 vuotta vanha dystopiaromaani. Nettiviestien kyttääminen talousliitoksi tarkoitetun instituution tasolta on dystooppinen tulevaisuus, jota me emme tahdo. Orwellin kirjan on pysyttävä fiktiona.

  48. Madam President, are you satisfied now? You demanded a ceasefire with Iran, and in doing so, you have granted breathing space to a regime built on terror, a regime you chose to shield. As a European, I am deeply ashamed. It seems that for the European Union, the lives of ordinary Iranians have no value. You have de facto been saving an Islamist regime. When executions by the regime intensify, as they almost certainly will, how will you justify this moment? You indirectly stood with the mullahs against the US and Israel. You got the ceasefire, but your friends are still keeping the strait closed and making us pay the price. If you want stability, removing the regime would be a real step towards it. 3-0083-0000

  49. Madam President, Armenia is getting ready for parliamentary elections to be held in June. These elections will define the country's future. They are about taking distance from Russia and its military alliance and becoming closer with Europe. That choice is to be welcomed. Of course, the Kremlin does not accept losing influence quietly. We have seen it before in Georgia, Moldova and elsewhere. We know the playbook. Russian malign influence must be fought on all levels. The future path of the country must be decided by the Armenian people – not by Russia. I have a message to all countries at this same crossroads, deciding between a European path and a Russian one: choose wisely, you don't want your country to end up like Lukashenka's Belarus. 2-0526-0000
