It calls for a predictable annual timeline, including a fixed date for a publication of the report. It strengthens the analytical framework.”

“Madam President, dear colleagues, I would like to make this point of order on the basis of Rule 179. We are holding our first plenary session after the Hungarian elections. The electoral shift in Hungary is not just a change of government in one of the 27 EU capitals: it is a removal of the Russian Trojan horse and of roadblocks to European security. For years, Europe's unanimous voice was held hostage by Viktor Orbán, who traded our security for the Kremlin's benefit. For years, the Kremlin has counted on a divided Europe. That era ends, and now, symbolically, Viktor Orbán is planning to move out of Europe. Now is the historic window of opportunity to regain our European unity. As Russia remains the pre-eminent threat to our collective peace, we can finally move past the era of vetoes and extensions.”

“Madam President, Madam President of the Council, Madam Commissioner, the government of the biggest autocrat in the European Union, Viktor Orbán, is requesting astronomical payment from the SAFE programme. How is this possible? The answer is very simple. Orbán and his Fidesz oligarch buddies saw an opportunity to make a fortune on military contracts financed by the SAFE programme and use this fortune for electoral purposes. Suddenly, a fast track for privatising state-owned defence companies emerged. Look at the 4iG example: in June '25, just a few days after the formal adoption of the SAFE programme, the private company 4iG acquired the majority of shares of formerly Hungarian national defence companies. And Gellért Jászai, the main shareholder of 4iG, is known – by coincidence, of course – for his very close ties to Orbán's circle.”

The European Democracy Shield must not only be a shield, but also a sword that allows us to protect ourselves from these acts of hybrid warfare. “Mr President, Commissioner, colleagues, the European Union is undoubtedly under attack. European democracy is challenged by the architecture of online platforms. They play a crucial role in determining what citizens see, share and, ultimately, what they believe in. The platforms promote content that is polarising, misleading and emotionally charged, while fact-based journalism and constructive political discourse are structurally disadvantaged. And who benefits most from that? Of course: Russia, whose main goal is to destroy our European unity, values and democratic system. A destabilised, weak and manipulated Europe is Russia's strategy. The platforms have learned how to exploit algorithms to spread its propaganda, using coordinated networks, bots and targeted narratives to manipulate visibility and shape political debate.”
“– Jak Pan wie zapewne, toczy się kilka postępowań karnych w Polsce przeciwko temu posłowi, przeciwko Grzegorzowi Braunowi i prokuratura polska złożyła kilka wniosków o uchylenie immunitetu w związku z zarzutami stawianymi przez prokuraturę. Unia Europejska bez wątpienia znajduje się w stanie wojny o charakterze hybrydowym z Rosją, a jednym z narzędzi tej wojny hybrydowej jest oczywiście szerzenie propagandy. To już nie są domysły, ale fakty. Rosja kupuje wpływy wewnątrz Unii i opłaca polityków, w tym również europosłów, aby kształtować debatę publiczną zgodnie z jej oczekiwaniami, jej interesami. Niecały miesiąc temu były brytyjski polityk i europoseł Nathan Gill został prawomocnie skazany na 10 i pół roku pozbawienia wolności za przyjmowanie łapówek w zamian za wygłaszanie kłamstw, stanowisk Kremla. Sprawa ta w sposób jednoznaczny, jak w soczewce pokazuje skalę i realność zagranicznej ingerencji w Europie, tej ingerencji politycznej. Co więcej, doniesienia prasowe wskazują, że zjawisko to może mieć charakter znacznie szerszy.”

Тук трябва да подчертая, че всъщност това е една от малкото все още надеждни институции на Европейския съюз. А какво показва нейният доклад? Показва систематични проблеми, провалени стратегии за конкурентоспособност, включително в изкуствения интелект, непрозрачни, неефективни, неподходящи критерии за оценка, комбинирани с огромни липси на данни, особено при любимите програми на Брюксел като Invest in EU и най-вече скандалния план за възстановяване и устойчивост. “Kostnaden för skulden ökar nu snabbt. I praktiken intecknar vi framtida budgetutrymme för Europeiska unionen. Det är i grunden en oansvarig politik, som gör EU mer känsligt både för räntesvängningarna och för vilken rating man har. Nästa generations EU har blivit att nästa generation betalar. När det gäller återhämtningsfonden påminner den om morgonen efter en rejäl krogrunda när man har besökt lite för många barer, när man tittar på kreditkortet och inte riktigt vet vad man använde pengarna till kvällen före. Men man inser: ”Oj, nu finns det inte mycket kvar att leva på framöver”. Vi kan inte hantera skattebetalarnas pengar på det sättet. Vi måste veta vart de har gått. Vi måste veta vilken nytta de gör. Och som ordförande Murphy mycket riktigt påpekade: Vi måste lära oss av våra misstag och inte göra om dem i nästa fleråriga budget.”

“– Mr President, dear colleagues, hidden behind the diplomatic language of the 557 pages of this report, I think there are some very serious problems identified by the Court of Auditors, particularly regarding the EUR 650 billion post-COVID recovery fund. Actually, the report says it's not clear what citizens actually get for their money. I was very much in favour of this fund, but I – and we all, here in Parliament – we wanted to see who is actually getting this money, and we wrote it into the regulation that we want to see the 100 largest beneficiaries, but we don't get to see them. Member States tell us that the biggest beneficiaries of this fund were all kinds of government agencies, ministries, in all Member States. It's the same, pretty much across the spectrum.”

“Sprawozdanie Europejskiego Trybunału Obrachunkowego za 2024 rok wskazuje na utrzymujące się poważne wyzwania związane z zarządzaniem finansami Unii Europejskiej. 3-0229-0000 Olivier Chastel, au nom du groupe Renew. – Monsieur le Président, Monsieur le Président de la Cour des comptes, Monsieur le Commissaire, chers collègues, le rapport annuel de la Cour des comptes a confirmé l'ensemble de nos préoccupations: un taux d'erreur global à 3,6 %, et même 5,7 % pour les fonds de cohésion. Les années passent et les problèmes demeurent. En plus, nous savons que la Commission ambitionne d'importer le modèle de la facilité pour la reprise et la résilience (FRR) dans le cadre financier pluriannuel. Là aussi, la plus grande prudence s'impose.”
“Najlepszym potwierdzeniem słuszności spostrzeżeń Trybunału może być POLITYCZNE odblokowanie środków z KPO dla Polski wraz z ostatnimi doniesieniami o przyznaniu tych środków wątpliwie dobranym beneficjentom. Przykład: klub dla swingersów. To nie jest żart. Klub dla swingersów, jachty z przeznaczeniem na inwestycje o nierokującym przeznaczeniu i ekonomicznej nieopłacalności. Problemy z monitorowaniem wydatków na transformację klimatyczną, nieprawidłowości przy zakupach szczepionek przeciw COVID-19 rodzą ryzyko dalszych nadużyć, nieefektywnego wydatkowania publicznych środków oraz potwierdzają podwójne standardy Komisji Europejskiej, która nie stosuje się do zasady transparentności finansów publicznych, elementarnej w państwach prawa, które sama chce przy tym kontrolować.”
“Sprawozdanie za 2024 rok zatwierdzone w lipcu bieżącego roku ponownie podkreśla znaczące problemy w postaci błędów w zarządzaniu i wydatkowaniu unijnych funduszy. Utrzymujący się wysoki poziom błędów, zadłużenie Unii Europejskiej, specyfika Instrumentu na rzecz Odbudowy i Zwiększania Odporności (RRF). Trybunał dostrzega, że w przypadku wydatków z RRF jego kontrola jest ograniczona, ponieważ płatności dokonywane są na podstawie osiągnięcia kamieni milowych i wartości docelowych, a nie bezpośrednio na podstawie zgodności wydatkowania środków z przepisami unijnymi i krajowymi. Oznacza to, że nie jest możliwe pełne potwierdzenie prawidłowości wydatków ostatecznych beneficjentów.”

“Az Európai Parlament mai vitájára készülve áttekintettem az Európai Számvevőszék elmúlt tíz éves jelentését. 2015 és 2024 között az Európai Számvevőszék az éves jelentéseiben 137 alkalommal tesz említést Magyarországról. Ez a szám azt mutatja, hogy amikor a tényekre alapozva, tárgyilagosan vizsgálják Magyarországon az európai uniós források felhasználását, akkor a megállapítások számát tekintve Magyarország az uniós tagállamok középmezőnyébe tartozik. Tizenkét országot jóval többször említ a Számvevőszék ezekben a jelentésekben, Magyarországéhoz hasonló méretű Görögországot például 219 alkalommal. De a mennyiségi vizsgálat mellett nézzük a minőségit. A 137 megállapítás, a 137 említés közül 15 összesen, amelyik kritikus.”

Relativamente ao Mecanismo de Recuperação e Resiliência — e atenta à relevância que este tem enquanto base dos planos nacionais e regionais propostos pela Comissão para o próximo quadro financeiro plurianual —, é de assinalar os casos identificados pelo Tribunal em que marcos e metas vinculados aos pagamentos não foram cumpridos satisfatoriamente, bem como problemas com o financiamento duplo.”
“– Senhor Presidente, Senhor Comissário e Senhor Presidente do Tribunal de Contas Europeu, o relatório anual do Tribunal de Contas é sempre uma oportunidade para avaliarmos o que fizemos e o que podemos melhorar no futuro em termos orçamentais da União. Do relatório deste ano, destaco como positivo o reconhecimento, por parte do Tribunal, de que as contas de 2024 apresentam uma visão justa e verdadeira da posição financeira da União, apesar das reservas ainda existentes. “Und richtig ist auch – das hat der Präsident des Rechnungshofes dargestellt –, das sind alles Fehler, die bereits hätten entdeckt werden müssen. Wenn wir auch die Verlässlichkeit der nationalen Audit-Systeme weiterdenken für den nächsten MFR und die Ideen, die es dort gibt, dann gibt uns das Anlass zur Sorge. Es gibt eine anhaltende Diskussion über die Berechnungsmethode – die haben wir immer –, und natürlich hoffen wir als Parlament, dass es bald einheitliche Berechnungsmethoden geben soll – ich will das zur Vollständigkeit hier gerne sagen – zur ARF. Wir brauchen natürlich Verbesserungen, wir brauchen mehr Flexibilität bei der Gestaltung zukünftiger leistungsbasierter Instrumente. Auch 2024 stellt allerdings der Rechnungshof fest, dass die Kommission Zahlungen geleistet hat, obwohl Targets und Milestones nur unzureichend erfüllt waren.”
“Natürlich reden wir über die Fehlerquote. Die Fehlerquote ist beileibe nicht alles, aber sie ist natürlich ein wichtiger Indikator. Ich freue mich darüber, sehr geehrter Herr Kommissar, dass Sie hier auch den Handlungsbedarf beschrieben haben. Wir brauchen dringend Reformen, um die Fehlerquote weiter zu senken. Es gibt zu viele Fehler bei den EU‑Ausgaben, und der Rechnungshof warnt, dass anhaltende Fehler und wachsende Schuldenverpflichtungen langfristig die finanzielle Nachhaltigkeit der Union gefährden könnten. In dem Jahresbericht bestätigt der Rechnungshof, dass das Gesamtniveau der Fehler – Sie haben es schon gehört – bei den Ausgaben zwar gesunken ist, aber weiterhin über den akzeptablen Grenzen liegt.”

“Let me underline that our assessment largely converges with the one from the court. We agree with the court on the spending areas where the risk of errors is high, namely those with complex rules. Some methodological discrepancies with the ECA's assessment remain. Nonetheless, we largely agree with the court on the root causes of errors identified. We will continue to work with the court on fostering common understanding and reduce divergences in views. Ladies and gentlemen, the Commission is committed to bring the level of error down further and to implement the recommendations of the court. “Of course, I am pleased to note that the court has provided an unqualified opinion on the EU accounts in 2024 that shows that our accounts are complete, transparent and reliable, covering all assets and liabilities, including our borrowing activities. As in previous years, the court has also concluded that revenue transactions and administrative expenditure remain free from material error. These are positive developments. On the other hand, I acknowledge that the court has maintained its adverse opinion on expenditure and has provided a qualified opinion on the Recovery and Resilience Facility for 2024. The court's estimated level of error is significantly lower than in 2023 and in 2022, but it is not low enough. Therefore, I want to assure you that the Commission is committed to bringing the level of error down further.”
“Debt repayments are deferred to future budgets, posing serious challenges to safeguarding those future budgets and ensuring that sufficient resources are available for EU actions. In fact, the proposed 2 trillion budget for 2028-2034 includes an allocation for debt repayment, which could cost up to EUR 31 billion per annum. “Additionally, this year we also published a review on the RRF, consolidating our extensive work on the facility, highlighting the key findings and lessons for future performance-based instruments. We emphasise that while such instruments can be of value, they must only be used when funding links directly to measurable results, with clear traceability to actual costs. It is essential that their design does not compromise accountability. Looking ahead, our annual report also highlights risks from borrowing for future MFFs, mainly due to the increasing debt obligations of NGEU. By 2027, EU borrowing could exceed EUR 900 billion, nearly ten times the pre-NGEU level. Interest costs could surpass EUR 30 billion for the current MFF – more than double the initial forecasts.”
“This year, we again found milestones and targets linked to payments which were not satisfactorily fulfilled, we noted issues related to the eligibility periods, and we also drew attention to the Court of Justice case concerning two super milestones. We know that there is an increasing trend in the overall financial impact of the quantitative findings. In terms of disbursement, to date, disbursements have totalled EUR 225 billion, just over 60 % of the total funds in terms of grants, with less than a year remaining before the August 2026 deadline. This means significant expenditure still needs to be spent, with nearly 4 200 milestones and targets still to be assessed within just ten months.”
“We must prioritise accountability and transparency as guiding principles in the discussions and development of the next MFF. This is especially important, given that the proposed national plans are very similar in nature and design to the RRF. Concerning the regularity of the 2024 RRF expenditure, we issued a qualified opinion. As under the RRF, payments are not linked to actual costs, our assessment is limited to the payment conditions set out in the RRF Regulation; that is, that milestones and targets must be satisfactorily fulfilled. Therefore, our opinion for RRF expenditure is not comparable to the one we give for the traditional EU budget expenditure.”
“Most concerning is that, in many cases, the same control structures and bodies responsible for cohesion funding are also responsible for checking RRF funds, so similar such errors are likely to present there. However, checks for such errors are not performed when making payments under the RRF. In our view, this lack of oversight undermines assurance and accountability, posing a serious risk to the EU's financial interests. Indeed, this concern is echoed by EPPO's 2024 annual report, which revealed 307 active funding fraud investigations related to the RRF in EU Member States, making it the third largest in volume across the EU programmes, with cases likely to grow. It's in this context that we must avoid repeating past mistakes.”
“To summarise our compliance work on the 2024 MFF budget expenditure, while the estimated level of error in spending has decreased, it remains a concern. I want to make it very clear here today why it is concerning. As I mentioned, the main source of our error stems from cohesion funding. Our audit approach here is based on transactions already reviewed by Member States' audit authorities and/or the Commission, which in theory should be error-free after their checks. Yet we continue to find errors that these auditors should have detected and did not, and this has been an ongoing issue for the last number of years. The persistent failure to detect these errors raises serious questions about the adequacy and effectiveness of oversight and control mechanisms in Member States.”
