IN THEIR OWN WORDS

Madam President, God bless everybody. The louder the American empire proclaims peace in the Middle East, the more obvious it is that the war is on. And what happens is the process of normalisation of violence against Christians in the state of Israel, in the Jewish state located in Palestine.

Overtaxation, overregulation, bureaucracy and those Talmudic values that Reichsführerin von der Leyen attributes to the European Union project.

  1. Madam President, God bless everybody. The louder the American empire proclaims peace in the Middle East, the more obvious it is that the war is on. And what happens is the process of normalisation of violence against Christians in the state of Israel, in the Jewish state located in Palestine. On a daily basis, Christians, Catholic nuns, priests and even bishops are being harassed or being attacked, physically attacked, humiliated. That is regular; that is not something exceptional for the Jewish community. And this is the problem that this peace agreement – whatever it is – is not going to solve. You can solve it only by restoring the independence and security of Christians in Jerusalem and in the whole region. And the Jewish state is not going to take responsibility for it. We have to take this responsibility. 2-0093-0000

Overtaxation, overregulation, bureaucracy and those Talmudic values that Reichsführerin von der Leyen attributes to the European Union project. So whenever she speaks, it reminds me of the Soviet era that I remember so well. But it seems to be some slapstick remake of that tragedy. (The President interrupted the speaker) 3-0113-0000

Mr President, Madam Commissary, the United Nations is supposed to take care about peacekeeping, so let it first eliminate the first – and sometimes it seems the main – obstacle and the main source and reason of wars and aggressions and genocide that is the Jewish state located in Palestine. The good news is that what was once created by one vote – that United Nations Resolution of 1947, number 181 – well, it can always be revoked. It can always be voted over again to restore peace in the Middle East and all over the world. Now, this is the only thing that you might do, Madam Commissary, to propose such a vote in the United Nations. Thank you very much. Goyim of all countries unite. 2-0495-0000

But she does not – and you, most honourable ladies and gentlemen, you also do not – address the real causes of this so-called crisis. Because it is a permanent crisis. It's not a crisis; it's the result of some deeply wrong decision – the decision of November 1947, UN Resolution 181, which enabled the creation of the Jewish state located in Palestine. So this is the real source of our troubles, of so-called 'crises'. And the good news is that whatever was voted over once can be voted over again and revoked. 3-0119-0000

I'm Polish. I cannot accept spending my compatriots' money to arm people who entertain the tradition of genocide. They have just opened a school in Lviv – previously in Poland – named after Bandera, who was responsible for Ukrainian genocide of Polish civilians. So this is a very bad prognostic. You're making it much easier for me to convince my compatriots in Poland that we should rescue ourselves, backing away from this stupid and evil and dangerous project that eurokołchoz European Union is now. The more often you deliver your speeches about changing temperatures all over the continent by devastating the economy, the better for us patriots really struggling to regain our independence. You really think, by the way, that you are wind whisperers, that you are rain sorcerers and that you can really change climate by your Euro-Communism? That's why this House should be shut down, the European Commission should be disbanded, and we should say goodbye to this evil, ugly and very stupid project that the eurokołchoz, Euro-Nazi, Euro-Soviet European Union has turned into. 12. Mr President, colleagues, I see you are preparing a suicide note for Europe. Europe is going to commit to suicide – hara-kiri – by cutting itself from resources of energy, of oil, gas, while everybody around is buying. Remember last year, an American official – if I remember well, the Secretary of the Treasury – commented on Russian oil being imported to the United States of America through India, and she said that Russian oil refined by India is no longer Russian. So this is a game where everybody is equal, but some are more equal. I don't want to commit the same suicide together with you. This is your choice, I'm against. 3-0544-0000

  14. The Presidency has called a possible additional Council meeting on the 4 November. The aim of this meeting will be to reach an agreement on the 2040 target and, subsequently, the NDC, in order to be ready for COP30 – of course, without prejudging the European Council outcome. We are, as a Danish Presidency, very well aware that COP30 takes place in the context of deepening climate crisis. We see the devastating consequences of climate change across the globe. Drought, floods, rising sea levels and extreme weather events are already disrupting livelihoods for millions of people. Decisive climate action is more urgent than ever. It must be coupled with societal, industrial and technological transition. The EU is well on track to achieve its 2030 climate target and is leading the way in international climate negotiations.

  15. It's a moment where humanity looks itself in the mirror, as Ms Pereira from the EPP said, but I also took note of all of you who've raised concerns about the consequences of high climate ambitions. Concerns about too many burdens, too high consumer prices. And this illustrates why climate ambitions and competitiveness have to go hand in hand. High climate ambitions should, in fact, work to improve competitiveness and give the basis for investment in new green technologies that will bring us wealth in the future. In the future, we will not be using fossil fuel and that is why it will also be a good business case that Europe developed those new technologies. I also understand those of you who regret that we have not yet reached an agreement on the 2040 target, but I assure you that that is still the aim of the Danish Presidency.

  16. And that is what diplomacy is all about, right? Talking to those you agree with and those with whom you have things to discuss. Finally, and there were more and more who moved a bit into things that are only loosely related to this debate, but I do want to set the record straight on one thing. Alexandr Vondra and others have asked again about nuclear, and I just want to be very straightforward here. The European Union – and it is up to Member States – but the European Union has embraced and continues to embrace nuclear as part of the solution space. So you can continue to ask for it, but you already have it. 3-0463-0000 Marie Bjerre, President-in-Office of the Council. – Madam President, honourable Members, Commissioner, thank you for a good debate. 17. But I'm also going to say that I first want to see the exact ramifications, because this is, again, something you cannot do alone. You would need to do it with the global community. So maybe there are shortcuts, maybe there are ways to have that debate without all the procedures that are necessary, but I'm at least intellectually open to it. Third, as Catarina Martins and some others have alluded to, are we speaking to all stakeholders? Absolutely. And we are doing that before the COP, at the COP and again after the COP, with NGOs, with a range of organisations, with businesses who are also on the same page as we are, with politicians domestically and of course internationally – basically with everyone, from all walks of life, those we very much agree with and those we might not yet agree with.

  18. And to all those in the international arena that have asked questions, I am saying: please do your utmost to basically match our ambition, match our range, match our targets, join us in basically tackling this. Specifically, and we had that conversation already – that will be the second question or set of questions I wanted to respond to – Madam President, is the one Emma Wiesner also asked in the more confined session we had earlier today. And that is something like the global stocktake that has a rhythm of every five years, would it not be good to take stock more frequently? And I think there is merit in that logic, because once in every five years with a problem that is getting so out of hand, it actually does make sense. So I am going to look into it.

  19. Indeed, as quite often is the case in politics, procedures and trajectories and processes are never completely straightforward. And that is what we are also currently experiencing in the debate about 2035 and 2040. And as much as I would like to see a straight line between A and B, that is just simply very often the case. Does it matter? That is also a question that others asked: does it matter internationally? My read is it doesn't, as long as we come up with ambition towards a 2035 target. That is also my experience from a couple of weeks ago in New York. Processes are not only complicated here in Europe. What people judge is the number we bring to the table.

  20. And again, leadership is about articulating what it is that others can expect from us, but it is also articulating what we expect from others. Many mentioned the numbers again. Europe has done quite a lot in the past. It now stands at 6 % of global emissions. And that is not to say that we do not need to do more to tackle those 6 %, but we cannot fix this alone. And we do need to make sure that those responsible for the larger parts of the 94 % simply do more. Secondly, and Madam President, I would hope you would allow me to respond to a couple of things that came up frequently in the debate. And first, I'm going to say something that many brought up – Ms Pereira, Ms Schilling, Mr Liese, Mr López and others – and that was about, you know, the process, but also the content of the ambition as the European Union is putting it on the table.

Let me reiterate a couple of things that I have said before or in response to the various elements that are brought to the debate. First, let me reiterate our strong support for the incoming COP presidency. The European Union will continue to engage with all it can to achieve success on all the various levers that are important in Belém. We will be there. We will be there front and centre. We will be building coalitions around a shared commitment towards the Paris Agreement. Climate change does not discriminate, and that means this truly should be a joint effort.

  37. Well, the American positioning changed so quickly that even our title with a reference to Budapest is outdated. On the substance, it's right that there is no such thing. It was, as such, already an unfriendly act, be it initiated from the Russians or the Americans, to hold it in Budapest. They should have done it in in Türkiye, in Istanbul, where we have had previous rounds of such talks. But the real point is, in my mind, that we need to make it very clear that if the ceasefire is the first point where apparently the United States President is now back to this position, ceasefire first and then negotiations, it must be something that Ukraine can live with. And that means that we will never accept any legal transfer of Ukrainian territory to Russia.

  38. But while Putin has always had the same maximalist positions, which are all unacceptable and infamous, even when it comes to the alleged need for 'denazification' that he always talks about, I think the Nazis here in the House support him. It cannot be about the denazification of Ukraine, with a Jewish President at the top. The other unfortunate thing is that on the American side we see an almost daily shift of positioning. That requires, finally, that we really also get our acts together when it comes to the peace project – not only the ongoing programmes, but there is talk about an alleged 12-point plan that is being worked on with Ukraine that is right and good – so we find a way forward to strengthen Ukraine's position for the time when it comes.

  39. Our commitment to stability, resilience and shared economic opportunity for Ukrainians as well as for European citizens. Ukraine has achieved remarkable reform progress in extremely challenging circumstances. And it is time to open negotiations on Cluster 1, the fundamentals for accession. Our message is clear. We will stand with Ukraine for as long as it takes and for as long as it matters. 3-0260-0000 Michael Gahler, on behalf of the PPE Group. – Mr President, what has been said thus far by the Council and the Commission, I fully subscribe to. The large majority of this Parliament fully subscribes to it. It is indeed about a just and durable peace for Ukraine, as the title says, and nothing will be decided about Ukraine without Ukraine.

  40. We have two important missions on the ground: the EU Military Assistance Mission, that has already trained 8080 2000 Ukrainian soldiers, and the European Union's Advisory Mission, our civilian mission, that supports Ukraine, law enforcement and justice. We are also scaling up our defence industry cooperation with Ukraine. Second, we must maintain our predictable long term financial assistance for Ukraine's defence, reconstruction and resilience. The new reparation loans proposed by the European Commission, funded from the cash balance associated with the immobilised Russian assets, is indispensable. Third, we should make the most out of Ukraine facility to ensure micro and macro financial stability and support Ukraine's reforms. And fourth, we must accelerate the EU accession process. Our most important security guarantee to Ukraine.

  41. Together, we have provided EUR 177.5 billion of assistance, including EUR 63.2 billion of military support. With the coalition of the willing, we are shaping the EU's contribution to a robust and credible security guarantees, building on the 2024 joint security commitments. Dear colleagues, we have come a long way in supporting Ukraine, yet we need to do more. Now is the time to accelerate our collective efforts to help Ukraine stand strong, not only to defend itself, but also to achieve just and lasting peace when hostilities give way to negotiations. First, we must keep up our military support.

  42. The European Commission, together with all EU institutions and the Member States, has mobilised unprecedented support for Ukraine, especially because Ukraine needs our continued support on every front: military support to defend its people and territory, financial resilience to keep hospitals, schools and public services running, protection of the energy infrastructure constantly under Russian attack, humanitarian assistance to for millions of its citizens in need at home and across Europe, uninterrupted train through the solidarity lanes to stay connected to global markets. We are also supporting Ukraine to implement ambitious reforms towards EU membership, which also strengthen the country's institutional resilience. From the very beginning, the European Commission acted swiftly, decisively, and in unity with our Member States.

  43. 3-0259-0000 Jessika Roswall, Member of the Commission. – Mr President, Minister, honourable Members, it has now been three and a half years since the start of Russia's full-scale invasion. We must not forget that this war is not only about Ukraine's territorial integrity and freedom, it's about defending European security and the international rule based order that keeps our world stable and our people safe. The fundamentals have not changed. Ukraine is ready for a ceasefire, but Russia shows no genuine interest in peace. We all support President Trump's efforts to end this war, but let us be clear. Putin will only negotiate when he understands that he is losing this war.

  44. Sanctions are an essential part of the EU's policy to achieve this objective. This week we aim to adopt the 19th sanctions package. This package will target the Russian fossil fuels, the shadow fleet and the circumventions. And we already aim for a for next package. The diplomatic talks have confirmed over and over again that nobody wants peace more than the Ukrainians themselves. This peace should start with a full, unconditional and instant ceasefire at the first step. The Council has supported efforts for a ceasefire and leaders will discuss recent efforts at tomorrow's European Council meeting. Last but not least, let me recall that the EU accession process is still the most important security guarantee that the EU can give to Ukraine. Accession is essential for Ukraine's stability, resilience and future security.

  45. We welcome all efforts to achieve a just and lasting peace, and we support the US in its efforts. However, we have not yet seen any indications that Putin is generally ready for peace. On the contrary, Russia is escalating its war in Ukraine ahead of the winter season. We see more attacks against civilians and the energy infrastructure. The Council has been clear: the EU stands united in its support of Ukraine's sovereignty and right to determine its own future. Without Ukraine, there cannot be negotiations about Ukraine. We must stay united and increase our support to Ukraine. This also includes diplomatic efforts, and we must continue to increase the pressure on Russia: economic pressure, military pressure, political pressure. The goal is that Russia engages truly in negotiations.
