That is why, under the European Union's leadership, already in 2024, G7 members unlocked EUR 45 billion in additional funding for Ukraine under the Extraordinary Revenue Acceleration (ERA) initiative. These G7 loans will be repaid using the profits generated by the immobilised Russian central bank assets in the EU. The implementation of the existing ERA loans is progressing well. A total of EUR 30.9 billion is already disbursed by G7 partners. The EU, with its last disbursement earlier this month, has now delivered its entire EUR 18.1 billion contribution under this initiative to Ukraine. It also marks an important step: Russia is already beginning to pay for the destruction it has caused in Ukraine. But we cannot stop here.”

Ukraine is facing very sizable financing needs in the coming two years. The Commission has recently provided the options paper on how to ensure this support. However, our options are limited by the fact that Ukraine is facing debt sustainability issues. So, we cannot just provide another loan. Our support must come with strong grant-like features. The option of the reparation loan can provide this kind of support without putting substantial fiscal burden on the EU and its Member States. As President von der Leyen has just said, we cannot see a scenario in which the European taxpayers alone pay the bill.”

The word ‘peace' is there in the title, contrary to what some Patriot Members were claiming. Because a just and lasting peace for Ukraine is what we want to achieve – not capitulation for Ukraine.”
“Pani Przewodnicząca! Putin jest w drodze do klęski. Jeśli sobie tego nie uświadomimy, że jest w drodze do klęski, że wygra tę wojnę Ukraina, to nigdy nie będziemy w stanie w to uwierzyć. I gdyby Polska w 1920 roku uwierzyła, że bolszewicka Rosja ją zajmie, to wtedy byśmy nie wygrali, a wy byście mieli tutaj na Zachodzie mur nie w Berlinie, tylko w Pirenejach. Dlatego że cała rewolucja sowiecka szła i gdyby Polska nad Wisłą nie zatrzymała – mimo że dopiero dwa lata była niepodległa, po 123 latach niewoli – gdyby nie zatrzymała tej ławy bolszewickiej, to po prostu, tak jak powiedziałam, mur byłby w Pirenejach. Mnie się wydaje, że można działać od już. Mnie się jedna rzecz nie podoba w działaniach: że nie są kontrolowane stosowane sankcje. Na przykład ja śledzę dokładnie, jakie banki działają w Rosji. Dlaczego one działają?”
“Są dobre wieści z ubiegłego tygodnia, mianowicie przedłużono termin rozliczenia środków dla Polski do końca 2026 roku, a na dziś prawie połowa środków przeznaczonych dla Polski jest zakontraktowana. Unia Europejska nie jest zatem wyimaginowaną wspólnotą, jak mówią niektórzy polscy politycy. Jej działania przynoszą konkretne, namacalne i odczuwalne efekty. 2-0256-0000”
“Pani Przewodnicząca! Unia Europejska bardzo szybko zareagowała na pandemię, jak na organ, który skupia tyle państw, i uruchomiła tam Fundusz Odbudowy i Zwiększania Odporności. Niestety, ze względu na łamanie zasad praworządności i konflikt z instytucjami unijnymi poprzedniego rządu Prawa i Sprawiedliwości, Polska nie mogła korzystać z tych środków przez dłuższy czas. Zamiast sięgnąć po fundusze, które były dostępne, bo to nie tylko pożyczki, ale i granty, rząd PiS zadłużał państwo. Dzięki zmianie rządu, pod koniec 2023 roku środki zostały uruchomione i trafiają już w tej chwili do szkół, szpitali, samorządów, do przedsiębiorców, ale jest to dopiero 2 lata później niż w innych krajach.”
