“I find the Deputy's negative narrative so disappointing. He called it abysmal. There are 77.6 clinicians working with the most vulnerable children in the country. Is that abysmal? The recommendation is that we would have 16 teams. Since 2023, we have put ten teams in place. They are not fully staffed according to the full definition, but we all know that with a child with a mental health intellectual disability, who is non-verbal or might be falling between the cracks, from a children's disability network team to primary care psychology, the consultant psychiatrist will make the initial diagnosis. We have made sure we have a consultant psychiatrist in place in all our starter teams. I would much prefer to see two starter teams, one in Waterford and one in Kilkenny, with three or four staff, than just one team in, for example, Cork.”
“In that time, I have grown the number of teams for mental health from 220 to 285. That is 65 new teams across the country. We have seen the roll-out of 11 adult teams for ADHD and 16 teams funded for eating disorders. The point I am trying to make is that I am concentrating on every single definition and I am trying to grow them all incrementally. If I was to go through each post and where they are located, it would take up the whole hour here, but I will provide the Deputy with that information afterwards, through my office.”
“The Deputy will know well that baseline teams comprising core disciplines, including a consultant psychiatrist, a senior psychologist and a clinical nurse specialist, for the service have been established across the country, in recognition of the importance of achieving national coverage quickly. Under budget 2026, I secured over €11 million to enhance youth mental health services, including funding for 11 new CAMHS-ID posts to establish two new CAMHS mental health with intellectual disability teams and uplift existing services. There are now ten CAMHS-ID baseline teams nationally, out of the 16 recommended by the model of care, with a total of 77.6 funded whole-time equivalent posts. I was reflecting last week that I have been Minister of State with responsibility for mental health for six years. I was appointed six years ago last week.”
“Like every Deputy in this House, I want every child and young person with an intellectual disability to get timely and appropriate mental health supports. I launched the new CAMHS mental health with intellectual disability model of care in 2022, and I am fully committed to the phased roll-out of CAMHS-ID teams to provide nationwide access to dedicated services for young people. Supporting children and young people with intellectual disabilities and mental health conditions requires input from a range of disciplines, as detailed in the model of care.”

There is no comparison. I think the Deputy is pushing an open door, and he should continue to push it and engage locally as well. The Minister has a plan for this year to open four new units. While this work is at an early stage, consideration is being given to the feasibility of the development of an injury unit in Galway. It is very important that I repeat that. A sum of €84,000 was allocated for the appraisal of a Galway injury unit. I have been a Minister of State in the Department of Health for the last six years. What we are about in the Department is improving capacity and trying to ensure the throughput in emergency departments and acute hospitals is fluid.”
“The HSE continues to review expansion needs and is working to future-proof the system by standardising opening hours to 8 a.m. until 8 p.m., seven days per week across existing sites. I know the Minister for Health and the Department see the merit in the expansion of minor injury units, and four are targeted for this year. The fact that €84,000 has been allocated for the appraisal of a Galway injury unit is very positive. It is important to get a line in the capital plan, and that is what happened. The Department will continue to engage closely with the HSE and the regional executive officer, REO, to ensure that Galway's urgent and emergency care services evolve in line with population growth, service demand and the needs of local communities. I will raise with the Minister the fact that the Deputy has raised this issue again.”
“I know that Deputy Connolly knows the regional executive officer in the area, Tony Canavan, very well and it would be well worth having a conversation with him because an awful lot of decisions have been devolved to regional areas. The project is at appraisal stage, which involves assessing feasibility, demand, site suitability, clinical alignment, cost estimates and value-for-money considerations. Further updates will be available once the initial feasibility work has concluded. It is important to situate Galway within the wider national development pipeline. Four units are scheduled for delivery in 2026, at Athlone, Ballina, Carlow and Tallaght. These represent the current national pipeline and reflect the HSE's assessment of geographical gaps, population growth and clinical safety considerations.”

“They provide safe convenient treatment for non-life-threatening injuries such as broken bones, sprains, minor burns and wounds, delivering the same standard of care as an emergency department but with significantly shorter waiting times and closer to home for many patients. This is exactly the point Deputy Connolly has been making with regard to how much he appreciates and supports what a minor injuries unit can provide. Nationally, injury units continued to perform strongly. Last year, they saw more than 222,000 attendances, a 5% increase on 2024. Up to the end of June this year, attendances reached 115,000, a further 2% increase on the same period in 2025. It is very clear how important minor injury units are in communities. Crucially, the median patient experience time remains exceptionally low, at just 1.2 hours.”

“Six days ago, we took up our Presidency of the Council of the European Union for the eighth time. The EU was vital in creating the conditions for the Good Friday Agreement. It has also been a vocal and steadfast supporter of reconciliation and prosperity on this island through the PEACE and PEACEPLUS programmes, with a total investment of €3.4 billion since 1995. That work continues to the present day. We are working closely with colleagues in Brussels, Belfast and London to develop a successor programme through to 2035 to underpin peace, progress and prosperity.
