“We have a continuing responsibility to act where we know that the risk remains, to ensure justice where it has been denied and to prevent future generations from facing the same fate. The burden that is carried by communities such as Clydebank has been far too great for far too long. Although we cannot change what has happened, we can decide what happens next. The future of the issue, whether it remains a story of harm or becomes a turning point for action, is in our hands. Therefore, our purpose must be to recognise the scale of this legacy and our duty to address it so that, in the years to come, it can be said not only that we understood the consequences of asbestos, but that we chose to act decisively to bring them to an end. 17:34”

Families continue to face loss, people continue to receive a diagnosis and the risks that cause the harm of mesothelioma have not yet been fully removed from the world around us. Therefore, this is not a closed chapter.”
“Again and again, I have met individuals who, even in the face of a devastating diagnosis, choose to campaign not for themselves but for others. That selflessness speaks volumes about the strength of our communities. It also places a responsibility on all of us, because we cannot simply reflect on the issue; we must act. We must continue to raise awareness of mesothelioma and asbestos-related disease, we must support research so that we can improve treatment and outcomes, and we must ensure that compensation is fair and accessible by removing barriers such as the time bar. Critically, we must also prevent future exposure. That means properly managing asbestos where it remains and making progress towards its safe removal from public buildings, including our schools.”

Under current law, an individual who is diagnosed with a relatively minor condition such as pleural plaques might have just three years in which to raise a claim, even though they might not go on to develop mesothelioma until decades later. The nature of asbestos-related disease makes that time limit totally unjust. It is welcome that the Scottish Law Commission recognised that issue and proposed reforms. I met the First Minister and other members of the Government to stress the urgent need to implement those reforms, and I want the earliest possible progress to be made on that. Despite the scale of the challenge, people are showing resilience.”

In Scotland alone, more than 1,700 schools are known to contain asbestos, and there have been cases of teachers—people with no connection to heavy industry—developing mesothelioma after exposure in their workplaces. That is why we need to see the phased removal of asbestos from public buildings, starting with our schools. We must also address the issue of justice.”

That is a title that no community would ever wish to hold, and it speaks directly to our industrial past: the shipbuilding, manufacturing and construction industries that built our nation at an enormous human cost. However, that cost was not inevitable. For decades, workers were exposed to asbestos fibres—often daily, often without protection, and too often without being advised of the risks. Evidence has since shown that companies were aware of the dangers long before meaningful protections were put in place. As campaigners have rightly said, that was not simply an accident of history; it was a profound failure to protect workers.”

In my hometown of Clydebank, the issue is deeply personal. Clydebank has paid one of the heaviest prices anywhere in the United Kingdom for asbestos exposure. West Dunbartonshire has some of the highest mesothelioma mortality rates in the country: over a period of nearly 40 years, 295 men in the area died from mesothelioma when only 81 deaths would have been expected. That is one of the highest mortality rates anywhere in the UK. However, even those stark figures do not tell the whole story. Women in our area have also been significantly affected, with more than double the expected number of deaths having been recorded over the same period.”

They were a real driving force behind the pursuit of truth and justice for asbestos victims—true giants whose legacy and impact have been felt throughout Clydebank and beyond. Unfortunately, every year, I have mentioned individuals we have lost. For them and for the many unheard victims of asbestos exposure we must see progress and secure justice. Mesothelioma is a rare but devastating cancer that is mostly caused by exposure to asbestos.”
“This is the fifth year that I have managed to secure a debate to mark mesothelioma day. My determination to secure truth and justice for asbestos victims and their families will never wane. I thank those members who have supported my motion and those who are speaking in today’s debate. This is an issue that deserves cross-party support and, once again, that has been achieved. I also invite Parliament to welcome members of the Clydebank Asbestos Group and Asbestos Action (Tayside), and I make a special mention of Christine Sayer, my local hero from Clydebank Asbestos Group, who will be visiting the Parliament again on Saturday. For decades, those groups have stood beside individuals and families in their time of greatest need.”
“It was exacerbated further by the Westminster expenses scandal, when some of Labour’s own went to prison and others were allowed to pay back what they had wrongly claimed—including thousands of pounds that were paid back by the current Labour Secretary of State for Scotland, Douglas Alexander. Since he arrived on the scene, the only thing that Mr Sarwar has excelled at is the erosion of trust from the electorate. Just a few days ago, Ipsos polling revealed that trust in Mr Sarwar has plummeted, with only the Tory and Reform leaders at even lower levels of favourability. John Swinney was the only leader with a positive rating. Nothing in the debate— Jenny Young: Will the member give way? Marie McNair: I am going to make progress. I will not take an intervention—I have already taken one and I am mindful that I have a lot to say.”
“It is the same tired attacks and opportunism that resulted in Labour’s disastrous election result. The commentator Gerry Hassan has said that Labour’s vote share is “the lowest in the party’s history”. Even Paul Hutcheon has said that Labour is “fighting for survival”. It is absolutely desperate. Labour’s result gives us a clue as to who is contributing most to the factors that have led to the diminution in trust from the electorate. Trust has been on the wane under Labour for some time. Jenny Young: Will the member take an intervention? Marie McNair: No—I will make some progress. The loss of trust goes all the way back to the mishandling of the financial crash, when the payment of bankers’ bonuses was more important than the ability of many to pay their household bills.”
“Anas Sarwar: I actually agree with the substance of what the member is saying in relation to rebuilding trust. I think, however, that she misheard the opening speech and misreads the motion. The questions that need to be asked and answered are not on the SNP’s internal governance, which of course is a matter for the SNP. Surely, however, the member accepts that there are legitimate questions to be asked of the Lord Advocate, Police Scotland, the Crown Office and Procurator Fiscal Service, the Electoral Commission, the Scottish Legal Aid Board, HMRC and those who administer public funds. Surely she can accept that they are legitimate questions and that it is the Parliament’s job to ask them. Marie McNair: When the member gets his own party scrutiny in order, I will probably take him seriously but, at the moment, I do not.”
“We need to, because we are kidding ourselves if we do not accept that trust in politicians is at a very low level. It is absolutely correct that we address that in debate and in our actions as politicians. To do that justice, we need the widest possible discussion, not one framed in the narrow partisan terms that are being presented to us today by the Labour Party. As someone recently said, “This is above party politics—it’s a matter of trust and integrity in public life.” Unfortunately, that was Mr Sarwar. I can only say that that was just a soundbite, which did not really mean much. Instead of the approach that is needed to achieve any meaningful discourse, we have a motion that is steeped in political opportunism and dripping with hypocrisy.”
“This is my first speech since I was re- elected by my constituents in Clydebank, Milngavie and Bearsden north. I am extremely humbled to have again received the trust of the electorate. It is a trust placed in me that I have never taken for granted and never will, and I thank them for sending me back to our national Parliament to represent them. I work hard in recognition of that trust, motivated especially by the fact that I represent the constituency where I was born and raised and still live. Yes, we should debate public trust in Scottish politics and in politics in general.”
“It might be communication between pupils or something that someone has seen and cannot get out of their head. We all need to reflect on the fact that this situation has intensified very quickly. Technology is ever-evolving, and we will have to be nimble as we seek to grapple with it. Our responses to such issues should be clear and always proportionate. We should empower young people, parents and carers, and we should support our teachers and headteachers to implement what is right for their schools.”

The vast majority of Scotland’s pupils are hardworking and well behaved, but we must acknowledge concerns about the antisocial behaviour that occurs in our schools. How will introducing phone-free classrooms contribute to efforts to promote positive relationships and behaviour, supported by the relationships and behaviour in schools national action plan? Màiri McAllan: I associate myself with Marie McNair’s question. Recently, I spoke to a guidance teacher who said that, almost exclusively, she begins her mornings by dealing with the emotional upset or turmoil of one young person, or a number of young people, as a result of something that has emanated from the online world.”

“During a recent visit to Glasgow to launch the anti-stigma campaign encouraging people to apply for social security and to get the money that they are entitled to, I was particularly struck by an individual who told me that the way in which people are spoken about in this chamber and in the media puts people off coming forward to apply for social security, although it is a human right. We should encourage people to go through that process and support them when they make an application. Of course, after an application is made, there should be a robust decision-making process. The IPPR’s report made it very clear that it believes that it is a myth that a strong social security system is incompatible with economic success. I concur with its conclusions on that issue.”
“I, too, am proud that the Scottish National Party Government continues to strengthen social security support and maximise incomes for our most vulnerable. The recent report by the Institute for Public Policy Research Scotland on the welfare state highlights that high spending on social protection does more than just place a safety net for the economically disadvantaged; it helps economies to become more productive. Does the cabinet secretary agree with IPPR Scotland’s assessment? Can she tell us more about how the Scottish Government will ensure that people who are eligible for adult disability payment receive the support to which they are entitled? Shirley-Anne Somerville: The Institute for Public Policy Research Scotland’s recent work on the issue is exceptionally important.”

“Amendment 205 seeks to introduce a statutory requirement for ministers to review and report on implementation of the act within two years of royal assent, ensuring that Parliament will be kept updated on implementation of the bill that we are considering today. Amendment 206 would then require ministers to publish within six months of 2030, which is the deadline for keeping the Promise, a report on how all of its recommendations have been fulfilled. Amendments 207 and 208 would simply remove sections 22D and 22E, which set out the review duties that were inserted at stage 2 and which would be superseded by amendments 205 and 206.
