In January, the UK Government published its national security assessment on global biodiversity loss, which states: “Collapse impairs an ecosystem’s ability to provide vital services including clean water, food production,…”
“In my rural and island communities, it is sometimes really hard for people to even find a bus. We need the clean heating systems that our EU neighbours have enjoyed for decades. We also need a thriving natural environment, which will be the key in supporting us to adapt to climate change.”
“The Scottish Greens campaigned on the idea of an agricultural transition insurance fund—we want to see £500 million of the agricultural budget put into it, because farmers need certainty. We are now in unknown territory when it comes to what we are doing in respect of our land use.”
“I sat on two committees in the previous session—the Rural Affairs and Islands Committee and the Local Government, Housing and Planning Committee— that scrutinised the climate change plan, and we heard evidence from countless stakeholders that they did not feel confident that there was an adequate delivery plan in place.”

Those pioneers have moved away from nitrogen use, they understand soil biology and they are choosing smaller herds and mob grazing. We have legislated for regenerative agriculture, but we do not have the underpinning training.”

“Amendments 2 and 3 were drafted at the suggestion of Aberlour, with the intention, first, of exempting charities from profit limitation requirements if they can demonstrate that any surplus is reinvested in the delivery of children’s services, and, secondly, of creating a statutory duty that decisions on profit limitation must be made with the wellbeing of children and young people as the primary consideration. I am grateful to the Government for working with me to bring forward alternatives to those amendments that would achieve those aims more effectively. Amendments 136 and 137 would exempt charities from the profit limitation requirement provisions. That exemption is appropriate and proportionate, because charities are already legally bound and required to ensure that any surpluses that they generate are used for charitable purposes.”

“I believe that those amendments strike an appropriate balance for charities and the wider children’s residential care sector and I therefore support amendments 136, 137, 139 and 142 in the name of Willie Rennie. I ask him not to move his amendment 2. I thank Mr Rennie for raising the point about ensuring that the wellbeing of looked-after children is the priority in decision making. His amendment 3 covers the same ground as amendment 141, but I believe that the latter is stronger in promoting and safeguarding the wellbeing of children and young people. Therefore, I will support amendment 141, and I ask him not to move amendment 3. Section 8 was amended by a stage 2 amendment that Martin Whitfield lodged to ensure that other types of service providers could be included in financial transparency and profit limitation measures.”
“Amendment 35 makes a technical adjustment to the placement of the new sections of the Public Services Reform (Scotland) Act 2010 that will be inserted by section 8 of the bill. I hope that the Parliament will join me in supporting my amendments. I thank Mr Rennie for his amendments 136, 137, 139 and 142, which would exempt charities from the profit limitation requirements but not from the financial transparency provisions. Mr Rennie’s amendment 2 takes an alternative approach to that. Having discussed the matter with him, I believe that his amendments 136, 137, 139 and 142 would more effectively meet his aims. Among other things, they would cover charities that are registered in other parts of the UK rather than only Scottish charities.”

“I reassure Ariane Burgess and others that I have carefully considered and designed the exemptions so that they will continue to provide support for tenants. For example, tenants in build-to-rent properties will still be protected by the rent adjudication process that is available to them, which allows rent increases to be challenged. Of course, the Housing (Scotland) Act 2025 also strengthened the rent adjudication process for those living in mid-market-rent properties. If the landlord should deviate from a mid-market rent, we are absolutely clear that they will no longer qualify for an exemption. I hope that that provides some reassurance.”
“Miles Briggs: Ariane Burgess wanted some evidence on the impact of rent controls. Will the cabinet secretary outline what has happened to the buy-to-let market and the mid-market-rent and build-to-rent sectors in the capital? Everyone I have met has withdrawn from the capital, and we have seen the collapse in the supply of housing. That has been a direct consequence of rent controls. Màiri McAllan: I can say for sure that, since the question of exemptions was debated and supported on the floor of the Parliament, there has been a renewed confidence in investing in housing in both the mid-market-rent and build-to-rent sectors in Scotland. That underlines the importance of the exemptions.”
“Ultimately, that is addressing affordability. However, the housing emergency demands that we also increase the availability of all tenures of housing, including rented housing in Scotland. That, very straightforwardly, is why we have brought these exemptions forward. We have done so to remove barriers to investment in mid-market- rent and build-to-rent properties, helping to ensure confidence and a continued supply of new rented options. As a Government, we engaged extensively during the bill process, working hard to strike the right balance with our proposals. Since the 2025 act was passed, we have continued that engagement with stakeholders, including local authorities, the Scottish Federation of Housing Associations, the housing investment task force, landlords and tenant groups.”

Homes should be for living in, not for profiteering. “It is a recipe for confusion and for unscrupulous landlords to take advantage of that. Miles Briggs: Will the member take an intervention? Ariane Burgess: I will proceed. I have not heard one good reason as to why some of our constituents who rent deserve protection and others do not, simply on the grounds of where they have chosen to live. It is also important to note that the exemptions are not time limited. If we jump ahead a few years, we can easily see the nonsense of that. Why should renters’ degree of protection from unfair hikes depend on how the property was built, perhaps many decades before? If we look at rent control systems from around the world, we see that there is nowhere near enough evidence that rent controls damage new house building to justify exemptions as sweeping as the ones that are being proposed.”
“Tenants need to understand the system and their ability to contest illegal rent increases—the onus is very much on them. The more complicated the system is, the harder it will be for rent controls to work as intended. Many renters are already not familiar with their rights. In the absence of the measures that Greens sought to introduce through amendments to the bill in order to increase renter awareness of rent controls, we will need to work very hard to make sure that people know whether they live in a rent control area, let alone whether they live in a build- to-rent or mid-market home. Bringing in a system of rent control for some people and not for others, and for some properties and not for others, for significant numbers of tenants, will only add to that problem.”

“Last year, this Parliament took the landmark step of reintroducing rent controls, putting them in place for the first time in almost 40 years. Without rent controls, rents were allowed to skyrocket. Here in Edinburgh, rents for a one- bedroom flat have increased by more than 100 per cent since 2010. Those unacceptable increases have worsened poverty, inequality and hardship. When the bill is commenced, local authorities will be empowered to introduce rent control areas that will hold down rents in specific locations, although they will not cut rents, as we clearly need to do in some areas and as the Greens have called for. Rent controls will at least stop the rip-off increases that we have seen.”
“We hope that the Scottish Government takes account of the committee’s recommendations and that the final version of the climate change plan will provide the clarity and leadership that are needed. Otherwise, I fear that Scotland’s important net zero ambitions might be at risk. 15:12”
“When they came to committee, it was clear that they are ready to act, but they told the committee that they need a route map for how to do that. They told the Net Zero, Energy and Transport Committee the same thing in 2023, and that resulted in a recommendation to the Scottish Government to do just that. However, the draft CCP has not taken that on board. We therefore recommend that the final version of the plan gives local authorities clarity by setting out their role in delivering each policy and proposal contained in it. It is difficult to see how local authorities will be able to identify sufficient resources to deliver the ambitions in the plan. The committee therefore also calls on the Scottish Government to explore what additional resource and long-term certainty it can provide through multiyear funding.”
“People need to want to have technology such as heat pumps installed, and it needs to be made possible and easy for them. They need to know where to go for trusted advice and help with planning what they are going to spend money on. The committee recommends that the Government supports the creation of one- stop shops that can provide that kind of support. Home Energy Scotland provides an important service, but it is difficult to see how it will be able to meet future demand, particularly for more tailored advice. There is also a need for an updated public engagement strategy that will cover how consumers will be informed about what they can do, why they should be doing it, and where they can go for help and financial support. Local authorities are key to the delivery of the climate change plan. It is clear that they recognise the urgency.”
“My committee identified a number of components that will be critical in delivering such an approach. First, we need to have a national retrofitting plan that sets out how we will go about making our homes more energy efficient. Tenement buildings, which make up around 30 per cent of our urban housing stock, represent a significant challenge, as do our rural properties, which are typically older and colder. The first step is to ensure that we have enough people trained in the right skills. A skills plan must be a component of a wider retrofitting plan and it must include traditional building skills. Building the right skills for Scotland’s varied housing stock presents a huge economic opportunity, but it is not going to happen without leadership. We also need to build the demand for decarbonising homes.”
“The climate change plan does not set out how that dramatic change will take place, although it commits to a new heat in buildings strategy and delivery plan, which is to be published this year. I hope that that will prove to be the driver for change. In the meantime, the Climate Change Committee’s report on Scotland’s progress in reducing emissions agrees with our conclusion that, fundamentally, the draft CCP lacks sufficiently detailed plans for buildings. In particular, there will need to be a rapid acceleration in reducing emissions in 10 years’ time, but it is not clear yet how that will be enabled. The CCC’s report describes that as a “delay and catch-up” approach, which carries significant risk. It says: “A more plausible approach” would be to scale up “the recent steady increase in heat pump installations”.”
“As a result, people lack confidence that the climate change plan can deliver. Back in 2023, the Scottish Government announced that it would deliver a sea change through the heat in buildings bill that it would introduce in this session of Parliament to legislate for the installation of heat pumps in our homes. That legislation never arrived. Instead, the Government has published a draft bill, which some would say has greatly altered the original vision for decarbonising homes. I highlight that because one of the committee’s key concerns is that, at the moment, very few homes use a heat pump. Only around 7,000 heat pumps were installed in 2024. In stark contrast, Nesta in Scotland has estimated that around 110,000 heat pumps will need to be installed over the course of the next parliamentary session, which is equivalent to 22,000 a year.”
“I am pleased to contribute to today’s important debate on behalf of the Local Government, Housing and Planning Committee. We examined the buildings element of the climate change plan and the role that local authorities have to play in delivering the plan’s ambitions. As buildings are the fourth-largest emitter of carbon in Scotland, it is critical that we take action on decarbonising how we heat our homes and other buildings if Scotland is to meet its net zero target. In practical terms, there needs to be a huge shift away from gas heating to technology such as heat pumps. Sadly, stakeholders told us about their frustration that we have had a lost decade in which, even though it has been clear what actions could make a difference, instead of getting on and delivering those, we have been mired in lengthy planning and strategising.”

“When the draft Marine Licensing (Exempted Activities) (Scottish Inshore Region) Amendment Order 2026 came before the Rural Affairs and Islands Committee, I was ambivalent about voting for it. The Government carried out a consultation on the draft order, and there were a number of responses. Numerous people who responded, if not most, whether they agreed or disagreed with the SSI, raised concerns about the Scottish Environment Protection Agency being inadequately funded. I want to speak to that point and raise it in the chamber. I am seeking reassurance this evening that, if we agree to the SSI and expand the scope of SEPA’s regulation workload, the agency will be adequately funded for the work. I know from what we heard at the committee that SEPA will not be regulating that many types of things at the moment, but that could increase.”
“It is a continuous process. The whole point of the direct award to CalMac is to allow it to work with a public service ethos as opposed to working only to contract.”
“Fiona Hyslop: The fair fares review, which reported some time ago, made reference to ferry fares. The issue around freight has to be and will be addressed as part of on-going dialogue and discussions between officials and relevant bodies. I started my statement by saying that we have done something fairly substantial by making a direct award to CalMac for ferry services. It is important that those services and systems—as well as the KPIs, which are informed by local communities—are bedded in. The community- needs assessment, which will address the needs of freight and passengers, must also run its course for particular routes. On some routes, one thing that is being introduced is a directive that freight is liable for payment if it does not show up for its booking, which helps to ensure that space is freed up for locals.”
“It is good to hear about the Government’s development of the ferry fleet. I welcome the introduction of free interisland travel for under-22s and the removal of peak seasonal fares on NorthLink Ferries for Orkney and Shetland residents, which addresses an issue that I first raised after islanders raised concerns with me. I am grateful to the Government for working with me on the issue. However, I am interested in what is not in the statement: the long-promised ferry fares review, specifically how it addresses freight charges. On the Oban to Craignure route, a 12m truck is charged £426, yet a motorhome of identical length travels for less than £132. That structural inequality effectively escalates the cost of living for our islanders. Will the cabinet secretary commit to publishing the long-promised ferry fares review?”
“Our constituents deserve councils that can plan beyond the next budget cycle, invest in prevention and lead on climate and nature, not institutions that are forced to manage decline. What must change is not the fabric of local services but the outdated way in which we fund them. 17:23”
