“One particular area that I have mentioned is apprenticeships, and I hope that we can do more work on that in the next parliamentary session. I hope that the Parliament can pass on as a legacy the requirement for cross-portfolio working when it comes to rural issues, and I hope that we see that happen in the next session of the Parliament. 14:06”
“General practitioners are difficult to get in rural areas; waiting times are increasing; and the level of delayed discharge is high. Rural areas bear the brunt of the failure to match up services, and distances can make things difficult. In the next parliamentary session, there really needs to be cross-portfolio working, with links made between transport, economy and the cost of living. In my region, there are difficult stories to tell about maternity and alcohol services, but I want to raise in particular the issues of training and support for staff to stay in rural areas, because those are cross-portfolio matters. We must work with trade unions, professional bodies, training providers and NHS boards to get flexible training opportunities, delivery and recruitment in place.”
“The next Government must work with those communities to ensure that legislation is implemented and monitored to enable delivery. Given that much of my time in my five years in the Parliament has been focused on health, it would be remiss of me not to raise the subject again in the context of rural and remote communities. This parliamentary session ends as it began, with a Government that has really let down the patients and staff in our rural and island health services. Indeed, we have heard repeatedly of a healthcare system that underdelivers and underperforms for our rural communities. Our universal healthcare system has become a bit of a postcode lottery, with rural health inequalities continuing to be exacerbated by decisions that do not always work for those communities.”
“We all agree that living in a remote or rural community should not limit access to basic and specialist care, nor should it limit opportunities. We know that the housing crisis is acute, that depopulation and demographic change are very real in rural communities and that transport and connectivity issues are raised with every member in the chamber. Access to services can be limited, economic instability often affects rural communities in a heightened way and the cost of living is much greater for those living in them. As everyone has said, the next Parliament must work together to rebuild trust with rural communities and businesses, and it must redouble efforts to co-design a rural strategy with communities and to put the future of rural and island areas on a more secure footing.”
“As a South Scotland MSP, I am no stranger to the harsh realities faced by those accessing services in rural areas. I speak to constituents from across the region, and the issues that we discuss match those found in the Government’s own research, with people mentioning transport, travel costs and access to GPs and other services, along with depopulation and a lack of economic opportunity. The pressing issues that we are discussing today are unique and diverse and any action taken to address them must be flexible and responsive. It is usually my colleague Rhoda Grant who speaks in rural debates, and I know that she has really appreciated the support from Mairi Gougeon and Jim Fairlie and their work in committee. “The case for action is overwhelming. The figures send a clear message that the public care deeply about animal welfare and expect action. That action must include legislation. The study’s report is a call to action on sentencing, monitoring and enforcement of disqualification orders.”
“I thank Christine Grahame for bringing this important debate to the chamber. I want to speak in the debate for three reasons: first, because it is on a very important issue; secondly, because it is a members’ business debate and I like to speak in those; and, thirdly, because I want to thank Christine Grahame for bringing the debate to the chamber and for spending time in members’ debates in the five years for which I have been in Parliament. Animal welfare is important to me personally, but not just to me. A study by the SPCA on public opinion on animal welfare found that 91 per cent of people across the United Kingdom recognise the value of animal welfare education. Welfare was ranked as the third most important issue for people when speaking about animals, and 34 per cent of people surveyed were worried about wildlife.”
“That goes back to the point that other members made. What ends up being cut, and what are the unseen consequences of that? Sport should be about all the different types of sport, and people should have access to them in their communities whenever possible. The diving club is just one example of the many cuts that local authorities are having to make due to long-term underfunding. Those cuts have an impact on overall health and wellbeing. If we want to recognise the benefits of grass-roots sport and exercise, which goes beyond just health and wellbeing, we must consider how such services can be better protected, as they are often the first thing to be cut. 10:39”
“When considering sport and activity as a force for good, we need to be serious about addressing these barriers and recognise that, in some cases, those who would benefit the most from sport and activity are often those who are least likely to be able to access it. I hope that, in the next session of Parliament, further work will be carried out to promote potential solutions to break down those barriers. Finally, I will reflect on the impacts of cuts to local services. The diving pool in the Citadel leisure centre in South Ayrshire is in my South Scotland region. It is the last remaining diving pool in the west of Scotland, with many people attending every week. However, the council’s recent decision to cut the programme means that, if divers want to continue, they will need to travel long distances to the east coast.”
“She highlighted netball’s power “to shape lives, build resilience and inspire ambition”.— [Official Report, 2 December 2025; c 1.] The Scottish Thistles are a great group of motivated, disciplined and educated women, and I wish them the best of luck as they compete in the Commonwealth games this summer. Throughout the parliamentary session, as others have said, the Health, Social Care and Sport Committee has done a great deal of work to understand barriers in sport, particularly in relation to participation, access and inequality. We know that access is not always equitable. Poverty and cost are significant barriers to access and participation.”
“During my time in Parliament, it has been a pleasure to meet numerous sporting organisations that do important work to promote the health, wellbeing and social benefits of sport. Recently, I had the pleasure of engaging with Netball Scotland, which does fantastic work to educate people on the reasons why sport, such as netball, matters. Netball is predominantly a sport for women. It has very passionate volunteers and seeks to bring together community and club level sport. The national team, known as the Scottish Thistles, represents Scotland across the world and is truly an inspiration to women and young girls across the country. Last year, I nominated the Scottish Thistles captain, Emily Nicholl, to speak at time for reflection in Parliament.”
“I congratulate Finlay Carson’s daughter and all the team, and I am sure that everyone would join me in doing so. I thank Brian Whittle for bringing this debate to the chamber. Brian has been a brilliant champion of sport in this Parliament and, like other members, I appreciate all the work that he has done. I pay tribute to my colleague Alex Rowley, who has given his last speech in Parliament. It is great to speak in the same debate. He has worked hard on many issues during his time here, raising matters from constituents and always offering to work across the chamber to ensure the best outcome for Scotland. I wish him well in his retirement. The Labour group will miss him and we will be poorer without his contributions.”

“A great deal of time, public funds and people’s hopes are invested in our democratic processes, and I fear that, due to excessive caution or needless delay, we do not provide the public with many examples by which they can measure our worth. Today, we can provide such an example. I will close by offering my thanks to Liam McArthur MSP and his team, who have done such great work in navigating the bill through the Parliament. Without that steadfast and constructive approach, we would not be at this stage to begin with. I urge my fellow MSPs to please not delay compassion or delay the ability to help others. Let us pass this historic bill and end this session having truly changed Scotland instead of just maintaining the status quo. Let us give dying people the chance to decide their last moment for themselves. 19:19”
“In that spirit, and in line with the principles that I have strongly held since I worked in the NHS, I will cast my vote today for the people who are suffering now, for those who will suffer in the future and for everyone who simply wants a fair and compassionate option in the likely final six months of a terminal illness. I entered politics to help people and to empower them, and the bill does both. It might not be a comfortable or an easy subject—I accept that—but this is all about taking a compassionate approach that best serves the complex experiences of so many people across Scotland. At times, I have been dismayed at how little meaningful legislation makes it through the chamber.”
“I believe that we need this legislation and that to turn our back once again on compassion and choice would be a grave mistake, driven by fear. Polling suggests that around 76 per cent of people across my South Scotland region support legislating on assisted dying; indeed, the figure is broadly similar in every region. I want to be clear: this bill is about choice; it has strong public backing; and it has received unprecedented scrutiny and constructive debate. That is how democracy should work—it is the basis for good legislation that will stand the test of time.”
“People who have had this experience, or who are having this experience as we speak, are watching us today, awaiting a vote that signals to them that their concerns have been heard and that their lives remain their own. Those same people watched last week as we constructively debated the issues and assessed the amendments—the longest such process that we have had, certainly in my time here at Holyrood. No one can say that the bill has not received serious and considered scrutiny, and I thank my fellow members for that. I remind colleagues in the chamber that there is widespread public support for legislation on assisted dying. Are we, as parliamentarians in Scotland, going to simply ignore the fact that public opinion is moving towards such reform? I truly hope not.”
“In my five years as an MSP, I have had the great honour of hearing directly from people across my region and across Scotland. Many of those people have experiences well outside my own, and I value all those interactions and take them very seriously. I therefore want to thank everyone who has contacted me about the bill. I am here to serve, and that is exactly what I intend to do today. Few groups have affected me as much as those pleading with us to pass the bill. What I have come to understand is that choice at the end of life really matters. The experience is one that any of us might encounter in one way or another; however, until we do, it can seem like an abstract or far-off consideration. We cannot allow ourselves to imagine that we might have to consider assisted dying.”
“We want fair and appropriate regulation to ensure the highest standards in patient safety. We also want to protect children and young people from both access to and the appeal of such services. I welcome the bill, which takes important steps towards ensuring that regulation, enforcement and accountability are brought into the sector. If it passes, the bill must be balanced with support, training and guidance for the industry ahead of implementation. We thank colleagues for the cross-party work that has gone into the bill. 16:14”
“We have also supported amendments to ensure minimum training and qualification standards for those who provide procedures as the bill comes into force, and we hope that the amendments that we supported are realistic and that their timelines are proportionate. If the bill passes, it is hoped that existing providers will be able to adapt their practices to continue delivering their professional services, and I know that the minister is committed to that. It is important that future Governments ensure that current providers of non-surgical procedures have good access to training and support with a sufficient adjustment period, and amendments that were lodged by members from across the chamber have sought to ensure that. These procedures are not risk free.”
“Right now, we rely on businesses to provide services in a safe and hygienic setting, but the reality is that those premises are not regulated and we have no way of distinguishing the good practices from the bad. The bill will correct that. Scottish Labour supports the regulation of the non- surgical procedures industry because it will bring the industry under the scope of HIS, ensuring oversight and regulation of premises. The bill will strengthen not only standards across the sector, but accountability and safety. We are aware of the concerns that industry has raised about the impact that the changes will have on business models and operations. That is why we supported amendments that provide for a phased implementation and a review of the operation and enforcement of the act.”
“Scottish Labour’s approach to the bill is that patient safety should be our number 1 priority. We recognise that businesses in the sector provide services in a professional manner and in a professional environment, but the non-surgical procedures industry currently operates largely unregulated and has been in need of regulation for some time. During its evidence gathering at stage 1, the committee heard of fizz and filler parties and of people being injected or given treatment in the back of taxis and in sheds. Premises that administer injectable procedures are not regulated in a way that the public should expect, and there is limited oversight of risk to consumers’ safety and wellbeing.”

However, we consider that there are businesses, as Dr Gulhane mentioned, that are working very professionally, and we seek to ensure that there is that transition and support to businesses so that they can practise. Amendment 31 would require ministers to consult people when they make regulations, and amendment 32 would clarify that ministers must consult people before they can make regulations. “Does she agree that it is vital that, should the bill pass, we collect all relevant data and detailed case‑study information to give proper meaning to the annual reports on the legislation’s workability and on the review period? That information will be essential if there is to be a credible review of the bill. Audrey Nicoll: The simple answer is yes. Case study review is a critical part of the overall function that we need to undertake with regard to the operation of any legislation, particularly in the context of public protection. I fully endorse and agree with Bob Doris’s points. I ask members to support amendment 173. The Presiding Officer: I call Alasdair Allan to speak to amendment 176 and other amendments in the group.”
“That makes it all the more imperative that detailed reporting should take place to support the decision-making process. The purposes of amendment 173 are to promote transparency, consistency and accountability in the assessment process and to ensure that a clear audit trail is available for regulatory review or professional oversight. Given the instances in which a lack of scrutiny can allow abuse of legislation and significant failures for very vulnerable individuals, I hope that members can see why amendment 173 is necessary and will support it today. Bob Doris: I thank Audrey Nicoll for her excellent contribution. I fully support her excellent and robust amendment 173, which was mentioned alongside my own amendment 37.”
“I am very sympathetic to Audrey Nicoll’s points. For a number of years I worked in quite a complex area of healthcare, in which many of our medical professionals are used to making complicated and difficult decisions. I put that on the record to help members to understand that, every day, medical practitioners work with their patients to make complex decisions, but they also allow patients to make decisions themselves, which is the point that we are trying to get to. I am very sympathetic to the proposal to record information, but it is important to understand that such decisions are probably being made every minute in our health service. Audrey Nicoll: I completely agree with Carol Mochan’s comments. It is important that we strike a balance in recognising the role of medical professionals and the role of a patient in that space.”
“It is my clear expectation that each board will respond to the issues that have been identified in their respective units. Further to that, a tri-regional review has been commissioned at board level to look at all regions, which will also report. External assurance specific to Skye house has also been carried by the Royal College of Psychiatrists, so further work has been undertaken in that area. It is clear that there are lessons to be learned nationally. Carol Mochan alludes to the national specification proposal, which we support. Notwithstanding that, there will be on-going engagement between officials and the health boards to ensure that the recommendations and the wider learning from the reports are taken forward and implemented.”
“The minister notes the need for national improvements to better support young people in units across Scotland and for robust governance and oversight. Although health boards are working to develop a national in-patient service specification, what assurances can he give to families that their loved ones are being cared for in the way that we would expect, and is he confident in the quality of care and conditions in establishments across Scotland? Tom Arthur: I thank Carol Mochan for her question. As I said in my statement, I have spoken directly with the chief executives and senior leadership of all three boards where the adolescent in-patient units are located. Different issues were raised across the reports, but there were also some common threads.”
