“The Scottish Government must be held to account for its stewardship since the yard came into public ownership. That is right and proper, but I remain convinced that public ownership was the right decision. Without it, Ferguson Marine would have likely closed, taking skilled jobs, shipbuilding capacity and decades of expertise with it. The Deputy Presiding Officer: You need to conclude. “Governance has tightened around non-standard staffing arrangements, settlement agreements and exit packages. Importantly, the new chief executive now meets regularly with trade unions, which gives the workforce a direct and influential role in shaping decisions. I am pleased that the Scottish Government will ask the board to consider the committee’s recommendation for greater union participation in governance structures. Those changes are welcome, but they will ultimately be judged on whether Ferguson Marine delivers vessels, restores confidence and secures new work. Although mistakes have been made, the report provides a route to improvement. I am pleased with the committee’s work and believe that our recommendations will significantly strengthen governance at the yard and improve its ability to secure future contracts.”
“Financial monitoring, in particular, must be strengthened if future investment is to genuinely support long-term sustainability rather than simply manage short-term pressures. The report is clear: FMPG needs stronger oversight and tighter governance. The increased cost forecast of the MV Glen Rosa exposes serious weaknesses in project management and financial planning, which cannot continue. We need non-negotiable accountability at every level of the organisation, so I welcome the commitment from both Ferguson Marine and the Scottish Government to improve internal controls. Since our inquiries began, we have seen early signs of progress: engagement between the strategic commercial assets division, board and senior management has strengthened since the new chief executive came into post.”
“Without clarity on future contracts, the yard faces uncertainty that could affect employment and the value of the public investment that has already been made. It is therefore disappointing that FMPG was unsuccessful in securing phase 1 of the small vessels replacement programme. It underlines the urgency of developing a revised business plan that is realistic, competitive and capable of securing future orders. The committee also found that urgent targeted investment at the yard is required if it is to compete effectively after decades of underinvestment. We must acknowledge the significant sums that have already been committed, but those must now be matched with robust monitoring to ensure value for money and measurable improvement.”
“The cost overruns and delays to the MV Glen Sannox have created reputational damage that will be difficult to overcome. The setbacks have impacted on confidence in the yard’s ability to deliver on time and to budget, and island communities have felt the consequences most directly. The report draws attention to a critical issue: there was no pipeline of future work beyond completion of the MV Glen Rosa, which is expected in Q2 2026. However, since the report, Ferguson Marine has signed a contract with BAE Systems to build three sections of a Royal Navy warship. The news is welcome, but it is important that the yard secures orders to build ships, not only fabrication work, as it is doing for BAE Systems.”
“I thank my fellow Public Audit Committee members, the committee clerks and parliamentary staff for their work in producing the report, as well as those who gave evidence. The report is important not only to hold the Government and the management at Ferguson Marine to account but for the skilled workers at Ferguson Marine and the island communities whose lifeline services depend on having a modern ferry service. Ferguson Marine has, in several different iterations, featured far too often in the Public Audit Committee’s work over a number of years. I welcome the Scottish Government’s on-going commitment to Ferguson Marine (Port Glasgow) and its long-term financial sustainability. The yard remains strategically important to Scotland’s shipbuilding capability because it provides high- skilled jobs and supports our industrial base.”

“It is very pleasing to hear that teacher numbers have increased. How does the Scottish Government intend to work with local authorities and other partners to build on that? Jenny Gilruth: It is important that we work with our local authority partners in relation to the improvements that we have seen across the board and, in particular, on teacher employment. That is a common theme that we have heard from members today. The education and childcare assurance board, which was established as a result of the Verity house agreement with local government, is the opportunity for the Government to undertake that work. We are looking at more strategic approaches to teacher workforce planning, which, to answer Colin Beattie’s question, will help to inform how we drive improvements and more teaching jobs in the future.”
“The career services collaborative, for example, which I recently engaged with during Scottish careers week, brings together partners from across the system to drive forward careers improvements. We are also engaging with employers through the developing the young workforce network, which has connections with employers throughout local areas, and through regional employer networks and industry bodies, some of which were mentioned earlier. Of course, we are also engaging with educators, colleges, universities, third sector organisations and young people to make sure that they are aware of the different opportunities.”

“Can the minister outline how the 2025-26 Scottish budget, which Paul Sweeney did not vote for, is supporting schools and local authorities to respond to the needs of Scotland’s children and young people? Natalie Don-Innes: The 2025-26 Scottish budget saw significant investment in our schools and local authorities to support our children and young people. It provided local authorities with £186.5 million to maintain teacher numbers, alongside continued funding of up to £200 million for the Scottish attainment challenge to close the poverty-related attainment gap. Additional support for learning was strengthened with an additional investment of £29 million to improve outcomes for all children and young people with additional support needs, in line with the Education (Additional Support for Learning) (Scotland) Act 2004.”
“As I have set out previously, the Scottish advisory group on relationships and behaviour in schools includes representatives from our teaching unions and Connect, our parent organisation, which has been hugely important in providing the oversight and necessary experience in the development of the guidance. “Bullying is categorically unacceptable in Scotland’s schools and in our society. Will the cabinet secretary provide details of engagement with teachers and parents, who interact with our young people day in, day out, in shaping guidance on responding to challenging behaviour? Jenny Gilruth: I engage with parents and teachers on a regular basis. This morning, I met the headteacher panel and, earlier this week, I was in Orkney meeting parents and carers and listening to some of their concerns at the current time. We published the guidance, “Fostering a positive, inclusive and safe school environment”, to support our school staff in relation to challenging behaviour.”
“Jamie Halcro Johnston’s amendment 244 would require a presumption in favour of enabling direct- emission heating systems in rural areas and island areas. Although I appreciate the challenges that are faced by rural and island communities, green technologies are improving all the time and, given the fact that time is running out for tackling the climate crisis, we cannot encourage the installation of polluting heating systems in perpetuity. We need to change how we do things.”
“I also support his amendment 299, which seeks to modify the repairing standard with a view to speeding up repairs. Paul Sweeney’s amendment 115, which would allow tenants to refer a property to the local authority for it to consider purchasing and improving it, is also welcome. Given that relatively few inspections are done—an issue that my colleague Lorna Slater will speak to on behalf of Ariane Burgess—councils will not necessarily be aware of where the poor-quality properties are, and amendment 115 addresses that. Given that the Scottish Government has just launched an £80 million scheme to enable councils to buy properties and get people out of temporary accommodation, amendment 115 appears to be in line with the Scottish Government’s approach.”
“In some parts of the private rented sector, there are clear problems with poor energy efficiency, damp and other things. If we freeze rents when minimum standards are not met, landlords will have little choice but to bring their properties up to scratch. I have listened to previously expressed concerns, and amendments 71A and 78A make it clear that I do not intend to bring in new standards. Existing tolerable and repairing standards can be used. To do some further tidying up, I note that amendments 3 and 5 are older versions of amendments 71 and 78 respectively, so I will not press amendment 3 or move amendment 5. I welcome Mark Griffin’s group of amendments on damp and mould. Better defining mould and damp and ensuring that inspectors are properly qualified to detect it are good steps towards better tackling poor-quality accommodation.”
“Many landlords in the private rented sector provide high-quality homes; however, some do not, and improvement is required. Fifty-five per cent of homes in the private sector have wall insulation compared to 69 per cent in the social sector. That is why almost 70 per cent of social homes—almost 20 per cent higher than in the private rented sector—have an EPC rating of C or higher. Levels of disrepair to critical elements such as heating and water supply are higher in the private sector than in any other. When it comes to overall quality, 40 per cent of private sector dwellings failed the Scottish housing quality standard in 2023, compared with 30 per cent in the social sector. In the private sector, around twice the proportion of properties as in the social sector fail in three or more criteria.”

“The United Kingdom Government’s harmful decision to continue the Tory freeze on local housing allowance rates will impact thousands of low-income renters in Scotland, widening the gap between housing support for private renters and private sector rents. Will the First Minister join me in calling on the Labour UK Government to permanently repeg LHA rates to at least the 30th percentile of local rents? The Resolution Foundation states that that vital move would “lift 75,000 children out of poverty” by the end of the current UK parliamentary session. “The sponsorship model must be proactive and alert so that potentially questionable practices are challenged at an earlier point. It is vital that we remember that every pound of public money matters. We all know of the difficult financial situation that not only our Government but our constituents are in. As they are having to tighten their belts, it is more important than ever to reduce public bodies’ waste. The report’s message is clear: never again should we see this failure in oversight. The report lays bare failings at WICS, but it is also a worthwhile lesson for other public bodies and the Scottish Government on the need to reform and improve. “WICS has revised its policies and brought in new board expertise, but vigilance is essential. I am pleased that updated policies will require any international consultancy work to receive ministerial approval and that both the Auditor General and the Scottish Government will continue to monitor WICS’s progress. Oversight cannot be something that we do once and then walk away from; it should be built into the culture of how public bodies are run. As I stated in my introduction, the report is not only about WICS, as it also carries wider lessons. I would encourage the audit process to be revisited so that lessons may be learned to ensure that such a blatantly unacceptable situation does not arise again. Households across the country are feeling the pinch of the cost of living crisis and cutting back on their outgoings, and they rightly expect public bodies to do the same. Instead, they have seen news reports of irresponsible spending and lavish entertainment. That is why the Public Audit Committee strongly recommended strengthening the WICS board, tightening financial and governance policies and ensuring robust whistleblowing protections. I welcome the fact that the Scottish Government has listened and responded, but we must not grow complacent.”
“That may sound like a small amount of money in the grand scheme of the Scottish Government’s budget, but it represents the yearly wages for three entry-level nurses. I am sure that we all know which of those options would offer better value for the public. There were also incidents involving gift vouchers for staff being issued beyond agreed limits, non-compliant spending on recruitment, very generous hospitality with expensive meals and air travel, and staff pay-offs that were not properly authorised. Those were not simple mistakes or one-offs. They all point to the growth of a culture where responsible monitoring by the board was lacking and management oversight was weak or incompetent over an unacceptably lengthy period.”
“I begin by thanking my colleagues in the Public Audit Committee, and the committee clerks, whose hard work helped to produce the report. The report is about more than just one public body that has gone wrong; it is about trust—trust that public money is spent fairly and wisely and that Parliament can effectively hold public bodies accountable. The report’s findings are worrying. For example, the spending of some £77,000 of taxpayers’ money on a Harvard Business School training course was not subject to proper assessment and control procedures. That is simply indefensible. That money could have been spent on our public services—on teachers or apprenticeships—rather than on a costly business course.”
