I have heard that there will be a review of those targets, so it would be helpful to know whether the cabinet secretary believes that the targets have driven delivery in tackling child poverty.”

“Many bus users cannot take a single bus service to where they wish to go. Often, bus users will be required to change buses to reach their end destination. At times, four, as opposed to two, tickets will be required, with a change in the city centre or elsewhere to make the return journey that passengers require.”
“A few stops on a First Glasgow bus will cost £2.45, and it is only a few stops; most single journeys are £3.25. I therefore strongly welcome our Scottish Government’s commitment to a £2 cap price for bus fares in Glasgow. That will make a real difference in our city, but it needs to be carefully implemented.”
“After all, public money that is pumped into bus operators must be used for the public good. Indeed, it is anticipated that, in the current financial year, the budget to be invested in bus services is £528 million—I will say that again: £528 million— and £472.8 million for concessionary travel.”
“For balance, bus passengers, including me, do not tend to highlight when our bus services run well—and they do run well at times. There are occasions when buses are on time and the service is efficient and of high quality. We want to encourage more people to use buses, not fewer.”

“I hope—this is a sincere plea—that the Conservatives will have a constructive dialogue with the Scottish Government, which is something that has not really happened in recent years. Murdo Fraser: I wonder whether Bob Doris will take an intervention. Bob Doris: Will I get the time back, Presiding Officer? The Deputy Presiding Officer: No. Bob Doris: Sorry. Some 92 per cent of hospitality premises benefit from non-domestic rates relief of 40 per cent and are supported by the Scottish Government, but I appreciate that many would like to see the Scottish Government go further. As with any rates revaluation, there will be winners and losers. I am not surprised to hear suggestions for transitional protections and I am sympathetic to those suggestions.”
“If Barnett ring fencing was how the Scottish budgetary process worked, I doubt that we would have found the resource to abolish prescription charges or tuition fees, or the nearly £500 million that is now spent annually on tackling child poverty in Scotland through the Scottish child payment, which is a core reason why child poverty continues to fall in Scotland while it increases to worryingly record levels in England. However, let me make a wider point. There is a case to be made for further support for Scottish businesses—of course there is—and I acknowledge the case to be made for the hospitality, leisure and self-catering sectors. Whatever that support will be, it has to be costed and budgeted for. The imminent budget process in the Parliament is the appropriate time to do just that.”
“Those concerns are omitted from the motion. Absolutely, let us discuss the pressures on our businesses, but it is important to do so in a well-rounded fashion. The motion does not allow us to do that. I note that the motion suggests that, since 2022- 23, a cumulative £700 million in Barnett consequentials deriving from business rates relief in England has not been passed on to businesses in Scotland. I will not get drawn on the numbers that have been cited, but I note that the minister said that, in this year alone, there was £730 million in business rates relief to support businesses. When we cite such numbers more generally, we should compare apples with apples. There is a more important point, which is that Barnett consequentials are deliberately not ring fenced.”
“Although I do not agree with the framing of the Conservative motion, I thank the Conservatives for raising an important issue. This debate is about ensuring that Scottish businesses have a business taxation regime that supports their sustainability and growth as much as possible. I will set out some unfortunate omissions from the motion that is before us. We talk about pressure on businesses. Rising business rates are a relevant factor, but the motion does not mention the impact of the UK Government’s national insurance increase, which is estimated to take £2 billion out of the Scottish economy next year. That is surely a significant omission, although I note that Murdo Fraser partly mentioned it during his speech. Likewise, staff shortages and high energy prices will be of particular concern to the hospitality sector.”
“Again, I have listening ears in that regard, but I think that members will share my frustration that the national wealth fund has been a little bit too restrictive in getting that funding deployed. We await the detail of what that will mean in practice for those who live and work at Grangemouth. I have to say that, although the collaboration has been taken forward very well by both Governments, we need to see an end to the energy profits levy, because that is the source of the problem in respect of many of the jobs that are being lost in the energy industry and beyond.”
“We have, for some time, been pressing the UK Government to match the Scottish Government’s commitment of £25 million via the Grangemouth just transition fund to support initiatives at Grangemouth—[Interruption.] Despite noises off from the Labour benches, it is a positive thing. I am having a collaborative and constructive dialogue with UK Government ministers in the sector, and there is an understanding there—[Interruption.] I say to Mr Johnson that it is not something to witter on and be bitter about; it is an example of both Governments working together—it is a good thing. However, we have also said that the national wealth fund commitment needs to be enacted.”
“It is clear that investment can bring success; we saw that with the jobs announcement. The £14.5 million funding for Grangemouth that was announced in the UK budget was a welcome, if overdue, step forward. Will the cabinet secretary join me in calling on the UK Government to now go further and to at least match the Scottish Government’s commitment of £25 million for the just transition fund to support initiatives for Grangemouth? Gillian Martin: It is a long overdue step in the right direction, as Bob Doris mentioned. Let me be clear: the UK Government can and must go further, just as it has in other parts of the United Kingdom.”
“The location is marked by an impressive monument erected in their honour. In the short time that I do not really have left, let me note that the 50th anniversary of Summerston has gone incredibly well. We had a wonderful summer gala, and we are about to have an amazing Christmas fair: “Summerston loves Christmas.” One of the women behind pulling all of that together, Wilma Mather from the Summerston community and environmental group, was recognised just the other day in Glasgow city chambers, where she won the Evening Times community champion seniors award. I suspect that there are many community champions across Cumbernauld today, and that there have been over the past 70 years and beyond. My happy birthday is extended to everyone with connections to Cumbernauld, today and in years gone by. 13:23”
“I understand that a memorial wall was erected in Condorrat in 2011 commemorating three groups of local people: those executed or sentenced to transportation for participating in the radical war; six local men who were killed, alongside 41 others, in the Auchengeich mine disaster of 1959; and all those local people who had lost their lives in conflict throughout the world—a real symbol of international solidarity. I emphasise the date of that commemoration: it was in 2011, way after the formation of the new town of Cumbernauld, looking back hundreds of years before its formation. That lineage and history stretches over time, way beyond the 70 years that we are celebrating here today. I also note that the remains of John Baird and fellow 1820 martyr Andrew Hardie were moved to Sighthill cemetery, now in my constituency, in 1847.”
“Condorrat has a proud weaving heritage and was the birthplace of the 19th century revolutionary John Baird, a leading participant and a radical commander in the radical war of 1820. He was subsequently executed and became known as one of the 1820 martyrs. On researching that aspect, I was reminded that, on 10 August 1835, an absolute pardon was granted to Baird and to the four local weavers who had also been convicted and had been sentenced to transportation to the penal colonies, such was the outrage of communities.”
“Jamie Hepburn: Would the member give way? Bob Doris: I feel I must. Jamie Hepburn: Those links could be much better, but that is why we welcome the work that Strathclyde Partnership for Transport is undertaking to improve bus services using the powers that the Scottish Government put in place through the Transport (Scotland) Act 2019. Bob Doris: I thank the member whose debate this is for that intervention, although I hope that it will not spark interventions from elsewhere in the chamber, as I would not intend to take them. During my occasional visits to Cumbernauld under the hospitality of my friend’s parents I visited Condorrat, whose history stretches many years prior to the establishment of Cumbernauld new town.”
“My initial reference point for Cumbernauld is, as it is for many people, “Gregory’s Girl”. I still cannot count without putting “One elephant, two elephant, three elephant” into my timing, and I still want to visit Caracas, or say “Bella, bella” for no apparent reason. My point is that the film defined a period of time in Cumbernauld. My first direct contact with Cumbernauld goes back some 30 years. As a much younger man I used to stay at a friend’s house in Cumbernauld after a night out in Glasgow. That was because Cumbernauld had a late-night bus service from Glasgow, unlike the Vale of Leven, where I grew up. Perhaps Jamie Hepburn can comment on what the late-night links between Glasgow city centre and Cumbernauld are like today for late- night revellers. It has been decades since I have partaken in that, however.”
“I am pleased to speak in this debate to celebrate the significant landmark of the 70th anniversary of the establishment of the new town of Cumbernauld and commend Jamie Hepburn for bringing the motion to Parliament. I also thank him for his kind words when he responded to my members’ business debate just a few months ago, which celebrated the 50th anniversary of the establishment of Summerston in my constituency. I hope that the member will forgive me that I might return to that fleetingly later on. It is right that we celebrate such civic and community landmark occasions. I cannot claim to have much experience of Cumbernauld, but I know that the area has a proud history that stretches way back beyond 70 years. The formation of the new town incorporated historic villages such as Cumbernauld and Condorrat, with their own proud history.”

I agree that energy transition will deliver jobs, growth and energy security. Talking down that huge opportunity risks delaying action. I am delighted that those in the Parliament who talk down such an opportunity are in a very small minority.”
“The recent Pentland offshore wind farm investment announcement clearly highlights the huge economic opportunities of pursuing net zero. Given the huge number of jobs—more than 1,000—that it will support and the substantial contribution that it will make to our economy and energy supply, does the cabinet secretary agree that Pentland also illustrates well the opportunity to secure a strong, just transition? Might related investment opportunities be put at risk by those who would talk down our net zero ambitions, including some in the chamber? Gillian Martin: Bob Doris makes a very succinct point, as did Patrick Harvie, Sarah Boyack and Liam McArthur: offshore renewables provide Scotland’s future economic growth opportunities.”

“I am very proud of the work that the Scottish Government has done to develop proposals for a social tariff, which we have done in concert with experts. The tariff would take the form of an automatic and targeted discount on energy bills, to address the chronic issue of the unaffordability of bills at the source. As Mr Doris pointed out, the UK Government’s continued failure to address the issue and recognise the harm that bills and the associated debt are causing households is just another indication that we ought to have control over our own energy resources for the benefit of the people of Scotland. “It is scandalous that pensioners in Scotland pay some of the highest bills in Europe, despite having a huge wealth of natural energy resources on their doorsteps. The cabinet secretary mentioned the possibility of a social tariff for energy. That is absolutely the strategic approach that we need in order to tackle pensioner poverty and fuel poverty more generally. Can the cabinet secretary outline the steps that the Scottish Government has already taken to develop a social tariff that could benefit pensioners who are suffering from fuel poverty? How could that be delivered, either within a UK context or with the fresh start that independence would offer us? Màiri McAllan: We have consistently and repeatedly called on the UK Government to deliver a social tariff.”
“Through that programme, we are delivering real support to pensioners across Scotland, to the tune of about £157 million, which is helping approximately 880,000 pensioners to stay warm in the coldest months. It is worth noting that, unlike in the rest of the UK, eligible low-income households across Scotland, including pensioner households, are also guaranteed support through our winter heating payment. We expect those payments to begin in early December. Bob Doris: I thank the cabinet secretary for the assurance that those payments to pensioners are on track. That support will be more necessary than ever this winter, given that energy bills have spiralled by an average of £200, despite the fact that Labour promised to cut bills by £300.”
“The context is that Labour slashed the winter heating support for pensioners last year, which led to the Scottish National Party stepping in to ensure that pensioners in Scotland do not lose out this winter. Although I note Labour’s eventual U-turn on the issue, can I have assurances from the cabinet secretary that those matters in Scotland are on track, now that winter is approaching? Can the cabinet secretary also provide any update on the roll-out of the Scottish Government’s winter heating payment? How many older people is it anticipated that that payment will support to heat their homes this winter? Màiri McAllan: Payments have now commenced and will be made in batches over the coming weeks, with the first pension age winter heating payments having reached bank accounts last week.”
“Our proposals for targeted discounts would see estimated fuel bills reduce by an average of £700 and lift around 135,000 households out of fuel poverty. In the meantime, the Scottish Government continues to use the powers that are available to us to raise incomes and to improve energy efficiency, including by increasing funding for Warmer Homes Scotland, investing around £196 million in our suite of winter heating payments this year and providing a further £1 million to support advice services to help people who are struggling with energy debt. That spending is part of a package of nearly £17 million. Bob Doris: I thank the cabinet secretary for that update. I want to concentrate on pensioners. The Scottish Government’s pension age winter heating payment will provide vital support to older people in Scotland.”
“To ask the Scottish Government, in light of cold temperatures and the first snowfall, whether it will provide an update regarding the steps it is taking to support any households at risk of fuel poverty. (S6T-02759) The Cabinet Secretary for Housing (Màiri McAllan): In an energy-rich nation such as Scotland, nobody should be struggling to pay their bills; however, that continues to be the reality for far too many, as successive United Kingdom Governments fail to get a grip on spiralling energy costs. Indeed, the Labour Government came to power promising to reduce average bills by £300, but in just over a year they have risen by nearly £200 more. We have repeatedly called on the UK Government to introduce a social tariff to address unaffordable bills at source.”
“Will the First Minister consider the plight of Chelsea and her family and use his office to see whether a solution to this dreadful situation can be identified?”
“My constituent Chelsea was diagnosed with motor neurone disease in 2024. With her condition now worryingly deteriorating, she finds herself in wholly unsuitable accommodation with her husband, who is her full- time carer, and her four children. A larger, appropriately adapted property would afford Chelsea and her family quality of life in the remaining precious time that they have together. Despite the best efforts of MND Scotland and the representations that I have made to various housing providers, the size of the property that is required has been a stumbling block. First Minister, I know that a new property for Chelsea and her family is not in your gift, but in such circumstances, families quite rightly look to us all for a solution.”
“We have invested in a run-on for carer payments in Scotland, so that payments can still be received once a loved one has passed away, and we have also introduced funeral support payments. Those are concrete investments in the social contract to make people’s lives better. I attended—as you did, Deputy Presiding Officer—the Health, Social Care and Sport Committee when it was looking at your Assisted Dying for Terminally Ill Adults (Scotland) Bill. Everyone, irrespective of their perspective on assisted dying, agrees that we all must do better for those who are approaching the end of their lives. Together, irrespective of party or Parliament, let us get together and do all that we can in that regard. 17:13”
“About £1.1 billion is spent on care in hospital, and 59 per cent of that is for unplanned visits to accident and emergency departments. What is left over—only 14 per cent—is spent on community care. It is hardly surprising that one of the main things that we can do for those living with a terminal illness to make the last year of their life as dignified, pain free and poverty free as possible is to take a whole-systems approach. It is not just about the money in their pockets. Finally—in the tiny bit of time that I have left— there has been some action in Scotland regarding the social contract, but we need to go further. Folk approaching the end of life often worry not about themselves but about those they will leave behind.”
“Given that one in five people who have a terminal condition live in fuel poverty, we need to look at energy costs. Marie Curie suggests that, given that people who are living with a terminal condition are at home more, rely on medical devices more and are often already in poverty, a social tariff across the United Kingdom, with at least a 50 per cent discount on energy costs, could be applied. It would take political will in the UK Parliament and in Scotland to deliver that, but, together, we could do it. I will make one or two other observations. Marie Curie spells out—I find this important as the chair of the cross-party group on palliative care—that we spend £2.3 billion investing in people with a terminal condition in the last year of their life. Only £0.5 billion of that is spent on social security.”
“If the Scottish child payment was a stand-alone benefit instead of being attached to universal credit, we could perhaps be more flexible in how we deploy that payment for families in which someone has a terminal illness. We could absolutely do that, too. We should also fast-track benefits—more than we do already—for those living with disabilities who have a terminal condition. Marie Curie also talks about sharing innovation and possible best practice. I, too, name-check the Manchester experience, where council tax has been zero rated for households in which someone has a terminal illness. That is certainly worth considering in Scotland. It would not be easy, and there would be financial challenges, but, if that can be done in Manchester, let us see what we can do across Scotland’s local authorities.”
“It shows us that one in four people of working age who are approaching the end of life are in poverty, while, for pensioners, that figure is one in six—which is still too high, of course. The report recommends that the state pension should be accessible to everyone of working age at the point at which they receive a terminal diagnosis. That is a powerful recommendation that we should come together to look at. The report identifies the understandable impact on families when a family member has a terminal illness—it often pushes them below the poverty line because of childcare issues, housing issues and energy costs. More needs to be done. The Scottish Government should be maximising the uptake of disability and childcare benefits as speedily as possible.”
“Paul Sweeney: I thank Mr Doris for referencing the “Dying in the Margins” study. It is really important, because the dead cannot advocate. The power of that study and exhibition, which diarised people at the end of their lives and told their stories—which might otherwise have been completely lost—was incredible. People who are coming to terms with the grief of losing a relative are not necessarily going to turn around and advocate for them. That was a powerful point to make. The Deputy Presiding Officer: I can give you the time back, Mr Doris. Bob Doris: I am pleased that Mr Sweeney put that on the record. I agree. The most powerful thing about the preliminary report is that it suggests solutions and provides recommendations for change, rather than putting up with things as they are now.”
“I thank Paul Sweeney for bringing this issue to the chamber. It is important that we discuss the preliminary findings of the “Dying in Poverty in Scotland 2025” report by Marie Curie. The report is another significant contribution from Marie Curie in raising awareness of the issue and setting out the lived experience of those who are approaching the end of their life. Marie Curie also produced the “Dying in the Margins; The Cost of Dying” report, which was published not that long ago, and the organisation has made a series of other immense contributions. As the chair of the cross-party group on palliative care and as deputy convener of the Social Justice and Social Security Committee, I see the report as vital in driving forward some of the work that I would like to do in this Parliament.”
