“Why is there so little regard for people who risk their lives to produce food?” I know that the cabinet secretary cannot give an opinion on whether she supports or opposes developments such as this, but will she reiterate that there is significant public opposition already, and that, if that continues throughout the planning process, the views of everyone who is rightly opposed to the Moray Firth FLOW-Park will be not only listened to, but heard and actioned? Gillian Martin: I have already outlined the processes that take place once an application is made. That project is in the early stages, as I have said, and the exclusivity agreements awarded by the Crown Estate Scotland to the developer allow potential development to be explored through site surveys.”
“Thousands of people in Moray, Nairn and across the Highlands have already registered their opposition to it, and coastal communities and fishing leaders are particularly worried about the impact. The Scottish Fishermen’s Federation recently quoted a local fisherman who said: “Should these flow parks go ahead, the Moray Firth fishing industry will be finished for good.” Elspeth MacDonald, the chief executive of the Scottish Fishermen’s Federation, said, “How can this be allowed to happen? ... How can the people whose livelihoods are at stake not even be consulted on this?”
“I acknowledge the public concerns around the proposed Moray Firth FLOW-Park and I assure the Parliament that processes are in place to ensure that they are taken into consideration. The project remains at an early stage, with exploratory surveys being undertaken by the developer. As part of the standard process, the developer is encouraged to engage with stakeholders and the local community. Should the developer subsequently decide to submit an application to the Scottish Government, the proposal will be subject to the required regulatory processes, which include formal public consultation. No formal application has been submitted to date. Douglas Ross: I am completely opposed to the proposed Moray Firth FLOW-Park. It is out of scale, out of character and, frankly, outrageous. It is a proposal that must be stopped.”

“In the committee, members suggested that they could not vote on the Scottish statutory instrument without seeing that draft climate change plan. I have never said that a draft climate change plan could be produced before the carbon budgets were agreed—it is simply not possible. Indeed, the 2024 act, which was passed with cross-party support, clearly outlined the sequence of events that would lead to a final climate change plan. We cannot produce a plan setting out how our targets will be met without certainty on what the targets are; I have always been clear on that.”
“The Parliament has, in the past, been united on the need for ambitious climate targets, in the face of increasing anti-climate rhetoric. I urge members to remain steadfast in our commitment to climate science and the need for strong climate action. In parallel with the laying of the regulations, we published a statement that included information on the types of policies under consideration for inclusion in the next climate change plan. I understand that the Net Zero, Energy and Transport Committee wished to receive further details on those policies in advance of the vote on carbon budgets. However, providing additional detail on policies beyond that which is contained in the statement is akin to publishing a draft climate change plan.”
“Throughout the passage of the Climate Change (Emissions Reduction Targets) (Scotland) Act 2024, members agreed on the importance of receiving advice from our independent advisers before legislating for carbon budgets. In fact, some argued that the Government should be compelled to accept in law the carbon budgets recommended by the CCC. I am grateful to the CCC for providing its advice as quickly as possible. I hope that my laying of the regulations weeks earlier than is required by statute is proof of my commitment to meeting the proposed timeline and the wishes of all parties, which asked for a climate change plan to be in place by the end of this parliamentary session. However, I again stress that that will be feasible only if the regulations to set carbon budgets are passed today.”
“I state that I have done everything that I can to give Parliament time to scrutinise the plan in advance of the next election. As I outlined to the Net Zero, Energy and Transport Committee, it remains our intention to publish a draft climate change plan in the autumn, to allow sufficient time for the final version to be published before the end of this session of Parliament. We intend to address the results of the consultation on the climate change plan as an iterative process, throughout the scrutiny period, which will not be limited to the weeks between the conclusion and the publication date. I reassure members that, although time is tight, I am confident in the proposed timelines. However, if the statutory instrument is not passed today, the timeline set out just will not be achievable.”
“The carbon budgets in the regulations have been set at the levels advised by the Climate Change Committee, which I thank for its comprehensive advice. Since then, the regulations have been scrutinised by the Parliament’s Net Zero, Energy and Transport Committee, and I take the opportunity to thank that committee for its work. In particular, I thank its members for producing their report in sufficient time to allow today’s vote to take place before the October recess. This Government’s commitment to tackling the climate emergency remains unwavering, and enshrining carbon budgets in legislation is a crucial step towards our net zero goal. I understand that there is concern across the chamber about the planned timeline for the upcoming climate change plan.”
“The reason that we did that earlier was to enable Parliament to approve the carbon budget levels for each five-year period up to 2045 in time for the start of the first carbon budget period on 1 January 2026. I must be absolutely clear that, if the regulations are not agreed to today, there is a high and real risk that no carbon budgets can be put in place before 1 January 2026—in the first year of Scotland’s carbon budgets, as voted for by this Parliament—because of the time that would be required for the laying, scrutinising and passing of replacement regulations. That would, of course, also mean that we would be unable to finalise our next climate change plan during this session of Parliament. The five-year carbon budgets that we proposed will limit the amount of greenhouse gases that Scotland will emit until 2045.”
“I am grateful for the opportunity to speak to the Climate Change (Scotland) Act 2009 (Scottish Carbon Budgets) Amendment Regulations 2025. In the interests of time, I will now refer to those as “the regulations”. As members will be aware, the Parliament approved the move to carbon budgets last year, with no party voting against it. The 2009 act requires that ministers seek advice from the Climate Change Committee when setting those carbon budgets. The CCC published its advice on carbon budgets for Scotland on 21 May. The Scottish Government considered that advice at pace and, on 19 June, it laid, in draft, regulations to set the carbon budgets in legislation and provide new emissions reduction targets two months earlier than the statutory deadline for doing so.”
“Our support schemes are there to help home owners either to replace their boiler with a clean heating system before that stage or to put plans in place for when their boiler reaches the end of its life. The Home Energy Scotland grant and loan scheme helps people across Scotland plan for and install heat pumps, and more than 2,500 pumps have been funded by the scheme in the past financial year. We will shortly be launching a national campaign to promote Home Energy Scotland, which provides households with free, impartial advice on energy efficiency and clean heating and can help households access the support that is available. I would also note that Glasgow City Council is working at pace to plan for significant heat networks in the city, as part of its stated goal to be a net zero city.”
“Often, however, when a heating system breaks down and is beyond repair, home owners need to move swiftly to secure heating and hot water for their families as soon as possible, particularly if they have small children or elderly relatives at home. That can necessitate the installation of a like-for-like system for speed—something that I have direct experience of. What action can the Scottish Government take to address barriers in switching to alternative heat sources in such circumstances, where time is of the essence and delays in installing good-enough heat systems might deter many? Gillian Martin: I recognise the scenario that Mr Doris outlines, and I recognise that most home owners will replace like for like when an existing boiler breaks down, because it is an emergency purchase.”
“As part of the development of the next climate change plan, I have had discussions with a range of colleagues, including the Cabinet Secretary for Housing, on heat in buildings in particular. Decarbonising Scotland’s buildings is essential to achieving net zero by 2045, because heat is one of the most significant sources of emissions. Our programme of support schemes and advice services helps home owners to play their part by funding a significant share of the decarbonisation cost. We are investing £300 million in 2025-26 in supporting more than 20,000 households to save up to £500 a year on their energy bills. Bob Doris: At every opportunity, we must support home owners to decarbonise their properties, including by moving from heat systems that are reliant on fossil fuels to alternatives such as ground-source heat pumps.”
“We are working with Scottish and UK regulators through multiple channels, including the Scottish regulatory steering group and the UK hydrogen regulators forum, to ensure that the framework for hydrogen supports the scale-up of the sector while protecting the environment and communities. Safety is absolutely fundamental, and the beauty of the H100 Fife project is that it can demonstrate that safety. Before the trial can go ahead, the Health and Safety Executive will have to be satisfied that it will run safely. If the HSE is satisfied, the evidence will demonstrate that the trial can run, which will provide the evidence to show that 100 per cent hydrogen, where applicable, can be used safely in a domestic setting. “David Torrance: With the H100 Fife hydrogen homes project close to launch, how is the Scottish Government working with regulators to ensure a smooth transition to hydrogen, to enable broader adaptation and adoption of similar technologies across Scotland and to build public confidence in hydrogen as a safe and sustainable energy source? Gillian Martin: The use of hydrogen as an energy vector has been routine by industry in Scotland for many decades, mostly in petrochemical refining. However, hydrogen use for domestic heating is new and needs to be demonstrated. The H100 Fife project, which I have visited, will inform UK Government decisions on the role of hydrogen in decarbonising heat using the gas network.”
“The Scottish Government is committed to supporting the hydrogen sector in Scotland to develop and grow. We are engaging with business and the United Kingdom Government on the enabling policies that are required and the investment, infrastructure and regulatory measures that need to be in place to realise the substantial opportunities for Scotland from the production and use of renewable and low-carbon hydrogen, given our renewable power potential in Scotland. We are working with Scotland’s enterprise agencies to deliver our commitment to provide up to £10 million to the sector in 2025-26, with the aim of supporting production, infrastructure and usage projects.”
“I have had detailed discussions with representatives of the waste sector, who have been extremely helpful and constructive in their approach and are working with me, my Scottish Government teams and the Scottish Environment Protection Agency on a range of solutions for the issues that SMEs in the waste sector face. I cannot divulge those solutions at the moment, because they are still being fully agreed, but I hope to be able to let members and the Parliament know about them in the next few weeks. “Maurice Golden: The landfill ban assurance study refers to external markets helping to manage any capacity shortfall from 2026. Will the cabinet secretary outline what those markets are and, if she is in a position to do so, outline when we will know where the waste will be sent to? Gillian Martin: My plan is to have as much waste as possible, particularly biodegradable waste, dealt with in Scotland, in readiness. I note that there has been some media reporting on the potential for waste to go to England. I do not want that, and the First Minister has been very clear in the chamber that that will not happen.”
“The forthcoming ban on biodegradable waste to landfill is a crucial part of delivering Scotland’s net zero ambitions. The waste sector has already made significant preparations, including by making significant investment in Scotland’s infrastructure for energy from waste. As such, the amount of Scottish waste that was landfilled in 2023 was the lowest on record. The vast majority of councils have indicated readiness for the ban, and the remainder are progressing arrangements towards compliance. However, I am aware of the challenges that are faced by some in the sector, notably waste small and medium-sized enterprises. We are working with partners to support their readiness for the ban and to reduce any environmental impacts.”

“Gillian Martin: As Stephanie Callaghan will know, I was very pleased to visit ACS Clothing last year to see at first hand the fantastic work that it does, which is truly incredible. The company was able to tell me not only about the amount of clothing that it prevents from going to landfill, but about the work that it is doing to reduce the emissions that are generated from the cleaning of the products that it resells and the amount of water that it uses. It is working hard to reduce its own emissions. Textile products will be a key focus of the product stewardship plan. We will also consider textiles as part of the forthcoming circular economy strategy consultation. I can confirm that our proposals will include working closely with the sector, including trailblazing businesses such as ACS Clothing, to address barriers to circularity.”
“The company was delighted, and I trust that she will keep championing its work and the work of other companies as we all strive to close the loop on textile waste. Does the cabinet secretary agree that Scotland has a once-in-a-generation opportunity to lead globally on textile recycling and on repurposing technologies that can help to prevent textiles from going to landfill or being incinerated or exported elsewhere? Will she give serious consideration to establishing a Scottish industry academic consortium as part of the upcoming circular economy strategy for Scotland that she mentioned, to help to accelerate the turning of textile recycling technologies into commercially viable solutions?”
“The Scottish Government has been supporting local authorities in their preparations for the ban on landfilling biodegradable municipal waste, including by increasing the amount of waste that they recycle through our £70 million recycling improvement fund. We recently consulted on the approach to the collection of textile waste by local authorities. That consultation closed on 17 June this year, and the results are currently being analysed. We have also confirmed that textile products will be a key focus of our product stewardship plan, and we will consider the textiles sector in our forthcoming circular economy strategy. Stephanie Callaghan: I thank the cabinet secretary for that response and for recognising the innovative work by ACS Clothing in my constituency when she responded to my written question earlier this month.”
“I can point to a couple of councils in particular. Glasgow City Council is well ahead with heat network plans, and Aberdeen City Council is planning to extend existing heat networks, which are powered by waste-to-energy plants. There are plans across the whole of Scotland. Our strategy will try to bring those all together into a portfolio of investment, because we will need to crowd in private finance in order to get the scale of the development that we need, for exactly the reasons that Sarah Boyack has outlined.”
“In the Netherlands and Denmark, municipalities have had statutory heat planning in place for decades. Will the cabinet secretary outline what additional investment the Scottish Government will now allocate to our councils, given the huge financial and staff pressures that they face? That would make it possible for us not only to meet the Scottish Government’s targets by 2030, but to have municipally owned heat networks, which would have accountability and could reinvest profits back into their communities. Gillian Martin: Given the number of heat networks that need to be built in Scotland, we are trying to put a strategy behind this work. Heat networks are very investable propositions. Local authorities will be able to invest in getting them off the ground, but they also need to be able to crowd in private finance.”
“The Scottish Government has supported local authorities to prepare local heat and energy efficiency strategies, which have identified opportunities for district heating schemes in every area of Scotland. Scotland’s heat network fund has awarded £11.9 million since 2022. Our Government’s heat network support unit is building a pipeline of investable projects, having so far supported 42 projects with funding of £2.3 million. We are undertaking a strategic review of the role of the Scottish Government, local authorities and the private sector in deploying heat networks, and we will inform Parliament of our next steps in due course. Sarah Boyack: In Sweden, over half of homes are now heated by district heat networks, which are expected to use energy that comes almost entirely from renewable or waste sources.”
“I hope to see other communities throughout Scotland follow its lead if we are to address the twin crises of biodiversity loss and climate change. Crucially, such initiatives can also benefit communities and individuals downstream with natural flood management and improved water quality. Eligible applicants can apply to the forestry grant scheme to support riparian planting, through which an enhanced payment rate is available. Our nature restoration fund has also supported riparian planting as part of wider, landscape-scale restoration projects.”
“They also provide people and communities with natural flood management by moderating the flow of water from the hills into the rivers. Elena Whitham: A lot of good work is being done in my constituency of Carrick, Cumnock and Doon Valley on riparian woodland planting. I refer specifically to the work of Symington community council, in partnership with other groups, to introduce extensive areas of woodland along the upper Pow Burn in order to create natural habitats and nature networks to reduce the flood risk downstream. What support is being provided to communities to support such endeavours? Gillian Martin: I commend Symington community council’s ambition for nature restoration through planting riparian woodlands in the upper Pow Burn, as Elena Whitham has outlined.”
“We published our strategic framework for biodiversity in Scotland in November 2024. The framework has three elements: the long-term strategy to 2045, which sets out the ambition for halting the loss of and substantially restoring biodiversity; the first in a series of delivery plans, which contains more than 100 actions; and statutory targets for nature restoration to drive action and delivery. Native riparian woodlands are a very important habitat in Scotland for both biodiversity and people. The woodlands support a wide variety of plants and animals, with diversity increasing as the woodland matures. They have a critical role in cooling and maintaining water quality in burns and rivers to the benefit of rare and vulnerable species such as freshwater pearl mussel and Atlantic salmon.”
“More than £120 million has already been invested in the north-east through the just transition fund and the energy transition fund. That investment has helped to create green jobs, support innovation and secure the highly skilled workforce of the future. The energy profits levy is not only putting oil and gas jobs at risk but having an effect on decommissioning activities, which would also provide work for the energy workforce, particularly in the north-east. More concerning is the effect that the levy will have on the development of offshore wind projects, because companies with licence agreements with oil and gas companies have also been involved in ScotWind projects.”
