  36. Last week in the chamber, John Swinney shamefully turned his back on families impacted by the Queen Elizabeth university hospital scandal. Later today, he will finally meet them in an online Teams call. I hope that he will take the opportunity to apologise to them. Last week, John Swinney said that he could not set up an independent expert panel to answer the families’ questions because there was a public inquiry. That was not the first time that he had misled the Parliament and hidden behind the inquiry when it suited him. He knows that the inquiry is not looking at individual cases and, therefore, will not give those families the answers that they deserve. In NHS Tayside, there is a public inquiry into the Eljamel scandal, alongside an expert panel that is looking at individual cases.

  37. For years, families have been searching for answers to the Queen Elizabeth university hospital scandal. As everyone in the Parliament now knows, the hospital was opened before it was safe and, as a result, children and adults died. John Swinney said that the Government first knew about problems at the hospital in March 2018, but, even after that date, the Government denied the scale of the problem. Although there has been understandable focus on the lives lost, many others were harmed. Prophylaxis drugs, which are powerful anti- infection drugs, are typically used for short periods, but many children at the hospital were prescribed them for prolonged periods—as long as nine months—with side effects. Patients were told that that was standard treatment and was not connected to the hospital environment. Why were they lied to?

Yesterday, I had the honour of speaking with the consul general of Ukraine and passing on my thoughts and love, not only for his family but for all Ukrainian families, be they here, in Scotland, or back in their homes in Ukraine.   39. It is four years since the Russian invasion of Ukraine. I remember when we first spoke in Parliament, just days after the invasion began, and I believe that, in our hearts, we all hoped that it would end positively for the people of Ukraine within months. However, that tragedy has now continued for four years. Countless lives have been lost and the people of Ukraine are living in absolute horror. It is clear where the blame lies: with the despotic regime in Russia and with the war criminal Vladimir Putin. I cannot wait for the day when he is put in front of the court in The Hague and made to pay for his horrendous war crimes.

I have already said this twice in the chamber, but I repeat again that I will always be personally thankful to Jeane Freeman for the steps that she took to get us closer to the truth on the Queen Elizabeth university hospital scandal. That goes for me, and I know that it goes for the whistleblowers and the families, who all appreciate the significant progress that was made in their fight for justice because Jeane Freeman was someone who was willing to listen, learn and act. She was willing to challenge institutions and to question her own. She will of course be especially missed by her colleagues in the Scottish National Party, and my thoughts are with each and every one of them, but she will be sorely missed by people across the Parliament and the political spectrum.

  42. Jeane was a formidable public figure. She dedicated her life to public service and to social justice for our great country. She started her career as a student leader and went on to become health secretary during a global pandemic. She worked as a civil servant and as a Government adviser, serving a former Labour First Minister, Jack McConnell, and she was, of course, a member of the Cabinet. In every role, she brought the same work ethic, the same strong opinions and the same tireless determination to make our country better. Jeane was a formidable human being and public figure. She was ferociously clever and was fired by a strong sense of justice and an enduring commitment to public service. Scottish politics and public life will be poorer without her.

  43. I echo and enthusiastically support the comments of both the First Minister, John Swinney, and Jackson Carlaw. Listening to them made me think that simply thinking of Jeane puts a smile on many of our faces. That is a remarkable way to remember anyone. Jeane Freeman was a tremendous public servant who dedicated her life to improving other people’s lives across our great country. I put on the record the condolences and best wishes of everyone in the Scottish Labour Party. In particular, I send our love and best wishes to Jeane’s partner, Susan, whom she was absolutely in love with and devoted to, and to all her friends and family. I send love and condolences because she was respected not just by those on the Scottish National Party benches, but by people across the political spectrum and by so many people outwith politics.

  44. This week, we learned that the Lord Advocate disclosed to John Swinney information about the prosecution of Peter Murrell that was not in the public domain. Over the years, we have seen the Scottish National Party apply pressure to institutions to get the outcome that it wants, regardless of consequences. We saw it at the Queen Elizabeth university hospital, where pressure was applied to open the hospital early and people died. This will be in the Official Report for future reference. Did the First Minister, anyone acting on his behalf or any SNP adviser ask the Lord Advocate, or any of her advisers, at any point, to be updated on the prosecution of Peter Murrell?

However, on 29 March 2015, weeks before an election, John Swinney told the Scottish National Party conference, in relation to the Queen Elizabeth university hospital, that, “with the SNP Government, ‘on time and on budget’ is the rule—not the exception.” Weeks later, an independent report was received that stated that the children’s hospital was not safe and that there were high risks of infections and therefore high risks to life for immunocompromised patients. The report was ignored and the hospital opened anyway. Children died as a result. Will the First Minister now finally take responsibility and apologise to the families?

  46. I echo John Swinney’s comments about Jeane Freeman. We send our love and condolences to Susan and to all of her family, friends and colleagues. As I said in the chamber yesterday, I will forever be thankful, as will the families and doctors at the Queen Elizabeth university hospital, because Jeane Freeman was willing to listen, to learn and to act. We thank her for her service to our country and to our national health service.   47. When is the Government going to publish any current reports and any upcoming reports so that the public can have confidence? Will it give a cast-iron guarantee to include, and to be led by, the doctors who have been proven to be right in everything that they have said for the past 10 years? Will it guarantee that those who have been proven to be wrong in the past 10 years will not be the ones who are relied on to give the right answers this time?

  48. I restate to the Parliament again: if those doctors are not satisfied, I am not satisfied, and not a single MSP in the Parliament should be satisfied. Many of the wider issues will come out in the public inquiry, but this debate is about the here and now. Last week, Neil Gray announced the creation of another oversight board, this time to look at infection control issues. Although that is welcome in principle, it cannot be a repeat of previous oversight boards, which were used as political cover to protect the interests of those in power. It must do the urgent hard work, correct mistakes and ensure that patient safety is the only priority. The Government now needs to be very clear on these questions. What is the timetable for the verification and validation of every ward and every unit of the hospital?

That is not an acceptable place for the country or for the Government to be, and it does nothing to reassure people after everything that has played out over the past 10 years of the Queen Elizabeth university hospital scandal. Many questions about what happened and why remain unanswered, while families still have to fight for justice and truth and whistleblowers are still to be recognised for their heroic role. I recognise again the bravery and determination of Dr Penelope Redding, Dr Teresa Inkster and Dr Christine Peters. For nearly 10 years, those women have been bullied and dismissed by the very organisation that they serve. If they had been listened to, we would not be facing this situation now.

  50. Let me start by saying unequivocally that I will always put patient safety before politics, and I wish that that was the case with this Scottish National Party Government. If it was the case, we would not have had the devastating consequences that we have seen at the Queen Elizabeth university hospital. We need transparency and answers now, so that we can rebuild public confidence and ensure patient safety. It is now clear, after more than two weeks of questioning of the Cabinet Secretary for Health and Social Care and the First Minister, that the Queen Elizabeth university hospital—every unit and every ward—has not been validated. That is serious.
