However, we need to send a clear message that communities deserve investment from, not abandonment by, banking businesses. The people I speak to are not asking for the world, only for fairness. They are asking to be listened to and that their communities be treated with the respect that they deserve. The closure of the Rutherglen bank risks doing the opposite of that. It risks accelerating decline in a place where we should be supporting growth.”

Scouts, girl guides and churches that put their collection money into banks value them so much that banks should not be allowed to hollow out their services piece by piece.”

Let us be honest—not everyone can simply switch to digital banking. For many older people, including my own mother, who has a disability, and for those without internet access, face-to-face banking is not a luxury—it is essential. For small businesses, particularly those that operate on our high streets, access to cash services is critical. Removing that infrastructure risks undermining the very local economies that we should be working to support.”

High street banks are more than a place to withdraw cash or check a balance; they are a cornerstone of community life. They are where small businesses are supported and older residents can speak to a real person they trust, and they are where local charities manage the funds that keep vital services running. In towns such as Rutherglen, and in Springburn, where I live, those things really matter to people.”

“Every time that the Parliament fails to act decisively, public confidence takes another hit. Kevin Stewart: Will the member give way? Annie Wells: No, I will not, thank you. My colleague’s amendments could have allowed a very different message to be sent. They said that no one is untouchable, that standards matter and that, when those standards are breached, the public—not politicians—should get the final say. They also would have put measures in the bill to improve the transparency and accessibility of the recall process. If recall is to happen, it must be clear, workable and trusted by voters and by the people who administer the process. That is why clarity on timing, reporting and oversight matters. Accountability must not only exist but be seen to exist. Too often in this chamber we hear speeches about restoring trust in politics.”
“In our 2021 manifesto the Scottish Conservatives made a clear commitment to introduce a recall system for MSPs, because accountability should not stop once someone is elected. However, the bill that is before us today is a watered-down version of what it could have been. It could have finally begun to close the gap. My colleague’s amendments would have put in the bill clear thresholds and safeguards and the requirement for a meaningful level of public support before a seat could be vacated. Let us be honest about why the bill exists. Scotland has seen high-profile cases in which MSPs resigned from Government, vanished from public life and stopped doing the job that they were elected to do, yet they continued to draw a full taxpayer-funded salary. Not only is that embarrassing; it amounts to a breach of trust.”
“A very simple principle underlies the bill and also my colleague Sue Webber’s amendments: when politicians fall below the standards expected of them, there must be real consequences. For too long in Scotland, that has not been the case. Voters have watched MSPs break the law, breach parliamentary standards or walk away from their responsibilities and yet remain protected by a system that prioritises politicians over the public. That is not acceptable, which is exactly why the bill and my colleague’s amendments mattered. I am disappointed that the Parliament has voted those amendments down. “If the general principles are agreed to, as seems to have been suggested by members, and the reasoned amendment is also agreed to, which calls for it to be considered in the next session of Parliament rather than this session, will the bill progress to stage 2—yes or no? It is entirely unclear. I wonder whether the chair could offer some advice on that. “The vast majority of the public support the key principles of the bill, which is why we must agree to its general principles today. The way in which public services are delivered has changed significantly since the 2002 act. Multinationals such as Serco, G4S and Mitie are now providing public services and in receipt of public funding, and we no longer have the information rights that we had in relation to those services in 2002. If those services were still being provided by Government, they would be subject to freedom of information laws. The Scottish ministers have consistently failed to come forward with legislative proposals in this area. When I met the minister on Thursday, he said, yet again, that, in his view, legislative change was not needed.”
“I know that, like his predecessor, the minister attends the annual events that many freedom of information officers go to, so he will have heard them explain their belief that the creation of such a role would give them the power to enforce freedom of information in their own organisations. Many of them are data protection officers, and they believe that the bill, which mirrors the provision of the data protection regime, would enable them to get their organisations to comply with the law. Section 18, which would create a new criminal offence, is designed to deal with serious situations. The Information Commissioner has said that it would enable them to do their job better, where information is deliberately destroyed with the intent to avoid the law.”
