“Sir, although I have an amendment under Subhead RC-02, I wish to speak now because it is on the same topic under discussion. I am pleased to be able to speak on the estimates of the Ministry of Labour. I welcome the annual check-off authorization system. Trade unionists have to make great sacrifices because of their full support to the Government and the National Trades Union Congress. In the course of this, if by chance, we are unable to solve the problems of the workers we lose some long-term serving members. As an alternative, may I suggest to the Minister that the Ministry consider extending the validity of authorization for check-off for the duration of the collective agreement. Sir, there is an important reason for the reduction of membership in the affiliated unions of the NTUC. When we accept the Government's proposals and work on the recommendations of NTUC, members as well as non-union members receive equal benefits, such as promotion, wage increases and other social benefits resulting in dissatisfaction amongst members. Consequently, they begin to dislike the unions. Since non-members benefit as much and as equally as members out of the benefits obtained through the negotiations by unions, will the Minister for Labour consider introducing legislation in order that Government could collect a certain sum of money from the non-unionized members and transfer such amounts to the workers' joint welfare fund? We have not been able to bring about the mandatory implementation of the NWC recommendations. For this reason, some selfish companies earn a good name by only giving good basic salaries. Because of this, neither the unions nor the NTUC have an opportunity to hold talks with the management on the implementation of the NWC recommendations.”
