“The Minister will know that there are no Metro Mayors in Wales, but there are city deals and leaders that link across the south-west of England into Bristol and across the south Wales belt. Will the Minister set out what he is doing to work with local government leaders in Wales to ensure that investment is brought into Welsh constituencies as well as those throughout England?”
“The Minister has said in various answers that the ambition has not changed, the policy has not changed and the budget has not changed. The reality is that the sign-off process has changed: the Treasury now signs projects off for his Department because it does not trust the Secretary of State. We are shortly due to move to stage 3 of the levelling-up fund. Stage 2 was a farce; stage 1 was a mess. What assurance can the Minister give that stage 3 will start delivering for some of the most deprived communities, including in my Ogmore constituency, which has had nothing?”
“Can I add the alternative fuel payment to the Leader of the House’s list? She has answered questions over a number of weeks, as have Ministers, about how constituents who are off the grid—particularly those who use oil—will receive the payment through their electricity companies, who will know that they are not on the gas network. I have received a number of complaints from constituents and businesses saying that their electricity companies have no idea that they use oil rather than the gas network for heating. Will the Leader of the House either arrange for a Minister to come to the Dispatch Box to make a statement about how these payments will work practically, or add it to her “Dear colleague” letter so that we can keep our constituents updated and, crucially, get them the money the Government have promised them?”
“The Leader of the House will be aware that, on Tuesday, the Royal British Legion published its report on the first three months of its cost of living payments. It has real concerns that 88% of the grants were for energy top-ups and 90% were issued to people of working age. It is also deeply concerned that veterans living with disabilities or who are carers are falling through the cracks of the schemes. I am aware that there are Defence questions on Monday, but can she find time for the Minister for Veterans’ Affairs to make a statement to the House on the support available for our veterans during the cost of living crisis? I have every confidence that all hon. Members want to support our veterans, but it should not be left to the RBL to introduce a grant system to support the people who have done such service for our country.”
“The levelling-up fund bid for Pencoed level crossing was rejected this morning on the grounds that the spend could not be done in this year. Rail Minister after Rail Minister have promised me and my borough council that this was the key way to get that level crossing closed and unleash the potential of increased services. Will the Rail Minister meet me so that we can resolve this and get the much-needed funding for my constituency?”
“If the phase 3 funding is coming, it needs to be made clearer, officials need to work better with councils and we must not have the debacle—because that is what it was—of the phase 2 funding process.”
“My levelling-up bid for a closure and redevelopment in Pencoed was rejected, for the reason that the spend could not be in the 2022-23 financial year. That was despite Department for Transport Ministers saying that this was the only way in which the level crossing issues could be resolved, and despite the Welsh Secretary and the Transport Secretary announcing increased services on this line, which means that the crossing will simply be closed. Yet in the Conservative neighbouring seat of Bridgend, funding is granted to the Porthcawl pavilion. The convenience of this speaks for itself: communities such as mine, which have large levels of deprivation, are ignored and Conservative seats are supported. The Minister needs to get a grip.”
“At the last estimates from Independent Age, some £5 million in pension credit was not being claimed annually by my Ogmore constituents. At the end of the month, working with Citizens Advice Cymru, I am hosting a pension credit advice day, contacting pensioners and asking them to ensure that they get what they are entitled to. In that vein, will the Leader of the House make time for a debate—or can we have a Work and Pensions Minister make a statement, either written or at the Dispatch Box—on what more Ministers can do to ensure that pension credit take-up is improved? It remains the form of benefit with the lowest take-up that is related to the elderly.”
“I thank the Foreign Secretary for his answer. In her recent visit to Parliament, the first lady of Ukraine highlighted that Russian soldiers had carried out sexual violence, including rape, against Ukrainian women with the consent of their commanders. As the Foreign Secretary will be aware, under UN international law the use of rape in combat is a war crime. Will he set out specifically what he will be doing on the diplomatic stage to ensure that when the war is over, or indeed before then, the soldiers who committed those crimes and the officers who authorised those disgusting and heinous rapes are dealt with in the International Criminal Court?”
“T2. Over the summer, much noise was made about the Government’s raising the defence budget to 3% of GDP. That has now transformed into the Secretary of State’s accepting a £2.3 billion real-terms cut to the defence budget. Do Ministers accept that that cut will have a negative impact on recruitment, training, family support and pay for our armed forces personnel?”
“Q14. Audit Wales has confirmed that the Welsh Labour Government responded well and got on with the job of delivering value for taxpayers’ money. Can the Prime Minister tell the House what first attracted him to awarding billions of pounds-worth of covid contracts to Tory donors and supporters? What is he doing to claw back taxpayers’ money?”
“T7. My constituent, Mr Hudson, has raised with me that the DWP has not been paying any of his national insurance contributions for his state pension for the past three-and-a-half years, and that the Department has been unable to advise him on when he will receive the update to his records, because he is in receipt of class 3 benefit contributions. Will the Secretary of State or his Ministers explain when this will be undertaken, so that my constituent can get the much-needed contributions re-established, enabling him to claim his state pension when the time comes?”
“The Welsh are never knowingly undersold—two for the price of one. Let me plead with the Minister: as she knows, communities along the M4 corridor still do not have the superfast broadband roll-out. That is not to do with delivery; it is about the companies saying that they are unable to install on streets within three miles of the M4 motorway. I have raised with the Minister many times, from the Dispatch Box and the Back Benches, the fact that communities in my Ogmore constituency have some of the lowest speeds in the whole UK. I ask her to raise this issue again with the installers to get it fixed, and ensure that my communities have far better broadband connectivity.”
“Few Bills in modern memory have done more to protect children than the Online Safety Bill will, but it has been delayed for more than three years, which is completely unacceptable. We were making significant progress with the Bill. I am glad to see that it is coming back on 5 December, but I ask the Leader of the House to answer two straightforward questions put to her by the shadow Leader of the House, my hon. Friend the Member for Bristol West (Thangam Debbonaire): will the Bill go back into Committee—something without precedent in this House in the past 20 years—and will it have a Third Reading on 5 December? People who have lost children because online platforms have not dealt with the harms found on them really need an answer. The delays have gone on for far too long.”

“I welcome the Minister to his place and wish him well. He will know that Channel 4 spends more in the nations and regions than any other production company that works in the United Kingdom. Does he not agree that it would be absolute madness to reduce that funding to the Welsh broadcast and television sectors and privatise Channel 4, and does he welcome what it appears will soon be the Prime Minister’s U-turn on that rather strange decision?”
“Some of our best SMEs are farmers and my constituency is blessed with many farms. Farmers regularly tell me that the duplication of forms is driving up prices and that pressures around energy are increasing food prices, so can the Minister set out what more meaningful support he will be giving to farmers in my constituency and across the United Kingdom? At the minute, the Government are found wanting.”
“My hon. Friend is making a passionate speech. On the damage done, I raised with the previous Welsh Secretary—we have had a few of those in the past few months—the issues that my constituent faces. They bought a house five years ago, and they have now come out of a five-year fixed mortgage and their mortgage has gone up by £276 a month. The solution for my constituent is to sell their home, so not only are this Conservative Government stopping people buying homes, but in some case people are having to sell their home and go back into the private rented sector or to a smaller house. Does my hon. Friend agree that that is the damage this Conservative Government are doing?”
“The Royal British Legion has identified a 20% increase in requests for support from veterans in urgent need—that is a deeply concerning figure. The RBL has also put forward information stating that veterans who receive sickness and disability benefits now face extra costs of £500 per month as a consequence of the cost of living crisis. What are Ministers doing to support veterans in this country, who are, frankly, being let down by this Conservative Government?”
“My constituency makes everything from military grade parachutes to television cameras for US television networks. During International Trade Week, it would be good to do more to include the nations of the United Kingdom to ensure that every constituency in Wales, Scotland and England benefits from that much-needed trade, and that businesses in my constituency from Sony to Wepa and Rockwool are celebrated and supported by the Department.”
“At the weekend, I met a young couple in their early 30s who are coming off a five-year fixed mortgage rate. Their mortgage is going up by more than £300 a month, and they squarely blame the Government and the Prime Minister’s poor mismanagement of our economy. It is the Conservative Government’s U-turn that caused economic chaos, it is the Conservative Government who caused mortgage rates to go through the roof and it is the Conservative Government who are causing mortgage firms to withdraw all their support. Will the Secretary of State now apologise to my constituents and people across the land who are being crippled by huge mortgage increases every single month due to this Conservative failure?”
“We were told that major transport projects would be secured as part of the Government’s commitment to levelling up. There is no bigger major transport project in Wales than closing the level crossing at Pencoed in my Ogmore constituency, which opens up the gateway down to Swansea and Pembrokeshire. The project costs in excess of £20 million. If the Secretary of State wants to commit to the people of Wales, he should fund the level crossing closure, improve the area around Pencoed and ensure my constituency gets the money it was promised.”
“She joked that “We”—her and Sir David—would not see that tree come to its 50-year life, and they both laughed. It is her humility that so many of us will think of so fondly. I have had the privilege, in my brief time in this House, to meet King Charles III twice. The first time was five days after I was elected in a byelection in 2016. I was lined up by the secretary to the Lord-Lieutenant and told, “Just stand there, Mr Elmore. He’ll be along shortly.” When he arrived and came out of the car, I was the second person to greet him. He said to me, “You’re the new one.” I was quite nervous and I said, “Yes, your Royal Highness.” He said, “I wouldn’t worry about it; I’m terribly nice.” I think that common touch is what he has picked up from the late Queen and I know he will go on to serve this country and the Commonwealth well.”
“Member for South West Wiltshire (Dr Murrison), I am frequently asked, whenever I visit a school, be they teenagers or primary schoolchildren, “Have you ever met the Queen?” To which the answer is, “Sort of. I have seen her. I have been in the box in the House of Lords for the Queen’s Speech.” I once was asked, following that question, “Have you ever touched the Queen?” I am not sure who was more shocked, me or the headteacher, who genuinely looked like he was about to faint. The Queen had a healthy obsession with trees. I recall fondly the talks she held with Sir David Attenborough about the Queen’s Green Canopy—clips have been shown over the past few days—and the work he was doing to talk about delivering that right across our United Kingdom.”
“It is a privilege to offer the condolences of my constituents to His Majesty the King and to all members of the royal family. My constituency is privileged to be able to thank Her late Majesty the Queen and, as he was at the time, His Royal Highness the Prince of Wales—now, of course, the King—for securing Sony in my constituency. As the managing director of Sony UK told me today, thousands of my constituents have benefited from their direct intervention. The site was opened by the late Queen in 1993 and it was the King in 1974, on a visit to Japan, who said to the then chief executive of Sony, “If you consider putting something in the UK, please put something in my country, Wales.” I think of Her late Majesty in the forms of fun and friendship. Just like the right hon.”
“It appears that it was to do with a post-Brexit form linked to importers trying to sell goods in Spain, but clearly this was a cycling fundraising event. I would be grateful if the Leader of the House could make representations to the Foreign Secretary about providing more support to charities such as Prostate Cymru about what forms need to be completed, and about working with the Spanish Government to ensure that does not happen again to much-needed funds for charities.”
“I warmly welcome the appointment of the Leader of the House. I particularly look forward to the exchanges that I am sure we will have in the Procedure Committee, particularly on proxy voting, in the coming weeks. At the weekend, a group of cyclists from my constituency and the constituency of the hon. Member for Bridgend (Dr Wallis) were doing a fundraiser for Prostate Cymru, travelling from Wales to Portugal. When they arrived at customs in Santander, their bikes were seized and they were asked to pay in excess of €10,000 to release the bikes for the fundraising effort. Clearly, that has had a huge impact on the fundraising; the cyclists ended up paying €8,500 to release the bikes, which the whole House will agree is appalling.”
“Complaints about service accommodation have rocketed in the first four months of this year, and are 20% higher than last year. Can Ministers explain why, and say how they plan to rectify this urgently, given the already undue pressure experienced by families and those who are married to someone in the armed forces?”
“Wales is being denied billions in consequential funding from HS2. Does the Secretary of State agree that, for Wales to see any benefits from the scheme, which of course needs about 3 million tonnes of steel and new high-speed trains, the Department for Transport should look to procure Welsh steel and, indeed, buy trains from CAF in the constituency of my hon. Friend the Member for Newport East (Jessica Morden) to ensure that Wales finally benefits from the project—or is it simply that the Tories will continue to fail the people of Wales?”
“The reality is that Wales has higher levels of rail track than it has received in investment from the UK Government. Also, commitments on electrification beyond Cardiff have been scrapped. Will the Secretary of State set out when he is going to start investing in the railway lines right across Wales? Or are the Tories simply going to keep underfunding Welsh railways?”
“May I press the Leader of the House on the issue of people waiting for passports, specifically children and young people? I have young people who have been waiting for passports since April. In some cases, the parents have received the renewed passports and the children have not. I am sure he understands that that is causing significant anxiety for parents who want to take their children away in the summer holidays, which are fast approaching. Some parents are utterly perplexed by how changing a name, or going from a five-year passport to a 10-year passport, can cause such a delay. I ask him to bring forward a statement from the Home Office to explain what specific support it is providing to families to ensure that passports are issued in good time for the summer.”
“I pay tribute to the Minister for righting this wrong and for working to get more justice for postmasters. He is aware that I have a constituent who has faced hardship for many years, having been a sub-postmaster for about 10 years. May I press him slightly on his statement, in relation to the 33 postmasters who are no longer with us, four of whom took their own lives during the wait for justice? Will he ensure that their families, including husbands, wives and children, get support to receive compensation? There can never be enough compensation for those families, but that would go some way towards righting this wrong and ensuring that they get the justice that they deserve.”
“I would not want to bring my son into the Chamber, although he has benefited from being in for a Division. This is not just about new mothers in this place; there are also lots of new fathers who care deeply about what happens to their children, and we should have a voice in this process as well.”
“I pay tribute to the Chair of our Committee. She knows that I am a long-serving, or perhaps long-suffering, member of the Procedure Committee. I welcome the recommendations on ill health proxies, as they show progress from where we were with the baby and adoption proxies a number of years ago. On decoupling from the estate, and being able to attend the Chamber and then leave, does she agree that this is simply about having a keeping in touch day and allowing this House to follow modern working practices for mothers and indeed fathers; they may wish to access this for slightly longer if they are sharing their maternity and paternity leave? This simply brings the House towards some modern practice. Finally, on babies in the Chamber, as the father of a 17-month-old, I wholeheartedly back the Committee’s report.”
“On the day of the confidence vote in the Prime Minister, the Government tried to sneak out the news that the HS2 Golborne link, a £2 billion rail link between Glasgow and the north-west of England, had been scrapped. How can the Minister say that Scotland will benefit from connecting to HS2 when the Government are secretly trying to get rid of lines linking the north of England with Scotland and reducing the overall connectivity between the nations of the United Kingdom?”
“An Ulster Bank report last week contained the worrying result that Northern Irish firms are the least optimistic of any firms in a UK nation or region about activity in 12 months’ time. What further support can the Government offer to businesses in Northern Ireland that are struggling with this Tory cost of living crisis?”
“May I associate myself with the Prime Minister’s comments in relation to the armed forces and other comments? Has the Prime Minister ever considered the appointment of his current spouse to a Government post or to any organisation in one of the royal households? Be honest, Prime Minister—yes or no?”
“Research published yesterday shows that UK exports to the EU fell by £12.4 billion, or 15.6%, in the first six months of last year. I have seen that at first hand in my Ogmore constituency: businesses are being left with no option but to set up legal entities and warehouses within the EU in order to export. That is understandable, given the barriers that they face, but it results in jobs being moved away from the UK. Will the Minister commit to getting back around the table to reduce the costs and red tape that businesses the length and breadth of the United Kingdom are facing when exporting to the EU?”
“It is a pleasure to see you in the Chair this morning, Madam Deputy Speaker. A staggering 1.1 million people struggle to afford the most basic broadband and mobile services, and the pandemic has only reinforced the fact that broadband is now truly the fourth utility. Our day-to-day lives cannot function without it. Inflation is now running at 9%, and broadband packages have risen by 12%. With the roll-out stagnating, prices rising and household incomes being squeezed, why did the Government and Ofcom allow Openreach and other providers to raise network prices above inflation, hitting consumers and raking in profits, without real investment in full fibre?”
“Most importantly, pressure is mounting on our forecasters for some decent weather over the bank holiday weekend. Her Majesty represents the best of Britain. I thank her and wish her many, many more happy years as our sovereign.”

If Her Majesty is looking for something to really put the cherry on the jubilee cake, I have just the thing: Maesteg town hall in my beloved Ogmore constituency is looking forward to its long-awaited grand reopening. I cannot think of anything better than welcoming Her Majesty for the grand unveiling. If anyone in the palace is listening, she is very welcome indeed. Hon. Members’ speeches have rightly focused on Her Majesty’s dedication, and on her commitment to upholding our institutions and laws.”
“She has been a driving force in bringing people together from across the world to celebrate our differences and share our joint aspirations for a more peaceful and prosperous world. Without a shadow of a doubt, the Commonwealth is one of Her Majesty’s greatest achievements. The Queen is passionate about her horse-racing, as many hon. Members have said. In a debate on a Humble Address that celebrates her life and achievements, it would be remiss of me not to mention something that brings her so much joy. She has had some truly fantastic horses, including one of the most famous, Estimate. Many a race-going fan will remember the poignant moment in 2012 when Estimate won the Queen’s vase at Royal Ascot. It was presented to the Her Majesty by the late Duke of Edinburgh, whose service to our country we all so greatly value and miss.”

Our armed forces, who so loyally defend and protect Her Majesty and our country, have faced many deployments during her reign. The Government should use this auspicious year as a chance to renew our covenant with them. We are here today to celebrate her service to our nation, and to reflect on her momentous 70 years as our sovereign. Her Majesty is now the third longest-serving monarch in world history. When we look over her reign, we see a world transformed. When the Queen came to the throne, the idea of someone holding a device with the power of a computer in their palm was pure science fiction; putting a human on the moon was still a dream; and the cold war was just getting started. Closer to home, the NHS was still in its infancy, and was giving people back control over their health. The welfare system was only just starting to truly level up the country.”

“The Government’s own impact assessment states that the Australia and New Zealand FTAs will see a reduction in gross value added in agriculture of more than £142 million. The measures are likely to have a disproportionate impact on Welsh agriculture because of its reliance on livestock and dairy farming. NFU Cymru is calling for Wales-specific impact assessments, so will the Minister ensure that they are delivered and that he starts working for Welsh farmers, rather than undercutting them and destroying the industry?”
“The backlog is due to the difficulty in accessing a high number of properties, a disproportionate number of which are flats, whose absentee landlords have little to no incentive to respond to requests to upgrade and improve connectivity.”
“She sends her apologies to the House; she is chairing the Public Accounts Committee. We have checked with the Clerks and the Speaker’s Office to check that that is appropriate. That amendment, and the consequential amendments 15, 16 and 17, seek to apply a different regime under the electronic communications code to private landlords. They would give operators automatic upgrade rights in respect of properties owned by private landlords, subject to the strict condition that the upgrading imposes no additional burden on the other party to the agreement. The growing digital divide in our towns and cities has only been exacerbated by the pandemic. The Government’s broadband target has been downgraded twice, and the Digital, Culture, Media and Sport Committee doubts that the current 85% gigabit target will be met.”
“The new clause does not address the underlying issue that operators could theoretically use it in situations other than when existing agreements have expired, which could lead to financial consequences for small site providers who have been hard done by since the electronic communications code review in 2017. More work is needed when the Bill moves to the other place to ensure it does not unintentionally punish site providers further. We have no issue with the proposal in new clause 2 that grants the Secretary of State power to make regulations that provide for a function conferred by the code on the court to be exercisable in relation to Wales by the first-tier tribunal. I will speak to amendment 14 on behalf of my hon. Friend the Member for Hackney South and Shoreditch (Dame Meg Hillier).”
