“I would like to pay tribute to all the incredible staff at St George’s hospital in Tooting. I did my A&E shift with them this week, together in the trenches. The Labour Government inherited an NHS that was bursting at the seams. With flu cases on the rise, the NHS feels as though it is working with one arm tied behind its back. Over half a million people this year were treated in corridors in A&E. That is unsafe and undignified. The all-party parliamentary group on emergency care, which I have the privilege of chairing, working very closely with the Royal College of Emergency Medicine, published a report outlining our recommendations to end so-called corridor care.”

“The online world has become a breeding ground for extreme misogyny, targeted at young boys and often glorifying violence against women. Finally, survivors must feel empowered to come forward. That can only be done by driving up standards in our police forces and fixing our justice system, so that all victims are believed.”
“It has doubled investment to address violence against women and girls, which has allowed for the employment of a domestic abuse specialist in the housing team and the creation of an advocacy service to help women to navigate the system. These measures will go a long way to supporting those in desperate need of help. While this work is much needed and welcome, we surely all see that there is much more to be done. Violence against women and girls does not occur in a vacuum. It is born out of misogyny. It is born out of the sexism that goes unaddressed on our streets, in our workplaces and in our schools. We need a continued focus on early intervention and education to address the root causes of the violence that impacts too many women and girls.”
“The situation is critical, but there is cause for hope, and I welcome work done in London to create our city’s own violence against women and girls strategy, which champions prevention and education while placing responsibility squarely on perpetrators to change their behaviour. I know that our Mayor of London, Sadiq Khan, cares deeply about this, and with over £17.7 million invested in specialist support, the strategy recognises that harm often begins with words and attitudes, and it seeks to restore trust in justice. “No one should have to plan their route home, clutch their keys, or second-guess whether a street is too dark or too quiet to walk down. As a mother of two girls, I should not be having to think about when the right time is to tell them what side of the road they should walk on or how they should seek help, or to take them to learn Muay Thai and boxing at a local gym, because I feel that that is the only way I can protect them in this day and age. In my constituency of Tooting, I launched my Safe Space campaign, signing local businesses up to offer a place of safety to anyone on local streets.”
“Just last week, former Met police officer David Carrick received another life sentence for sexual offences. Let us be very clear: today, on our streets, purporting to keep our young women safe, are police officers. When one of Carrick’s victims attended hospital following being assaulted, she was warned that it would be difficult to seek justice as the law protects its own. That is emblematic of a view held by many that officers close ranks and protect their own rather than listening the voices of survivors. The only way for the Met to rebuild trust is to take action when officers fail to meet the high standards that we all rightly expect of them. I know that the Met and its leaders have promised action, and I am sure that any changes will be well supported by us all.”
“As we all know, the effects of violence against women and girls are often too deadly. Across the UK, a woman is killed, on average, every three days. Just think about that for a moment. Behind those numbers are mothers, daughters and sisters—precious lives cut short too soon by a death that was entirely avoidable. Their names and stories must never be forgotten, and today is our opportunity to honour each and every one of them. When instances of violence against women and girls occur, victims should be able to turn to the police, but, too often, women lack trust and faith in our police—and their concerns are not without merit. Reports of misogyny and sexism in police forces remain commonplace and continue to undermine confidence in policing.”
“It is a pleasure to serve under you as Chair, Mr Stringer. I thank my hon. Friend the Member for Poplar and Limehouse (Apsana Begum) for securing the debate. Since she has come to Parliament, she has been a tireless campaigner on this issue and a real credit to her community and any victim of violence against women and girls. The damning statistics are so well reported and have been well noted in the debate so far. Although this is a national challenge, in London specifically, almost 160,000 domestic abuse crimes and more than 25,000 sexual offences were reported to the police last year. We know that those figures actually underestimate of the scale of the problem, because so much goes unreported. Silence is not consent; it is the result of a system that fails to empower survivors.”

In Wandsworth, the rent for a one-bed flat will cost the average Londoner almost half of their monthly take-home pay. “Last week’s Nasser hospital bombings murdered many innocent people, including five journalists, and the double-tap method used was particularly barbaric. Article 79 of the Geneva convention states that journalists are civilians during war, and article 8 of the Rome statute makes it clear that attacking civilians in a hospital is a war crime. I agreed with T he Guardian ’s editorial yesterday when it stated that “Israel wants to stop the world from seeing what it’s doing”. Does the Foreign Secretary agree that the Nasser hospital bombings are a war crime, and what action will he be taking against Israel?”
“Almost eight months ago, the UN commission of inquiry found that Israel has implemented a concerted effort to dismantle the healthcare system in Gaza, and that the killing and disappearance of healthcare workers amounts to the crime of extermination. UK doctors in Gaza describe it as a “slaughterhouse”. With the growing mountain of evidence detailing war crimes taking place, and our diplomatic efforts being totally ignored by the Israeli Government, it is time to sanction Benjamin Netanyahu and the other murderous figures who are responsible. Words are not enough, so today—here, now, in this Chamber—I would like the Minister to give us a concrete date for when we can expect this Government to impose sanctions.”

I welcome the joint Government statement with Canada and France. “For years, like many in this House, I have seen a regular stream of local people in my surgeries and inbox who have been waiting far too long for NHS treatment. What shocks me the most, though, is when I see the same local people turn up in A&E when I am doing my shifts, having deteriorated and in even worse pain than before. Locally, there are 66,000 cases of people who have had to wait over 18 weeks for treatment, so does my colleague the Secretary of State agree that we need an urgent and emergency care plan to deliver much-needed year-on-year improvements?”

“There has been a long-standing issue at Wandsworth prison in my constituency, which has multiple drone drops every single week. Given the lack of CCTV, no netting and high staff vacancies, little can be done to combat them. Following the announcement of a £100 million investment into the prison, will the Minister please ensure that all these issues are addressed and ameliorated?”
“We all know that well-resourced neighbourhood policing, with bobbies on the beat working in the community, is central not just to solving crime but to preventing it. We saw some great results in Tooting just last year, with a special operation resulting in a 70% cut in crime. Fourteen years of Tory government have decimated our local police teams, despite our brilliant London Mayor pulling out all the stops to bolster the numbers. Will the Secretary of State pledge that our local communities will have properly resourced policing teams under the new Labour Government?”
“I was left numb by the words a doctor wrote on a whiteboard in the Al-Awda hospital in Gaza before he was killed by an Israeli air strike, which said: “Whoever stays until the end will tell the story. We did what we could. Please remember us.” We need to know that we did all we could. I know the Minister and his Department are pulling every lever available, but please can we have an extra push to get the ceasefire deal over the line? We need to put an end to this horror.”
“Happy new year, Mr Speaker. Yesterday and over the Christmas recess I was working shifts in my local A&E at St George’s in Tooting. Up and down the country, doctors like me were seeing older and disabled patients who could not be discharged from hospital due to a lack of good, affordable social care in the community, so I welcome the steps that have been outlined. What steps will the Secretary of State outline to ameliorate the imminent pressures sooner?”
“The International Criminal Court has confirmed what we have all known for months, which is that the Israeli Government, under the leadership of Benjamin Netanyahu, have unleashed a concerted campaign of crimes against humanity on innocent Palestinian civilians. This is no longer a question of which side we are on, or of who is right or wrong. It is cold, hard legal fact, and we cannot allow it. Can the Secretary of State assure us that the Government are considering appropriate action against Netanyahu and Gallant to properly hold them to account?”
“In Tooting town centre, we have had Operation Kenny rolled out this year, which has been fantastic in tackling violent crime and making people feel safer. It has meant more police patrolling the streets on a continuous basis and has led to a 70% reduction in crime. We would like to see that programme rolled out across the country, so can I tempt the Home Secretary to visit Tooting to see the fantastic effects that it is having?”
“Q8. In Gaza, Israel has attacked hospitals, attacked refugee camps and killed aid workers. Israel has blocked vital aid, turned off water supplies and denied access to food. Israel has killed thousands upon thousands of innocent civilians as the world watches, trampling all over international humanitarian law. No other country would be allowed to act with such impunity. Why does the Prime Minister allow Israel to get away with it unchallenged? And why does he continue to act as a bystander to such horror?”
“Fighting to save a dying child’s life, telling families that their loved one will not make it through the night, and working desperately in substandard conditions—it will come as little shock to hear that all that takes a toll. Last year, 6.4 million mental health sick days were taken across the NHS. Instead of receiving support, our NHS heroes have a Tory Government who treat them with disdain and kick them to the kerb. Will the Minister commit to funding the NHS practitioner health service beyond the next 12 months, or will the Government just try to shut it down again?”
“The mother of all Parliaments has something to say, and I will say this: when we are elected to this place, we want to feel that when we are looking at ourselves in the mirror in the twilight of our lives, and when people no longer know who we are, we will be proud of who is looking back. Today, let us say clearly that an immediate ceasefire must come, justice must be done, and peace must be won.”
“Health workers have not been protected from the war, and there have been over 300 attacks on health facilities in Gaza. Medicine has been blocked at the border, and most hospitals are non-functioning or overrun by critically injured children who are unable to be treated. Yes, we need a peace process; yes, the hostages must be freed; yes, the wheels of international law must turn; and yes, the Palestinian people must have a recognised state. “Every representative spoke of violations of international humanitarian law—children being shot in both feet, people so desperate to feed their families that they ran towards food trucks amid gun battles, and mothers waving white flags, attempting to cross the street, shot dead in cold blood. It was truly obvious to me, as it is obvious to us all, that there has not been adequate protection of civilians. Indeed, 65% of those killed were women and children, which is the complete opposite to every other battle and war where the majority is men of fighting age. Psychologists on the ground are reporting children under five years old talking of wanting to take their own lives, because they have watched their siblings hanging dead from buildings, their parents exsanguinating in front of them, and they are now left alone to face this world.”
“I returned last night to Tooting from Egypt, where I had been with colleagues from the International Development Committee, meeting some of the world’s leading humanitarian workers, medics, and representatives on the ground of the United Nations agencies in Gaza. None had ever witnessed a humanitarian catastrophe so hopeless and so bleak. They described the bitter stench of death, dead bodies, sewage, one latrine for every 600 people, not enough water to drink or food to eat, and people eating weeds growing on the roadside, or eating food made for animals.”
“Let me remind everybody that, when we talk about half a million children, we are talking about wider families who are affected, people who will never see their children again because those children felt they had no choice but to take their own lives. There are families begging their children to eat that one extra morsel of food because they have not been able to get the services they need for eating disorders. We are talking about pain and anguish of epic proportions, and on a scale that we have to take seriously. Forgive my passion, but I care deeply about this. We must all care deeply, because this crosses the socioeconomic divide. Regardless of the size of house someone lives in or the amount of money their parents earn, if this pain is known to a family, it does not matter who they are or where they live—it is crippling.”
“We know all too well that prevention is better than cure, yet we ignore that wisdom when it comes to children’s mental health. That is something I simply do not understand. We have the ability collectively within the House positively to impact the lives of millions of children yet, somehow, remarkably, we fail to do so. The Government should invest in early intervention, working to improve child and adolescent mental health services and ensuring prompt access to vital support. Instead, children are being let down and left behind. Despite young people making up a quarter of all contacts with mental health services, only 8% of funding goes towards children’s mental health services. There are almost half a million children on CAMHS waiting lists. That is a record figure that should be a badge of shame for this Government.”
“Parents are having to give up work to stay at home to be on suicide watch, because they fear what their child will do if they go to work. This affects families in a way that no one can ever possibly understand. A lack of investment in that one young person goes on to affect their parents, their siblings and their future, as well as their and their family’s ability to contribute to the economy and, most importantly, their ability to have a quality, healthy and happy life. In calling for this debate I am labouring under the hope that we can actually move forward and do something. It is simple: poor mental health is carried through childhood into adulthood. The failures to address the mental health crisis in our young people will leave them ill-equipped as they grow older.”
“I will never forget their emaciated faces when attending having self-harmed, living with eating disorders or having attempted to take their own lives. I will never forget the faces of parents agonised by their children’s suffering, exhausted from being on suicide watch and fighting tooth and nail for their child, or pushing to access vital services that their child needs, and frequently finding their children being turned away and left to languish for months or even years on waiting lists while their condition deteriorates exponentially. Pretty much every year we have a debate like this in Westminster Hall and we have many debates in the main Chamber. Every year, we all agree that this has to end, that we must do better and that our children deserve better, but year on year there is simply inaction.”
“I beg to move, That this House has considered Children’s Mental Health Week 2024. It is a pleasure to serve under you as Chair, Mr Pritchard—a breathless Mr Pritchard. The challenges facing the mental health of our young people have never been greater. One in five children have a mental illness, and half of all mental illnesses develop by the age of 14. In the coming years, as many as 1.5 million children will need support for their mental health needs. Amid this escalating crisis, we need bold action to support our young people, but the Government too often lack the ambition, funding and attention that are needed. Meanwhile, the human cost of their inaction only grows. In A&E, I see children coming in younger and younger.”
“I thank the hon. Member for his passionate intervention. He is right that prevention is better than cure. Anybody who knows anyone who has lost someone through suicide will know that it is not a pain someone ever gets over. They simply hope to God that they can learn to live with it in some way, so that they may get through their own lives with a semblance of existence. If there is any way in which we could prevent even one needless loss of life, that would go a long way. The 3 Dads Walking are incredible—I have had the honour of following their marvellous work—but there are many people who are not in the public light, and many who are too embarrassed to admit how they lost their loved ones, for fear of blame and shame and what that means.”
“However, in my role as shadow Cabinet Minister for mental health over three and a half years, the number of times the Minister and her predecessors have harped on, quite frankly, about the £2.3 billion they have put into mental health services! They have used that figure no fewer than 90 times in five years for many different things, depending on the focus of the debate. Whenever we have a debate about eating disorders, the £2.3 billion comes out. Whenever we have a debate about access to IAPT—improving access to psychological therapies—the £2.3 billion comes out. Whenever we have a children’s mental health debate, it is again rolled out. I understand that, but we really need tangible answers because the waiting lists grow, children are let down and families suffer.”
