We object to the direct shooting of innocent civilians, at least 18 of whom have lost their lives. The internet blackout needs to end and the internet needs to be restored, so that families can stay connected.”

However, Modi’s thugs do not care about their own law, let alone international law and morality. Day after day, families find that their sons are missing, and then they find them dead in canals or ditches. These unexplained disappearances are later ruled by the authorities to be suspected suicides. Day after day, there is new torture, of old and young alike, including children. No one is spared.”

I speak today not only as a British Kashmiri but as someone who was born in Kashmir. Having left that part of the world when I was just a few months old, it is now not unusual for me to hear about what is going on, in the main, across Kashmir. Let us be in no doubt: the disruption and disputes in Azad Jammu and Kashmir have no equivalence or bear any comparison with what is happening in Indian-occupied Kashmir. The principal enemy of the Kashmiri people’s basic rights and dignity remains the extremist BJP Government in New Delhi.”

“To make matters more apparent, in 2017, an Israeli official employed at the London embassy was recorded by an undercover journalist expressing his desire to “take down” pro-Palestine British politicians. The Israeli official, Shai Masot, expressed his goal to “take down” ex-Minister Alan Duncan because of his criticism of Israel’s illegal settlement expansion.”
“It is a pleasure to serve under your chairmanship, Mrs Harris. This debate touches on a principle fundamental to our democracy: British democracy is by the British people, for the British people and accountable to the British people. No foreign Government, no matter who they are, should abuse our system for privileges at the cost of British interests. Historically, many foreign actors have tried to meddle in our politics in their own interests. Over the past decade, the Israeli Government have been guilty of exactly that: meddling in our politics in the interests of what is ultimately a foreign nation. This is not a debate about international relations, foreign policy or the Palestine-Israel conflict, nor is it a debate about the right of British citizens to advocate for their views.”
“British policy must be determined by British interests, British law and British democratic accountability. In January 2025, Lord Austin was reappointed as the UK trade envoy to Israel. Last October, it was revealed that Government officials had urged Ministers to allow him to pursue a visit in May 2025, yet that came after the Foreign Secretary’s announcement in the same month that the UK would suspend free trade agreement talks with Israel in response to its blockade of Gaza and its attacks on hospitals. Despite the Government saying that the trade envoy would not meet any representatives of—”
“Although I agree with my hon. Friend’s sentiments, this debate is about lobby groups, and especially the Israeli Government. Pro-Israeli lobby groups have paid hundreds of thousands in political donations in the UK. The amount of evidence, which I will refrain from sharing due to limited time, is countless. If we believe in democracy, we must demand scrutiny; if we value our sovereignty, we must demand accountability; and if we believe in British independence, we must ensure that no foreign state, whether Israel, China, Russia, Iran, India or any other country, is permitted undue influence over our institutions. I urge the Government to strengthen the lobbying regulations, improve the disclosure requirements and review the relationships between foreign Governments and parliamentary bodies.”
“I welcome the Minister’s statement, and his condemnation of Ben-Gvir and Smotrich, in particular for their horrific and appalling treatment of both Europeans and Palestinians, but does he agree that condemnation alone is not sufficient, and that Netanyahu, Ben-Gvir and Smotrich should be handed over to the International Criminal Court for their ongoing genocide in Gaza, and the illegal behaviour that they have demonstrated in many aspects of the war in the middle east? I welcome the Minister’s announcing that Iran should not have nuclear powers, but what gives us the right to be judge and jury on that, if we are not demanding the same from Israel? Does he agree that if no one in the middle east is to hold nuclear power, Israel needs to disarm as well?”
“The Prime Minister was right not to take part in the war led by Donald Trump and Netanyahu, and the Chancellor is right not to engage in a knee-jerk reaction to this economic difficulty. However, will she keep under active consideration those who are most vulnerable—those who are on benefits and the hard-working families who will struggle to put food on the table, choosing between that and paying energy bills—and if need be, will action be taken immediately?”
“I believe that there are two sides to this. One is about process, and the other is about judgment. On process, I believe that the Prime Minister was not told about the security vetting clearance, and that, had he known, he would have sacked Peter Mandelson. We do not have a problem with that. The problem is this: why was he not told that, and who is actually running the country? Are other Ministers being kept in the dark by civil servants? On the issue of judgment, it was completely wrong to put Mandelson forward as an ambassador in the first place. Will the Prime Minister write to me this week confirming that in all the political appointments that have been made, no one is in position who has failed the advanced security vetting process?”
“My hon. Friend is making an important point about the exploitation of workers with very little legal protection. Does he agree that it must be incumbent on all employees to have union recognition, whereby the voices of employees, no matter how small the organisation, are heard and can be part of any action that can be taken against rogue employers? There are some very good employers that recognise unions and work with them to achieve the best, but many do not recognise unions and would rather have working conditions that take us back more than 100 years, before the work of trade unions had even started.”
“I welcome the statement. Many parents in my constituency are frustrated with the current system, which is broken, not fit for purpose and does not meet the needs of children. Will the Secretary of State let us know the details about the complex cases, because we do not want this to be at the cost of caring for those children’s needs? Secondly, for those who do end up at tribunal, tribunals must be properly funded to stop the current lengthy delays of over 12 months.”
“I thank my hon. Friend and constituency neighbour for giving way. She is making a very important point about rogue providers. The council needs to be given the necessary regulatory powers and all loopholes need to be closed if we are to make supported accommodation effective in neighbourhoods. Does she agree that it is not simply about the money? The rogue providers who exploit vulnerable people have to be acted on very quickly.”
“Given the delay in the Act coming into force, would the Minister consider issuing interim guidance so that local authorities can get on more swiftly with some of the changes that they have been asking for for a very, very long time?”
“I thank my hon. Friend for securing this important debate. Does she agree that children are often used as tools, and even child soldiers, in many areas of conflict? In Sudan, for example, the conflict between the Rapid Support Forces and the Sudanese armed forces has affected more than 10 million children, 200 of whom have been raped. Wherever possible, we must hold Governments to account, whether in India—where children are being deliberately targeted in Kashmir—Yemen, Sudan or Gaza. We cannot allow these situations, where children are the biggest sufferers, to go on. In my constituency, I see many young men from Afghanistan with mental health issues who are here seeking asylum or as refugees. We must give them the help that they deserve and need.”
“Does my hon. Friend agree that the Government should cease all arms sales to Israel, given that the Israel Defence Forces general, Aharon Haliva, is on record as saying that 50 Palestinians must die for every death that happened on 7 October, and “it does not matter…if they are children”?”
“Does the right hon. Member agree that it was under the previous Government that unelected commissioners were imposed on Birmingham city council by a previous Conservative Secretary of State, Michael Gove? Since that day, it has been run by unelected commissioners. She is trying to blame the political leadership, which in effect is held to ransom by the commissioners. Is she saying that it was the wrong decision to impose unelected commissioners on Birmingham?”
“Does my hon. Friend agree that the narrative played out by the leadership of the council is that the dispute will have a huge impact on equal pay? If that is the case, just as Unite has published the KC’s advice, should the council not show the public its own advice so that we can all see what it has received?”
“I thank my hon. Friend and constituency neighbour for giving way. On fairness of pay, does she agree that we should not be equalising downwards, but that women’s pay should be equalised up to what men are paid?”
“It was right and proper to have an independent report commissioned, the findings of which no one can challenge because it was done independently. We need to be cognisant that it is not just the chief constable who is made the scapegoat in all this; the safety advisory group had a huge part to play, and members of it were biased and had an agenda. Some of them, I am ashamed to say, belonged to my party. Will the Home Secretary agree that tough action needs to be taken against the individuals who set out to influence the decision on a personal basis, rather than as an independent member of that safety advisory group?”
“Last year, I moved my constituency office into Bosnia House, a former police station that was taken over by Anes Ceric, the CEO of the Bosnia UK Network, and his organisation. The network supports all communities, including Ukrainians, Syrians and Bosnians. There are such facilities not only in my constituency, but across the country. More help needs to be provided to ensure that the Ukrainians who settle in this country are fully supported, not only to achieve a better life, but to integrate with other communities. If any support—for example, any money drawn from sanctions—can be targeted at those organisations, it would be most gratefully received.”
“The Scottish people were rightly afforded a referendum to express their desire for independence, and the UK had a referendum on remaining in or leaving the EU. Kashmiris are not begging for freedom, and neither will they beg for something that is their fundamental human right. Seven decades later, the people of Kashmir are still waiting. This is not a bilateral issue between India and Pakistan. The international community needs to take responsibility, and the British Government need to take responsibility. We should not have trade agreements with India while the abuses continue, because that will be seen as rewarding one of the biggest—if not the biggest—oppressors of human rights in the world.”
“The right to self-determination is not a privilege; it is a fundamental human right, and the United Kingdom must do everything in its power to help Kashmiris towards that. My role is not to take sides by being pro-Pakistani or anti-India. As a born Kashmiri, I believe that it is my duty to highlight the abuses of human rights violations to this House. Even after seven decades, people of the former princely state of Jammu and Kashmir are waiting for the right of self-determination promised by the United Nations. Notwithstanding over 25 United Nations resolutions calling for the solution to the dispute, India is still reluctant to grant Kashmiris the right of self-determination, and the world cannot stand by and allow that to happen.”
“United Nations resolution 47 not being implemented is unfinished business for this Government, considering that the resolution was determined when the United Kingdom was under a Labour Government. It was a Labour Government then and it must be a Labour Government now who help the Kashmiri people in their fight against the injustices caused by Modi and his Bharatiya Janata party-led Government. The UK Government must now push for the long-overdue plebiscite and hold India accountable for the actions against Kashmiri people. The silence of the international community cannot go on any longer and cannot be unrecognised. The world cannot afford to ignore the Kashmiri people any longer. It is a matter of humanity and justice. The goal for the Kashmiris has always been self-government and the right to self-determination.”
“Instead, for the past 78 years, we have seen the Indian Government take advantage of that failure by subjecting Kashmiris to unlawful killing, torture and multiple human rights violations. Over half of my constituents in Birmingham Hall Green and Moseley are from south Asia, and the majority are Kashmiris. The treatment of Kashmiris in the Indian-occupied Kashmir has worried them for many years. As a born Kashmiri, seeing the level of brutality and oppression by the Indian-occupied Kashmiri forces is absolutely devastating. It is just as distressing that the Government are not taking matters into their own hands and pushing to make the plebiscite happen. The United Kingdom now has to step up to right the wrongs against the Kashmiri people.”

In south Asia, the long-drawn dispute over the state of Jammu and Kashmir remains a hanging fireball between two hostile nuclear neighbours, India and Pakistan, bringing human misery in the form of wars over the issue and continuing to threaten regional and global peace. The international community has failed Kashmiris in Indian-occupied Kashmir for the last 78 years by not implementing the plebiscite determined from the United Nations Security Council resolution 47.”
“In 2020, our delegation from the APPG on Kashmir was refused entry to Indian-occupied Kashmir, and we were given full, free and unfettered access to the side of Kashmir administered by Pakistan. If India has nothing to hide, why does it not allow international and United Nations observers unfettered access to occupied Kashmir on the Indian side?”
“Many of my constituents would like this question answered: if Kashmir is a bilateral issue between India and Pakistan, does that bilateralism then apply to Ukraine and Russia or to Palestine and Israel? If not, then why does bilateralism apply just to Kashmir?”
“Israel recently voted to deny access to UNRWA, the primary aid agency with the deepest operational footprint in Gaza. That is a move to end humanitarian relief for Gaza. The ICJ ruled, in its advisory opinion on 22 October, that Israel’s allegations that UNRWA lacks impartiality are unfounded, and that Israel’s obstruction of the agency’s outreach work is at odds with international law. Does my hon. Friend agree that we, the United Kingdom, must now shift to acts of consequences and activate every available alternative, with or without Israel’s support?”
“Does the hon. Member agree that it is now, with immediate urgency, that this Government need to work with international partners to deliver the aid that is required through a military-led humanitarian corridor, so that no aid can be blocked by Israel?”
“Does my hon. Friend agree with me that aid should not be at the behest or the permission of the Israeli Government, and that the international community should come together to make sure that that is not the case?”
“My hon. Friend is eloquently making an important point. Does he agree that the suffering of Palestinian people is not collateral? It is deliberate on the part of the Israeli Government, and the UK must act. History is being recorded, and we cannot sit and watch things happen as they have been for the past two years. We must act immediately to stop the terrible suffering and atrocities that we are being told about.”
“Sudan is facing the worst humanitarian crisis in the world at the moment, with 150,000 people killed in the past two years and more than 14 million displaced. There are two aspects to this. First, humanitarian aid has to get to those who are affected, and urgently. Secondly, what measures will the Government take to stop the murder, rape and torture of innocent civilians in Sudan?”
“The curriculum and assessment review found that the system has inequalities built into it especially for children with special educational needs and disabilities and those from disadvantaged backgrounds. Will the Secretary of State set out what interventions will be brought in to provide support and help for those with special educational needs and disabilities and those from disadvantaged backgrounds so that they are not left behind, especially during the transition from the current curriculum to the new one?”
“Last week, I was contacted by a mother in my constituency who was not happy with the plan. She wanted to challenge it at a tribunal, but the date she was given for a hearing is September next year. Does the hon. Member agree not only that the plans need to be well resourced and individualised, but that the tribunals need to meet more quickly and be adequately resourced, so that children do not miss out on the support they need to ensure that their journey through learning is not impacted negatively?”

“It is a pleasure to serve under your chairmanship, Mr Stringer. In the words of the President of the European Commission: “What is happening in Gaza has shaken the conscience of the world.” In this House, in debate after debate, we come and talk about the horrific scenes in Gaza, yet there is very little action. My constituents are telling me that the Government can and should do more, and I agree. The starting point should be the recognition of Palestine. By recognising the state of Palestine, we can deliver much-needed aid to the Palestinians, but we can do that only if we recognise Palestine. If Israel then tries to obstruct that, we must deal with it, with the force that needs to be applied to Netanyahu, because he has gone berserk.”

A lot of my constituents have written to me to say that we should have one system that does not confuse people, and that applies whether someone is living in London or outside London. More needs to be done to give the councils the power to take tougher action in respect of those that cause the nuisance, obstructions and safety hazards for many vulnerable people.”

“The surge in settler violence by Israeli authorities has left civilians in the west bank subject to daily attacks and harassment, and unable to access the services they desperately need to survive. The Palestinians who have lived in these areas have lived there for decades. It is their home. Communities are being uprooted, families are being stripped of their homes and lives are being shattered as we speak.”
“It is a pleasure to serve under your chairmanship, Mr Turner. I thank my hon. Friend the Member for Glasgow North (Martin Rhodes) for securing this important debate. The international community has been failing Palestinians for many months. That has been demonstrated during the last 21 months, and it has been heart-wrenching. At least 62,000 Palestinians are now dead. Malnutrition has reached alarming levels, as civilians are constantly deprived of food, water and humanitarian aid because of the Israeli blockade. The Israeli authorities have now ramped up home demolitions in the west bank and built more illegal settlements, displacing more and more Palestinians.”
“Today, the violence is even worse than before, and tensions between Israel and Iran have escalated over the past couple of weeks, putting the region on the brink of a bloody war. A weakened Iran is desperate and dangerous, and an emboldened Netanyahu is also desperate and dangerous. Fighting fire with fire will be disastrous for the Palestinians and will put the whole region at risk of further harm. The ceasefire was ineffective and sanctions have proved to be less than threatening. Now more than ever, it is time that the Government realised that the only way towards true and lasting peace is to end any complicity, to work towards a long-lasting two-state solution and to recognise the sovereign state of Palestine.”
“I could not agree more. The actions of Israel’s forces constitute forcible transfer, which is a violation of yet another international law by Israel. What more does Israel need to do before the United Kingdom decides to step up and take real action? That question is being asked not only in this House but throughout the country. Statements and warnings are no longer good enough. A joint statement with France and Canada on 19 May said that “concrete actions” will be taken if Israel does not back off, but we are yet to see what those concrete actions are. Homes have been demolished, hospitals have been destroyed, schools have been obliterated and Israel has forcibly displaced more than 6,000 Palestinians between October 2023 and May 2025. The Government must take all possible action to stop the constant and ongoing suffering.”
“I thank my hon. Friend for securing this important debate and I thank you, Dr Huq, for chairing it. Does my hon. Friend agree that children should not be penalised in this way, especially when there are delays in determining applications from those with have no recourse to public funds? It is not their fault. In my constituency of Birmingham Hall Green and Moseley, the child poverty rate is over 47%, but it would be even higher if we included those children. Why should children be made to suffer just because of a delay in determining people’s applications? Those children would be the future of this country and contribute through the tax system and the development of this country in coming years.”
“Does my hon. Friend agree that child poverty is a political choice, and that we as politicians—especially this Government—can take action to address it? Immediate action should be taken to make sure that no one suffers for longer than necessary.”
“We have been here nearly every week talking about these issues. The sanctions are welcome, but every speaker is sending the Minister the clear message that we should recognise the state of Palestine. If we do not recognise the state of Palestine, there will be no Palestine to recognise. My question is this: what is preventing that recognition from happening, especially given that the UK is among 50 countries that do not recognise Palestine? Do we need the permission of Netanyahu or any member of his Government to recognise it? If not, and if we are independent in making this decision, it should have been made long ago.”

Does he agree that with a call to police every 30 seconds—that is over 100 people reporting domestic abuse every hour—more resources need to be given to the police? Given that under 3% are convicted of rape or sexual assault, more time needs to be given to investigate, these perpetrators need to be held accountable and tougher sentences need to be given.”
