“Since custodial sentences for young people are associated with high levels of reoffending, proposals such as mandatory prison sentences for first-time knife possession are likely to draw young people further into criminality, while failing to tackle the causes of why young people carry knives in the first place. Part of the answer is closing loopholes in the ban on the sale of dangerous weapons, but that is not the whole story. As those familiar with the issue know too well, Britain has a clear example of how to tackle knife crime. Two decades ago, Glasgow was known as one of the murder capitals of Europe, with one of the highest rates of homicides in the global north. Rather than a simple law and order response, a public health approach was taken that sought to diagnose and prevent violence, rather than just reacting after the event.”

“Madam Deputy Speaker: “I just want it to stop. I just don’t want it to be happening here…where there are little kids playing in the park.” That is how one Coventry teen described how he felt growing up in the shadow of knife crime, and he is far from alone. In the national media, knife crime is often talked about as if it is just a London thing, but in truth it touches young people across the country. One in six children between the ages of 13 and 17 reported being a victim of violence last year, and around half say that violence, or the fear of violence, affects their day-to-day lives. Things are particularly bad in the west midlands. According to data from last year, the region had the highest rate of knife crime anywhere in the country, with 178 offences per 100,000 people.”
“The fundamental answer is through offering young people a route away from these problems, by giving them the support that they need to get on and giving them hope in their future, and that is what the next Labour Government must do.”
“Although we must roll out these violence reduction approaches across the country—I am pleased that Labour’s Young Future programme looks set to do that—we know that knife crime has a deeper structural cause as well. “In Coventry, we have seen a significant fall in youth crime after an approach similar to that seen in Glasgow was adopted. Launched in May 2023, the “community initiative to reduce violence” programme has sought to identify young people at risk and offer them tailored support to help develop positive routes away from violence—from assisting with housing, health and debt to access to education. After six months, the programme has been credited with helping to cut knife crimes in the city by almost half. Of course, there is more work to be done. Just last weekend, two young people were stabbed in separate incidents in the city—my thoughts go out to them and their families. The evidence clearly shows that providing support for young people at risk, rather than just abandoning them, is how we address this issue at a deeper level.”
“I thank the hon. Member for his question. As I mentioned in my speech, we in this Chamber are often quick to resort to law and order and custodial sentences, but that is not the whole response, because it does not fix the problem. As I will mention, there is an issue around poverty and deprivation. We are not giving young people hope and we are not giving them opportunities, but people do not want to talk about that, because it involves a long-term strategy and investment. What we have seen over the past 14 years is the complete opposite of that. We have seen youth centres close down and schools stretched beyond measure when it comes to coping with the pressures that young people experience. So yes, it is not the only response, and it is not what we should always fall back on.”
“The International Court of Justice ruling that it is plausible that Israel is committing a genocide in Gaza should have been the moment that this Government suspended arms sales to Israel and finally called for an immediate end to Israel’s bombardment of Gaza. Instead, they are stopping their funding for the UN aid agency that millions of Palestinians rely on. The recent allegations must be investigated, but the Government’s decision collectively punishes the Palestinian people and will lead to more starvation. In light of the ICJ ruling, what legal advice has the Minister received that says that continuing to arm Israel while stopping funding for Gaza’s primary aid agency is consistent with the Government’s obligations under the genocide convention?”
“Was it because this Government are too cowardly to stand up for international law, or is it because they do not care about international law when it does not suit them? Finally, will the Government comply with their own rules and with international law and the basic humanity at the heart of it and stop arming Israeli war crimes?”
“Thirdly, it tells us that we should have absolutely no confidence in the Government’s arms export licensing regime, which Ministers boast consists of “the toughest regulations anywhere in the world” —[ Official Report , 27 November 2023; Vol. 741, c. 565.] but which are clearly grossly inadequate. To finish, I would like to ask some questions of the Minister. Why did Foreign Office Ministers not reveal that their Department had serious concerns about Israel’s behaviour from as early as 10 November? Was that because they wanted to give Israel the green light for its bombardment of Gaza and they thought that revealing this assessment would simply make that too hard? Why did the Foreign Secretary recommend continuing with arms sales to Israel even though his Department had those concerns?”
“When questioned about these matters at the Foreign Affairs Committee this month, the Foreign Secretary failed to disclose the fact that his Department had carried out a formal review of Israel’s compliance with international law, and he denied that he had made a ministerial decision about allowing arms sales to continue. Members will be unsurprised to learn that the Chair of that Committee is writing to the Foreign Secretary to ask him to clarify his comments. What does this tell us? First, it tells us that, early on in the war, the Foreign Office had serious concerns about Israel’s breaches of international law. Secondly, it tells us that Ministers hid that fact, pretending in Parliament and in the media that they had confidence in Israel’s commitment to international law.”
“The documents show that, a few days after that assessment, the Foreign Secretary “decided he was satisfied there was good evidence to support a judgment that Israel is committed to comply with International Humanitarian Law.” On that basis, he continued allowing arms sales to Israel, despite the fact that, according to our Government’s policy and international law, arms export licences should not be granted if there is a clear risk that they could be used in violation of international law. That recommendation was accepted by the Business Secretary on 18 December, and arms sales to Israel were allowed to continue.”
“The documents reveal that another assessment was made by the Foreign Office on 8 December, expressing “concerns regarding” Israel’s “commitment to comply with the obligation not to arbitrarily deny access to humanitarian assistance” and saying that it was “possible Israel’s actions” in relation to the provision of humanitarian relief “were a breach of International Humanitarian Law.” Those damning judgments were, again, not made public. Instead, Government Ministers continued to reassure the public about Israel’s commitment to international law, and they continue to do that.”

“The documents show that, on 10 November, just a month into the war, the Foreign Office had made an internal assessment of Israel’s compliance with international law and judged that “the volume of strikes, total death toll as proportion of those who are children, raise serious concerns.” It went on to say that His Majesty’s Government’s “inability to come to a clear assessment on Israel’s record of compliance with IHL poses significant policy risks.” However, those serious concerns were kept secret from Parliament and the public. Instead, Ministers continued to give reassurances about Israel’s commitment to international law. For example, just four days after that assessment was made, I asked the Minister of State, Foreign, Commonwealth and Development Office, the right hon.”
“It is a pleasure to serve under your chairship, Dame Maria. I congratulate my hon. Friend the Member for Luton North (Sarah Owen) on securing this important debate. I would like to talk about the Government’s response to Israel’s violations of international law in Gaza and about revelations that I believe should be a major news story but that, as far as I am aware, have been covered by only one mainstream outlet. They relate to recently released court documents that reveal that, from very early on in the war, the Foreign Office had major doubts about Israel’s compliance with international law—a fact the Government have hidden.”

“If we continue to let the climate crisis deteriorate, we condemn our constituents to a world where extreme weather patterns become more common and more severe; where there are more Storm Henks and more Storm Ishas, and where their winds blow harder and their floods get deeper. We condemn young people across the country to a world where droughts destroy crops and food systems break down, where sea levels rise and millions are displaced. “It is so rigged in these companies’ interests that the company developing the Rosebank oil field will get a £3 billion tax break to develop the site, meaning our constituents will pay 91% of the cost of developing it. The public pays the costs, the company creams off the profits and then we all face the consequence of its climate-wrecking activity. And there is no doubt about that, because the science is clear: developing new oil and gas fields is incompatible with our climate commitments. More oil and gas extraction may be good for fossil fuel companies and their shareholders, but it spells disaster for the rest of us.”
“As energy bills soared last year—our constituents know that reality far too well—BP’s global profits hit £23 billion. Shell reported its highest ever profits: a whopping £32 billion. This year, the world’s five biggest oil companies are expected to hand investors more than £80 billion. Record bills for my Coventry South constituents have meant record profits for fossil fuel giants. Eye-watering North sea oil and gas profits are not an accident, but by design. They are aided and abetted by Government choices. The Government’s North sea tax and subsidy regime is so skewed in the interests of fossil fuel companies that for years Shell and BP got away with paying zero tax on North sea production.”
“A former BP boss said that new North sea drilling is: “not going to make any difference” to energy security. That is no surprise, since fossil fuel companies are given ownership of what they extract and then sell it on the world market. The Bill is the very opposite of tackling the climate crisis. That is a blatant truth recognised by the Government’s own Climate Change Committee, which said the Bill is not in line with net zero. If the Bill is not about energy bills, energy security or tackling the climate crisis, what is it about? The answer is simple. It is about maximising profit for fossil fuel giants, guaranteeing that they can extract every last bit of oil and gas, no matter the consequence for people and planet. These companies are the last that need our support.”
“In my four years as a Member of Parliament, I keep coming back to this question: whose interests does this place serve? Do the laws we pass and the structures we maintain serve the interests of our constituents? Are they designed to enrich and empower them? Or do they deepen inequalities in wealth and power, serving the interests of the super-rich and the companies that dominate our economy? I say that because with this Bill, the question feels more relevant than ever. The Bill, which scales-up fossil fuel extraction in the North sea just as we should be rapidly scaling it down, is obviously not about helping our constituents. It is not about bringing down energy bills—even the Secretary of State admitted that—and it is not about energy security.”
“Ending the nom-dom tax break for the super-rich would raise a further £3 billion. That is money that could be invested in our communities, reversing Tory austerity and rebuilding our crumbling services. This failed Tory Government have failed to do this and will not do it for the remainder their time, but it must be the mission of the next Labour Government.”
“Another study found that it would disproportionately help people in Conservative-held constituencies, particularly in the south-east and London. It is therefore little surprise why that is the tax Tories want to slash, in a move that would cost the public purse almost £15 billion by 2030. Slashing taxes for the richest and squeezing incomes for the rest is the opposite of what we should be doing, but there is another way to go about it. We could tax the richest and fund our schools and hospitals. An annual wealth tax of just 1.5% on assets over £10 million, for example, would raise about £12 billion a year. Equalising capital gains tax with income tax rates would raise another £15 billion a year. Introducing a windfall tax on bank profits could raise £20 billion in a year—I hope the Minister is making notes; these are good suggestions.”
“In the past decade, Britain’s billionaires have seen their wealth go up threefold. It now stands at £684 billion. The 50 richest families in the UK have more wealth than the bottom half of the population. As I have said many times before, the problem is not that there is not enough wealth in this country; it is that the super-rich have hoarded all the wealth. That brings me to today’s topic. While the majority are struggling like never before, the wealthy few have never had it so good. It is reported that the Conservative Government want to introduce a tax cut that would overwhelmingly benefit the very richest. Roughly 5% of deaths result in inheritance tax being paid, and according to the Institute for Fiscal Studies, abolishing this tax would hand the richest 1% of estates more than £1 million each.”
“It is a pleasure to serve under your chairmanship, Sir Robert. I congratulate my hon. Friend the Member for Hemsworth (Jon Trickett) on securing this important debate. For the vast majority, the past few years have been a time of unprecedented economic pain. Bills have rocketed, the supermarket shop is getting more and more expensive and, for so many, keeping their houses warm is unaffordable. Families are struggling to keep a roof over their heads and food on the table. Constituents in Coventry South and across the country are having to choose between heating and eating. The Office for Budget Responsibility says it is the biggest hit to living standards since records began. Yet while it is a cost of living crisis for many, things have never been so good for the wealthy few.”
“In the past decade, Britain’s billionaires have seen their wealth go up threefold. It now stands at an eye-watering £684 billion, so we know that there is enough wealth to go around, to fund our public services and to give workers a decent wage. Let us tax the rich. Let us get the very wealthiest to pay their fair share. Let us invest in our public services and give the public sector workers who we rely on the fair, inflation-proof pay rises that they rightly deserve.”
“Last year, public sector increases of around 6% were eventually secured in most sectors, but with inflation still sky high, those once again amounted to real-terms cuts that have left workers worse off. It has to be stressed that those pay rises were not handed to workers by the Government; they were won by trade unions who campaigned tirelessly for many months, and who were forced to take days of industrial action to claw back pay in the face of huge real-terms cuts. It does not have be like this. The Government could choose to remunerate workers fairly. They could commit to increasing pay, at least in line with inflation, for 2024-25. They could plan to restore pay to 2009 levels, so that all public sector workers can enjoy the same standard of living today, and tomorrow, as they did in the past.”
“Recent research by Unison shows that the average public sector worker’s wage in 2023 was worth £12,000 less than it was in 2009. The work of teachers, nurses, firefighters and social workers has not got easier in that time. In fact, workload, stress and burnout have only shot up. Why is a teacher today paid a quarter less than they were in 2010? Why have social workers, paramedics, housing officers and so many others had their pay slashed by more than 25%? For more than a decade, the failure to pay public sector workers properly has pushed staff to breaking point. It has created workforce crises, dangerous understaffing and a wasteful reliance on agency staff.”

While costs have soared, wages have failed to keep up, leaving workers in Coventry South and across the country struggling to makes ends meet.”

It is for that reason that, according to reports in The Times, Foreign Office officials were “incredibly nervous” about last week’s military assault in Yemen. Driving the region’s instability is Israel’s horrifying assault on Gaza, which has now lasted more than 100 days. Rather than giving Israel the green light to continue its brutal bombardment of Gaza, and risking a wider conflict, will the Prime Minister seek to de-escalate the situation and call for an immediate ceasefire?”

“On a point of order, Mr Deputy Speaker. In line with the House’s rules, I informed the Member in question that I would be referencing him. In the statement, the hon. Member for Brigg and Goole (Andrew Percy) implied that I had given a “free pass” to the terrorists who carried out the 7 October attacks. That claim is grotesquely untrue. My question to the Prime Minister in no way had that implication. I was calling for de-escalation in the region and for an immediate ceasefire, so the hon. Gentleman’s accusation is absolutely untrue. In this House and elsewhere, I have repeatedly condemned the actions of Hamas and called for the release of all hostages. Moreover, his gross accusation plays to a racist trope by implying that, because I am a Muslim, I support Hamas.”
“Today’s debate highlights the need not just to widen the entitlement to free school meals, but to make sure that there is more flexibility in their delivery. No child should be missing out just because of their disability, so let us extend free school meals to all children. Let us end the injustice that sees kids like Jordan missing out. Let us ensure that every primary school child across the UK has access to a free, healthy lunch, each and every day.”
“It is these children who need free healthy lunches the most, particularly as the cost of living crisis continues to bite, so it is vital that the Government act to address this cruel inconsistency. That means supporting schools to adjust lunches to meet the needs of disabled kids. It also means offering food vouchers as an alternative, so that where schools cannot provide food suitable for disabled children or where children are not in school because of their disabilities, families are provided with financial support to feed their children. I want to live in a world where no child goes hungry and no families are left struggling to put food on the table for their kids. That is why I have been campaigning alongside many colleagues for over a year for free school meals for all primary school children.”
“With 4 million children living in poverty, including more than a third of children in Coventry South, there are horror stories of kids crying because they are hungry or being forced to steal food for their lunch. We know that free school meals can be transformational. That is backed up by research that consistently shows that free school meals improve children’s health, concentration, attainment and behaviour. They are a lifeline for families, too, saving them hundreds of pounds each year, reducing stress and saving parents’ time, but it is a gross injustice to give free school meals to some children while those with disabilities are left without. Research shows that families with disabled children would need a pay rise of £10,000 a year to cover the additional costs they incur.”
“He can finally access the nutrition he needs, but Jordan’s school cannot cater for the blended diet that has benefited him significantly so far. That means that he misses out on the free school lunch he is entitled to, so his family have to send in blended food for him to make sure that he does not go hungry. Jordan is not alone: 60% of disabled children who are eligible for free school lunches cannot access them because of their disabilities. Many children with conditions such as autism or avoidant restrictive food intake disorder are unable to eat the food provided by their school. This is an injustice. It leaves disabled kids cruelly excluded and leaves their families without much-needed support. I have long been an advocate for free school meals for all.”
“But as today’s debate highlights, having free school meals for all must go beyond making sure that all children are eligible. It means scrutinising the delivery of free school meals and making sure that all children, including those with disabilities, can access them fully. That includes children like Jordan. Jordan is five years old. He has hydrocephalus, cerebral palsy and epilepsy. Due to his disability, he struggles to eat solid food. In the past, this has meant that he could not put on weight, because it was taking him more calories to digest food than he could absorb from it. Fortunately, since Jordan was two, he has benefited from a blended diet fed through a gastrostomy button. This has helped him significantly, allowing him to put on weight and to grow.”
“It is a pleasure to serve under your chairship, Dr Huq. I congratulate my hon. Friend the Member for Liverpool, West Derby (Ian Byrne) on securing this important debate, which shines a light on the need to ensure that free school meals are made accessible to all children, including those with special educational needs and disabilities. Just this week, there was fantastic news for all of us working to end child hunger: the London Mayor, Sadiq Khan, announced that he will extend his programme of free school meals for all primary school kids in London for another year. This follows the huge success of his programme so far, which since September has provided 17 million healthy, warm, nutritious meals to nearly 300,000 primary school children across London schools, boosting their health, wellbeing and attainment and supporting their families.”
“Last week, when the Israeli ambassador was told she was making “an argument for destroying the whole of Gaza”, she replied, “do you have another solution…?” Genocidal rhetoric like that has been echoed by a litany of Israeli officials and is matched by a murderous bombing campaign that has now killed more than 23,000 Palestinians. That is why Israel now faces the charge of genocide at the International Court of Justice. Will the Minister expel the Israeli ambassador for her genocidal rhetoric? Will he support the case against Israel at the International Court of Justice, and will he end his Government’s complicity in this atrocity by banning arms sales to Israel and demanding an immediate ceasefire?”
“Last week I attended a briefing with Professor Ghassan Abu Sitta, a heroic British Palestinian doctor who had just returned from Gaza. Because the Israeli siege prevents medical supplies from entering Gaza, he told us he had to use vinegar and washing up liquid to sterilise wounds, even on the night when he performed amputations on six children. He recounted their screams, and the desperation of their parents. I pay tribute to Professor Ghassan, but it will forever shame this House that the dying and the wounded who he treated were bombed and maimed by Israel with the approval of this place. Will the Government finally listen to the growing global calls and demand an immediate ceasefire?”

Just listing the names of all those who have been killed, let alone telling their stories, would take nearly 20 hours. “I start this debate by talking about Nour, a 17-year-old student from a town just south of Gaza City who wanted to be a doctor when she left school. In a page recovered from her diary, Nour spoke of her hope to make her family proud. Nour was killed when an Israeli airstrike hit her home on 11 October. I will also talk about 26-year-old Safaa and her baby girl Elyana, who were killed in their sleep when an Israeli fighter jet bombed their house in the southern city of Rafah. Then, there is Reem, whose lifeless body was cradled by her grandfather after her family home in al-Nuseirat refugee camp was hit by a strike. Her grandfather Khaled stroked her hair and kissed her goodbye for the last time, pinning her earring to his jacket as a badge to remember her by. He said, “She was the soul of my soul”.”
