“Tragically, there were 244 murders involving a knife or sharp instrument in England and Wales in the 12 months up to March 2023—244 murders in just 12 months—and 78 young people aged under 25 were murdered with a knife or sharp object in the 12 months up to March 2023, 10 of whom were aged under 16. In their name, in their memory, we must take action. I have been out for an evening with my local police violence reduction unit. I pay tribute to the police, who are tackling this head-on. Every time the door of that van opened, they did not know what they were going to face.”
“I thank my hon. Friend for remembering Prince in this debate. It is on behalf of Prince, and on behalf of so many young people who have lost their lives, that we are holding this debate. We do not want to see any more of that. I agree it is unacceptable. Since 2015, knife crime has risen by a staggering 80%—some of the steepest increases have been in towns and suburbs—devastating families across the country. Despite promising more than 16 times to ban dangerous weapons from Britain’s streets, the Government have dragged their feet, and there are still gaping loopholes in their policy that have left lethal blades such as ninja swords available to buy legally. There were nearly 50,000 police-recorded offences involving a knife or sharp instrument in England and Wales in 2023.”
“I thank my hon. Friend and fellow London MP for raising that. Violence reduction units are really important, as is learning what works from the youth workers and police on the ground. I will talk about building on what works and using it to tackle knife crime later in my speech.”
“I thank the hon. Gentleman for bringing that up. I did not know about knives disguised as belt buckles. That just shows how legislation has to be good enough to keep ahead of every new device and new weapon that comes up. I hope that the Minister will respond on that issue in this debate. When I was working in a youth centre before I was a MP, I worked with organisations across south-west London to look at what we can do as a community to learn from public health approaches to tackling knife crime. I have also been a youth worker.”

“The YMCA’s research shows that real-terms expenditure on youth services has been slashed by 73% since 2010-2011, which equates to a £1.1 billion loss. The number of youth centres has been cut drastically, from 917 in 2011 to just 427 across the country in 2023. It is not enough. No wonder we are seeing this epidemic of knife crime. Half of young people do not have access to a youth service. Too often, when teenagers are caught with knives, nothing happens; there is no action or support to stop a spiral into even more devastating crime. Too often, when there are signs that a young person is getting into trouble, being groomed by gangs or getting lost in a dangerous online world, nothing is done. There is not enough parenting support either.”
“Labour has made it our mission to halve knife crime within 10 years of a Labour Government. It is right to be ambitious to change the current situation. For 14 years, the Conservatives have failed to grip this epidemic and take the action necessary to get these dangerous weapons off our streets. The Government’s response has been wholly inadequate. The serious violence strategy is more than five years out of date, the serious violence taskforce was disbanded, and everyone knows from their own communities that too little is being done to divert young people away from violence and crime. Youth services are an essential part of that. I have spoken many times about youth services, and I wanted to use this opportunity to speak about them again.”

Lady for mentioning the organisation working in her constituency. I pay tribute to the other charities working to tackle knife crime, which include the Ben Kinsella Trust—which is organising Knife Crime Awareness Week and has written a report on keeping young people safe—along with Lives not Knives, Street Doctors, the Damilola Taylor Trust, Justice for Ronan Kanda, and Triple P. They are just some of the many organisations working across the country to tackle knife crime. Often, education is the key. Knife crime destroys lives, devastates families, and creates fear and trauma in communities.”
“We can stop the increase in knife crime and see an end to this. I again thank the Ben Kinsella Trust, and recommend its report on keeping young people safe, in particular with regard to the need to work with young people in primary schools, which is where some of the belief systems about knife carrying start. I urge the Government to take more action to end knife crime.”
“There will be tough new laws to restrict the sale of knives. A Labour Government will implement a total crackdown on the availability of knives on Britain’s streets—no more loopholes, no more caveats and no more false promises. The Government have published 16 press releases about zombie knives since 2015, yet despite repeated promises to toughen the rules, a full ban is still not in place. Labour will urgently legislate to ban zombie-style knives, introduce tough criminal sanctions on tech executives who allow knife sales on their online marketplaces, and conduct a rapid review of online knife sales from the point of purchase through to delivery. In particular, we will strengthen ID checks and checks conducted by Royal Mail and Border Force for UK-bound parcels. There are ways to take action.”
“We will develop a national network of young futures hubs and end the postcode lottery of youth services, which are better in some places than others. We will bring local services together and deliver support for teenagers at risk of being of drawn into crime or facing mental health challenges. Where appropriate, we will deliver universal youth provision, which has been cut so badly by the Conservative Government. We will also deliver youth workers in A&E units, custody centres and communities, as well as mentors in pupil referral units. Under a Labour Government, there will be tough consequences for carrying a knife. A Labour Government will end the empty words and apology letters for knife possession, and will guarantee sanctions and serious interventions for young people who carry knives.”
“The new young futures programme will draw on up to £100 million a year, based on combining existing commitments to fund youth hubs with mental health staff and youth workers in every community, and will be paid for by ending tax breaks for private schools. We will provide mentors in pupil referral units and youth workers in A&E, paid for by full cost recovery for gun licensing and a programme of public sector reform. We will deliver a targeted programme in every area to identify the young people most at risk of being drawn into violent crime and build a package of support that responds to the challenges they are facing. That will be achieved by bringing together services at a local level to better co-ordinate the delivery of preventive interventions around the young person, rooted in a strong evidence base.”
“I thank the hon. Gentleman for raising that horrific-sounding incident. I agree that weapons in schools are extremely concerning and need to be tackled. We need a holistic approach; it cannot just be about weapons in one place or another, or education in one place or another, or about one particular service. We need to address the issue in the round, and weapons in schools are definitely a part of that. Labour will extend the ban on zombie knives to ninja swords, establish an end-to-end review of online knife sales and close the loophole that allows online marketplaces to sell dangerous knives. Importantly, Labour will introduce a new young futures programme to establish new youth hubs, with both mental health workers and youth workers.”
“Last week’s letter to the Justice Secretary from the chief inspector of prisons again highlighted the dreadful conditions in Wandsworth Prison. Will the Secretary of State take urgent steps to end the overcrowding?”
“The first thing that aid workers returning from Gaza talk about is the smell, because there are rivers of sewage in Gaza at the moment. The assault on Rafah means displacing people from a place with very poor sanitation to a place with no sanitation and catastrophic health outcomes. Only UNWRA can provide the sanitation needs at scale to solve this. The EU, Australia, Canada, Denmark, Finland, Germany, Iceland, Japan and Sweden have all restored funding to UNWRA. The Deputy Foreign Secretary has talked about the zero sum with UNWRA, but funding needs to be fully restored and increased to stop this health and sanitation catastrophe. Why will the Government not increase funding to UNWRA?”
“I will end with a call for five actions: first, ending the stigma and taboo in healthcare situations, work and schools; secondly, the full implementation of NICE’s 2021 guidelines on ME and chronic fatigue syndrome, including diagnosis across the country; thirdly, funding research into severe ME and joining that up with research into long covid; fourthly, looking into the situation in care for Carla, Milly and Karen and poor hospital care for all other sufferers of ME; and fifthly, publishing, funding and implementing the cross-departmental ME delivery plan before the general election. I hope the Minister has written all of that down. I hope to hear about it later, and I hope that this debate will mark a step change in the understanding of people with ME and hope for the future.”
“She was in a wheelchair and said that that trip out to get a prescription means that she will not be able to go out again for the next two weeks. She said she is constantly misunderstood and neglected in the health system. Recently, the cases of Carla, Milly and Karen—all young women in hospital with severe ME and struggling to access the care they need, the appropriate feeding, tests and medical care—paint a picture of a broken system. They have been treated as psychological cases, not medical and physical. Carla, Milly and Karen have been let down time and again. I urge the Government not to permit the growing cases of ME across the country to morph into a health crisis for which there is no cure.”
“Because of the complex nature of the illness I’ve had to be referred to multiple secondary care clinics to manage all my ongoing symptoms. I go to St George’s, Bart’s, Kings, UCL and the Royal Free, at best they’re well meaning, but not well educated about ME, at worst I experience a huge amount of medical gas lighting or complete indifference, disbelief or disinterest in the ME. (I had such a poor experience with secondary care this week that the stress of dealing with the doctor/clinic has further exacerbated the flare of symptoms.) It’s a lot to expect a person with ME to manage.” Just yesterday, I was walking through Putney and Donna in my constituency came up to me to tell me about the hugely life-limiting impact that ME has had on her.”
“Although I and others welcomed the Government’s announcement of the cross-Government ME delivery plan, which was announced by the right hon. Member for Bromsgrove on ME Day in May 2022, the publication of the final plan, as has been outlined, has been delayed again and again, but it is badly needed by sufferers across the country. My constituents are feeling the direct implications of the lack of funding for research. I especially want to highlight the inadequacy of secondary care. Zoe, one of my constituents, wrote: “I’m lucky that my GP is great and recognised the symptoms early and found me a good clinic to go to. But ongoing support in secondary care is non-existent. Compared to others, I was…lucky to have what I got, but it was six appointments with a consultant and his team and that’s it. No ongoing care, no ongoing support.”
“The links with long covid offer hope for research, and should be entirely embraced. I hope that it will be embraced in the plan that we hope will be published soon and that the Minister will tell us about in his speech. The Government claim that they want to get people back to work, yet they continue to underfund vital investment in ME that could help thousands of people to rejoin the workforce. While the Government continue to dither and delay on that plan, others are stepping up. Action for ME is co-leading a pioneering research project into ME to uncover its genetic causes. It is called DecodeME and is funded by the Medical Research Council and the National Institute for Health Research. Understanding how ME affects people is the first step towards developing effective treatments.”
“They have told me stories about personal independence payment assessments as well, which do not meet the needs of a fluctuating condition, and do not take account of the condition in the timings and the way that people are assessed, leading to them receiving less support from the state. Over the last 10 years, only £8.05 million has been spent on ME research. If that had been equitable to other illnesses, ME would have received over £10 million or more. Without urgent research, those estimated 250,000 people in the UK living with the illness—and many more—will continue to feel unseen and left behind. That inaction comes at a significant cost. Without research, people living with ME will continue to suffer from a range of debilitating symptoms that push them towards the edge of society.”
“One in four of those is housebound. Women are five times more likely to develop ME, and to have more symptoms from their ME, than men. I think that might be at the heart of why it has been such an underfunded and neglected disease, because it is predominantly women who are suffering more than men. People with ME suffer disproportionately high levels of stigma and lack of understanding compared with other major chronic illnesses. That ignorance makes it more of a challenge to address and treat, and they suffer misunderstandings in education, work and healthcare. Many constituents have shared such stories with me.”
“However, they suffer for so long with such little hope because, as the right hon. Member said, there is no treatment and no cure. To raise those issues, and to talk about the research and treatment that are needed, and the understanding that is needed in workplaces, schools and the healthcare system, is important. This debate will mark a huge step forward for that. ME is a chronic illness that affects multiple body systems and leaves those suffering unable to take part in everyday activities. In the UK, we know that at least 250,00 people suffer from ME. However, that is an outdated statistic that has not been updated for over a decade. The real figure is likely to be far higher. An estimated 1.3 million people live with ME or ME-like symptoms, and 50% of people with long covid have symptoms that mirror ME.”
“It is an honour to serve under your chairship, Dame Siobhain, and to be speaking at this important time, ahead of World ME Day on 12 May. I congratulate and thank the right hon. Member for Bromsgrove (Sir Sajid Javid) for securing the debate and for continuing to champion the cause, which is so needed. I also thank Action for ME for its research and campaigning, and for providing visibility for so many people who have ME who are bedbound and housebound, and cannot speak for themselves. That is why I have been championing this condition, because so many of my constituents have been in touch with me. To be honest, when I was pregnant, I had very severe morning sickness. It was not morning sickness: it meant that I was bedbound for many months. I got an inkling, I think, of what is suffered by people who have ME.”
“I also recently visited the Forge Integrated Primary School in Belfast. I saw their much-needed and developed plans to replace their portacabins with buildings, answering their need for extra capacity. The school is disappointed that the plans have been shelved, along with projects at nine other integrated schools. Education is devolved, but money had been earmarked for such projects by the UK Government under the 2015 “Fresh Start” agreement. Does the Secretary of State understand why teachers, pupils and parents are so disappointed that those plans have been shelved? Does he have any plans to restore them?”
“Ministers first promised to end no-fault evictions five years ago. Since then, 85,000 households have been threatened with no-fault evictions, including a constant stream of residents in Putney. Does the Minister not agree that that was ample time to implement the necessary improvements and that the delay has caused immense suffering to people in the private rented sector?”
“The Opposition welcome the Government’s atrocity monitoring and prevention work in Sudan, even though it is belated. It is important to join up that work with our diplomatic efforts in support of talks in Jeddah next month that are inclusive and effective. Is there a strategy to use targeted pressure to help isolate those responsible for atrocities and bring them to justice, and to bring both warring parties to the table?”
“Lastly, we are pleased to hear that the Life in the UK test will not be a requirement for the new route. On behalf of His Majesty’s Opposition, I say in closing that the right hon. Member for Belfast East has put forward strong and persuasive arguments in support of the Bill and been tenacious in pursuing it. The Government’s support, given the passing of the amendments in front of us, will, I hope, be welcomed by Members who represent Northern Ireland’s communities in this House, and beyond. On behalf of His Majesty’s Opposition, I am happy to add my party’s support to these amendments and this Bill.”
“On Second Reading, the Government indicated that a dedicated route for Irish citizens would reduce the burden for applicants, creating a more straightforward route to British citizenship, which could lead to lower fees. Can the Minister confirm today whether that decision has been taken, and if not, when are we likely to know by? It is worth pointing out that the fees for registration or naturalisation are currently in the region of £1,500, a not insignificant sum. A slight reduction is noted in the Library briefing, but that still leaves the fee as £1,431, so I ask what provision, if any, the Government intend to make for individual exemptions to the usual fees under the new system—assuming that it is introduced, which I firmly hope it is.”
“That obviously widens the scope of the Bill to constituents in all our constituencies, including those in London, from 31,000 people in Northern Ireland to about 270,000 people. This amendment addresses concerns about possible discrepancies across the United Kingdom and ensures equality, which we welcome. We support the amendments, but we remain concerned about the Government’s implementation of this new route to citizenship. Specifically, I would like to mention the issue of fees. The Northern Ireland Affairs Committee has made previous recommendations that fees should be waived for Irish citizens seeking naturalisation in the UK. When it comes to getting an Irish passport or getting a British passport, there is an enormous difference and discrepancy.”
“The amendments make it much more inclusive and fair. First, we support amendments making British citizenship available to Irish nationals regardless of how they became Irish and not only to those born in the Republic of Ireland. That is clearly a practical and sensible change to the Bill, and we support it. I extend our support to amendment 2, which removes the requirement for Irish nationals to have been born after a certain date to qualify for this route to citizenship. We also support amendment 3, which alters the residence requirements for the new route to British citizenship, so that those wishing to gain citizenship can have lived in any part of the United Kingdom for five years and not only Northern Ireland.”
“Following the Good Friday agreement, the Government of the Republic of Ireland offered people in Northern Ireland the opportunity to attain Irish citizenship, but what was not settled was an agreement for citizenship rights in the other direction. Questions about citizenship for Republic of Ireland nationals living in the north and wishing to become British have been left up in the air for too long—nearly 40 years, as the right hon. Gentleman said. Long-term residents of Northern Ireland from the Republic should be recognised as citizens of the UK —if that is their desire—without the need for a citizenship test and the need to prove their intention to stay in the UK. We need to streamline the process and to be welcoming to them as well. The Opposition’s support for these amendments, which broaden the scope of the Bill, is certain.”
“It is a pleasure to serve under your chairship, Mrs Harris. I congratulate the right hon. Member for Belfast East on his success in the ballot and on bringing the Bill as far as this stage. I am delighted that after nine years of trying in the ballot, he has finally had this positive result with lucky number 322—that may be a hint for all of us. The issue at the heart of the debate is straightforward. This Bill is an important acknowledgment of the special relationship between our nations and a worthy follow-on from a debate that we held recently on the value and recognition of the contribution of the Irish diaspora to our life in the UK.”

What would she say to the many parents I meet in my constituency who introduce me to children who have asthma on a scale never seen before? Through ULEZ and other measures, they will see their children’s health improve.”
“I am grateful for the opportunity to speak on an issue that is of the utmost importance for my constituents. I draw all Members’ attention to Bill No. 12 on the Order Paper, which is my private Member’s Bill, the Landlord and Tenant Act 1985 (Amendment) Bill. It is about clean air, taking action on mould and giving private landlords more powers to take action—and ensuring that they have to take action. My Bill is connected to the Bill we are debating, because my constituents often suffer the double whammy of living in poorer, cheaper housing that is on a main road. They are very unlikely to have a car—the majority of my constituents do not—and are more likely to suffer from the effects of air pollution and to have mould in their homes.”
“In London, we voted to have a Mayor and voted for who that Mayor would be, and we support our Mayor in London making decisions about our roads. Parliament granted the power to make decisions on London-wide road charging schemes to the Mayor. This Bill is trying to take powers away from the Mayor—it is playing politics with our constitutional arrangements, and it is quite clear why.”
“I absolutely agree with my right hon. Friend. There are many better things we could be discussing here than trying to turn back the clock on a progressive and life-changing policy that has been brought in by the Mayor. We could be discussing the Renters (Reform) Bill or action on respiratory health—or a whole number of things that my constituents would like to see us discuss instead of this Bill. I object to the principle of the Bill, as well as its substance. The Bill proposes to “amend the boundaries of the Greater London Low Emission Zone and Ultra Low Emission Zone; to provide that Transport for London may not make an order amending those boundaries without the consent of the Secretary of State”, and legislates for connected purposes.”
“We do not have a car as a family—we have not had one for three years. I do not think we would have made that jump if it had not been for the ULEZ coming in. We thought we would see how it went, and it is going fine. We do not have a car; we do not need one, and I am not driving around in a car that is polluting the air in Putney.”
“The Mayor of London introduced the world’s first 24-hour ULEZ in central London in 2019 to bring in health benefits, and expanded it in 2021. That expansion brought the health benefits that were the result of the first ULEZ to 5 million more people and 87,000 more children. Rolling that back would mean worse air for those 5 million people and 87,000 children. I cannot believe that the Government would support this Bill. The ULEZ is a highly targeted scheme that is set to disincentivise frequent trips in non-compliant vehicles. It certainly had that effect on me: I had a diesel car, which I bought back in the days when we were told that diesel was a better choice for the environment. I realised that it was not, and the fact that the ULEZ was coming speeded up my decision to not have a car.”
“I am glad that my hon. Friend has raised that point. The Government have asked councils in Bristol and Birmingham, for example, to bring in clean air zones, and have asked for one to be brought in in London as well. I hope the Government will not be supporting the Bill today, because it would be against their policy of giving more people clean air across the country. Any proposed changes to devolved powers would pose a threat to the existing powers of the Mayor and the London Assembly, and to those of devolved institutions across the country. It starts here—where will it go? We cannot just have the Government taking back powers willy-nilly and whenever they like because a mayoral election is due to take place in a few weeks’ time.”
“She has had to introduce adaption strategies in the school to take action on that. It is horrifying that that is what she is saying in this day and age.”
“Mr Deputy Speaker, if you would like to come to that event, it is at Wandsworth park. We would love to see you there. We will be talking about action that everyone can take on clean air, about saving our green spaces, about active travel and about green buses—all the ways in which, alongside the ULEZ, action can be taken. On so many occasions while out canvassing I speak to parents who introduce me to their child who they say has asthma. It happens time after time. So many children in the schools I visit are now affected. I went to a school in Roehampton recently and asked the headteacher what the main issues were. I was expecting to talk about the curriculum and Ofsted—we did talk about that—or other issues, but she said that the main issues were mould and air quality, which were keeping children off school.”
“There were stalls from brilliant local organisations, including Friends of Wandsworth Park, Friends of Wimbledon Park, Little Ninja UK, Wandsworth Living Streets, the Roehampton Garden Society, Putney Community Gardens, the Putney Society, Friends of the Earth Wandsworth, the Putney Pollution Busters, Green the Grid and Cycle Buddies. Hon. Members can see how many local organisations we have that really care about clean air. The number of residents who contributed to the event, and who came to check out the stalls on the day and ask what they could do or how they could push for more action, shows the huge concern in Putney, Roehampton, Southfields and Wandsworth town for cleaner air. We will be holding a second fair this year on 11 May, to which I invite all Members here today.”
“The first, inner-London ULEZ contributed to a 30% reduction in children being admitted to hospital with asthma. I think those results speak for themselves. How can we argue against that? Taking action on the climate emergency and clean air was one of the reasons I became an MP. One of the first things I did when I became an MP was set up the Putney Environment Commission, a rather grand-sounding group of local people who want to take action locally, nationally and internationally. We had several open meetings to decide what we would do. One of the first things we did was run Putney’s first ever clean air fair. It was clean air that everyone wanted to take action on. Hundreds of people attended the fair.”
“Just because we cannot see the smog—as was the case back in the days of the great smog that led to the first clean air Act—does not mean that it is not all around us. We can see the impact in our hospitals. It is mainly parents and doctors who write to me in support of the legislation that the Mayor has introduced to clean up our air, because it is doctors who see the effects of air pollution: rising levels of asthma, cancer, heart disease, stroke and dementia in our hospitals. If no further action is taken to reduce air pollution, over the next 30 years around 550,000 Londoners will develop diseases related to poor air quality. That will cost the NHS and social care system in London £10.4 billion by 2050. Air pollution costs lives, but it also costs our public services.”
“I absolutely agree. A Member asked earlier for data on the ULEZ scheme and the effect it has had. Data from the first month’s report shows a 10 percentage point increase in vehicle compliance in outer London, with 95% of vehicles seen driving in London on an average day now meeting the ULEZ standards—up from 85% when the consultation was launched in May 2022. That means that vehicle compliance rates in outer London have nearly caught up with inner London, which is having a good effect. The decision to expand the ULEZ was a difficult one for the Mayor, but it was felt necessary to save lives, protect Londoners’ health and tackle the climate crisis. I agree, because in 2019, toxic air contributed to around 4,000 premature deaths in London.”
“Absolutely. We want more people cycling and walking, to take cars off the roads and make them less congested for those who have to drive. We want to see an impact on active travel, but one that supports the businesses on the roadside in our community. It is unfair on the majority of constituents who do not have a car and those who live on the main roads in less expensive housing to bear the burden of air pollution.”
“I thought there would be a constant level of dirty and polluted air, but it went up and down. I could see the impact of diesel buses and polluting cars. I thought of all the times that I had taken my children to primary school in Wandsworth over 15 years, walking along very polluted roads. All that time, it was damaging their lungs. This was worrying for me to see and for my constituents to know about.”
“I would point to others, such as the Superloop—the new buses that will go around London—and the Elizabeth line. The Mayor will be able to invest more in public services because of the revenue from the ULEZ scheme, enabling people to travel on our public transport. That is the action we need to take to really clean up our air. I have even taken to the streets for Clean Air Day to measure the clean air—or the polluted air—on Putney High Street. I used an ultra-fine particle counter, lent to me by the environmental research group at Imperial College London. It was amazing to take the counter out for the day and see the effects of air pollution. “Mayors, including Sadiq Khan in London, need to introduce measures so that we are able to see an impact across the country. According to Asthma + Lung UK, more than 600,000 people in Greater London have asthma or chronic obstructive pulmonary disease, and nearly 60% of them live in outer London. Outer-London Members need to be concerned about their constituents and the impact on their health. I am pleased with the Mayor’s action, including the increase to more than 1,400 zero-emission buses on London’s roads. He has also rapidly expanded London’s fleet of green buses, with the capital now boasting more green buses than any other city in western Europe. He has also delivered a 170% increase in the number of public electric vehicle charging points, with London now boasting more than 11,000—a third of the UK’s total.”
