“However, given the limited scope of the Act and certain shortcomings in its text, those amendments fell short of providing meaningful protection against SLAPPs. There is inequality under the legislation for those subject to SLAPPs that do not relate to economic crime and corruption. We know that powerful men use their power and the law to silence women. The purpose of such proceedings, often described as gagging orders, is to silence, intimidate, discredit and further disempower survivors. Some campaigners call it gendered censorship. It happens in the UK, but it is also a global phenomenon. Although I welcome the ambition of the Bill, I believe there may be scope for further amendments about the definition of a SLAPP, so that domestic abuse is fully covered, particularly in the understanding of “public interest”.”
“The issue is not just how he has been treated, simply for telling the truth; if extradited, he could be at risk of treatment amounting to torture, and other forms of ill-treatment and punishment, including the death penalty. I find myself asking again—just as I asked when 10,000 were killed and when 20,000 were killed—now that over 29,000 men, women and children have been killed, whether this Government believe that there should be any limit at all to the number of civilians slaughtered. It brings to mind Israel’s Minister of Defence’s announcement on 9 October: “We are putting a complete siege on Gaza…No electricity, no food, no water, no gas—it’s all closed.” Can the Minister update us on the Government’s understanding of the legality of what many are arguing is the collective punishment of civilians and how this has affected children? Save the Children International’s chief executive officer’s harrowing plea demonstrates the significance of what people all over the world are bearing witness to: “We are running out of words to describe the horror unfolding for Gaza’s children.”
“The healthcare system in Gaza is in crisis due to major shortages of doctors and nurses, the lack of medical supplies and the destruction of hospitals. Small children caught up in explosions are particularly vulnerable to major life-changing injuries, and more than 1,000 children have had one or both legs amputated. According to the World Health Organisation, many of these operations on children were done without anaesthetic. Such horrors are virtually unimaginable for us in the UK, but it does not stop there. Many children are accessing well below the recommended water requirements for survival, and those under five are at high risk of severe malnutrition and preventable death due to famine. According to Islamic Relief, Gaza is now the world’s worst hunger crisis. As I have laid out, the situation for children in Gaza is catastrophic.”
“Gaza’s hospitals have treated so many wounded children arriving alone for treatment after Israeli airstrikes that, chillingly, medical workers have coined a new abbreviation —WCNSF: “wounded child, no surviving family”. Obviously, unaccompanied and separated children require urgent protection and the provision of essentials. Given that these children need refuge and compassion, will the Minister clarify whether the Government have considered allowing children into the UK for their safety and wellbeing during this conflict, as per the petition which has been signed by over 17,000 people? For the children who have survived the bombardment, a slow and painful death looms due to the denial of essentials, the destruction of infrastructure and the lack of aid.”
“We know that the Hamas attacks involved the killing of Israeli children, and that an estimated 40 Israeli children were taken captive in Gaza. Nevertheless, more than 11,500 children have since been killed in Gaza by Israeli airstrikes and ground operations. The phrase “war on children” is echoing across the international community. Lost in the numbers are the faces, the names, the lives and the moments of joy that those children brought—children like six-year-old Hind Rajab, whose fate is reported to be still unknown after the car in which she was fleeing to safety with her uncle, his wife and their four children came under Israeli fire. More than 24,000 children have lost one or both parents.”
“I beg to move, That this House has considered humanitarian aid and children in Gaza. I begin by thanking the Backbench Business Committee for enabling this debate. I am grateful for the cross-party support that I had when seeking to secure it. Before the war began, Gaza’s streets were alive with the sound of children. Roughly half the population are under 18, but unlike children in the UK, Gaza’s children have had to endure so much in their short lives. A 15-year-old will have lived through five wars, including the current conflict. Many have been displaced several times. Even so, they have never experienced destruction and death like this. Since October, it has been clear that children have been affected by the conflict on an unprecedented and unparalleled scale.”

“Can the Minister tell us what the UK is doing to protect children in Gaza accordingly? In terms of the UK’s own obligations, it would be helpful to know what the Government’s response is to the growing call for the increasing of humanitarian aid and the halting of the transfer of weapons or parts for weapons that can be used against children. All children should be cherished, Israeli and Palestinian. We know that children in Gaza should not be slaughtered, but they continue to be by Israeli forces in unprecedented numbers. We know that children in Gaza are enduring a humanitarian catastrophe with no relief in sight. We know that aid is desperately needed and that children need food, healthcare, shelter and water but are just not getting them.”
“It would be helpful if the Minister could update us as to the situation in this regard. What is the latest evidence the Government have seen regarding the allegations, and how are they being investigated further? What assessment have the Government made of the consequences of their decision for the children in Gaza? I know that many of my constituents are appalled that it appears the UK is continuing to send weapons to potentially kill children while withdrawing funding that saves children’s lives. I urge the Government to prioritise upholding their humanitarian obligations and resume the funding. The ICJ’s plausible genocide interim judgment made it clear that Israel must take steps to prevent acts of genocide, and that its obligations regarding children and aid are key.”
“Shortly after the International Court of Justice’s plausible genocide ruling, the UK stopped funding for the United Nations Relief and Works Agency, the largest UN agency operating in Gaza, due to allegations from Israel that 12 of the agency’s more than 13,000 staff were involved in the 7 October attacks. UNRWA has since spoken of being “extremely desperate”. International aid agencies including Oxfam and ActionAid have said they are deeply concerned and outraged at what they have called a “reckless decision to cut a lifeline for an entire population”. Amnesty International has said that while allegations against individuals must be independently investigated, cutting lifesaving assistance to millions could amount to collective punishment in and of itself.”
“Human Rights Watch argues that the blocking of humanitarian assistance amounts to collective punishment of the civilian population and poses further grave risks to children. Can the Minister update us on his understanding of why aid is not being distributed as needed, and whether any blocks to aid would constitute the collective punishment of civilians? Then there is the question of funding itself. The United Nations Children’s Fund has requested $168.3 million to support its response in the Occupied Palestinian Territories for 2024. On 17 January, it said there was a funding gap of $55.5 million.”
“I agree with my hon. Friend that without an immediate and permanent ceasefire, it is hard to imagine how we can turn around this situation and ensure that humanitarian aid reaches the places where it is most needed. The chief executive officer of Save the Children also said: “Children are enduring and witnessing horrors, while the world looks on.” I repeat that for emphasis: “Children are enduring and witnessing horrors, while the world looks on.” Why is humanitarian aid not getting to children who need it? What are the blocks on humanitarian aid? According to reports, the flow of aid is being drip-fed. Although around 500 trucks per day are needed to meet basic needs, most days fewer than 200 actually make it inside, and on one day this month it was reported that only 30 crossed into Gaza.”
“In Europe, as the Minister will be aware, Belgium, Spain, Norway and Ireland—while calling for, and endorsing the need for, a swift and serious investigation into the allegations—have maintained their funding. I want to understand from the Minister what conversations or discussions are being had with counterparts in those countries to understand how they are approaching the situation, as part of the UK’s review.”
“On the crossings and the ability of aid to reach the places where it is needed, agencies such as Oxfam have reported to me that they are experiencing delays in aid actually getting through, because of the excessive checks at the crossings. Some trucks have been checked up to eight times at the Kerem Shalom crossing. The agencies have also raised with me a lack of clarity about which items are able to pass through. The Minister may be aware of Israel’s dual-use policy, which strictly controls which items may or may not enter Gaza. For example, people are being told that they are not allowed through with olives with stones; only pitted olives are allowed. What discussions have there been with the Minister’s counterparts in Israel on the dual-use policy?”
“I thank the Backbench Business Committee again for enabling this debate. I applied for it before the Government’s decision to pause the UNRWA funding; none the less, colleagues’ participation in it has been important and timely for that reason. I emphasise again that all children, Israeli and Palestinian, should be cherished. We need aid to be made available and distributed so that children in Gaza get the food, health- care, shelter and water that they so desperately need. We need clarity about the situation of any remaining Israeli children who are held captive, and we need all hostages to be released. As many Members have said today and have been saying for some time, only an immediate and permanent ceasefire can end the suffering of children affected by all these decisions. “Will the Secretary of State confirm what the long-term strategy is and how it relates to the ongoing precarious situation in Yemen? Do the Government plan to commit to sustained military action? If so, surely it is only right for Parliament to have its say in the appropriate way.”
“My hon. Friend is making a powerful speech. Research including the 2022 report from the Centre for Crime and Justice Studies has found that following the landmark 2016 Supreme Court judgment, which had been expected to lead to a reduction in these types of prosecutions and convictions, not only has there been no discernible effect, but the number of black people convicted of murder has actually risen. Does my hon. Friend agree that that is one of the reasons the Bill is needed?”
“Does my hon. Friend agree that one of the problems with the current law is that it perpetuates a system whereby the fear of being convicted under joint enterprise leads to innocent people pleading guilty to lesser crimes, and that this is an injustice as well?”
“Will the Minister confirm whether the Government have undertaken any further military action in Yemen since 11 January? If so, will he clarify whether the Government’s long-term plan includes committing to sustained military action in one of the poorest countries of the world?”
“What steps are the Government taking, in line with their obligations under international law, to ensure the full and immediate implementation of provisional measures ordered by the ICJ regarding the protection of Palestinians from genocide, and the immediate provision of humanitarian aid and other vital services? Can the Minister confirm whether the UK will now end arms sales to Israel, due to the risk that they could be used unlawfully to kill women and children?”
“Further violence will not achieve peace. Aid agencies are warning that the UK and the US continuing to bomb Yemen is threatening civilian populations and inhibiting humanitarian assistance reaching millions who are already enduring starvation. Instead of escalating risks to civilian populations in the region, why can the Prime Minister not just support the growing and increasing calls internationally for an immediate ceasefire in Israel-Gaza, an end to the bloodshed in Gaza and an end to the attacks on Yemen, and call for peace, justice and human rights?”
“The impact of the staffing crisis in the Department for Work and Pensions is creating an “epidemic of mental ill health”. That is according to emails received by the Public and Commercial Services Union, which represents civil servants. Does my hon. Friend agree that the situation requires urgent interventions from the Government and that one of those urgent interventions needs to be to raise the pay of the 25% of PCS union members in the DWP who are currently paid below the real living wage?”
“According to the YouGov poll taken last month, 71% of the British public want a ceasefire in Israel-Gaza, yet last week the Government launched airstrikes in the Red sea in escalation of the situation in the middle east. Although the Government were not under any constitutional obligation to have a parliamentary vote on that military action, or to abide by the result of any such vote, does the Prime Minister believe that the Government have a duty to the British public and the parliamentary community, which represents the British people, in building political support for such military action?”
“I represent a constituency with one of the highest rates of child poverty in the entire country, and we know only too well that the current situation is compounded by the SEND funding crisis. Does my hon. Friend agree that a simple solution to the problem would be to update the Government’s FSM guidance to make it clear that schools must make reasonable adjustments, such as ensuring that supermarket vouchers can be made available, and to write to all schools to make sure that they communicate that more widely?”
“Just today, Medical Aid For Palestinians has reported that, along with the International Rescue Committee’s emergency medical team, it has been forced to withdraw and cease activities at Al-Aqsa hospital—the only functioning hospital in Gaza’s middle area—as a result of increasing Israeli military activity around it. There seems to be a repetition of the dismantling of health services that we have witnessed in the north in the south and middle of Gaza. Can the Minister tell us whether the Government’s support for the continued bombing of civilians and civilian infrastructure will now apply in every conflict, or whether it applies only in relation to Palestinian civilians and Palestinian hospitals?”
“As we know, there are widespread concerns that war crimes, crimes against humanity and breaches of international law are continuing to take place.”
“I also repeat that, according to the Palestinian Health Ministry, 18,825 Palestinians have been killed since the outbreak in October—around 20,000 in around two months, and the vast majority are not combatants. Israel is increasingly using its acceptable collateral damage threshold in such a way that hundreds of civilian casualties are acceptable to eliminate a single target. That is one of the simplest ways to explain the fact that the death toll includes such frightening numbers of children. In the words of the United Nations Secretary-General, Gaza is “graveyard for children”—what a terrible, terrible thing. Within weeks of the outbreak, Save the Children highlighted that the number of children killed in Gaza has surpassed the annual number of children killed across the world’s conflict zones since 2019.”
“In fact, we know that the real number is much higher. To put that into perspective, Ukraine and Sudan are both widely understood by the international community to have unacceptable levels of civilian deaths, and the levels of slaughter have rightly been condemned as horrendous and horrific. On 21 November this year, the UN Human Rights Monitoring Mission in Ukraine said in a press release that, since the Russian invasion of Ukraine on 24 February 2022: “At least 10,000 civilians, including more than 560 children, have been killed”. The United Nations also reports that more than 10,400 people have been killed in Sudan since April 2023. I repeat that those are disgracefully high levels of civilian deaths and should be condemned outright.”
“I thank my hon. Friend the Member for Coventry South (Zarah Sultana) for securing the debate and for everything she does, and is doing, in the pursuit of justice and human rights. As my hon. Friend laid out, not only is Israel a major recipient of UK weapons, but UK weapons manufacturers are seeing enormous increases in stock prices. For example, BAE Systems’ stock increased by 11.7% just between 7 and 24 October. In addition to the value of official UK arms exports to Israel, commentators have noted a number of other forms of less public UK military assistance, which include broader trade that exploits the incorporation guidelines loophole. Why is that significant? As has been mentioned, according to the Palestinian Health Ministry, 18,825 Palestinians have been killed since the outbreak in October.”
“I completely agree with my hon. Friend. We are bearing witness to this unprecedented humanitarian catastrophe. It is there before us, so we have a right to know how many Palestinians were slaughtered using UK-made weapons; how many children were dispatched using UK-traded armaments; how many women have been slain by ammunition from the UK; how many schools, hospitals and refugee camps have been annihilated with the help of UK engineering; and how much profit is being made from death, destruction and war crimes. What is the Government’s price tag for humanity? We are told that the UK’s arms export system is based on the principle of avoiding a clear risk of British weapons being used to commit serious violations of international law—”
“I thank the Minister for giving way. The Government set their own precedent for pausing export licences in response to reports that the criteria might have been breached. In 2019, the Foreign Secretary did that; they suspended arms exports to NATO-allied Turkey following its invasion of Syria. Why can this Government not do the same now?”
“However, with the latest veto, we instead see the US Government enabling immense civilian suffering, a staggering death toll and an unprecedented humanitarian catastrophe. The UK Government’s refusal to support a ceasefire will be paid for with death, destruction and the suffering of innocent individuals. Despite the horror we are bearing witness to, human rights and international law must not be allowed to be abandoned. More and more people all over the world are speaking out to protect humanity from further destruction.”
“It is particularly poignant that yesterday marked the 75th anniversary of the universal declaration of human rights. The preamble to the declaration states that “recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world”. Honouring that means calling an immediate, permanent ceasefire; it means that the slaughter and degradation in Gaza must end, the ongoing oppression and dispossession of Palestinian people must end, the illegal settlement programme must end, the forced evictions must end and the illegal occupation of Palestine must end. And, yes, there must be immediate recognition of the state of Palestine.”
“It is also important to recognise that, following the 7 October attacks, there has been a stark increase in attacks on Muslims, including attacks and hostility against individuals and mosques, with children being targeted at school, death threats being issued and physical attacks. Just last week, more than 700 people were evacuated from the East London Mosque and London Muslim Centre and three nearby schools, following a bomb threat, amid a rise in Islamophobia across the UK. I am seeking action from this Government to ensure that the East London Mosque and London Muslim Centre and other places get the security that they desperately need. Islamophobic hate crimes do not only affect the victim; they have a ripple effect through communities as they reinforce established patterns of bias, prejudice and discrimination.”
“The human rights abuses are horrendous. Time and time again, my constituents ask me: how is this being allowed to happen? What is it about Palestinian people that means that, for this Government and the political establishment, there appears to be no limit to what can be done to them, no limit to how many can die and no care as to their rights? Why is it that when Palestinian children die in unprecedented numbers, there is so little outrage? Why is it that when Palestinian women are killed, it is barely even acknowledged? Why is it that Palestinians and those showing solidarity are told they cannot even express pain at their suffering? Why is it that the Palestinian flag seems to be the only national flag in the world that people are told is unacceptable?”
“My constituency has the highest number of signatories to two of the petitions being debated today, and the third highest number to the other. This came as no surprise to me, because I have been inundated: the situation in Gaza has been the topic of the greatest number of representations that I have ever received. Having grown up in the area, the anti-war and anti-imperialist values that are held very strongly in east London shaped me as a person long before I was elected to this House. I share the absolute horror at the disregard for Palestinian life that has been displayed across the political establishment. It is estimated that the Gaza death toll has increased by 40% since before the temporary humanitarian truce. The staggering level of civilian deaths that are happening as we speak is horrifying.”
“The constituency that I represent has a long and proud history of migration and anti-racism, whether that was our Jewish communities and allies opposing fascists at the battle of Cable Street in 1936 or our Bangladeshi communities leading the anti-fascist mobilisation in 1978 after the murder of Altab Ali. We are one of the most culturally diverse areas in the UK, and we are damned proud of it. We will always stand together, multiracial, of all faiths and none, against division and intolerance.”
“When she was murdered, the Prime Minister was right to describe the Iranian regime’s attacks on women protesting for their right to not wear the hijab as abhorrent, but the Government are silent about the outlawing of Muslim women’s right to wear the abaya in France. And where is the Government’s outrage at the fact that government offices across Europe can now ban employees from wearing religious symbols such as headscarves in the interests of so-called neutrality, after a court was asked to rule on the case of a Muslim employee in Belgium who was told that she could not wear a headscarf at work? I am concerned and alarmed by that, because it could exacerbate the marginalisation of Muslims at a time when Islamophobia is already on the rise.”
“They allow social media to perpetuate narratives of terrorism about Muslims, while failing to call out those who misrepresent and generalise about Muslims. More than that, they recklessly stoke the hate by peddling their so-called culture wars against the British people, pandering to a culture that tells people it is acceptable to discriminate against, to persecute and to abuse Muslims. Across Europe, the situation is alarming, with the threat of the far right on the rise, including the re-emergence of far-right parties and politicians such as Geert Wilders. Whether in India, France, China or Iran, I believe it should be up to women to choose what they wear. No state and no man should have the right to overrule that. This September marked a year since the murder of Mahsa Amini in Iran.”
“The socioeconomic discrimination and inequality that Muslims face makes us the most economically disadvantaged faith group in the UK. At the same time, Muslims face institutional discrimination. For some time it has been widely understood, including by the United Nations, that approaches to counter-terrorism are modelled on Islamophobic stereotypes, policies and political structures, but Government documents leaked in November 2023 revealed that officials had drawn up controversial proposals to broaden the definition of extremism even further, to include organisations such as the Muslim Council of Britain—yet this Government will not even recognise Islamophobia. When Muslims are the target of hate, the Government are silent.”
“In the UK, Tell MAMA has reported a 600% increase in attacks on Muslims, including attacks and hostility against individuals and mosques, with children targeted at school, death threats and physical attacks. Islamophobic hate crimes not only affect the victim but send reverberations through communities, as they reinforce established patterns of bias, prejudice and discrimination. Islam and Muslims have increasingly been seen as culturally dangerous and threatening to the British way of life. We are constantly scapegoated and misrepresented, and labelled both deviant and evil. Being called a supporter of terrorism or a terrorist, or being held responsible as a group for terrorism, is a common theme. The reality is that Islamophobia is widespread and relates to whole structures of discrimination.”
“I also receive threats online, via voicemail and email, and by letter. The situation is escalating, exacerbated by those trying to capitalise on current events by spreading their hate and division, and I now face a heightened and very serious risk to my safety. It is important to recognise that what I am experiencing as the first hijab-wearing MP reflects a growing current within society. The data shows that Muslims are the largest target of religiously motivated hate crimes. Following the 7 October Hamas attacks, which resulted in around 1,200 Israeli deaths, including those of civilians and children, and the subsequent Israeli military assault, which has killed more than 20,000 Palestinians, including civilians and children, hate crime against both Jews and Muslims has risen dramatically in Europe.”
