That has not happened, and the increase in benefits will not happen until April next year. Can the Chancellor tell the House what families are going to do when they are talking about heating or eating this winter?”
“This week I met the families and loved ones of prisoners held under the imprisonment for public protection sentence, The Government abolished these sentences in 2012, but not retrospectively. As of September 2022, 2,890 people are still serving an IPP. Seventy-four prisoners have committed suicide, including Donna Mooney’s brother Tommy Nicol, who committed suicide in September 2015. He described his sentence as psychological torture. Will the Leader of the House grant a debate in Government time to discuss this most important issue?”
“They must provide living costs for the survivors and widows of the disaster. Union Carbide must also take responsibility for cleaning the remaining hazardous waste, in line with international standards, and provide compensation for environmental health damages. That is the bare minimum that we should be demanding for the survivors of the tragedy, whose lives have been torn apart. Criminal negligence has destroyed their lives and those of their children, grandchildren and future generations. They have already waited nearly 40 years. We cannot allow justice to be denied any longer.”
“I will end by paying tribute to the International Campaign for Justice in Bhopal, and to everyone who has campaigned for a just response and settlement for the victims, and taken up their cause. Appropriate compensation—at a minimum of $8,000—must be made to each Bhopal survivor. Union Carbide must finally attend the criminal court case in Bhopal district that it has dodged for nearly a decade. The companies involved must hand over their findings and all studies on the effects of the methyl isocyanate, and the results of their investigations into the contamination of soil and groundwater in and around the Bhopal factory. The Indian national and state governments must provide free healthcare to survivors, and fund research into the long-term health damage caused by exposure to toxic gas and contaminated groundwater.”
“No one has been forced to help alleviate the ongoing environmental destruction, and the communities there are still forced to live in poisoned surroundings—forced to consume contaminated water, breathe poisoned air and live in areas still covered in toxic chemicals. No clean-up operation has ever been attempted. Of the nine Indian officials who were convicted in 2010 for their role, none has served any time behind bars. No one from Union Carbide has ever been jailed for the gross negligence that led to the gas explosion, and the company has repeatedly refused to face justice and answer its court summonses. We all know that justice delayed is justice denied.”
“Even now, decades later, the mortality rate for gas-exposed victims is still 28% higher than average. Victims of the gas are twice as likely to die from cancers, lung disease and TB; three times more likely to die from kidney diseases; and more than 60% more likely to have serious illnesses. Rates of infertility, stillbirths, abortions, early menopause, and fertility have been disastrous, with immense social repercussions. Those long-term health impacts are devastating, yet the meagre compensation paid out to victims after years of campaigning, amounts to little more than three and a half years of healthcare bills. Not one single arrest has been made.”
“Although the chemical explosion happened in 1984, nearly four decades ago, this living, breathing crisis is still creating new victims. It has created untold suffering for those who suffered the immediate impact, their children and their grandchildren, with the impact on future generations casting a dark shadow over the community. Rates of cerebral palsy, muscular dystrophy, autism and severe learning difficulties have exploded, and the situation is getting worse, not better. Hundreds of thousands are still suffering in pain, through cancer, stillbirths, miscarriages, lung and heart disease, and the slow and painful deaths of the families and communities, with no respite, support, compensation or justice. The poison is still pumping through the veins of the survivors and their children.”
“Friend has already mentioned but, suffice it to say, all this should not have happened: the deaths of thousands of people from immediate exposure to the chemical gas from the Union Carbide factory; the tens of thousands who lost their lives in indescribable circumstances since; and the hundreds of thousands suffering to this day with debilitating and deadly illnesses and diseases. Those responsible must be brought to justice. This is a case of criminal corporate negligence, aided in the evasion of scrutiny and justice by Governments that protect profits and power over the people they are supposed to serve. The strength and bravery of campaigners in the pursuit of justice against the odds have been incredible. They should have the support and solidarity of every Member who stands for truth, justice and accountability.”
“It is a pleasure to serve under your chairship, Ms McVey. I start by thanking my hon. Friend the Member for Stockport (Navendu Mishra) for securing this important debate, and by putting on record thanks to my union, Unison, for all its work to support the International Campaign for Justice in Bhopal and the victims and survivors of that devastating incident. That tragedy—the world’s greatest industrial disaster—exposed half a million people to toxic gas, with around 25,000 deaths to date as a result of that exposure. I also commend Rajkumar Keswani, who tried tirelessly to highlight the site’s health and safety dangers well before the tragedy took place. I do not want to reiterate what my hon.”

Does the Minister agree that it is time for us to follow in the footsteps of the Belgian Supreme Court by revisiting our designation of the PKK as a terrorist organisation? Does he also agree that not doing so gives cover to Turkey’s human rights abuses against Kurds living both within and beyond its borders?”

“I and my constituents know only too well that the Avanti West Coast line is the worst performing on the rail network, although the workers do a great job and should be commended. My great city of Liverpool will be hosting the Eurovision song contest in my Liverpool, Riverside constituency next year. We need an efficient and effective service to get people to the city and support the local economy. Does the Minister agree that, instead of rewarding failure, it is time to terminate the contract and bring the service back in house?”

“This is a Government operating without a mandate. We have had three Prime Ministers in less than two months and no general election. The new Prime Minister was appointed only a few hours ago, having been crowned with the support of fewer than 200 MPs and without a single ballot cast. This Government now want us to entrust them with sweeping powers to rewrite thousands of vital workplace protections. Let us not forget that it was the Tories who brought in the most draconian trade union legislation across Europe. This Government have been a disaster for workers, with a long history of opposing rights and standards at work, as we have seen from fire and rehire to the explosion of in-work poverty, precarious work and zero-hours contracts. They are currently undertaking a bonfire of basic rights, from the Public Order Bill to this Bill.”
“Hidden in this Bill are sunset clauses: provisions to create a countdown for the expiry of vital workplace protections by December next year. That means that by the time the festive season comes around next year, holiday pay could be off the table.”

With all that in mind, how could this Bill be anything other than an unmitigated disaster? Equal pay, maternity and paternity rights, the 48-hour working week, minimum rest periods and holiday pay, to name but a few, are all on the table to be put on the scrapheap—and that’s not even the half of it. Can the Minister tell us where in the 2019 Conservative party manifesto it says that the Government intend to scrap all that? People in this country did not vote for this. Work will become more dangerous and yet more insecure. This Bill is being driven forward by a small number of ideologues who are hellbent on discarding basic rights and protections, driving a reckless race to the bottom for workers.”

“The data that I have is very different. The cost of living crisis is expected to get worse in the coming months, there was an 11% increase in homelessness between 2021 and 2022, and the number of evictions peaked at nearly 5,000 between April and June this year, up nearly 30% on the previous quarter. What commitments will the Minister give today to ensure that hundreds of thousands of people do not risk losing their homes this winter?”
“T7. In Liverpool, 12% of all homelessness applications are a result of domestic abuse. Our self-contained apartments for women and children are constantly at capacity, and plans to double their number are expected to barely touch the sides. What measures will the Minister take to protect survivors of domestic abuse from becoming homeless?”
“The Secretary of State for Health and Social Care has committed to maintaining the same levels of funding on health and social care despite today’s cancellation of the levy. However, the Prime Minister and the Chancellor are crowing about this reversal to national insurance contributions as a key victory in their tax-cutting agenda, which will see £43 billion slashed from public services. Will the Minister confirm whether the Government will commit to spending the same planned £12.4 billion a year over the next three years that would have been raised by this levy? A simple yes or no answer would be great, thank you.”
“It is as simple as that. We are about to face a second round of Tory austerity, with £43 billion to be slashed from public services that have already been decimated during 12 years of Tory Government. Instead of more cuts, we need a serious injection of cash into adult social care and a plan to bring those services back in-house to end the rampant profiteering of companies backed by private equity funds, which sucks public money out of the system and out of services and straight into tax havens in the Cayman Islands to be hoarded by the super-rich. Decent pay, terms and conditions for undervalued employees must take centre stage of any serious plans to tackle the deep-rooted structural issues in the social care sector along with a long-term workforce strategy and improved quality and standards of care.”
“We know that adult social care provision will suffer. Liverpool has lost £465 million of our budget since the start of austerity, which is more than two thirds of our overall budget since 2010. Liverpool, like other cities, has a growing elderly population with increasing complex needs, including dementia. We urgently need a big injection of funding to councils’ care budgets alongside a social care workforce strategy to meet rising demands. We are facing unprecedented staff shortages in the health and social care sectors, with more than 165,000 vacancies and a massive staff turnover of 30% a year. In Liverpool, 15% of our social care workers are employed on zero-hours contracts and we have a vacancy rate of over 10%. Without action, the consequences will be devastating. We must be absolutely clear: a shortage of staff costs lives.”
“Twelve years of Tory austerity have already seen £8 billion taken out of the social care system. Now we are facing a winter of hardship driven by the rampant cost of living crisis. Instead of bringing forward measures that will help the poorest and those most in need, the Government are prioritising tax cuts for the rich and public service cuts for the rest of us. They have removed the triple-lock protections on pensions and are refusing to commit to raising benefits in line with inflation. They have made disastrous economic decisions that have crashed the economy and made the cost of living crisis one of the worst among comparable countries. Local governments are being forced to make further crippling cuts, as well as find extra money for energy costs and inflation to maintain their public services.”
“I welcome this decision to repeal the regressive hikes to national insurance, which would have seen those least able to pay with the heaviest proportional tax burden to tackle the crisis in social care. This is the right thing to do, but it should never have happened in the first place. Tax rises on the poorest, especially during a cost of living crisis, are cruel and unnecessary. We now need urgent reassurances from the Minister that new funding for adult social care will come from progressive taxation and the pockets of those who can most afford it. We must be clear that a U-turn is not a plan; it is the absence of one. We still have no answers from the Government about how they plan to tackle the crisis in adult social care or where the funding will come from, other than to wait until 31 October for the medium-term fiscal plan.”
“This is not a growth plan for the constituents in my constituency, or for the 4 million children living in poverty. The No Child Left Behind campaign is calling urgently on this Government to tackle child poverty. Will the Chancellor commit to finding funding to roll out free universal school meals immediately and to tackle childhood poverty?”
“The Secretary of State has mentioned that there will be support for the voluntary and charitable sectors. In my constituency we have a number of food banks and food pantries that are struggling to keep their doors open as they provide essential services for people forced into poverty. Can the Secretary of State tell us what level of support beyond the six months will be available to that very important sector?”
“Today, the National Education Union and the Daily Mirror have relaunched their “No child left behind” campaign, which calls for urgent action on child poverty. Will the Leader of the House call on the Secretary of State for Education to roll out free universal school meals to at least all children in primary schools, to prevent children from going hungry?”
“School pupils have already suffered setbacks during the pandemic, with inequalities in educational attainment widening, particularly between the north and the south. In my constituency of Liverpool, Riverside, 11 children in every class of 30 were already living in poverty before the current cost of living crisis. Classroom hunger drives the education attainment gap between children from disadvantaged backgrounds and their peers, leaving poorer children over 18 months behind their better-off peers by the time they leave secondary school. A-level and GCSE results this year showed regional and national disparities. The attainment gap between the richest and the poorest pupils is more pronounced than ever. Even before the current cost of living crisis, Government policies failed to level up and instead fuelled spiralling inequalities.”
“Instead of a real living wage and a welfare system that supports people out of poverty, we have a crisis of insecure work and poverty pay, and a welfare system that drives people into destitution. Make no bones about it, we are facing an unprecedented humanitarian crisis. Inflation and interest rates are going up, while the pound is plunging and a record rise in food prices is pushing millions more into food insecurity. As pupils head back to school this week, nearly a quarter will be eligible for free school meals. That number has risen by nearly 50% since 2019 and is rising every single day. It is a clear indication of the explosion in child poverty that this Government have contributed to during the last 12 years of austerity. We have seen attacks on the welfare system and under-resourcing of the public sector.”
“When I applied for this debate before the summer recess, I had intended to focus on how the benefits of investing in universal free school meals would help to reverse the long-standing and ever-deepening inequalities in health and educational attainment between poorer pupils and their more affluent peers. But the economic landscape has worsened significantly. Everything is going up except incomes for the worst-off. The cost of living crisis is set to plunge two thirds of the country into fuel poverty and three quarters of a million children into poverty. The call for universal free school meals has now become much more urgent. If the new Prime Minister is to prevent children from freezing and starving this winter, rolling out universal free school meals must be a key cornerstone of any emergency support plan.”

This is a very urgent and timely call to action for the new Prime Minister, calling for the roll-out of universal free school meals. I believe no issue is more important than making sure that no child goes hungry. I congratulate the Minister on her new position and the new Education Secretary—the fifth we have had this year. I hope the Minister is serious about tackling the very real poverty crisis that has exploded over the past 12 years of Tory rule. We know it is likely to get worse over the coming months, which will be the hardest winter for thousands of children growing up in poverty.”
“Nearly three quarters said that their students were unable to complete homework and more than half said that their students had experienced hunger or ill health. Millions of children are going hungry every single day. The current restrictive eligibility, complicated registration procedures and the stigma built into a system that separates rich and poor mean that children are already missing out on existing support.”
“I do agree; children cannot learn on empty bellies. It is scandalous that, even at this young age, the futures of the most of them have already been decided. Their life expectancy, job opportunities, salary, housing and so much more have already been predetermined by their background—by situations that are outside their control. The National Education Union’s campaign, “No Child Left Behind”, clearly identified child poverty as the biggest scandal of our time, with 4 million already living in poverty and a further three quarters of a million projected to be plunged into poverty in the coming months. In a recent NEU survey, over eight in 10 teachers said that their students demonstrate fatigue and an inability to concentrate as a result of poverty.”
“Their bright futures should be our priority. We cannot lose sight of the human impact of not feeding our children, or of choosing an arbitrary threshold to decide who deserves to go hungry and who deserves to be fed. Universality provides far greater opportunities to improve educational attainment across the board and to reverse the ever-growing inequalities. Investing in our children now will be better for everyone in the long term. Prevention is better than cure. Doing nothing now will reduce the productivity of the future workforce. It will put greater pressures on the NHS. It risks a generation suffering from poor mental health and poor physical health, and being trapped in a never-ending cycle of poverty.”
“It improves attendance, which is also a key aim of this Government’s Schools Bill. It increases the amount of fruit and vegetables and reduces the amount of sugar and salt consumed by pupils at lunch time. Crucially, it also reduces the stigma that many children who receive free school meals feel when they are singled out from their peers. Often, stigma and mental health are overlooked in Government policy discussions—poorer children are expected to put up and shut up, and be grateful for their handouts—but the reality is incredibly damaging. It can cause long-term trauma and problems, and makes the means-tested policy far less effective. Yes, universal free school meals will cost. Yes, they should be understood as an investment in our future. However, these are children, and everything we do should allow them to flourish and thrive.”
“Southwark pioneered that flagship initiative a decade ago in response to the so-called once-in-a-lifetime economic crisis. The results speak for themselves. Pupils made four to eight weeks’ more progress than expected. The schools have seen a massive improvement in attainment over the last 10 years and have gone from being fourth bottom to more than 90% being rated good or outstanding by Ofsted. Nearly a quarter more children were eating vegetables at lunch time, and there was an 18% reduction in children consuming crisps and soft drinks. Hammersmith and Fulham has seen a 60% increase in secondary school children on free school meals since 2018, and it is now piloting universal free school meals for secondary pupils. Universal provision contributes to family food security. It improves pupils’ concentration and behaviour.”
“Nearly 70% of food bank providers say, however, that they may need to turn people away or shrink the size of emergency rations due to a completely unsustainable surge in demand that will prevent them from feeding the hungriest families this winter. The Government-commissioned national food strategy, authored by Henry Dimbleby, calls for the extension of free school meals for all under-16-year-olds in households earning under £20,000, to help to tackle the nutritional gap between rich and poor in this country. Children in the most disadvantaged areas are now being diagnosed with Victorian diseases such as rickets, scurvy and scarlet fever—and that was even before the cost of living crisis. Four councils have rolled out universal free school meals for all primary school children.”
“Crucially, children are denied a meal if they are more than two weeks in arrears. On the steps of Downing Street on Tuesday, the new Prime Minister said that “we have what it takes to tackle those challenges” and that we can “ride out the storm”, but the energy price guarantee announced this afternoon will not support families already in crisis. They will be paying far more, not less. A recent report from the Food Foundation revealed that about 2.6 million children live in households that missed meals or struggled to access healthy food. Levels of insecurity in households with children have risen by more than 40% since the start of this year alone. We are one of the richest countries in the world, yet so many low-paid workers, including public sector workers, rely on food banks.”
“They spoke about the long-term impact on their mental health, on their relationship with food, and on their responses to the current pressures of the cost of living crisis, and about the trauma response that growing up with such pressures has instilled in them. One said that having free school meals was like having a badge pinned to their blazer that read “Poor.” That stigma often worsens in secondary school and can be incredibly alienating for children struggling to fit in and thrive. Data from the Child Poverty Action Group has shown that 800,000 children currently living in poverty are not eligible for free school meals, and miss out on holiday support and other benefits. That number is increasing every day, with many families falling into debt with school lunches.”
“I thank my hon. Friend for the intervention and will come on to the point about stigma later. More than 200,000 children are eligible for free school meals but are currently missing out. At my free school meals event with the National Education Union on Tuesday in Parliament, which received cross-party support, we heard some heartbreaking testimonies from youth ambassadors for the End Child Poverty coalition. Liv, Emilia and Naomi, who have lived experiences of food poverty, spoke passionately about their personal experiences of being singled out in front of their friends and watching their parents skip meals to ensure that they were fed.”
“I thank my good friend for her contribution, and I definitely will be promoting food security during holiday periods. It is not just about children having a hot nutritious meal; in reality, it means so much more. It sets the foundations for improved behaviour and improved attainment. It means better health, better jobs, higher salaries and higher life expectancy—in short, the chance to break the vicious cycle of poverty. UK food prices have hit the highest levels since 2008. Children are going hungry right now. They simply cannot afford to wait for this Government while they are dragging their feet. The last time the Tories tried to resist helping hungry children, there was public outrage—”
“Yes, rightly so, and the campaign fronted by Marcus Rashford forced a U-turn within a matter of weeks. I hope the Minister can confirm that her Government will learn from past mistakes and act immediately to prevent unnecessary and unimaginable suffering for millions of children and their families. We will not allow this Government to continue to bury their head in the sand. On the steps of Downing Street this week, the outgoing Prime Minister claimed that the Tory party is a compassionate party. If that is truly the case, the new Prime Minister and the Education Secretary should take urgent steps to roll out universal free school meals as a priority.”

She makes the point about work being the route out of poverty, but as I pointed out in my speech there are vast numbers of parents who are working and are ineligible to apply for free school meals. Work is not the route out of poverty, and some work needs to be done on that.”
“Again, the money being made available will not target the most vulnerable, because we know there are thousands still in crisis who are likely to pay an extra £500 on top of what they were already going to pay. We know that the most disadvantaged who have payment meters often have to pay more than those who have direct debits. How will the Government address those major, urgent issues for the vulnerable at this time?”
