I also welcome the small business protections Bill. Late payments and non-payments continue to damage firms of all types and sizes across the country, including in Buckingham and Bletchley, particularly those operating within tight margins. The stronger protections in the Bill for smaller companies will help local firms across my constituency. I will not be as effusive about the European partnership Bill as some other Members who have spoken, but I believe it is in the national interest to take the required measures to reduce unnecessary friction for exporters and businesses trading with our European neighbours, regardless of whether they are farmers or other high-growth companies.”
“I congratulate the Chief Secretary to the Treasury, my hon. and learned Friend the Member for Northampton North (Lucy Rigby), for all the work she did to lay the foundations of that Bill. Financial services are one of Britain’s great strengths, providing the investment that drives growth across all sectors of our economy. That is particularly relevant to Milton Keynes, as it is home to a growing suite of financial and professional services firms such as Santander and Allica Bank, both of which employ people in my constituency. A globally competitive financial services sector is imperative in enabling high-growth companies in my constituency to access the capital that they need to innovate and create jobs. However, we also need to mobilise more British capital towards British assets, particularly high-growth companies.”

Those businesses are asking not for special favours but for the right conditions to grow: access to capital and talent, fair regulations, and lower barriers to trade. That is why I welcome a number of the measures in the King’s Speech. The regulating for growth Bill is particularly welcome because over the last 25 years Britain has become a country, as Members across the House have mentioned, where the regulation system is too slow, too fragmented, and poorly suited to confront the pace of modern technological change. Other Members have also mentioned the enhancing financial services Bill and the wider Leeds reforms that will come with it.”

Can the Secretary of State update the House on what discussions the Government are having with rail partners to resolve the outstanding issues, and on when my constituents will get a clear timetable for when they can use that vital rail link?”

Can he tell us a bit more about how he will hold the new executive and non-executive teams to account, to ensure that lessons are learned and there are no more systems failures in the future? I recently visited the Gawcott Fields Community Solar project, which is a local solar farm that uses the income from the clean energy it produces to invest in energy saving and environmental projects, and it is anticipated that it will invest £2.8 million over 25 years. Can the Minister update the House on how the Government will use the local power plan to ensure that even more of my communities—particularly rural and low-income ones—can take control of their own energy?”
“I was pleased to welcome my right hon. Friend to Adstockfields, a great small family farm in the Buckingham and Bletchley constituency, for a rural summit. As she knows, the SFI came up frequently. Can she set out for the House the steps that she has taken to ensure that farmers with SFI 2023 and countryside stewardship mid-tier agreements that are expiring this year can move on to SFI 2026 agreements, without losing any support?”

“I have a constituent who is awaiting a root canal and crown treatment to save her tooth. She has been quoted £400 for NHS treatment with a 60% chance of success, and £1,300 for private healthcare with a 90% success rate. Hopefully the Minister agrees that this mismatch risks undermining confidence in NHS dentistry. What steps is he taking to reform the NHS dental contract, so that constituents like mine can receive timely and high-quality care that is within financial reach?”
“Earlier this month, the House of Lords Financial Services Regulation Committee published a report on private markets, highlighting the potential risks to economic stability, and the Bank of England has also undertaken a stress test of the ecosystem. What actions is the Minister considering taking with regulators to strengthen transparency and oversight of private markets, so that we can mitigate any systemic risks?”
“My right hon. Friend will know that the UK and EU financial systems are closely linked by cross-border capital flows that support jobs on both sides of the channel. Regulatory co-operation is beneficial for financial stability, but our ability to diverge from some of those regulations can also support our competitiveness. Will the Minister set out a bit more about how he is working with the Treasury to ensure that the UK’s engagement with the EU on financial issues balances our strategic sovereignty and autonomy with our economic prosperity?”

I particularly welcome the new requirements placed on private landlords, which will be a huge boost to tenants in the Buckingham and Bletchley constituency. My question concerns rural communities, which often face high energy costs and other practical barriers, such as the limited availability of those who install things like heat pumps. Can he set out in a bit more detail how his Department will work with relevant local authorities and suppliers to ensure that rural communities, such as those in north Buckinghamshire, are not left behind?”
“I thank the Foreign Secretary for her statement yesterday. I welcome the renewed recognition of the Arctic’s strategic importance to Europe’s collective security, and of the need for NATO to develop a more credible deterrence posture. Will she provide a further update to the House on how the Government are using their diplomatic influence in NATO to drive a more coherent, long-term strategy for Arctic security, rather than relying on individual national responses?”
“Thirdly, it would create the proper gateway that Bletchley deserves: a modern, welcoming arrival point, especially for those visiting Bletchley Park and the National Museum of Computing, which is just a few moments away and acknowledges Bletchley’s pride in its past, while reflecting its renewed ambition for the future.”
“It would make the town work better for residents and commuters alike by shortening walking distances, improving accessibility and encouraging greater use of public transport. Secondly, it would enable Bletchley to unlock early stage investment in our town centre, particularly in the Brunel Centre, but also in the old fire station site and other pieces of residential and industrial land located near the station, that otherwise may stall, as well as other forms of private and public investment that are key to Bletchley’s future.”
“Reaching the town centre requires them to navigate an indirect, unwelcoming route, through an underpass, across a roundabout—we are in Milton Keynes—and along narrow walkways. It is cumbersome, inaccessible for many, particularly those with disabilities, and simply unfit for a growing transportation hub of national significance. What should be a gateway instead acts as a barrier. That is why an eastern entrance is so important. This is not just a cosmetic change; it is a practical shift rooted in connectivity, regeneration and identity. A new eastern entrance facing the town would deliver, I believe, three clear benefits. First, it would reconnect the station with the town centre, linking directly to the high street and our bus station, increasing footfall and supporting local businesses.”
“Indeed, some have already seen that potential—Starship Technologies, Envisics, Carnot Engines and Pulsar Fusion are just four of the high-growth innovative firms that call Bletchley home. I want our town to be home to much more than that, which is why I launched our Bletchley investment taskforce last April to begin the process of attracting new investment, new businesses, and new jobs and apprenticeships from which local people can benefit. Yet to unlock that potential in full, we must start with how people arrive in our town. The current station at Bletchley literally turns its back on the town’s centre. Passengers exit to the west, into a car park, with no sightline to Queensway or the town centre.”
“That is not because of a lack of ambition or resilience. Walk through any Bletchley neighbourhood—be it the Lakes estate, Newton Leys, Eaton Leys, Fenny Stratford or the Links estate—and you will find that our town is home to strong and hard-working communities. For too long, however, too many high quality and skilled jobs have clustered elsewhere. That is not to diminish the importance of Bletchley’s core economic sectors, from logistics to retail and manufacturing, which employ many local residents and play a vital role in keeping our town and city running; rather, it is to recognise that they represent only part of Bletchley’s potential. In technology, artificial intelligence and space-related industries, Bletchley has the potential to align directly with this Government’s industrial strategy and growth mission.”
“The Minister and his officials have taken the time to listen to us carefully, examine the evidence and understand the significance of this project, not just for Bletchley, but for Milton Keynes more widely. I know that the Department shares the belief that transport investment must go hand in hand with the revitalisation of our communities. Bletchley is an incredibly proud town. From the wartime codebreakers at Bletchley Park to its foundational role in building the new town—now the modern city—of Milton Keynes, it has played an extraordinary and pivotal part in our national story. Yet while Milton Keynes has become one of the UK’s most dynamic economies, Bletchley has not always shared fully in that success. As the city has expanded northwards, the town to its south, which helped to build it, has too often been left behind.”
“Good things come to those who wait, Madam Deputy Speaker. Despite the late hour, I am grateful for the opportunity to champion an issue of strategic importance to Bletchley—namely, the case for a new eastern entrance to our railway station to create a direct and welcoming connection to our town centre, for which local people have waited far too long. This is about more than bricks and mortar. We need to strengthen our transport infrastructure and give Bletchley a modern shop window through which we can welcome visitors, businesses, investors and, ultimately, opportunities from across the UK and beyond. I thank the Minister, my right hon. Friend the Secretary of State for Transport and Lord Hendy—the Rail Minister in the other place, whom I met this afternoon—for their constructive engagement on this matter over the past six months.”
“My hon. Friend is absolutely right: the Oxford-Cambridge growth corridor is a critical part of the Government’s growth mission, and key to the UK’s long-term economic competitiveness. I know he will agree that if we are to realise the full potential of that growth corridor, we have genuinely to invest and promote the core and centre that is the engine of the Oxford-Cambridge corridor. That is not just Bletchley and Milton Keynes, but Northampton too. The case for the eastern entrance is backed by evidence, and I place on record my thanks to the East West Rail team who have completed an incredibly thorough and professional strategic outline business case. It demonstrates high value for money, improved passenger experience, unlocked development potential and support for wider place-based investment, which I referred to a few moments ago.”
“The business case prepared by East West Rail confirms that it would cut the distance for visitors and commuters between the station and the high street by more than 600 metres, making a meaningful difference for thousands of daily passengers and easing pressure on existing station infrastructure. The time to act is now. Passenger numbers are set to rise incredibly sharply with the arrival of East West Rail, which will place Bletchley and Milton Keynes at the intersection of the Oxford-Cambridge line and the west coast main line. If we add the proposed and very exciting Universal Studios theme park development, the future demand is clear.”
“My hon. Friend is absolutely right. I know that she served for many years with distinction as a councillor and an elected representative for Bletchley on Milton Keynes city council, and she also served as deputy leader of the city council. She and I, and our hon. Friend the Member for Milton Keynes North (Chris Curtis), have been uncovering broken promise after broken promise in every corner of our city. This is just one example; the three of us have also fought for funding for a new hospital in Milton Keynes, again demonstrating the neglect of our city by the last Conservative Government and our predecessors.”

“This is a once-in-a-generation opportunity, and if we seize it, Bletchley will become a true gateway—not just for the town itself, but for the whole city of Milton Keynes. I urge the Minister to work with me, our community, and our local political and civic leaders to secure the public investment needed to take this project forward. I would be most grateful for his help in brokering discussions with those across Government and the relevant agencies and boards who will take the final financial decisions, so that we can move this project to its next stage together. A modest commitment now will deliver benefits for decades. Bletchley is ready, our people are ready, and our plans are ready and in place.”
“Friend the Member for Milton Keynes Central (Emily Darlington), who was serving at the time—real progress is already under way. From public realm improvements and business support to upgrades to routes on Saxon Street, we are already transforming the area and building the momentum we need. Put simply, the eastern entrance is the missing piece that will unlock a revitalised town centre, new homes, better roads and improved public spaces. I have already thanked the team at East West Rail, but I want to place on record my thanks to the city council, to the whole town deal board, and to serving and former councillors, as well as council officers, for all the work that they have done over the past few years to help us to build a credible, ambitious plan, which now has comprehensive and unanimous local backing. The case is clear.”
“My hon. Friend is an extremely diligent and dogged campaigner both inside and outside Parliament, and he is absolutely right. Towns such as Newcastle-under-Lyme and Bletchley benefit from being located near to significant cities such as Stoke-on-Trent and Milton Keynes. It is also really important that they are connected to us, so that we can unlock the full economic opportunities and connections to which he refers. A new eastern entrance at Bletchley station is also critical to unlocking the wider economic regeneration ambitions for Bletchley and Milton Keynes more broadly. Through the Bletchley and Fenny Stratford town deal, which was secured by our Labour-run Milton Keynes city council with the support of local councillors—including my hon.”

“I am pleased that this Bill strengthens the UK’s ability to compete globally, to support its entrepreneurs and to make sure that the UK is the best possible place to scale a company. I will close my remarks by mentioning what I hope will be given consideration in a finance Bill in future parliamentary Sessions: the Government may wish to dedicate themselves to pro-growth and pro-enterprise tax reform. The previous Government, and indeed many Governments of different political orientations, have increased the length of the tax code, increased the number of cliff edges, complicated the tax base and, frankly, fundamentally failed to close or tackle various loopholes.”
“The reforms will enable earlier capital raising and faster, more efficient scaling, and make it far more likely that more companies will become national champions and companies of global consequence that are anchored here in the UK. The final clause that I particularly welcome is clause 82, on the new UK listing relief, which removes the 0.5% stamp duty reserve tax on transfers for newly listed companies. This measure has been called for by UK financial services, and also by a wide range of sectors that are included in the industrial strategy, for a significant period of time. I believe that the clause will boost liquidity, incentivise more investors of all types—be they institutional or retail—to buy British, and entice more domestic companies to follow in the footsteps of Magnum, Shawbrook and the Beauty Tech Group by listing in London.”
“I also welcome clauses 14 and 15, which follow the logic that I just set out with regard to the enterprise investment scheme and venture capital trusts. I particularly welcome the raising of the company investment limits and the lifetime caps, which will ensure that more early-stage companies can scale here in the UK, not overseas. Similarly, raising the respective gross assets limits before and after share deals sensibly reflects modern growth realities. I believe that these reforms will support life sciences, green technology and advanced manufacturing, all of which are sectors identified in the Government’s industrial strategy, which they published earlier this year.”
“I have read many commendations from the Startup Coalition and the ScaleUp Institute, which have backed many of the measures that I will cover in my remarks. Clauses 13 to 16 and clause 82 back ambition, encourage investment and reward those who want to take risks. Expanding the enterprise management incentives—by raising the employee limit to 500, the gross assets limit to £120 million and the holding period to 15 years—ensures that more high-growth, innovative companies can attract and retain the world-class domestic and global talent that they need. For many, joining a fast-growing company is a leap of faith, and when that risk pays off, the people who create the success should share in the reward.”
“This pro-investment and pro-reform approach lays the foundation not only for our long-term economic growth across the UK, but for our long-term global competitiveness. This country is a great place to start a business, despite what Opposition Members have said, but scaling a business has been too difficult for too long for too many entrepreneurs, and too many firms are acquired early by private capital—often from abroad—and therefore fail to scale globally. There are a number of fantastic, innovative and high-growth companies in the Buckingham and Bletchley constituency—be it Pulsar, Envisics or Carnot Engines—and I want all of them to realise their full potential in my constituency, not overseas. I believe that this Bill goes some way towards enabling that, and it is not just those companies that it will help.”
“I am pleased to contribute to this debate, and I congratulate my hon. Friend the Exchequer Secretary on bringing forward his first finance Bill. I hope it is the first of many. Given the limited time that I have, I will focus my remarks on the Government’s central mission: economic growth. The Government have rightly placed investment and reform at the heart of their strategy, and they are removing the barriers to economic growth that for too long have held back this country and the towns, villages and city that make up the Buckingham and Bletchley constituency—be it through major planning reforms, cutting regulatory costs, investing in skills and apprenticeships, or undertaking fundamental pensions reform to free up more risk capital.”
“Deterrence depends not only on military strength but on our economic resilience, from energy security to protecting our critical infrastructure and vital industries. Will the Minister provide more information on what conversations he has been having with our partners and NATO allies in Europe, to align our economic security measures with our broader defence strategy on our continent?”

We see an opportunity to go even further by bringing in socially minded investors to back local growth. What further steps is the Chief Secretary to the Prime Minister taking through the Office for the Impact Economy to connect social investors with our town so that we can realise our full potential?”
“I echo the comments made by my hon. Friend the Member for Milton Keynes North about the importance of coherent, strategic and joined-up leadership across the Oxford-Cambridge growth corridor. I know that hon. Members from across the Bedford, Luton and Milton Keynes region would value more conversations about that.”
“I intend to use the Bletchley investment taskforce that I set up in the spring to catalyse more investment, businesses, jobs and apprenticeships in our town, so that we can realise the full promise of the Oxford-Cambridge growth corridor. I have little time remaining, but as the only Buckinghamshire MP able to participate in the debate, I want to shed light on Silverstone’s contribution to the east-west corridor, as articulated by my hon. Friend the Member for Cambridge. My constituency is home to a high-performance technology cluster in Silverstone Park, which already has 60 advanced companies, including Mercedes, Aston Martin and Andretti. If we can get the proposed Silverstone incubator village over the line, we can further demonstrate the region’s expertise in net zero propulsion, aerodynamics, meteorology and lightweight materials.”
“I have drawn the short straw here. I congratulate my hon. Friend the Member for Cambridge (Daniel Zeichner) on securing this debate. I felt compelled to join the debate this afternoon because I wanted to underscore the point, which has been made by others, that if we want to make the Oxford-Cambridge growth corridor a success, we cannot ignore the roles of the towns and cities that lie between them. My hon. Friend the Member for Milton Keynes North (Chris Curtis) articulately explained the vitality of the MK economy. All I will add to what he said is that I am particularly proud that Pulsar, Envisics and Starship Technologies call Bletchley home. I particularly welcome East West Rail, as Bletchley and Winslow will host East West Rail stations. I cannot wait for passenger services to start, hopefully as soon as possible.”
“I was pleased to see that the forthcoming curriculum reforms acknowledge the importance of financial capability for young people, but there is the immediate challenge of the scant financial education that exists now, which must be addressed. Can the Minister update the House on how the Department is working with civil society and the financial sector to ensure that young people are getting quality financial education now?”
