“I have also seen—I would not recommend that anyone looks them up—videos taken from TikTok showing predominantly young men, sometimes being encouraged by older men, using catapults to kill wildlife, birds, rabbits and squirrels. The videos are then posted on social media. There is clearly a disturbing trend of growing cruelty towards defenceless wildlife, and sometimes there is a link to social media. As other Members have said, make no mistake that people are at risk too. King’s College hospital maxillofacial surgeon, Jonas Osher, said that he has recently treated serious injuries to patients inflicted by catapults.”
“Early this year, I received worried emails and Facebook posts from people living around St Clements Lakes in Greenhithe reporting numerous incidents of catapult use to hurt or kill birds at the lake. In March, I undertook a walkabout around the area with local police, who told me that they knew where this was taking place but felt they lacked the necessary powers to tackle it properly. The situation escalated further, with a disturbing incident in which a woman and her young children were threatened with catapults after challenging a group of teenagers targeting wildlife at the lakes—there was widespread local media coverage of the incident.”

I congratulate the hon. and gallant Member for Spelthorne (Lincoln Jopp) on securing this very important debate, on his eloquent speech setting out the dimensions of the problem, and on his incredible detective work to out the mystery participants in the Home Office meeting of a month ago—well done on that. However, to be serious, shocking incidents involving catapults, of the sort that he outlined and we have all seen, have been on the rise in my constituency. Just over a year ago, I began to receive reports of catapults being used at Darenth Village Park, with both wildlife and property targeted, which I passed on to the police.”

I believe she is absolutely right to welcome the men’s health strategy, which was published yesterday; it is a fantastic document and road map for us. Does my hon. Friend agree—especially given that her boys are still growing up and in early manhood—that young men are particularly prey to the problems of gambling, particularly online gambling and rapid turnover gambling, and that it is really welcome that the men’s health strategy contains proposals to tackle the real problem of men and gambling from the grassroots upwards?”

In my constituency, the wonderful Mervyn Dunkley, Jane Hua and their team run brilliant weekly Parkinson’s move and shout classes at the Fairfield leisure centre in Dartford for people living with Parkinson’s disease. Does she agree that every community deserve a Mervyn and Jane and a roll-out of such classes? They are of huge benefit to people suffering from Parkinson’s across the country, and more people could benefit.”

In a past life, as a cabinet member for health in a local authority, I was active in promoting a voucher scheme run by the Alexandra Rose charity and the Beacon Project, which offered families in need vouchers they could redeem for fresh fruit and veg at the local market. Does my hon. Friend agree that targeted schemes such as that could make a real impact in increasing access to fresh fruit and veg for families who need it?”
“I warmly welcome the news today from the Office of Rail and Road that competition can start on international rail lines to the continent, and I thank the Government for their strong support for that. Does the Leader of the House agree that it is vital that the new operator, Virgin, commits to restoring rail services to Kent and to trains stopping at Ebbsfleet and Ashford stations? Will he commit to having a debate on this matter?”
“Finally, perhaps the Minister might could remind house builders that their choices of managing agents for new developments will cause them long-term reputational damage if they continue to select companies that simply are not up to the job. Let us get this right on behalf of freeholders and leaseholders across the country.”
“They are paying for the local authority to maintain roads and parks in other parts of the area, but not those on the estate on which they live. I warmly welcomed the Minister’s response in that debate, in which he confirmed that it remained a commitment to end the injustice of so-called fleecehold estates, and I hope we can have an update on that at the end of this debate. I am grateful to have been among more than 100 Government Members who have, since November 2024, banded together to hold to account managing agents, including FirstPort and RMG. We will not let managing agents off the hook for the extremely poor service that they deliver to our residents. We need a road map from the Government on how unadopted roads and estates will be taken on by the local authority.”
“Another incredibly frustrating issue for residents, which the Minister might be able to pick up directly with developers, is lack of transparency for buyers regarding the service charges they should expect to pay. One constituent ended up £4,000 in debt, as he was being charged for the maintenance of the estate around his house—on which construction had not even been completed. Much of the area around new build estates in my constituency remains unadopted by the local authority, an issue that we discussed earlier this year in a Westminster Hall debate secured by my hon. Friend the Member for Hitchin (Alistair Strathern). There is a huge sense of unease and unfairness among residents living on those unadopted estates. They are paying full council tax in addition to hefty service charges.”
“As others have, I have surveyed my residents on managing agents and costs, and it is fair to say in summary that residents are bemused by what seems to be the lack of a framework for assessing what reasonable service charges should cover. Long-term trends in rising building insurance costs and energy prices and opaque charging practices by managing agents have created a toxic mix for residents. As if that was not enough, long after buying their new properties, residents have been shocked to receive demands for three to five years-worth of backdated service charges. In some cases, they even predate their ownership of the property, or apply soon after they bought the property, and the bills often contain immediate demands for repayment, despite coming years after people started occupying their home.”
“I welcome this debate warmly. I pay tribute to the hon. Member for Reigate (Rebecca Paul) for securing it, and for her excellent speech introducing it, and to other Members for their great contributions. Property service charges, whether for freeholders who have purchased homes on unadopted new build estates or for leaseholders living in flats, are a huge concern to residents across Dartford. It is no exaggeration to say that the charges are causing misery to my constituents. Home to Ebbsfleet Garden City, Ingress Park in Greenhithe and the Bridge estate near Dartford, the constituency that I am proud to represent has among the highest number of leaseholders and freeholders paying property service charges of any in the country.”
“One of the most memorable occasions during my first year representing Dartford was witnessing the enthusiasm and joy of students involved in the long-standing international exchange programme run by the school with two partner schools in Wakayama, Japan. It is those wider educational opportunities and activities that mean that the sixth form attracts young people from across south-east London and Kent who want to study the IB diploma.”
“It is a privilege to have the school head and members of the board of governors here today, but it is unfortunate that they are with us in such trying circumstances. As others have said, the international baccalaureate diploma offers pupils from a wide range of backgrounds the opportunity of world-class, rigorous education and a programme of academic study that is second to none. Beyond that, it encourages the development of essential skills and values through extended projects, theory of knowledge and service in the community. Crucially, it also encourages pupils to broaden their horizons and adopt an international outlook in the way they develop their understanding of the world, resulting in Dartford grammar winning the prestigious British Council international school award not only in 2025, but in previous years too.”
“It is a pleasure to serve under your chairship, Sir Roger. I am grateful to the hon. Member for Didcot and Wantage (Olly Glover) for securing this important debate and for his thoughtful opening speech. Dartford grammar school is a historic institution in my constituency, which has been providing exceptionally high-quality education for pupils of all incomes and backgrounds for a very long time. It is one of the 20 or so schools affected by the decision to remove the large programme uplift for 16-to-19 study programmes, including the IB diploma, from the 2026-27 academic year. Since the election last year, I have been fortunate to visit the school, which is a state school fully funded from the public purse, to see in person the education it offers.”
“I hope that the Minister will be persuaded to think again about the future of the large programme uplift, but if the Government are determined to pursue this course of action, perhaps they could provide more detail and a longer period for any transitional funding for schools, and let us know of any other source of assistance for state-funded schools that wish to keep the IB diploma.”
“It is clear to me that without that funding, the IB diploma will no longer be available at Dartford grammar and will become the preserve of private schools that can afford to offer it, cutting off those in the state sector from the limited access that currently exists. I understand that there may be some transitional funding in place for the next academic year—40% of the current value has been mentioned—but I am unclear what that will mean for a school such as Dartford grammar, where the entire sixth form takes the IB. The school faces the prospect of needing to replace its entire curriculum and restructure staffing for the sixth form over the next year, with extremely limited notice that this was coming.”
“My hon. Friend is absolutely right. In my constituency, the IB is available to children from low-income backgrounds and is particularly attractive because it provides young people with additional stretch and challenge and breaks down barriers to opportunity—not only in top universities, which is very important, but in apprenticeships and employment. It would be a tragedy if that were lost, and the point that my hon. Friend asks the Minister to respond to is exactly the right one. The challenge we face is that the longer teaching hours mean that the IB costs more to deliver. The LPU funding has been crucial in allowing state schools such as Dartford grammar to deliver it.”
“In the short term, for instance, it would be possible to increase the number of council tax bands to capture the higher-value properties in some parts of the country and redistribute some of that income elsewhere. In the longer term, a wider reform of council tax and other property taxes could provide a fairer way of taxing property so that those with broadest shoulders bear the greatest burden. Instead, as a former adviser to the party opposite when in government, Tim Leunig, said, this would be “a very, very big tax cut for rich people” and would have the effect of pushing house prices further out of the reach of first-time buyers. The motion is disappointing. It is fantasy economics from what used to be a serious political party. I hope that the House will reject its motion today.”
“I take a moment to remind the House of the state of the public services and public finances at the end of the 14 years of Conservative Government—a plethora of unfunded spending commitments, and departmental spending plans that were so out of touch with reality that they left, as has been said many times, a huge black hole which this Government have had to try to fill. Now Opposition Members are proposing to cut public services even further. This is not a serious plan to improve those public services or invest in or grow our economy. Clearly, stamp duty is a far from perfect tax and we should have a sensible debate on property tax reform, but this just isn’t it.”
“Instead, we have a promise that this policy would be paid for by taking the axe once more to spending on public services, with a promise of £47 billion in savings—a proposal to return this country to the austerity that was so roundly rejected by our constituents a little more than a year ago. Indeed, the £47 billion includes a saving, as others have said, of £23 billion on welfare—a figure vastly in excess of anything the previous Government even approached during their 14 years in office, and in fact welfare spending went up during that time. So to attempt to make such a saving on the timescale they are suggesting would inevitably mean a big increase in the number of families in our country living in poverty.”
“At the Conservative party conference in Manchester, the Leader of the Opposition, who previously was going to spend three years thinking through her party’s new policy platform—no doubt looking at all the alternatives and thinking through what the effects might be—produced a proposal, like a rabbit out of a hat, to abolish stamp duty on the purchase of main homes. The Institute for Fiscal Studies reckons that, if that decision were implemented after the 2029 general election, it would cost the country or the Exchequer about £11 billion a year in lost revenue. Surprisingly, or perhaps unsurprisingly given the fiscal situation left by the Conservative party last July, there is no serious proposal to replace the revenue.”
“Like many in this House and many of my constituents in Dartford, I have had the dubious pleasure of paying stamp duty. I can testify to the fact that doing so when buying a home is not a pleasant experience. That is one small reason why I am sympathetic to the case for reform of property taxation in this country when properly thought through, as others have said. However, this proposal, from the party that brought us the former right hon. Member for South West Norfolk as Prime Minister, is simply not a serious one.”

We recently had brilliant news in Dartford for young people in the constituency and across the region, with North Kent college designated as a technical excellence college, with a focus on transforming construction training. That is perfect for the lower Thames crossing just coming on stream. The college, however, is full to the brim and wants to expand. Will the Minister look at how colleges such as North Kent can gain access to crucial capital to enable them to expand?”
“Q12. After 14 years of neglect, this Government are renewing the infrastructure of Britain—and for the benefit of the Leader of the Opposition, that is spelt B-R-I-T-A-I-N. Nowhere is this renewal more clearly needed than at the A226 Galley Hill Road in Swanscombe in my constituency, which collapsed more than two years ago, and there is no fix in sight. Does the Prime Minister agree that the announcement of the transport structures fund in the spending review shows that this Government are ending the Conservative decline and getting on with fixing broken roads like Galley Hill?”
“I look forward to the ORR decision on depot capacity, which I hope will come this month, and following that, to further concrete plans from the interested parties. I also hope that the Minister, when he sums up, will take the opportunity to reaffirm the Government’s support for international rail returning to Kent, and the importance for the regional economy of the stops at Ebbsfleet and Ashford. When I travel next month to Strasbourg on the Eurostar to see Crystal Palace play only their second-ever competitive away fixture in Europe, I should be getting on the train at Ebbsfleet, not St Pancras. Please, Government, ORR and train operators: make it happen for my fellow Crystal Palace fans and me in the future.”
“Bringing that together with the new digital platform for seamless ticketing and journey planning, which is currently under development for Dartford and Gravesham, provides a huge opportunity for interconnectivity of these services with local transport options. The economic, environmental and social case for restoring and expanding international rail links from Kent and east London is substantial and, in my view, unanswerable. The people of Kent, the south-east and the Thames estuary want it; London St Pancras Highspeed, the track operator, supports it; businesses and local government have argued strongly for it; and all the MPs in this room and across the region are desperate to see it.”
“The services running through Ebbsfleet—with perhaps the innovative inclusion of Stratford International as a new departure point, attracting additional ridership from the northern part of the Thames estuary—will significantly enhance connectivity for residents, businesses and visitors. It will also relieve pressure on central London terminals and offer a further, more sustainable alternative to short-haul air travel. Resumption of the service helps support key infrastructure developments, including Ebbsfleet Garden City, the Elizabeth line and Bluewater shopping centre, which is also in my constituency. We need the delivery of high-quality, competitively priced and frequent services, using newly designed rolling stock.”
“It is welcome that other operators are now interested in running services on the line, which is currently running at only 50% capacity, and they will offer competition to Eurostar. Much will hinge on the Office of Rail and Road as to whether the Temple Mills international depot, currently used by Eurostar, can be opened up to multiple operators. Along with my hon. Friend the Member for Hastings and Rye and a number of other colleagues who are present today, I visited the offices of the ORR to deliver a letter, urging them to open up Temple Mills, bring real competition to that line and accelerate a return of international rail to Kent. Let us be clear: the return of international rail represents a transformative opportunity for Kent and the wider region.”
“As has been said, it was more than five years ago, in the midst of the covid pandemic, that Eurostar services halted stops at Ashford and Ebbsfleet, which is in my constituency. Anyone who regularly uses Ebbsfleet International, as I do, will recognise the eerie feeling of a station designed for many more passengers than currently use it, with its substantial car parks largely empty. Ebbsfleet International was purpose-built to serve international trains and, along with Ashford International, it offers easy access to Europe for those living throughout Kent and the Thames estuary. It will also sit at the heart of a brand-new town of 15,000 homes when Ebbsfleet Garden City is completed. Since the covid pandemic put a stop to the services, there has been an inexplicable reluctance from Eurostar to bring them back.”
“It is a pleasure to serve under your chairship, Sir Desmond. I congratulate my hon. Friend the Member for Hastings and Rye (Helena Dollimore) on securing this important debate, and I agree with every word she said while opening it. It is also a pleasure to speak on an issue on which there is broad political agreement, with MPs across Kent and the south-east united in saying that after five years, we need international rail services back in our county. It was wonderful to hear Members from other parts of the country also recognising the importance of international rail links. In particular, I pay tribute to the work of my hon. Friend the Member for Ashford (Sojan Joseph) who, since we were both elected last year, has done so much to shine a light on the issue, which is vital for the county’s economy and for the wider south-east region.”
“A decade ago my constituent Laura Cordell, who has lived with PoTS for 10 years, was rushed to A&E with a dangerously high heart rate. She was later told by a doctor that she had PoTS symptoms, but she was just told to go away and take more salt, with no follow-up or referral. Over the next 10 years she sought help on a number of occasions but was not diagnosed; in the end she had to go private for a diagnosis, which is obviously not an option available to most people. Does my hon. Friend agree that we need a lot more research and greater awareness of PoTS, particularly among frontline medical professionals such as GPs, who are often the first port of call for our constituents?”
“On an inspiring visit this weekend to Bromley Reform synagogue, which serves my constituents in Dartford alongside those of my hon. Friend the Member for Beckenham and Penge (Liam Conlon) and the hon. Member for Bromley and Biggin Hill (Peter Fortune), I was moved by the strong views of the congregation rejecting hatred across all religions and communities in our country. Following the Home Secretary’s excellent statement, does she agree that it is vital that we send a message to the Jewish community and every other community in this country that they will be safe and that the Government stand with them?”
“Before the summer recess, I ran a consultation session in Dartford for parents, carers, schools and local organisations to discuss their experiences of SEND. I have provided a full report to the Department for Education to inform the White Paper. Would the hon. Member agree with my constituents’ top three priorities: a faster, simpler EHCP system, investment to provide early interventions for under-fives, and more specialist places in properly resourced mainstream schools?”
“Crucially, the council also launched a borough-wide mental health campaign aimed at supporting people on their mental health journey and at providing advice and wellbeing information on how to access services at the right time. That period saw a decline in the number of suicides, which I hope will continue. In my constituency, I pay tribute to the newly constituted Dartford Safe Haven—a little like the Ashford Safe Haven mentioned by my hon. Friend the Member for Ashford (Sojan Joseph)—which, working closely with GPs, provides a walk-in service, out of hours, with the crisis support that so many need. I also pay tribute to North Kent Mind, which supplements local mental health services, providing vital additional help for those with mental health support needs. Let us all commit to making suicide prevention a successful national mission.”
“We launched our own local suicide prevention strategy with the aim of bringing down the numbers of suicides, which saw the council target support at the groups identified by evidence as the most at risk: older men, the LGBTQ+ community, and a range of others. We rolled out suicide prevention training to everyone, free of charge, so that all residents were able to access it, but aimed the support particularly, as others have said, at key organisations in touch with at-risk groups in the borough. The training was all about how to have effective, potentially lifesaving conversations with people in a safe way, and we saw great take-up.”
“Friend the Member for Chelsea and Fulham (Ben Coleman) that the responsibility for gambling should be transferred to the Department of Health and Social Care, and that there should be investigation of all gambling- related suicides and lessons learned from every case so that we can prevent future deaths. At present, coroners do not always correctly identify the link between gambling and suicide, and that needs to change. I hope that Ministers will give full consideration to both those calls. Local suicide prevention strategies have a crucial role to play. In my previous life, I was cabinet member for health on Lambeth council.”
“The recently published 10-year health plan sets out how the Government intend to put into practice the aim of transforming our mental health system so that support is available when people need it. I very much welcome the commitment to a cross-Government approach to suicide prevention, which mirrors the successful strategies that I have seen in my time in local government. I have been pleased, since my election last year, to have been able to work with an excellent charity that has been mentioned by others, Gambling with Lives, to highlight the troubling link between gambling and suicide, with the Office for Health Improvement and Disparities estimating that there are up to 500 gambling-related suicides each year. I agree with both Gambling for Lives and my hon.”
“I pay tribute to my hon. Friend the Member for Doncaster East and the Isle of Axholme (Lee Pitcher) for securing this debate on what I think we can all agree is a critical national public health issue. It is a timely debate given yesterday’s World Suicide Prevention Day, promoted by the wonderful Samaritans, who do so much good work, and whose badge I am proud to be wearing today. Figures from the House of Commons Library highlight the previous long-term decline in suicides up to the year 2000 has seen some reversal in recent years, with 2023 seeing the highest number since 1999. It is right, therefore, that when the Government committed in our manifesto last year to a renewed drive to tackle the biggest killers, suicide was included.”
“My hon. Friend is making an excellent case on what those with BNO visas are being put through by this White Paper and the proposed legislation. In Dartford, I have been contacted by a large number of people on skilled visas who are in a very similar situation. Does he agree that, whatever the situation—whether people are on BNO or skilled visas—and whatever may happen with this legislation, they have come to the UK to contribute to our economy and society, and that the least we should offer is clarity on what they can expect from us, as well as fairness in not changing the terms on which they were accepted here in the first place?”
“The latest figures show that Dartford has seen the second largest rise in families with children of any area in the country, so my constituents will hugely welcome the additional free childcare hours and the new school nurseries that will result from this week’s announcement. Does the Minister agree that not only will these changes give Dartford children the best start in life, they will help Dartford parents get into and sustain work?”
“Does the Minister agree that it is thanks to the tight fiscal rules that this Government have introduced and the changes in the Budget that since the election my residents in Dartford have seen an investment in the lower Thames crossing? They have wanted that for 15 years, and it was not delivered under the last Government. They have also seen a £25 million hospital rebuilding project at Darent Valley hospital and a £1 billion structures fund from the Department for Transport, which will repair the ruined Galley Hill Road in my constituency. Is it not thanks to the Government’s rules and Budget changes that we are seeing those changes?”
