The current football pitch has been prone to flooding, and the new 3G pitch, which this funding will help pay for, will provide year-round football facilities for men’s and women’s teams across age groups and from across Kirkcaldy. I say a massive well done to all at the Kirkcaldy Community Football Partnership for all their hard work in making that happen. As many Members have said, MPs would not be able to do our jobs without our incredible staff teams, and I am very lucky in that regard. I would like to say a huge thank you to Angela Bailey, who is soon moving on from being my office manager.”

Turning to Dalgety Bay, after the success of our new banking hubs in Cowdenbeath and Burntisland, we need a new banking hub in Dalgety Bay to ensure that vital banking services are still accessible there, especially to a population that is perhaps not always au fait with online banking. I raised this with a Treasury Minister only yesterday and will continue to push for that to happen. I turn now to two pieces of good news.”

An attack on one parliamentarian is an attack on all of us. I always say that community solidarity is our biggest strength in my part of the world, and I would like to use my time to highlight some of the people and organisations that are shining examples of that. I pay tribute to the Linton Lane centre, which celebrates its centenary this year. I was glad to join its celebrations.”

Fife college at Kirkcaldy, in particular, stands ready to absorb new funding and rapidly scale up provision to plug the gap in entry-level skills for the defence industry in Scotland. Can the Secretary of State update us on progress towards getting a Fife-based DTEC off the ground?”
“Which other population would we expect to put up with that day after day? Every time I have returned since, the situation has worsened. Year after year, Governments issue statements about the situation. It is time we got on with a ban on settlement trade. It is no use the Government’s dragging their feet. We have had that on too many issues. Can we please just get on with it?”
“Members all the events that I witnessed, day after day, but they included a man being harassed and held at a checkpoint for hours because he took some biscuits to a kindergarten; a family with a young child and a disabled son being attacked by settlers, who called on others to “come and attack the Arabs”; and Palestinians being barred from entering their home by neighbouring Israeli settlers while Israeli soldiers stood and watched, as we asked them to help, before attacking us—internationals who were observing the situation—and arresting one of the internationals, with settlers cheering as they took him away in a van. We also witnessed daily, on the school run, Palestinian children being tear-gassed and having stun grenades thrown at them by Israeli soldiers. The Palestinian children were terrified. And so it went on.”
“As they know, Israeli settlements are not normal places, and we should not deal with them as if they were. Instead, we must follow through both on our historic recognition of the state of Palestine and on the ICJ advisory opinion. A trade ban would be one way of properly delineating between the state of Israel and the state of Palestine. Settlements are an affront not only to international law, but to human decency. In 2013, I had the life-changing experience of serving as a human rights observer in Hebron, in the west bank. In this Palestinian city, day after day, I witnessed the routine violence against and humiliation of Palestinian civilians by Israeli settlers and soldiers alike. I do not have time to share with hon.”
“I rise to speak in support of a UK ban on trade in goods and services from illegal Israeli settlements. I thank my hon. Friend the Member for Sheffield Central (Abtisam Mohamed) for securing the debate and for all her work on the issue. Last month I organised a letter to the Foreign Secretary, which was co-signed by more than 140 Labour colleagues, to call for such a ban. The strength of feeling among Labour Members, and across the House, is clear. I hope that the Minister has heard that. The existence and expansion of Israeli settlements is an impediment to peace and to a two-state solution. Some Israeli Government Ministers are now helpfully clear that that is their purpose. In response, British Jewish organisation Yachad has a letter from British Jews in support of a settlement trade ban, with almost 1,000 signatures so far.”
“The shadow Minister has been talking about the views of our allies in the region. I wonder when he last met or spoke to our allies across the Arab world, because they have been crying out for many of the actions that our Government have taken. They have been calling on us to act in support of a two-state solution, and to avoid dithering and doing nothing, which is what he is suggesting his party supports.”
“The Minister is talking about the importance of long-term partnership. Last week, I was proud to lead the first British parliamentary delegation to Syria since the fall of the Assad regime. I had a number of conversations with Ministers, who asked for technical support from our Government, particularly on special educational needs and disabilities. Some 27% of Syrian children are disabled, following the war. They also asked for us to reopen the embassy in Syria, for business support and a lot of other things. Does the Minister agree that now is the right time for a new development partnership with the Syrian Government, as that nation hopefully builds from the ashes?”

I hope that Jo’s family and friends, and those closest to her, know how much she is missed and that we strive to carry her light forward with us.”
“Madam Deputy Speaker, I hope you will not mind if I take a moment to reflect on the fact that today is the 10th anniversary of the murder of our dear friend Jo Cox. I was lucky to serve alongside Jo on the board of the Labour Women’s Network and we had done similar kinds of work previously. I often sit here in the Chamber and look at Jo’s shield and wonder what she would have made of the state of our politics, our country and our world today. I think about how much better we would be if she was still here to contribute. Jo’s most famous words matter so much today—that we “have far more in common than that which divides us.” —[ Official Report , 03 June 2015; Vol. 596, c. 674-65.] As my hon.”
“If not, I ask the Minister to set out how the Government plan to ensure that we have these powers, which are so clearly needed.”
“We are elected to this House first and foremost to keep our nation safe. AI developers are moving at a pace far, far faster than Governments, and they are racing towards superintelligence. It is crucial that if—or, more likely, when—that is achieved, we have the right safeguards in place to avoid catastrophic outcomes. That is a crucial part of our national resilience and an issue that I and others who are present today continue to speak about, because it badly needs more attention. New clause 12 does not seek to stymie the development of AI systems that could bring radical benefits to our society. Instead, it provides the Government with a suitable mechanism to stay ahead and in control of real threats to our critical national infrastructure. That is why I support the new clause and hope that the Government will do the same.”
“In a speech in April, the Secretary of State argued in favour of greater AI sovereignty in the UK, and kill switches would provide exactly that—sovereign control over the most dangerous risks posed by artificial intelligence. New clause 12 includes proportionality and accountability, and the costs of implementing kill switches on data centres would be minimal, particularly in comparison with the financial losses associated with major cyber-attacks; we have heard more about that from many of my hon. Friends in this debate. It would ensure that there is parliamentary reporting within seven days of any direction from the Secretary of State and a debate in this House at the earliest opportunity. Any operator served with direction would have an immediate right to receive a High Court review.”
“I certainly agree. Misinformation and disinformation are a huge challenge to our democracy and our country. We know that many enemy nations, such as Russia and Iran, are seeking to exploit loopholes, and I believe the Government have to take further action on that, for sure. We should not wait to find out whether AI has the potential to damage our critical national infrastructure; we know that in some cases it does, and we should be prepared for it. “Catastrophic risk” includes harm to critical infrastructure, national security or a severe, large-scale harm to human life. Governments should have the power to prevent those risks from coming to pass. It is our No. 1 duty to keep our citizens safe.”
“Does the Prime Minister agree that funnelling money to Israeli settlements is extremist activity, not charitable activity, and will he be clear that it is banned?”
“Happy birthday to you, Mr Speaker. Let me associate myself with the Prime Minister’s remarks about the situation in Northern Ireland, and about the Scottish football team. [ Laughter. ] The existence of Israeli settlements and settler violence against Palestinians is a major and deliberate impediment to peace. By working with Israeli human rights researchers, I have uncovered 32 British charities that are funnelling money to Israeli settlements on Palestinian land. Last week, I submitted a formal complaint to the Charity Commission about them. In the last five years, they have sent over £28 million to illegal settlements, with a likely taxpayer subsidy through gift aid of more than £5 million. Our constituents will be appalled by this.”
“My hon. Friend is referring to the importance of railway accessibility. I wish to put on record, as I have been advised to by the Public Bill Office and the Clerks, that my name has been mistakenly added to new clauses 22, 59, 60, 61 and 62, but has correctly been added to new clause 23, which concerns that issue of railway accessibility.”
“My hon. Friend is making some important points about railway accessibility, which is also an issue for my constituents, particularly at the railway stations in Burntisland, Cowdenbeath and Kinghorn. That is why I added my name to new clause 23, which would have introduced a strategy to ensure full railway accessibility across the country within the next 10 years. We have been waiting far too long for our railways to be accessible. We need action now.”
“Can she be clear that we are not just looking for an investigation, but a ban? In reference to the letter that I and 140 other Labour colleagues sent her this week, on a ban on trade with Israeli settlements, can she also now say that we will look to move towards a ban, on top of the guidance that she has issued?”
“I welcome the new package of important sanctions announced by the Foreign Secretary. As I raised with Government Ministers last week, and as I discussed with the Foreign Secretary last night, last week I submitted a formal complaint to the Charity Commission about 32 UK charities that have over the past five years funnelled some £28 million to illegal Israeli settlements. The research into that was conducted jointly with Israeli human rights organisations. They include UK Toremet, which currently has a live donation page to Artzenu, which the Foreign Secretary has just announced sanctions against. I welcome the fact that she has raised this issue with the Charity Commission. I would say that it was made aware of these issues in July 2025 but has done nothing so far.”
“To test Instagram’s claim that its teen accounts provide age-appropriate content, I set up a teen account as a 17-year-old boy called David. Without searching for anything, it took just 11 minutes of scrolling for David to be shown antisemitic conspiracy theories. Does the Minister agree that that is a disgrace? That is just one example of why it is time to stop asking social media companies to make their products safe and instead start requiring them to do so through regulation.”
“I have to say that we lag behind our European allies in this kind of national preparedness. Our peers such as Sweden and Finland are much further ahead than we are, because of the threats that they have faced historically from Russia. We have the new strategic defence review and the resilience action plan, but we must speed up that work so they are not just frameworks on a shelf but the culture of our country, where individuals, communities and agencies work together to prepare for the threats that we may face in future.”
“When Storm Éowyn hit my constituency, more than 15,000 people across Fife lost power in freezing conditions, and it brought to light flaws in the preparedness for the storm at many different levels, including failures in the priority services register. People’s phone batteries ran out and they had no signal or way of contacting anyone. There were also failures in how the Scottish Government and local authorities planned to get resources to vulnerable communities, including those in areas served by independent distribution network operators, such as Fordell Gardens in my constituency, which was completely left out. It took me more than a year of follow-up to get any kind of action on that issue. We need more joined-up thinking to prepare for such events in future, but we must also be prepared for the international threats that we face.”
“It is a pleasure to serve under your chairmanship, Mrs Barker. I congratulate my hon. Friend the Member for Dunfermline and Dollar (Graeme Downie) on securing this debate. Before I was elected to this House, I served as a humanitarian aid worker and spent time in a number of war zones, so I know the importance of preparedness for emergencies and for scenarios that one hopes will never happen. In a country like ours, the role of the state is crucial in this. As my hon. Friend set out, foreign aggressors threaten our country, along with a whole range of new and emerging threats. My hon. Friend also spoke about Storm Éowyn, and we know that, as the rate of climate change increases, the effect of such storms will be exacerbated.”
“There has been some talk about football. I think we should all be celebrating the glorious victory of Raith Rovers in the Challenge cup. Results from a survey of Burntisland residents that I conducted suggest that 87% of people experience difficulties using Burntisland station, due to the lack of step-free access. For railway users across my constituency, including those in Cowdenbeath and Kinghorn, who face similar barriers, that is unacceptable. It makes life harder for those with mobility issues, luggage, buggies and bikes. Does the Leader of the House agree that Network Rail should prioritise accessibility upgrades at those stations, and will he make time for a debate on railway accessibility?”
“Unfortunately, for far too long, we have been hesitant to take further meaningful action. Where are the comprehensive sanctions on the people committing these human rights violations and holding up aid from entering Gaza? Why do we not yet have a ban on settlement trade? Why have we not yet banned British charities that are funnelling money to settlements?”
“I commend the Government’s action on Iran; they are doing the right thing where others in this Chamber would have led us down a different and dangerous path. I agree with the Minister’s words on Palestine and Lebanon, but we are long past the point of words being anything like enough. I served in Hebron as a human rights observer 13 years ago, and what the Minister describes as happening there today was happening then. I have also visited Khan al-Ahmar, which the Israeli Government now wish to wipe off the map. Experts say that Israel is committing genocide in Gaza and working to ethnically cleanse the west bank. The Israeli Government have passed a law to hang Palestinians. The Minister is my good and hon. Friend, and he says that the Government are not hesitating to act on this issue, but that is not true.”
“DFID, a proud achievement of the last Labour Government, is a body that we miss today amid so much conflict and global health crises, such as the latest Ebola outbreak. As defence chiefs said this week, recent cuts to the aid budget are a source of deep pain to many of us, but to no one more so than the children going to bed hungry because of them. In north-east Nigeria, where I once served as an aid worker, more than 1 million people affected by the conflict with Boko Haram risk being cut off from food and nutrition support because of cuts to the World Food Programme. What happens when the world cuts aid at a time of greater global conflict than any other since world war two? Already displaced people will be further displaced. They will migrate in search of survival.”
“As we strengthen our nation’s ability to protect our people, we must work with our allies and form new relationships, including stronger relations with our European allies and friends. Our collective defence is a cause of the utmost urgency, but so is the defence of our common values: democracy, the rule of law and human rights. Make no mistake—they are under attack. We must act faster to build the UK’s national resilience, too. Our country and our people are not yet ready to face the kinds of turbulence and crises—even conflict—that may lie in our future. Comparable European nations are well ahead of us in building their resilience, and it is time to turbocharge that work in the UK. As we build our hard power and our own resilience, it would be a mistake to allow our soft power to fall away.”
“From the £340 million invested in Rosyth dockyard to support for Methil-based Navantia, now with 120 new jobs and 20 new apprenticeships, this investment is creating skilled jobs and driving the local economy. It comes alongside a new Government support package for defence sector SMEs such as Viper Applied Science in Aberdour and PowerPhotonic in Dalgety Bay. UK Government backing is helping to strengthen our local economy for the future. After two decades of wilful neglect by the SNP on defence skills, Fife and Kirkcaldy in particular stand ready to play our part in rapidly scaling up the next generation of workers in the defence industry. We must heed the warnings on the defence investment plan and rapidly make it a reality—I am sure the Defence Secretary will agree with that.”
“I rise to speak in support of His Majesty’s Speech and to call for our Government to take bolder action on many of the challenges faced by our country, and indeed our world. We are living through global instability on a scale not seen for decades. The power shifts are real. Now more than at any time since world war two, we must stand up and defend our values on the international stage. To do that, we need more hard power—much more—but we should also protect and wield our soft power. After 14 years of Tory neglect, our Government’s commitment to defence investment is vital not only to our national security, but to communities like mine in Fife.”
“On Iran and Ukraine, the Government are doing the right thing, but the world can see for itself what is happening in Palestine and Lebanon. Experts say that there has been genocide in Gaza. Israel continues to bomb and kill, including doctors, hospitals and aid workers in Gaza and Lebanon. Israeli settlers in the west bank are trying to ethnically cleanse Palestinians with the support of their Government.”
“Doing so would be an obvious complement to the important work that the Foreign Secretary is doing on women and girls in Sudan. The United Nations and the International Criminal Court—two imperfect but vital institutions designed to protect humanity and respond to it at its worst—are under enormous pressure, not least from the US Government, whose sanctions are designed to hobble the ICC. Our Government are supporting the UN and the ICC, but we should be making the case for them loudly and globally, working with like-minded allies to protect and defend their very existence. It is time to act at the pace required by global events. The time for incremental micro-steps is over. We must act at a scale appropriate to the urgency of the moment we are in.”
“My hon. Friend makes an excellent point about soft power and why it is such an important complement to hard power. It has become common to say that the rules-based order is dead or dying, but we must stand with our allies to preserve and defend all that was built to protect humanity from evil in the ashes of two world wars and the cold war. Data shows that since 2012, there has been an increase in the number of countries where mass atrocity crimes are occurring, and action is needed. Let us remind ourselves that we are talking about genocide, war crimes, ethnic cleansing and crimes against humanity from Sudan to Sinjar. These are the most heinous crimes that exist—mass identity-based violence. Where is the UK Government’s strategy to work with like-minded countries to prevent that? There is not one. We need to change that, and fast.”
“Incremental change does not cut it in this time of massive global shifts. We must be bold in our global action, just as we must be bold here at home.”
“My hon. Friend is right. He is a doctor himself, and I know how well he understands and how much he feels the need for the world to do better—to make change in this area, and stop just talking about making change. It is time for much bolder action from our Government. It is time for them to stand against what is happening, and to influence events. We need not more words, but more action. To start with, we need comprehensive sanctions on Israeli officials who are responsible for human rights violations and the denial of aid, we need a ban on settlement trade, and we need to outlaw the funnelling of money to settlements by British charities. It is not good enough to say that it is difficult to do these things. Civilians need us to act, and both history and the public are judging us now.”
“We all agree that Peter Mandelson should never have been appointed. The Prime Minister has said that clearly and consistently, and has taken responsibility, including by apologising. That is the right thing to do. Can he give further assurance that the Government will continue to comply in full with the Humble Address?”
“The ExxonMobil plant at Mossmorran in my constituency has now ceased production, after the company said last year that it had not made a profit for five years. News that our UK Labour Government have made £9 million available to support the affected workforce and find a future for the site has been warmly welcomed by my constituents, especially in Cowdenbeath. Does the Secretary of State agree that it is in the interests of the people of Fife for the Scottish and UK Governments to work together to utilise all available funding and find a viable future that brings jobs back to the site?”
“I welcome the Prime Minister’s continued clarity on the need for Lebanon to be included in the ceasefire, but Israel’s tactics in Lebanon—forced displacement, evacuation orders, 165 children killed and 87 medical workers killed—are straight out of its Gaza playbook. Does the Prime Minister agree that in Lebanon, as in Palestine, there must be proper accountability for these war crimes, because this age of impunity puts us all in greater danger?”
“My constituents are appalled by supermarkets and other petrol retailers that are price gouging and profiteering from global instability and a middle east war that was backed by both the Tories and Reform. Let us make no mistake: if they were in government, our country would be right in the middle of it. Will the Chancellor set out the action that she is taking to clamp down on price gouging? I thank her for the £9 million announced yesterday to help my constituents in Cowdenbeath and elsewhere affected by the changes at Mossmorran.”
“Under the SNP Scottish Government, police numbers in Fife have fallen by an average of one a month. Results from my new antisocial behaviour survey show that four in 10 Cowdenbeath residents are afraid to go out after dark, and more than half witness antisocial behaviour every single week. This is unacceptable. Does the Leader of the House agree that Cowdenbeath has been badly let down by the SNP, and that we need change, and will he grant Government time for a debate on antisocial behaviour?”
“The Foreign Secretary is aware of the impact of humanitarian aid and how it saves lives in the midst of the most horrific situations that humans experience on this earth. She will also be aware of the vital role that UN agencies, including the World Food Programme, play in co-ordinating humanitarian actors in the midst of these crises. Will she set out the impact of these changes on humanitarian aid and on UN agencies? May I also say that her recognition of and focus on women and girls really matters, and many of us strongly support that?”
“It is shocking that action has not been taken. Tragically, since the illegal harms code came into force last year, the death of two more people have been linked to that site. Does the Minister agree that Ofcom is far too slow in responding to sites like this, and will he please take that up with Ofcom? There are so many reasons why I am glad that our Government are taking steps to consult on a social media ban for under-16s. To be clear, I support such a ban.”
“Diddy and of a Honduran drug trafficker, to support a rioter, to repeat extremist slogans and to endorse a neo-Nazi event. Members of the public will be able to draw their own conclusions from that kind of behaviour. Too often, action to prevent harmful content is too slow. In March last year, when new powers in the Online Safety Act came into force, I wrote to Ofcom requesting that action be taken, using that Act, against a website that actively encourages its users to die by suicide—I will not name the site for obvious reasons. Ofcom launched an investigation of the site, but it had still taken only a provisional decision against that site last month. I promise hon. Members that spending five minutes on the site would tell them immediately that it has no place in our country and no place online at all.”
“The truth is that the big tech companies are so obsessed with outdoing each other to profit from the attention of our children or other vulnerable people that they have ignored their responsibility to keep them and our communities safe, and to prevent people from being exposed unwittingly to the most horrific material. Madam Deputy Speaker, I am about to mention another hon. Member, who is not present, and I just want to confirm that I have notified him in advance. Too many people have been prepared to sacrifice the safety and cohesion of our communities for the right price. This week, an investigation showed that the leader of Reform has been paid to take extreme political positions on the Cameo app. According to The Guardian , the hon. Member for Clacton (Nigel Farage) took money to call for the release of P.”
“Local headteachers also report the impact of apps like Snapchat as a real factor in bullying between schoolchildren. We know that this is a global problem. Radical and violent groups profit from the recruitment to their online causes of young men in particular, pushing violence and very real threats to our democracy, including ISIS in the middle east, the Proud Boys in the United States and Yoon Suk Yeol, whose misogynistic platform was a factor in his election as President of South Korea and the attempted insurrection in 2024 for which he is now serving a life sentence.”
