“Every Member of this body agrees that patients should have access to high-quality care, providers deserve predictable payment for services, and avoidable waste, fraud, and abuse in Medicare should be stopped. Ending this pilot program prematurely will deprive CMS of a useful tool to accomplish each of those goals. And I urge my colleagues to consider the facts and oppose this resolution. “The potential benefit of this ``detect and prevent strategy'' is substantial. For example, Medicare spending on skin substitutes, one of the chosen WISeR model services, increased and--hear this--increased from $256 million in 2019 to $10 billion in 2024. It doesn't even take a technological machine to tell you that something is wrong there. Proactive, technology-based scrutiny could have detected this outlier spending growth and protected both patients and taxpayers. Regrettably, misinformation about this model has sparked fears of delays in essential patient care and additional burdens on providers. Later today, the Senate will proceed to a resolution to stop this important work of the WISeR model.”
“Well- meaning clinicians often face opaque coverage guidelines that can result in denied reimbursements, while malicious actors exploit bureaucratic vulnerabilities to defraud the program. Through the wasteful and inappropriate service reduction model--work WISeR--CMS is testing whether enhanced technology can help address these systemic failures. For a limited set of nonemergency services with a documented history of abuse and overuse, providers in select States must submit claims for review. Claims that meet existing Medicare coverage requirements are quickly approved, offering providers payment predictability. [[Page S4128]] When issues arise, board-certified clinicians--not technological machines, board-certified clinicians--intervene to make the final decision.”
“Madam President, in response to the discussion that my colleague from Oregon has just engaged in, far too often, our Nation's healthcare system incentivizes low-value, high-cost services. For years, bipartisan policy makers throughout Capitol Hill and across administrations have endeavored to disrupt this flawed paradigm, especially in the Medicare Program. Unfortunately, despite progress to incorporate new value-based payment arrangements, Medicare's underlying reimbursement structure continues to rely heavily on the volume of services provided, rather than the quality of care. “As the White House recently argued in its statement of administrative policy, this resolution, if we passed it, would signal to U.S. trading partners that they can continue to discriminate against U.S. exports with impunity and would signal that the United States is not serious about addressing structural imbalances in the global economy and the conditions giving rise to the threat to U.S. national security and economy. Disapproving this emergency will undercut the serious negotiations that are underway, which are also yielding results. For example, India has already suspended its digital services tax on U.S. companies. The President is a good negotiator, and he deserves more time and our support. Ending these negotiations at their inception benefits only one actor: China.”
“I don't believe there is anybody in Congress who would deny that for decades, nations around the globe have put unjustified tariffs on American producers, on American products. We should not undermine these negotiations by the President at this critical juncture. The administration has shared that serious negotiations are proceeding with 18 countries at a minimum now and with more to follow shortly. In the coming weeks, the U.S. Trade Representative will meet with the Senate advisory group on negotiations and the Finance Committee to discuss these negotiations in detail. I encourage my colleagues to trust the President, at least until they have had the opportunity to hear from his trade team about their efforts.”
“All of us are watching this issue closely and working with the administration to find ways to minimize its impact on Americans. We should also be working with the administration to address a shared objective: more opportunities for Americans in foreign markets and an end to discriminatory practices in foreign markets against Americans, against our farmers, and against our businesses. The President's decision to pause the full reciprocal tariffs for 90 days, other than for China, was a prudent move in that respect. It helped mitigate the impact. It discouraged retaliation but also continued the serious negotiations by our trading partners to address longstanding trading barriers faced by Americans in foreign markets.”

What we are doing here today is following a law, IEEPA, which gave authority to the President of the United States to declare an emergency and gave Congress the authority to reject that declaration of the emergency by a vote in Congress. The President has declared that emergency under the authority of that law, and this resolution has been brought to reject the declaration of that emergency. That is what we are debating today, and that is what the vote in Congress is about. “We have had this debate for 10 years. The facts are out. The biggest beneficiaries were the lower middle and upper middle income families in America. The biggest hit, if we don't extend these tax cuts, will be the lower middle and upper middle income families in America. Under that bill, we had more jobs, higher wages, higher benefits. The average family's net wealth went up to historic highs, and that is what is at stake right now. The bottom line here is, you can throw all the numbers around that you want, but the people in America know we had the strongest economy in our lifetimes as this tax cut went into place. And if we see this tax cut expire, we have seen the National Association of Manufacturers and the U.S. Chamber of Commerce give us the data--a million jobs lost.”

“Treasury and adds to the total of our Treasury funds; that is mathematical truth. That basic arithmetic is settled and is consistent with how we calculate and estimate America's revenue. Indeed, the Congressional Budget Office's June 2024 report notes that revenue from existing tariffs from 2024 to 2034 could total $872 billion. We can debate whether tariff rates should be higher or lower to bring that total number up or down, but we cannot change the fact that money entering the Treasury, pursuant to law, should be counted as money entering the Treasury. And to do it in the name of trying to stop tax increases, when what we are doing is stopping the tax increases? Those fighting this are trying to let that bill expire so that everybody in America's taxes can go up, so that we can have more spending.”
“The average American household will see over $2,500 go up in their tax bill. Madam President, $2.6 trillion of that tax will go to people making less than $400,000 per year, and another 600,000 will go to small businesses--tax hikes hitting small businesses. What we are fighting to do is to reduce taxes, to keep them stable, rather than letting them go up. That is what this battle is about. So this unanimous consent request says we can't use revenue from tariffs to offset the costs of saving and protecting those tax increases. The issue is whether there will be any tariffs in the reconciliation bill, and that is not settled. We don't even know whether that will be done. But the rules of math have been settled. When someone pays an import tariff, they have paid an amount that is deposited in the U.S.”
“The reality is--and I think most Americans are starting to understand this--that the very tax bill that we put into place 10 years ago, which gave us the strongest economy we have had in years; reduced the deficit dramatically; helped us to create more jobs than we have historically seen, particularly for lower income individuals; and made a capital formation explosion in the United States, stopping all of those large companies from moving their assets out of the United States and moving their jobs out of the United States and made America once again the place where capital is, where America is the place where people come from the world to form capital. “Madam President, reserving the right to object, I said in response to the last unanimous consent request that this was a day to attack the President's tariffs, and this unanimous consent request continues that trend. But, ironically, this one adds in an attack on the tax bill that President Trump and we on the Republican side are fighting to enact. And, once again, we see the politics of fear playing out, saying to Americans that you are going to have all kinds of dire things happen to you so that we can cut taxes for the wealthy. This is a standard attack that has been used for over a decade, and it is no truer today than it has been.”
