One study estimated that if you were to have to get rid of articulated tug barges because of this rule, we would actually increase carbon emissions, so we are going the wrong way on climate policy. Again, why do we allow this to continue when we have a chance to actually lower people's cost of living and have a better policy for our Nation? There was a time when, in a bipartisan manner, we would do that, but now one-party rule and unelected bureaucracies have been allowed to get out of control and impose those costs on all of us throughout the Nation. It is wrong, and it needs to stop by passing this joint resolution today.”

We imposed those more stringent standards to get to that point. Nowadays, we have a one-party rule system and an unelected bureaucracy that imposes costs to get minimal benefit. California is the fifth largest economy in the world and represents less than 1 percent of the world's carbon emissions. Yet, we have the strictest standards and the most costs. It has become a theme in California: We pay more to get a whole lot less.”

That is not democracy. In fact, that is actually the opposite of democracy, and it certainly is not helping our affordability. Mr. Speaker, let's talk about where this all really comes from. The Clean Air Act, section 209, generally preempts States from regulating emissions for motor vehicles and other mobile sources unless EPA grants the State a waiver of preemption.”

Let's start by how this regulation was imposed: by an unelected bureaucracy and not by the legislature. It was not by the elected representatives of the State, but by bureaucrats, to the tune of $2.5 billion, costs that the consumer is supposed to pick up. Our goods are brought by ships, our commercial fishing industry, our ferries, our tugboats, and our workboats.”

“Mr. Speaker, I rise in support of H.J. Res. 213, which overturns a Biden-era EPA waiver that gave California sweeping authority to impose burdensome and unrealistic zero-emission requirements on commercial harbor craft. This House did a big part of the job last night when we repealed this waiver as it applies to oceangoing vessels at berth, but we need to finish the job by repealing this requirement on our commercial harbor craft. Our maritime industry helps to move goods throughout the State and across the country. It is very interesting to hear Democrats today argue against something that would cut the cost of goods and the cost of living for the American consumer, and not in any small way. Industry has estimated that this requirement would cost $2.5 billion. Who is going to pay that? The American consumer.”

“This WRDA directs the Corps to prevent and mitigate impacts to water resources from wildfires, which we have seen far too many in California. This WRDA prioritizes water supply missions for the Corps and encourages the Corps to work with non-Federal interests to advance water supply projects. It expedites flood control for the city of Chico. We are delivering and making sure that we improve our flood control projects to keep people safe and making culvert repairs or replacements in Sutter County. Mr. Speaker, this is the kind of leadership we need, and I urge the passage of this important legislation.”

It is critical. We in this House, Congress, and this Republican majority are delivering for California. In this WRDA bill is $155 million for water and wastewater infrastructure in the Sacramento River Basin. We direct the Army Corps of Engineers to conduct forecast-based operations at Shasta Dam. That means we are going to store more water, and we are going to manage our water better. There is $3.5 million to be used for Sutter County to replace sewer mains in the small town of Robbins. We are delivering for rural California.”

“She loved her family, her friends, softball, and fishing. Her church and her faith in the Lord were central to her life. The picture that really stuck with me at her memorial was Rylee worshiping with arms stretched wide even as she was battling cancer. She carried joy into every room and made people laugh. She consistently placed herself behind others. She had a beautiful voice, and she loved to sing ``The Star-Spangled Banner.'' She wanted to be the President.
