“By streamlining the process, we can help fill critical workforce shortages in our maritime and energy industries and keep Americans working and our economy moving forward. It is absolutely important to note that this bill does not change or seek to change any of the factors that could disqualify an applicant from receiving a TWIC credential, and it keeps the rigorous vetting process fully intact. Mr. Speaker, I highly urge all of my colleagues to vote for H.R. 5109.”

“Mr. Speaker, I rise today in support of H.R. 5109, the TWICE Act. Mr. Speaker, I absolutely would like to thank and commend my good friend from Louisiana, Congressman Troy Carter, for his leadership. H.R. 5109 directs the TSA to use existing authorities to develop clear guidelines that help formerly incarcerated individuals prepare for their applications for a Transportation Worker Identification Credential, or TWIC, before they are released and begin the reentry process. The TWIC program was established under the Maritime Transportation Security Act of 2002 in response to the September 11 terrorist attacks and the heightened need to strengthen security across our transportation infrastructure. This legislation absolutely cuts red tape for formerly incarcerated Americans seeking TWIC and a second chance at work.”
