“Heath knows firsthand the lasting effects of serving our country and believes each and every one of our first responders and veterans deserves not only our gratitude, but also opportunities to heal. Since 2024, Spoken Outdoors has supported more than 500 first responders, veterans, and servicemembers as they work to recenter after traumatic events during their service. Heath's work has made a meaningful difference for Idaho's first responders. Following the tragic Canfield Mountain incident in 2025, Spoken Outdoors hosted the Shield and Flame event, providing those involved in the rescue efforts with a day of wellness and support on the Kootenai River. Spoken Outdoors also organized river trips on the Kootenai and Grand Ronde Rivers, giving 80 first responders an opportunity to gather and spend a day fishing.”

“Today, I am pleased to recognize Michelle Martinez as an Idaho Service Spotlight recipient for the month of August 2026. For almost a decade, Michelle Martinez has been the director of the Melba Valley Senior Center. Every month, she and her team serves more than 45,000 pounds of food to over 1,200 families in the form of hot nutritious meals and the facility's pantry. While her role is specific to the senior center, Michelle offers food and positive social interaction to anyone in the community in need. Each November, Michelle hosts a community Thanksgiving at the senior center. Alongside a group of volunteers, Michelle makes a home cooked Thanksgiving feast with several turkeys and sides made from scratch.”

Following in the footsteps of his father and uncles, Marvin joined the Air Force in 1962. Throughout his military career, Marvin earned numerous awards for his courage, dedication, and professionalism, including three Meritorious Service Medals and the Air Force Commendation Medal. Even after retiring from Active Duty in 1982, Marvin continued to serve his country as a recruiter. During the Vietnam war, Marvin was part of a two-man team tasked with developing Air Force Medical Corps recruiting and later trained enlisted airmen and officers as a master instructor in the Air Force School of Applied Aerospace Sciences.”

“His goal was simple: bring a smile to these children's faces without putting a financial burden on their families. Today, on the Champs Heart property is a facility called Emily's House, and the organization's volunteers are called Emily's Angels. Champs Heart now serves around 500 participants each month and has expanded its services to include survivors of domestic violence, police and first responders, foster children, and at-risk youth. From providing a child who experienced abuse a judgment-free space to build confidence to helping a teenager with disabilities find the balance to ride on a horse, Larry is proud of every Champs Heart success story. “Today, I am pleased to recognize Larry Cudmore as an Idaho Service Spotlight recipient for the Month of August 2026. Larry Cudmore has devoted his life to serving others and bringing hope. For nearly four decades, Larry served as a pastor in several churches across north Idaho before moving to Idaho Falls in 2002. There, Larry spent the next 16 years practicing ministry at First Evangelical Lutheran Church until an aggressive cancer diagnosis forced him to retire. While Larry was declared in remission in 2018, he was unable to return to full-time pastoral work. Larry still felt called to do more for his community. Drawing on his love for horses and childhood memories on the farm, Larry started Champs Heart in 2019.”

“I have worked particularly to include sanctions in this bill against Russia's illicit shadow fleet that it uses to evade these sanctions and prop up its energy sector. These ships and the oil sales they facilitate directly fuel Russia's war machine and threaten American and European security. They enrich Russia, China, and Iran. This bill will go a long way to stopping that shadow fleet. I have also worked to include provisions taking aim at Russia's defense supply chains and a number of key energy projects, causing real pain to Putin and those who keep him in power. They will do that. These tools will give the United States and our allies the leverage we need to force Russia back to the negotiating table and end this conflict.”

“Mr. President, I want to join my colleague, the distinguished ranking member of the Foreign Relations Committee. We are in the same spot on this bill and on the amendment. Just last week, I stood in this Chamber and asked my colleagues to join me in moving this bill forward, and many of them--from both sides of the aisle--did so. That vote was successful with a margin of 86 to 12. That is a rare vote at this time in the Senate. That same night that we voted in tremendous support of Ukraine, a number of us welcomed Ukraine's President back to the Capitol, where he gave us a fulsome update on Ukraine's battlefield successes. He expressed how Ukraine sorely needed this sanctions legislation to magnify the impact of Russia's battlefield losses by imposing crippling economic costs on Russia's economy.”

“To help accomplish this, this bill would impose sanctions against two of our foremost adversaries at the current time-- Russia and Iran--as they deepen cooperation and coordination against U.S. interests. Along with many provisions in this final bill, I have worked to secure language that will target Russia's illicit shadow fleet ships that are used to prop up its energy sector and fund its war against Ukraine. This has been a very, very significant, ongoing problem. If you can stop them from shipping the oil, you can stop the money flow. This bill gives the President the tools and the leverage he needs to finally bring a lasting peace to Ukraine and work toward ending the fight in the Middle East. For many reasons, peace and stability in Europe are in America's interests.”

“Mr. President and fellow Senators, I come to the floor here to support the bill we are going to vote on here pretty quickly, and that is on a Russia and Iran sanctions bill. It is no secret that this thing has been worked on for a long, long time. It is also no secret that this is a bipartisan effort--I think you heard both sides speaking about this--and there is good reason for that. At nearly 4\1/2\ years, Russia's full-scale invasion of Ukraine has dragged on far too long. We all want to see this war end. Now, with Russia's forces taking heavy losses on the battlefield and its economy showing signs of strain, Putin's war machine is in crisis. It is time to ramp up the pressure on Russia and finally bring this conflict to an end.”
