“It needs to. And whenever we engage in conversations, you sharpen your arguments. And when you see a weak response, means you better rethink it. And there's always some ways to find solutions together.”

“Should not outlaw all weapons for somebody under 21 at 18. We go deer hunting in Arkansas. We go duck hunting in Arkansas. We go hog hunting in Arkansas and semi-automatic weapons can be used for those purposes. So no, I don't think that is a solution that you're looking for. You know, a criminal is always going to have access to the weapons that they want. And you can take a semi-automatic and you can convert it to automatic. There's things that they can do to get around the law. We have to go at more of the heart of the problem and things that make a difference. If you today wanted to outlaw semi-automatics, well, are you going to go out and confiscate all those that are out there now? And if you don't confiscate those, which I'm absolutely opposed to.”

“I have a semi-automatic. It was recommended for me when I went up backpacking in Alaska because of the bears, grizzly bears up there. And so I got what was recommended to me for safety and security as I was backpacking up there. If you outlaw all semi-automatic weapons, then you're outlawing that.”

“I think after the Uvalde shooting, Senator Cornan, Senator Murphy of New Jersey came together along with others and passed a bipartisan bill that improved the background checks and the information that flows into them. And so, yes, that's something that should always be looked at. Again, I come back to the point of what makes a difference. And you can go out and confiscate firearms and you're still going to have murders. And we are unique situation in America because we do have the Second Amendment. It's in our Constitution. And there's a reason for it. And so there's a limitation on their restrictions that you can put into place. And so you're right. Mental health services and improving those is not going to solve all the problem, but it solves some of the problems and you can do it. And it needs to be invested in. And also, you know, the enforcement of the law.”

Would have alerted somebody saying they're a danger. And those steps could have been taken. So we've got to learn from that and adjust. There's also instances of just pure evil out there.”

“Structure when you see a student or others that pose a threat. And then I think we have to go back to the simple law that exists really at every state, that if someone poses a risk to themselves or to others, in other words, a suicidal or homicidal, that you can have them committed. Now it has to be a hearing. It has to be medical evidence that supports it.”

“We should always be looking at things that make a difference in saving lives. And whenever you look at the access to firearms that's constitutionally protected in America, whenever you look at each instance as to what happened, the ultimate conclusion is that we've got to protect our schools and the armed personnel, school resource officers and others that protect our schools and law enforcement response do make a difference. And the same thing is true in the private businesses, whether it's a bank or a shopping mall. And so we invest in the security side. We also have to realize the mental health issues that are here. And that's why we've invested more in Arkansas and school counselors, why the National School Shield report that I led emphasized the reporting.”

“I don't see going to the courts and having them review it as a backdoor way. It's the ACLU file suits all the time as to administrative rules. So it's not unusual that is being reviewed. I think it is a question as to whether the record supports the safe using of that abortion pill.”

“Well, there are, I'm thinking about the application of FDA rules on vaccines. They've been reviewed. There are other decisions. It's not unusual for a court to review an administrative ruling as to whether the process was followed right and whether the agency violated the evidence whenever they and were arbitrary and capricious. That's a standard for reviewing it and it's done all the time in the courts. I don't know how the Supreme Court is going to rule on that. We'll have to wait and see. But it's not unusual that that is reviewed.”

“That's a really an evidentiary matter as to whether the FDA decision was based upon science and whether they took the right steps to protect the health of the mother with the application of the abortion pill. Beyond that, it's states that don't have prohibitions on abortion that's allowed and states that have that abortion or does not, then that bill would be prohibited.”

“In the politics of it, the position that I've taken in my heart that I believe in, I think that is a message that works in a November election. If I go to New Hampshire or any other state, you're going to be able to determine what your policy is on this vital health care issue.”

“I think it's a very small percentage of people make their decision on where they're going to live and raise their family based upon what the abortion policy is in that state. But we will see about that, but Arkansas is growing significantly. People are moving there from California and other places. And it's a very dynamic economy. And so as the cultural differences arise on issues such as abortion, that debate will take place, but the state will determine its own future.”

“And so that's how I look at that. I think that conservatives need to think through when do we use the power of government. And whenever you're looking at pregnancies that result of consensual sex, let's protect the life. But if it is the result of a criminal act, I think you withdraw the power of the government in making that decision. And so that's been my historic position. Other part of it is that it should be returned to the states. I supported the reversal of Roe v. Wade, and for the states to be able to make their own health care decisions there. In Arkansas, you override the governor's veto by a simple majority, which is rather unique. It doesn't take a two-thirds. And so I signed that law because I believe it unbalanced, it protected the life of the unborn at the time that I advocated and said, I do wish that there would be the exceptions of rape and incense.”

“Right. And as governor, I had to deal with pregnancies for young girls. I'm talking about teens and were subject to incest or rape. And so I've had to deal with some of those tough issues. And so I know the reality of it from that perspective. Obviously, you're talking about an unborn child that I believe represents life. And so I think that deserving of government protection, with the exceptions of, you know, rape and incest and the life of mother, and why are those exceptions? And obviously the life of the mother is something that there's unity about. But in the rape and incest exceptions, those are the product of criminal acts. And that's where I believe that decision should be made outside of the dictates of government.”

“I do, I do. And it's tough. It's a tough issue all around my historic position, my current position, is that the unborn represent life and deserve protection. And there's three exceptions that I've always acknowledged, which is when the life of the mother is at stake. And in cases of rape and incest.”

“Not perfectly, but this message was sent, don't come across our border because it's not easy. And that slowed the flow and that message internationally is important. And so now President Biden has tried to toughen up the border policy and go back and really do some, make some changes that are important and overdue. The message is still out there. What do we need to do about it? You need to toughen up the message. We believe in asylum. And if somebody is fleeing persecution, they ought to have refuge here in the United States under our international rules. But you change the system by saying you've got to come through a port of entry if you're crossing a country, then you've got to claim a sign.”

“And I agree completely. I think it's important for us to emphasize the contribution that immigrants make to our nation, part of the fabric of our country and actually the fabric in which we have more jobs and entrepreneurship. Now, I'm a ruler, all guy, and so it has to be through legal flow of immigrants coming to our country. And so what we see at the southern border is unacceptable. As you mentioned, I was in charge of that responsibility in the Bush administration and let me be the first to say we didn't get it perfect. But what we see in the Biden administration is a signal that was sent early on that it's going to be an open border now. Those words were never used. But whenever you reverse all of the tough policies of the Last administration. That's a signal that is sent. And so”

“Well, in some ways, both. I mean, I'm not for the legalization of illicit and harmful substances more than we already have. I think that's what many times brings people into treatment is that they're actually confronted with their illness or their drug abuse by a law enforcement officials. On the other side, I've fully supported, and this goes back to my time as head of the DEA of drug courts, which provides an alternative to incarceration for someone who simply has, not simply, but has an addiction problem that is combined with a crime problem. And that's been successful. In my judgment, we've expanded it while I have been governor of Arkansas. And we have to continue to emphasize the treatment side, understanding that addiction is an illness. and they need help.”

“Used to be that family would be somewhat protected and immune during a campaign. And yes, I think it certainly illustrates that even though I've been head of the DEA, I've been a federal prosecutor, that there's no family that's exempt from the challenge of drug abuse. And it strikes us hard. And I understand it. It's a struggle. And sure, I hate to see the scrutiny that's going to come on it, but we understand it. And we solicited everyone's prayers just like I pray for other families that are hit with this.”

“the pills sold on the street are fake. And you're just gambling with your life if you take one of those pills, buy one, take one because it very likely could be lined with fentanyl. And so this is coming from the cartels. We've got to target them. I believe they should be declared foreign terrorist organizations. We've got to stop the precursors, try to stop those from coming into China. But it's about educating our young people, reducing the demand in our country, which is probably the most critical, and then helping to secure the border to try to reduce the flow of the fentanyl coming in and going after the cartels.”

And what a great job the DEA has done, the local prosecutors, because that's an example of where fentanyl and other drugs coming into Chicago, distributed, and killing our youth. And it's what needs to be done about it is, first of all, extraordinary education, the danger of the fentanyl that we're not used to such a small quantity, milligrams being able to kill somebody just because it's lined in one pill.”

“Whenever you're looking at the spending and accumulation of money in outside groups, they have in many instances more influence over the campaign than the candidate does with limited resources. Now go back to McCain Feingold. You know, I actually, we called it a bipartisan freshman bill. And the distinction was that we didn't go as far as McCain Feingold because we tried to stay within the what we saw as a constitutional constraints. And it was actually a better bill that had a better chance of being sustained by the Supreme Court. And it would have kept the money more within the candidates and the parties versus all of the outside groups. And so there was a distinction there, but I'm troubled where we are today, but it is. That's where the Supreme Court said the Constitution requires us to be. So you've got to manage.”

But you can't engage in trying to intimidate a local prosecutor. And I hope that's, I don't believe that's the case, but it's on the margins as to, you know, whether that's an effective oversight.”

That's why I'm critical of Valvin Bragg of New York that he said his priorities on a very novel legal theory going after somebody that had a campaign finance violation allegation. And you got a lot of other serious issues in New York. So prosecutors do have to make decisions.”

“But regardless, you know, a campaign is about both appealing to what the voters are concerned about, but also providing leadership for a country that is yearning for leadership that brings out the best of America and doesn't appeal to your worst instincts. And whenever, let's come back to the rule of law that you're speaking of. Now, we focused a little bit on the white supremacist, the extreme right-wing element of it. You can appoint to the same undermining of the rule of law from the extreme left wing as well. And I think that's an important part of the discussion. Whether you're talking about Chicago or New York and prosecutors that are not pursuing the rule of law and enforcing the law, that undermines it. And whenever you see the violence that you have in the urban areas particularly and the disregard for the law,”

“I was there as a former vice president Pence spoke. He was booed when he went out there. But it's been a little bit overstated by the media. He had great applause lines. He was given an ovation at the end. And so, you know, it's like an audience in the Republican audience, you might have 30% that are so ardent Trump that they're going to boo you. But I'm happy to go after the 70%. And, you know, every time I ran for re-election, Arkansas as governor, I was opposed from the extreme right wing and I won by 70%. And so you've got to be able to take that on and you got to do it in a way that doesn't alienate the 30% totally. And they could smile. And, you know, if you can win, they're going to support you and be in that camp for you. So I think it can be managed.”

But I also point to the fact that, you know, I've been anti-establishment all my career as I fought for turning Arkansas into a two-party system to building the Republican Party. I was going up against the entire establishment. And so I'm used to that battle. And I think it is important that everyone sees a candidate who's willing to take on establishment, to take on the status quo, to change things, and to fight hard. And anybody who sees my life, whether it's taking on a terrorist organization or whether it's fighting for justice in the courtroom, I'm a fighter.”

And yes, whenever you're talking about undermining the law enforcement and their mission, it in fact undermines the rule of law that we have. And so I think the FBI actually needs to be reformed. I believe that somebody with my experience in law enforcement is someone that can take on that challenge, but to undermine all of what we're doing at the federal level, you've got to be careful about the words that you use and very precise about it because what we have in our justice system is not perfect, but it is the envy of the world and is what gives us economic success in this country. And whenever you have people with discontent, they're looking at themselves as a victim and they want to blame somebody for the challenges they see in life and you have a charismatic leader come along and challenges them and says blame it on particular racial group.
