“That's exactly what several leaders and others told me and advised me and cautioned me, but the difficulty when I became prosecutor, as a matter of general application, I was trying to reform the office. It was necessary to move at the speed of relevance. We took an approach since my term, whether it's Georgia, whether it's vis- ⁇-vis the warrants the judges issued against President Putin and Madam Lavova-Belova and others, to try to show that the law is not an afterthought. When people are in shelters hearing bombs overhead, when people are struggling with plastic bags crossing international borders, with what their belongings are, whether that's Ukraine into Poland or whether that's Darfur into Chad, we need to apply the law. And you can't have one approach for countries where there's support, where there's NATO support, European support.”

“Well, that's in every case, whether you're dealing with cases in Sudan or Libya or with Ukraine and Russia. I think this is a particularly difficult moment because of history. We know the suffering of the Jewish people, the horrors of the Holocaust. We know that without the Nuremberg Tribunal that gave evidential historical record to the pogroms of Hitler, national socialism, we wouldn't have had a Yugoslav tribunal. We wouldn't have had an international criminal court. So on so many fronts, the complexity of the situation, the tribalism that exists, the different narratives and competing narratives meant that one was faced with stark choices faced with stark choices, legal principles and established valued relationships. “Knew it was a powerful moment. I knew it's very divisive issues, an issue where emotions are strong and there would be a storm. I had been told by many states and authorities it would be a nuclear bomb, it would be an atomic bomb, you know, they'd be held to pay effectively.
