“I should inform the House that the Peter Murrell case is sub judice until sentencing. However, I am granting a limited waiver so that Members may discuss wider issues raised in the context of this case. Members should not speculate about sentencing.”

“Before we come to Prime Minister’s questions, I know that the thoughts of the House will be with those affected by the events in Belfast this week. I should inform the House that charges have been brought against a man following the attack on Monday night. That case is now sub judice. It is possible that other charges will be brought, including in respect of events in Belfast in the aftermath. I am granting a full waiver to allow Members to discuss wider issues raised in the context of this incident. However, I must urge Members in the strongest terms not to discuss the details of any individual case. This includes not discussing any motive, nor the guilt or innocence of any individual. Members should avoid wider speculation that could be prejudicial in any future criminal trials.”

“We must end the speculation and treat this House with the respect that elected Members deserve. Once again, it seems to me that we are becoming second-class citizens under this Government. I do not want that to be the case, and I hope that I am going to be proved wrong.”

“We are going to come to the statement, but I have a concern. There are strong rumours that the Government are going to produce their defence investment plan on Friday. That would be an utter disgrace and an utter kick in the face to Members of this House. I say to Downing Street that, under the ministerial code, it is the Government’s responsibility to ensure that major announcements are made here. This may be speculation, and I am sure it will be corrected, but I will be appalled if it is done on a Friday, given that Members have been waiting so long. This affects all parties who have a great interest in the defence investment plan, including Members on the Government Benches. We all have jobs, and we all have people who serve in the armed forces.”

“Order. I say to the hon. and learned Member for North Antrim (Jim Allister) that he should not walk in front of the hon. Member for Surrey Heath (Dr Pinkerton) when the Secretary of State is answering him. Please show each other respect.”

“You have put that on the record, and those on the Front Bench have heard it. I think it was an error rather than a complete misleading of the House, so I think we can leave it at that.”

“Order. I welcome the shadow Minister to the Dispatch Box, but he is supposed to have two minutes. He has now spoken for nearly three minutes, so I am sure that the Minister will have grasped what he had to say.”

“That completes questions to the Secretary of State. Before we come to questions to the Solicitor General, I note that the Fordingbridge rape cases have been referred to the Court of Appeal. The matter is therefore sub judice. I am granting a limited waiver so that the case can be discussed, but Members should not speculate about sentencing issues, and they should not criticise judges, except on a substantive motion.”

“Before we begin questions, I want to congratulate the men’s House of Commons tug of war team, captained by Sir James Cleverly, which yesterday beat the House of Lords team to win the Macmillan cancer tug of war 2026 in aid of that great charity. I was a last-minute addition to the team to ensure its victory. I would also like to say well done to the women’s team, captained by Tonia Antoniazzi, which included Madam Deputy Speaker Caroline Nokes. They put up a valiant fight against the Lords team, but unfortunately lost this year—the first time they have ever lost.”

“Along with my father Doug, he was a prominent and long-serving officer of the all-party parliamentary group on cricket, and I know Alan took his passion to the next level with his many novels about the sport. In 2018, he was appointed as a life peer, serving in the House of Lords until he retired at the end of 2024. I am sure that Members across the House would like to join me in sending our condolences to Lord Haselhurst’s wife, Lady Angela, as well as his children, grandchildren, family and friends, who are very much in our thoughts today.”

“Before we come to Prime Minister’s questions, I would like to pay tribute to former colleague Lord Alan Haselhurst, who died this week. Although we come from opposite sides of the Pennines, and the aisle, Alan served this House initially as the MP for the old Lancashire seat of Middleton and Prestwich from 1970 to 1974, before he represented Saffron Walden from 1977 to 2017. He was also my immediate predecessor as Deputy Speaker and Chairman of Ways and Means from 1997 to 2010. He was a distinguished and respected parliamentarian, serving on numerous Committees during his time in the House, as well as playing a leading role with the Commonwealth Parliamentary Association. Friends will know that Alan was mad about cricket.”

“Order. I will gently say that the question was about South East Water. The Minister has opened it up by mentioning other water companies, but it would be more helpful if we could concentrate on the theme. I am going to test that by calling Clive Efford; I think his constituency is covered by Thames Water, but I am sure that he will link his question in.”

“I would like to acknowledge that there has been significant public interest in the case involving the murder of Henry Nowak. The case is of legitimate interest to the House, and I note that sentencing will take place today. My understanding, and agreement, is that the Government will bring forward a statement on the matter tomorrow. If, for some reason, that statement is not forthcoming, I would look favourably on attempts to bring the issues raised by this case before the House by other means.”

“Before we come to the urgent question, let me repeat what I said to the House at the start of this parliamentary Session. The Government’s own ministerial code makes it clear that important policy announcements should be made in the first instance to this House when it is sitting. Some people seem to have very short memories. This announcement has been drip-fed to the media over the past three days. That is not in line with the Government’s own rules, and it is unacceptable. Back Benchers on either side have been elected to this House to hear such announcements first, instead of outside a Morrisons petrol station, on a bus, or on TikTok. Members should be respected. I uphold this House and I respect them, even when the Government do not. The Government have to get their act together and recognise the value of their own Back Benchers.”

“Order. I just say to the Minister that if that was being said in the studios, rather than to the House, it is not a good example—it confirms that you somehow think that Sky or BBC are more important than Back Benchers, elected by constituents across this country, who must hear it second-hand. It is not acceptable. Do not think that it is a bonus to tell the House that now.”

“I have a short statement to make. I would like to draw Members’ attention to the fact that the book for entering the private Members’ Bill ballot is now open. It will be open until the House rises today and while the House is sitting tomorrow. On both days, the book will be available for Members to sign in the No Lobby until 6 pm. It will then be taken to the Public Bill Office and remain open for signatures until the rise of the House. The ballot itself will be drawn at 9 am this Thursday in Committee Room 16. An announcement setting out these and other arrangements, and the dates when ten-minute rule motions can be made and presentation Bills introduced, is published in the Order Paper.”

“Order. Minister, you have been in the House for some time. Ministers have three minutes to respond to an urgent question, and it is over three and a half minutes now. I was not given notice of extra time being needed, and other people would obviously need to know that, too. I set out the rules of the House, and we should adhere to them. We have broken them once again, and we have only been back a few days.”

“I do not want to continue the debate, so this is advice for other Members who are trying to catch my eye: an experienced Member like Sir David will not leave it here, but will pursue this through the many other avenues that are available. I suggest that the issue will be coming back at some point. I have also had a letter from the ISC, and at some point I will also need to respond to it, so it is not quite the end as we sit here.”

“It is not a matter for me; it is a matter for the Government, thankfully. As I understand it, there is a very large number of documents. What has not been mentioned in this debate is the ability to print such a large number and make them available to the House. I have been advised that publication will be coming as soon as possible—I do not want to speak for the Minister, but rest assured that it will not be left. It is important that we have time to go through those documents. They may be good reading for Whitsun; other Members may be campaigning. I am keeping a very close eye on it, but I understand that there is a big issue with printing such a high number of documents, so it is not as straightforward as has been presented.”

“We love speculation. I did not quite hear the Minister say that he was worried about the by-election. I know that the Minister will want to ensure that this House is informed as soon as possible. I will look to ensure that that happens. Let us calm down and not speculate too much. Hopefully, Whitsun may bring some generosity to some Members—I think they need a little bit more sunshine.”

“Order. Do not overstretch your point of order. You want a good answer, not a bad one. I reiterate once again that I do not care whether you are the leader of a party, the Prime Minister, a Back Bencher, or even a possible future Prime Minister; whoever you are, you must observe the due courtesies and let the Member concerned know, unless you are on private business. The courtesies of the House must be upheld. I do not care who you are—do that. We wanted a new beginning; this is a bad start. I am sure that the leader of the Liberal Democrats is already sending a letter to the hon. Member for Farnham and Bordon (Gregory Stafford), or it might be stuck in the computer somewhere. I am not going to make that judgment call.”

“I thank the right hon. Lady for giving me notice of her point of order. As she might expect, I have received no notice of a statement on this matter, but Government Front Benchers will have heard her concern. She is an experienced Member and knows there are many opportunities for her to raise this matter on behalf of her constituents. If she requires further advice, she could consult the Clerks in the Table Office, but I certainly know this will not be the end of it. Who knows, an urgent question may be an option—with no guarantees.”
