  1. Relations between the Soviet Union and the United States have entered a period of adjustment based on their political, economic and military interests. Indeed, recent decades have shown that confrontations and arrangements between them have become cyclical. Their policy has not really changed its basic trend towards hegemony. One of the most important and constant parameters of this policy is the accelerating arms race. The most recent testimony to this was the third special session of the United Nations devoted to disarmament, which was held in June this year and ended without any result - even without the adoption of a final document.

  2. If the United Nations has not always been able to discharge its functions, it is because the super-Powers have tried, in various ways, to use it to promote their own policies and interests. SO many times the United Nations machinery has been misused to stifle the criticisms of Member States. Doubtless these attitudes run counter to the interests of the overwhelming majority of States, which wish to see the United Nations make sincere efforts to carry out its mission as a universal Organization in keeping with the Charter. At present we are seeing signs of detente. We cannot but welcome this trend. Nevertheless, the fact is that we are living in a world fraught with contradictions and confrontations. We are far from a real, lasting peace.

Allow me, on behalf of the delegation of the People's Socialist Republic of Albania, to congratulate Mr. Dante Caputo of Argentina on his election to the post of President of the Assembly and to convey to him our best wishes for the successful discharge of his important duties. We also congratulate the Secretary-General, Mr. Javier Perez de Cuellar, on his efforts to enhance the role of the United Nations in the cause of peace. For more than four decades now, each year, at each of its sessions, the General Assembly has discussed major problems of concern to the international community. These deliberations have sought to strengthen the role of the United Nations in finding solutions to problems relating to the aspirations of peoples for freedom, independence, national sovereignty and independent development.

  4. This we consider to be both a right deriving from our status as an independent and sovereign State and a duty deriving from the policy of a truly socialist country. The Albanian Government believes that development and international co-operation in various fields must contribute to the strengthening of friendship among peoples and strengthening of peace and security. The Albanian people and Government, as in the past, will continue in the future to give its unreserved support to the struggle of peoples for freedom and national independence, which is one of the fundamental trends of world development at the present time and a contribution to the cause of peace, freedom and democracy.

  5. Similarly, the International Conference on the Relationship between Disarmament and Development brought to light new facts about the paradoxical and tragic situation of the world today. The colossal sum expended on arms is equal to the total debt. Yet the production of all types of weapons continues unabated, as does the arms trade. The peoples and the developing countries are exerting every effort to fight the system of neo-colonial relations imposed by the imperialist Powers. We associate ourselves with the efforts to change the inequality of international economic relations. The People's Socialist Republic of Albania has always been and remains in favour of the development of international relations on a basis of justice and mutual advantage. In the future, too, we shall continue to participate actively in these relations.

  6. Current political developments cannot be viewed in isolation from the effects of the prolonged economic and financial crisis and the intensification of neo-colonial exploitation. An indication of the degree of exploitation and injustice in existing international economic relations is the fact that 50 per cent of our planet's raw material resources are utilized by the industrialized countries, although, of course, they make up only 15 per cent of the population of the world. The developing countries are up to their necks in debt and the repayment conditions imposed have become impossible to meet; in fact, the economies of many States are being stifled. International trade is encountering difficulties of many kinds, as was clearly confirmed at the seventh session of the United Nations Conference on Trade and Development (UNCTAD).

  7. Contrary to the will of the Korean people, Korea continues to be divided. The Albanian Government supports the right of the Korean people to the independent reunification of its country without any outside interference. The People's Republic of Kampuchea is not being left in peace to build a new and independent life, and is still denied its lawful place in the United Nations. Peoples everywhere - whether in the occupied Arab territories, Nicaragua, Afghanistan, Namibia or South Africa - are stepping up their patriotic resistance to foreign aggression and interference. They are intensifying the anti-imperialist struggle, along with the struggle against racial discrimination and apartheid, for their democratic and national rights.

  8. The guns in the Straits of Hormuz have made the situation even more explosive. Battle fleets were sent there before the ink was even dry on resolution 598 (19B7) which the Security Council adopted unanimously calling on all other States to refrain from any act which might lead to further escalation and widening of the Iran-Iraq conflict. It is now more essential than ever for the sincere appeals of democratic and peace-loving States, which represent the voice of reason and sound international opinion, for an immediate end to the war to be heeded. This would be in the interest of both Iraq and Iran and of the peace and stability of the region and the world. A number of hotbeds of tension are being kept alight and fanned by imperialism and reaction in other areas of the world, such as Africa, Central America and South-East Asia.

  9. Still less can be expected from such a conference if it fails to deal with the very heart of the Middle East problem, the Palestinian problem. The Middle East and Gulf areas have been transformed into permanent hotbeds of war, and the imperialist Powers bear a grave responsibility for this. The continuance of the Iran-Iraq war has caused incalculable human losses and material damage to the peoples of the two countries. The war benefits only the enemies of those countries and of peace, who one day may use it as a pretext to in the flames of war not just throughout the Gulf but beyond. The United States and other Powers have now sent their battle fleets to the Gulf on the pretext of guaranteeing freedom of navigation and clearing the waters of mines. This sets n extremely dangerous precedent.

The People's Socialist Republic of Albania and the Albanian people, sincere friends of the Arab peoples, with whom they are linked by traditional bonds, are saddened by the events in Lebanon, which we follow with concern, just as we follow the overall developments and crisis in the Middle East. We rejoice at every step towards Arab unity, just as we welcome whole-heartedly any positive development towards the strengthening of the unity in the ranks of the Palestinian movement, of the Palestine Liberation Organization (PLO). Recently there has been talk, which continues, of convening an international conference on the Middle East. We believe that no conference on this question can yield results if it ignores or seeks a substitute for the PLO.

To the terrible tragedy of the Palestinian people, who have long been the victims of genocide like that carried out by the Nazis against the Jews during the Second World War, has now been added the drama and the tragic events in Lebanon, which has been turned into an arena of fratricidal strife whipped up by the imperialist Powers and Israel, and all those that are playing their game. Irrespective of the political groupings or religious sects of those engaged in the present fighting, it is Arab blood that continues to be shed in Lebanon and it is the Arab cause in general and the Palestinian cause in particular that are constantly under attack.

The worsening of the situation and the continuation of the crisis in the Middle East and the repeated American military operations in the western Mediterranean and so forth is eloquent evidence of the urgent need to oppose the military presence of the super-Powers in the Mediterranean with their bases and fleets. Albania continues to maintain the view that, their removal constitutes the primary and decisive pre-condition for turning the Mediterranean into a sea of peace. For years now the tense situation in the Middle East, with its almost regular flare-ups, has been a constant threat to international relations.

For years this basin has been transformed into an arena of rivalry between the super-Powers, which have deployed their fleets there thousands of kilometres from their own borders and are threatening the peoples and the peace of the region. Their growing presence and activities keep the Mediterranean peoples and countries in a state of continuous tension. The anchoring of American and Soviet cruisers and other warships, which in the guise of "friendly" or "tourist" visits have secured permanent access to port services and facilities in various countries, also constitutes a real danger to neighbouring countries.

  14. Friendly Balkan co-operation is the hope and aspiration of the peoples of the region, but to achieve this it is necessary to face up realistically to the problems of the peninsula. We believe that at present it would be advantageous to each country and to the region as a whole to settle existing differences by means of bilateral negotiations, just as it would be equally necessary to develop bilateral relations. We believe also that inter-Balkan activities in the fields o trade, transport, culture, science and technology, ecology and so on help to develop co-operation and strengthen trust and understanding, which are so indispensable for the concerted consideration of the major political problems of the Balkans. The problems of security in the Balkans and in Europe are closely connected with those of security in the Mediterranean.

At the same time we believe that it is necessary first to create the kind of atmosphere that will ensure their making a contribution towards genuine solutions of the problems of our region and not their becoming a source of further exacerbation of the situation. For its part Albania has acted with a high sense of its responsibility and has never been the cause for any exacerbation of the situation. It favours the removal of nuclear and chemical weapons and so on, not only from the Balkans but also from other regions and countries. That is in keeping with its political line. Also, Albania has realized in practice what the Balkans need to ensure peace and understanding.

Acceptance and recognition of their identities, cultures and national traditions and respect for their own languages and their spiritual bonds with their own nation would greatly contribute to strengthening an atmosphere of understanding and sincere co-operation. From time to time initiatives are taken regarding various political activities and meetings at the Balkan level. The Albanian Government appreciates every sincere and constructive step aimed at serving peace and stability in the region. Hence we support in principle the holding of bilateral and multilateral meetings and talks.

  17. Regrettably, in recent years chauvinistic feuds and passions have been incited in one way or another. The People's Socialist Republic of Albania is opposed to these dangerous trends. It cannot reconcile itself to acts and deeds that restrict the national rights of the peoples of the Balkans, or that divide them and sow hostility among them, it advocates respect for the rights of every people and each ethnic minority. The Albanian Government believes that minorities should be viewed as a bridge to unity and friendship among the peoples of the peninsula and not as a source of discord.

  18. However, the Albanian Government has always been firmly convinced that European security cannot be achieved through such meetings and conferences where the super-Powers impose their will. European security can be achieved only by getting rid of the chains with which the two super-Powers have shackled it and by opposing their presence and interference in the internal, affairs of European States. Only thus can their freedom, independence and sovereignty be guaranteed. Also, the Balkan region does not enjoy tranquillity, neither is it without problems. In addition to interference by the super-Powers, there are a number of negative regional elements that have increased tension. It is common knowledge that history has intermingled the peoples of the Balkans and that there are many ethnic minorities.

Albania does not participate in the meetings of the Conference on European Security and Co-operation, for we are convinced that these meetings, which are manipulated by the two super-Powers, cannot lead to any fruitful results unless one believes that the United States and the Soviet Union are going to frustrate their own ends. The People's Socialist Republic of Albania, which under its Constitution prohibits foreign military bases and troops on its territory and which has solemnly declared that no harm will ever come to any of its neighbours from Albanian territory, appreciates the genuine aspirations of peoples, honest men and progressive personalities in Europe to peace and security in our continent, and we welcome their efforts in that direction.

It is the military pacts of the North Atlantic Treaty Organization (NATO) and of the Warsaw Treaty, the military bases and arsenals of nuclear and conventional weapons deployed in so many countries, the armies of the United States and of the Soviet Union which, for more than the 40 years that have elapsed since the Second World War, continue to make themselves at home in Europe; it is the warships, cruisers and aircraft carriers of the super-Powers which criss-cross the Mediterranean and European waters like sea serpents; it is imperialist economic and political pressure and cultural aggression which is stifling the continent. It is precisely this that is undermining the sovereignty of various countries, affecting their personalities and independence and endangering peace and security in Europe.

  22. It would be dangerous if peoples were to accept the institutionalisation of summit meetings between the super-Powers as a forum empowered to take decisions for third parties. The super-Powers would like to be given a free hand and have other States welcome and accept as fait accompli everything they decide. The Albanian delegation believes that on issues connected with the destinies of peoples, with world peace and security, every sovereign State must have its say. The problems of Europe and European security are of direct concern to socialist Albania. Peace on the continent, friendly relations among European peoples and countries signify peace and normal development also for the People's Socialist Republic of Albania.

Thus an agreement, on the removal of short- and medium-range missiles must absolutely be accompanied by other steps in the field of disarmament, and that would constitute a victory for the peoples and democratic States that are continuing to fight against the arms race as they have been fighting for years. For some time, especially in recent years, much has been said about summit meetings between the United States and the Soviet Union in the hope that they would solve the problems of safeguarding peace and assuring the future of mankind. For the super-Powers to meet and hold talks is their right and business, but what is unacceptable is that they should discuss and take decisions for others.

  24. Now they are talking about dismantling and removing them from Europe, and are trying to present this as an important step in the field of disarmament. It is abundantly clear that in this whole business the super-Powers have made their calculations. When they speak about international security, they are in fact talking only about their own security, which means insecurity for the others. Even after such an agreement, thousands of nuclear weapons, regardless of type, will still remain in and around Europe and hundreds of military bases established in a number of European States will still be there. Hence, the factors that threaten peace on the continent and in the world remain.

  25. This impermissible situation of undeclared occupation in modern times cannot but remind us of the long-drawn-out invasions of past centuries and the lessons of history. We hear a lot of talk at present about the United States and the Soviet Union reaching an agreement on the removal of medium-range missiles from Europe. From the very outset the Albanian Government has expressed its opposition to the deployment of these missiles in Europe, just as it has always been and still is in favour of the complete prohibition of nuclear weapons, and against the miniaturization of space and the arms race in general. It is a well-known fact that when the two super-Powers installed those missiles, they paid no attention to the strong opposition of the peoples of Europe.

Indeed, repeated meetings have been held, where there is talk about the maintenance of the balance of forces and military manoeuvres conducted alternately by one bloc or the other, but the most that is ever heard is satisfaction at the participation in them of observers from the two blocs, and there is never any talk of the complete withdrawal of American and Soviet troops from foreign territories where they are stationed. For the sake of co-ordinating policies in the context of blocs, even the taking of independent decisions has been restricted, and made virtually impossible. All the political activity of the two super-Powers, whether in the bilateral talks between blocs or in a broader framework, has concentrated on maintaining, and indeed extending, their respective spheres of Influence.

Various peoples and countries continue to be threatened with aggression by imperialist forces or have been the victims of declared and undeclared imperialist wars - wars in which a number of States and millions of troops are involved, with resultant huge human losses and colossal material damage, and with serious consequences for international peace and security. In fact, the stationing of military troops by the United States of America and the Soviet Union indefinitely in the territory of many States has been legitimised under various pretexts, such as the threat from the East, or the West, and so on.

Allow me, Sir, on behalf of the Albanian delegation, to extend to you my warm congratulations on your election to the high post of President of the General Assembly of the United Nations at its forty-second session and to wish you success in the performance of your task. Although more than four decades have elapsed since the founding of the United Nations, the international community is still very far from achieving those objectives and goals pertaining to peace that are clearly stipulated in the Charter and constitute the fundamental purpose for which this Organization was founded. The policy of the Albanian State, domestically and internationally, during these four decades, has secured for the Albanian people genuine freedom and independence, progress and well-being, and true social equality, in which the worker has a place of honor. Socialist Albania is developing its economy uninterruptedly on the basis of self-reliance, with no debts or credits. The policy of the Albanian State rests on the interests of our people and of the peoples struggling for national freedom and independence, peace and security. Permit me. The creation of more just international economic relations requires the establishment of a fair ratio between the prices of raw materials and «.hose of manufactured goods, the removal of protectionist measures and tariff and non-tariff barriers, and the free transfer of technology. The grave economic situation can be resolved only by opposing, and taking effective measures against, the system of neo-colonialist exploitation. The Albanian people are looking forward to two important events: the 45th anniversary of the founding of the Party of Labor of Albania, which, under the leadership of Comrade Enver Hoxha, our great and unforgettable guide and teacher, ensured the freedom of the homeland and the construction of socialism, and the Ninth Congress of the Party.

By means of monopolies, all kinds of machinations and speculative manipulations of the international economic and financial system, the imperialist Powers have stepped up their plundering, especially in the developing countries. One of the most widespread forms of neo-colonialist exploitation, which, in recent years, has assumed unprecedented proportions, is the granting of loans and credits on very onerous terms. Indeed this phenomenon represents a new imperialist strategy which is designed to establish hegemony not only through political and military aggression, but also through economic aggression.

  32. Using the same pretext, efforts are made to identify wars of national liberation with terrorism and thus to discredit them. There is no doubt that there could be no more savage terrorism than that practiced by the super-Powers with the aid of aircraft, tanks, warships and entire armies. And it is that kind of terrorism that incites and cultivates all other kinds of terrorism. Therefore, we believe that if we condemn terrorism, we must at the same time strongly condemn those who commit acts of aggression, who interfere in the internal affairs of other States and violate their sovereignty, and who have elevated terrorism to state policy. The world economic crisis continues to have a negative effect on international economic relations and on the political situation as a whole.

  33. The Albanian delegation wishes to stress that, ro matter who undertakes it or on what pretext, terrorism is an odious phenomenon. We resolutely condemn the terrorism that claims innocent victims. While condemning terrorism, we believe we should also condemn those who have elevated it to a State policy. Are not the American acts of aggression against Libya, Israel's massacre of women and children sleeping in Palestinian camps, the killing of defenseless people in attacks by Soviet aircraft in Afghanistan and the organizing and financing of the Somozist gangs terrorism, even organized terrorism elevated to a State policy? On the pretext of fighting against terrorism, violations of the sovereign rights of peoples and disregard of the norms of international law are justified.

Diplomatic soundings and proposals by the emissaries of States which are keeping the Pretoria regime on its feet, with a view, allegedly, to the so-called reform of the racist regime, are but attempts to prolong its existence at a time when it is reeling under the blows of the just struggle of the African peoples for the freedom and independence and is being condemned by all international public opinion. The Albanian Government and people, sincere friends of the African peoples, will continue to the very end their unreserved support for the just liberation struggles of the Namibian, Azanian and other African peoples to expunge the ugly blemish of racism and apartheid and to rid themselves of the neo-colonialist yoke and oppression. We hear a great deal today about international terrorism.

In order to resolve this painful situation the African States must resolutely oppose neo-colonialist policy and take effective measures to exercise their full sovereignty over the national resources. South Africa, that bastion of colonialism and racism in the continent, is not only fiercely pursuing its policy of apartheid but committing flagrant acts of aggression against neighboring countries such as Angola, Zimbabwe and Zambia. In the course of recent events in South Africa the democratic peoples and States of the world have once again seen the unreserved support of imperialism for its offspring, racism.

A number of international conferences have been organized under the auspices of the United Nations on the problems of concern to the peoples and countries of that suffering continent, such as the critical economic situation, sanctions against the racist regime of South Africa and the Namibian problem. For centuries Africa has been exploited pitilessly by the colonial Powers and has served to enrich the metropolitan countries. Today troops and military expeditions have been replaced by imperialist monopolies and multinational corporations which continue savagely to plunder the colossal wealth of Africa. Thus Africa continues to suffer impoverishment, and whole regions of the continent are threatened with famine.

  37. The Soviet occupation troops must leave that country, and the freedom-loving Afghan people must be left to decide for themselves the destiny of their homeland. Albania has frequently expressed its clear and firm support for the struggle and efforts of the Korean people for reunification of their homeland, in conformity with the aspirations and desires of the Korean people, free of outside interference. In Central America the undeclared war waged by the United States against Nicaragua continues. American policy towards that country illustrates the attitude of the united States towards the States and peoples of Latin America that have chosen the course of free and independent development. The situation in Africa has become a subject of universal concern.

For its part, it will continue to work for an extension of bilateral exchanges, particularly in the fields of trade, culture, science and technology, in the conviction that these exchanges are in the interest of genuine and fruitful co-operation, friendship between peoples and peace and security in the peninsula. The Iran-Iraq war has been going on for several years now, with as yet no signs of an end to the bloodshed. Albania and the Albanian people, which feel sincere friendship for and maintain friendly relations with both Iran and Iraq, can only hope that those two neighbors will put an end to this destructive war, the continuance of which serves the interests of the imperialist Powers. Afghanistan remains a serious hotbed of tension.

The bitter history of the past is remembered to this very day and teaches the peoples of the Balkans not to be taken in by the dangerous games of the imperialist Powers and to avoid and overcome the negative factors which create favorable ground for the increasing intervention by the super-Powers in the region. The interests of the peoples of the Balkans dictate the need for resolute opposition to such interference. It is the sincere wish of the Government of the People's Socialist Republic of Albania that good-neighborly relations should prevail among all the countries of the region.

  40. The Mediterranean belongs to the Mediterranean peoples, whose sincere desire and will it is that the Mediterranean become a sea of peace. The People's Socialist Republic of Albania has always been opposed to the presence of super-Power fleets in the Mediterranean. Albania does not accept, and never will accept, foreign military and naval bases and will never provide any facilities at its ports for the units of those fleets. This is a concrete contribution by Albania to the cause of peace in the Mediterranean. The waves of tension in the Mediterranean and the Middle East are being felt also in the Balkan peninsula, where, apart from the consequences of the tense international situation, from time to time negative regional elements inherited from the past and encouraged by imperialism and reaction come to the surface.

  41. A short time after the last session of the United Nations General Assembly there were some very dangerous developments in the region. A number of acts of aggression were committed and escalated into the bombing of Tripoli and Benghazi by the Americans. Those acts of aggression show that the United States is behaving in the Mediterranean in total disregard of the rights of sovereign States and the elementary norms of international law. They also prove that the presence of the war fleets of the super-Powers in the Mediterranean constitutes a constant threat to the peace, freedom, security and independence of the peoples of the region. Peace and security in the Mediterranean can only be safeguarded by stepping up the struggle of the Mediterranean peoples and countries for the withdrawal of super-Power fleets.

  42. Israel has turned that country into a permanent hotbed of conflict so as to keep the entire Middle East in a state of tension and fan the flames there. Albania has always firmly supported the just struggle of the Palestinian people for the restoration of its legitimate rights, as well as the struggles of other Arab peoples, whose unity is essential in opposing imperialist-Zionist aggression and the plots of the super-Powers and in order to liberate the occupied Arab territories and make the Middle East a zone of peace and prosperity. The United States and the Soviet Union have transformed the Mediterranean into a militarized sea. The continued presence of their war fleets there is fraught with grave consequences for the freedom and independence of the Mediterranean peoples and countries.

  43. The brother Arab peoples are experiencing great difficulties and must daily face the conspiracies hatched by the enemies of their freedom and national independence. That inveterate aggressor, Israel, which enjoys the support and protection of the United States of America, is continuing its expansionist, terrorist activities, its annexation by force of Arab territories and its acts of genocide against the suffering Palestinian people. The events of this year have given new proof of the intrigues against that people and demonstrated the desire of the imperialist Powers and other enemies of the Palestinian people to close the chapter on the Palestinian cause. The situation is grave in Lebanon also.

Comrade Raraiz Alia, First Secretary of the Central Committee of the Albanian Party of Labor and Chairman of the Presidium of the People's Assembly of Albania, has said: "Albania is a European country and as such is vitally interested in all that takes place in the continent ... The divisions and splits and the frequent tension and confrontation between countries of the continent have their roots in participation in the military blocs of the super-Powers. It is our view that only determined opposition to American imperialism and Soviet social-imperialism, the elimination of military blocs and the removal from Europe of atomic weapons and foreign troops can ensure peace in the continent." The situation in the Middle East remains grave and explosive.

  45. It is anomalous and very unjust that more than 40 years after the end of the Second World War foreign troops are still stationed in many countries of the old continent. Europeans are seriously concerned about the grave situation created by the policy that makes them victims of the super-Powers' nuclear blackmail. The peoples and States of Europe cannot consent to being a prey to the ambitions and rivalries of those Powers, or to their countries serving as the targets of nuclear weapons. Therefore, energetic measures must be taken to oppose all attempts to leave the solution of questions vital to Europe in the hands of the super-Powers, for any proposal they might make in that regard would first and foremost serve their own interests.

  46. We can never consider the mere absence of nuclear conflict a situation of peace at a time when the world has faced and is still facing constant threats and continuing wars and local conflicts. The continent of Europe continues to be one of the principal theater of confrontation between the imperialists. No other region of the world contains so great a concentration of conventional and nuclear military arsenals. What makes the situation in Europe even worse is that those arsenals are facing each other in an area containing the border between the two blocs - those of the North Atlantic Treaty Organization (NATO) and the Warsaw Treaty. This cannot fail to have an effect on all the peoples of the continent, especially the peoples of the member countries of the two political and military blocs led by the super-Powers.

Moreover, the new theories and concepts advocated by Washington and Moscow -such as "neo-globalism" and a "global system of security" - really differ only in form from the old ones and are basically just a means of justifying local conflicts, blackmail, the nuclear threat and even direct armed intervention against sovereign peoples and countries.Like all other peace-loving States, Albania is against the arias race and increases in the war budgets of the imperialist Powers. It is in favor of genuine disarmament. Albania has always been and remains a staunch opponent of the expansionist, aggressive policies of imperialism and social-imperialism. We can never equate world peace with the so-called strategic balance.

  48. Each super-Power is well aware of the fate reserved for its proposals before it even presents them, but they both believe that they must do something to placate public opinion. While they continue to build up their arsenals, each of them tries to prove, through its propaganda machine, that it sincerely wants disarmament but the other side does not, and is upsetting the "balance". Thus a vicious circle is created.

The Albanian delegation believes that the urgent regional and international problems of concern to peoples today cannot be left solely in the hands of the super-Powers, which are concerned with their own interests only and disregard those of other peoples and States. We cannot allow the role of the international community and the United Nations to be reduced to providing a backdrop for the scenarios the super-Powers are preparing or acting as an audience which will take note of the results of their secret diplomacy. Disarmament plans have been presented one after the other. They contain so many proposals and counter-proposals that even specialists on the subject are liable to get them confused.

On the contrary, immediately after that manifestation of what was called "the spirit of Geneva", the world was witness to the stepping up of American aggressiveness and provocation in the Gulf of Sirte, to the point where, on the pretext of fighting terrorism, the United States committed serious acts of aggression against Libya, a sovereign State Member of the United Nations, and peace in the Mediterranean and beyond was threatened. Much is now being made of the coming American-Soviet summit and the propaganda machines of the two super-Powers have been doing their best to persuade people that the fate of the world lies in the hands of those Powers.
