  1. Our Government has made and is making a good many efforts to create an atmosphere of confidence and neighborly relations among the Balkan States and peoples. That is not a short-term policy. We have been pursuing that very policy consistently and unwaveringly for 30 years now. We are deeply convinced that it is in keeping with the interests and aspirations not only of the Bulgarian peQple but also of all the peoples living in the Balkan peninsula. 52. In this period a number of mutually advantageous agreements between Bulgaria and its neighbors have been signed, agreements aimed at closer cooperation in the fields of economy, trade, culture, science, sport and tourism. The prerequisites for a lasting political detente in the Balkans have gradually been created. However, a dangerous military conflict flared up in our region recently.

In Viet Nam, it is essential strictly to implement the Paris Agreement of 1973 on Viet Nam, to halt the provocative military actions of the Saigon regime, and to remove the discrimination against the Provisional Revolutionary Government of the Republic of South Viet Nam. 50. In Korea, it is necessary to dissolve the so- called United Nations Command in Korea and to withdraw all foreign troops from South Korea. The General Assembly should adopt an appropriate resolution to that effect. 51. The People's Republic of Bulgaria, situated at the heart of the Balkan peninsula, has always attached and will continue to attach prime importance to the problems of peace, security and cooperation in that part of Europe.

  3. The position of the Government of the People's Republic of Bulgaria with respect to the situation in the Middle East, in Viet Nam and in Korea is well known. I shall therefore confine myself to describing briefly how, in our opinion, the issues that are as yet unresolved should be settled.' 48. In the Middle East, it is necessary to put an end to the provocation by Israeli militaristic circles of the neighboring Arab countries and to resume without delay the work of the Geneva Peace Conference on the Middle East. Israel must withdraw its troops from all Arab territories occupied in 1967. The legitimate national rights of the Arab people of Palestine must be respected. The security, territorial integrity and sovereignty of all States in that part of the world must be guaranteed. 49.

  4. The countries of Asia, Africa and Latin America are no longer parts of the world which imperialism used . to consider as its own backyard. They now constitute, a world of independent sovereign States, representing a new dynamic factor in international relations. 46. I have dwelt on these well-known facts in order to stress once more that the process of detente in the international political climate continues. However, in order that that process may be further strengthened and deepened and that it may be made all-embracing and irreversible, the efforts of all States are needed. Those efforts should be aimed first and foremost at eliminating the still-existing hotbeds of tension in various parts of the world. 47.

  5. Our organization can and must continue to play an active role in the final elimination of colonialism, racism and apartheid. The delegation Of the People's Republic of Bulgaria expresses the hope that the Assembly at its present session will not lose the opportunity to adopt appropriate measures to implement definitively and as early as possible the historic Declaration on the Granting of Independence to Colonial Countries and Peoples, adopted at the fifteenth session of the General Assembly [resolution 1514 (XV)] on the initiative of the Soviet Union. 45. The relaxation of tension also provides favorable conditions for the further intensification of the struggle of the non-aligned countries against neo-colonialism and for their national and social development free from imperialist bondage.

The long heroic struggle of the peoples of Guinea-Bissau, Mozambique and Angola and of the revolutionary and democratic forces in Portugal has been crowned with success., Against the background of that victory, it is increasingly evident that the military junta in Chile, which is trying to prevent the social development of that country by Fascist methods condemned by history, is doomed. History has also condemned those reactionary circles which are trying today here and there, with the help of neo-fascism and neo-nazism, to stifle the struggle for freedom, democracy and social progress. 44. Events in Portugal have also shown that our planet is ridding itself of the last vestiges of centuries of colonial oppression. However, we have no right to forget that there are still peoples who are under the colonial yoke.

  7. The Bulgarian Government and people have welcomed with deep satisfaction the signature by those two States of agreements on a number of important contemporary matters. The agreements aimed at preventing a world thermonuclear catastrophe are of special significance. We are profoundly convinced that the positive changes in relations between the United States and the Soviet Union are in the interests of all States and peoples, as well as in the interest of universal peace. 42. The breaking of the so-called sanitary cordon around Cuba is yet another of the striking facts which characterize a turning away from cold war towards an ever wider affirmation of the principles of peaceful coexistence. 43. One of the first and last bastions of fascism and colonialism in Europe has collapsed.

Favorable conditions have been created for the successful completion of the work of the second stage of the Conference on Security and Coroperation in Europe and for the third, concluding, phase to be held at the highest level as soon possible. That Conference, which is in itself an unprecedented event in the history of the old continent, has been rendered possible thanks to the new political and moral-psychological atmosphere in Europe. There can be no doubt that the strengthening of security and the development of comprehensive co-operation in the region are among the main trends in the process of detente in the world. 41. The results of the third meeting between the leaders of the, Soviet Union and the United States represent a significant new contribution to the further improvement of the. international climate.

  9. The principles of independence, equality and peaceful coexistence are increasingly asserting themselves as a norm of international life. Arbitrariness and diktat in relations among States are being rejected by the peoples as a political anachronism. Political consultations between the leaders of States, international negotiations and meetings and conferences aimed at resolving urgent issues of our times are being used more widely and efficiently. There exist red possibilities for the world to enter a new era, one of a stable peace and the reconstruction of present-day international relations on the basis of the principles of peaceful coexistence. 40. In Europe the foundations of a promising system of security and co-operation are being laid down.

Mr. President, allow me, on behalf of the delegation of the People's Republic of Bulgaria, to congratulate you on your election to the post of President of the twenty-ninth session of the General Assembly of the United Nations. We are pleased that the election to that high and responsible post has fallen to the representative of the friendly Algerian people, with whom the Bulgarian people have been closely linked since the years of their heroic struggle for freedom and national independence. 39. We cannot fail to note with satisfaction that in the period following the twenty-eighth session the process of detente has continued to develop and that the ice which gripped international relations has begun to thaw.

We welcome with great satisfaction the new initiative of the Soviet Union concerning "Reduction of the military budgets of States permanent members of the Security Council by 10 per cent and the use of part of the funds thus saved for the providing of assistance to developing countries" [2126th meeting] and also the appeal for reducing the military budgets of other States, particularly States with vast economic and military potential. 180. The significance and scope of this proposal are not hard to appreciate if we consider that in recent years the world's military expenditures have amounted to approximately $200,000 million per year. 181. The merits of the measure proposed by the Soviet Union lie in the fact that it is clear, specific and feasible if the countries concerned are prepared to implement it.

The strengthening of trust among States and the related possibility of implementing new measures in the field of disarmament offer prospects for freeing considerable human and material resources for the solution of the important and complicated economic and social problems confronting mankind. The new situation is unquestionably favourable for the elimination of fundamental obstacles that still hold back the normal development of international economic relations and for overcoming the economic and social lag of the developing countries and eliminating the unemployment and mass poverty that afflict millions of people in various parts of the globe. 179.

For that reason we believe that at the present session the General Assembly must take decisions which will make it possible to proceed immediately to practical preparations in order that a world conference may be convened in the near future. A similar appeal was made by the non-aligned countries meeting at Algiers. 177. The People's Republic of Bulgaria believes that the Security Council would be doing a great service in the cause of peace and the security of peoples if it accelerated the practical implementation of the solemn declaration on the non-use of nuclear weapons, adopted last year at the initiative of the Union of Soviet Socialist Republics. Only four countries voted against that declaration, and there cannot be any justification for delaying compliance with the recommendation of the General Assembly. 178.

  16. Now it is time for an over-all settlement of the problem of nuclear weapons tests, with a view to extending the nuclear test ban to all environments and all nuclear States. 176. It is our firm conviction that a significant impetus for the solution of the complicated problems of disarmament could be given by the convening of a world disarmament conference, in which all countries, large and small, nuclear and non-nuclear, would participate on a basis of equality. Those States which try to hinder the implementation of the relevant General Assembly resolution, 2930 (XXVII), and the preparations for such a conference must bear a heavy responsibility.

The People's Republic of Bulgaria fully supports the efforts of the Democratic People's Republic of Korea for the peaceful unification of the country and cannot but oppose any proposals that might interfere with the attainment of that goal. 175. An encouraging development in the field of disarmament is represented by the opening of the second stage of strategic arms limitations talks and the signing on 21 June 1973 of a document on basic principles of negotiations on the further limitation of strategic offensive arms by the Soviet Union and the United States of America. Talks will shortly begin on the reduction of arms and armed forces in central Europe, one of the most sensitive spots on the globe.

  18. 173. The United Nations can and must help to remove another constant source of tension and conflict, namely, .colonialism. Through the joint efforts of all peace-loving peoples, our Organization must become even more active in helping to eliminate this shameful phenomenon of our age, which flagrantly violates not only the principles of the United Nations Charter and international law but also the concepts of elementary justice and morality. 174. The events of the past year give us reason to view the possibility of a settlement of the Korean question with some optimism. It is long past time to remove the surviving anachronisms and give the Koreans in both parts of the peninsula an opportunity to solve their own problems without outside interference.

  19. The aggressive and adventuristic policy of the Israeli ruling circles is an ever-growing danger to peace in that region, which is our near neighbour. The key issue in the settlement of the Middle Eastern problem continues to be that of the withdrawal of Israeli forces from all the Arab territories occupied in 1967. It is the duty of our Organization to continue our active search for effective means to implement the well-known decisions of the Security Council. 172. The Bulgarian people and its Government will continue to give their full support to the Arab peoples in their just struggle for the restoration of the territories seized by Israel and for the establishment of a just and lasting peace in the Middle East on the basis of respect for the rights and interests of all the peoples of the region, including the Arab people of Palestine.

We vigorously condemn the brutality of the reactionary forces against the best sons of the Chilean people, and we express our firm conviction that the final victory will belong to the working class, the labouring people of Chile. 170. A glance at the agenda of this session is enough for us to realize how broad are the opportunities for our Organization to make a real contribution to the cause of further improving the world situation and carrying' out the fundamental task of the United Nations, which is to strengthen international peace and security. The most urgent question in this sphere concerns the peaceful settlement of the Middle Eastern conflict. 171. The situation in the Middle East still contains the lurking danger of a new explosion.

The need for an active struggle and for resistance against the forces attempting to halt social progress and the free and independent development of peoples is demonstrated by recent events in Chile. 168. World public opinion has reacted with concern and indignation to the actions of reactionary forces in Chile, which forcibly overthrew the legitimate Government of National Unity and brought about the death of President Salvador Allende, a valiant fighter for the just cause of the Chilean people and world peace. 169. The Bulgarian people wishes to express its fraternal solidarity with the Chilean people's struggle in defence of its right to develop along the path of national independence and social progress.

  22. This conclusion depends upon and accords with the objective fact of today's world and the balance which has already shifted in favour of the forces of peace and international understanding. It is this prospect that the countries of the socialist community, including the People's Republic of Bulgaria, are actively working and struggling for, together with all of the world's peace-loving forces. 166. We share the conviction, expressed by other speakers, that the main task today is that all countries and all people of goodwill throughout the world should do everything in their power to make the trend towards peace and international co-operation an irreversible one. Now, more than ever, the United Nations has the mission of promoting the fulfilment of that task. 167. The danger of a resurgence of old evils is not precluded of course.

The logic of events confirms that each people striving to build a happy future for itself and earnestly desiring the same for other peoples, and each State, whether large or small, can only benefit from a general improvement in the international atmosphere. That is why we are particularly gratified to note the results of the Fourth Conference of Heads of State or Government of Non-Aligned States, held at Algiers in September 1973. In addition to important and useful decisions on individual practical problems of the present day, the Algiers Conference expressed support for the policy of detente and recognized the truth that the policy of peaceful coexistence is in the interest of all peoples and of peace throughout the world. 165. We are firmly convinced that peace and international security will continue to grow stronger.

They are making an obvious attempt to sow doubts about the motives and objectives of the peace-loving policy pursued by the Soviet Union and the other countries of the socialist community, especially among small and medium-sized States, among countries struggling to consolidate their independence and to achieve economic and social progress, and also among the forces of the national liberation movements. They cast doubt even on the usefulness of the policy of peaceful coexistence, the principles of which underlie the Charter of our Organization. 163. We are confident that the facts will continue in the future, as in the past, to refute and expose the groundless "theories" of the partisans of cold war and international tension. 164.

There have, of course, always been some forces-and they undoubtedly exist today-which are not interested in establishing a stable peace and in strengthening friendship and mutual understanding between peoples. It would be naive to expect that those who have incited and supported the policy of the "cold war" and stockpiled weapons for many years will now reconcile themselves to the positive changes that have taken place in the world. 162. The forces of international reaction also seek and find support among other forces actively opposing detente. They talk, without any justification whatever, of a "nuclear diktat" of the so-called super-Powers which are allegedly conspiring at the expense of other countries' interests.

This complicated situation helps us to appreciate even better the successes of recent years in advancing towards detente and towards the broadening of peaceful co-operation between the Balkan peoples. 160. Bulgaria will continue to pursue with the same steadfastness and consistency an active and constructive policy aimed at transforming the Balkans into a model of the implementation of the principles of peaceful coexistence between countries with different social structures, into a zone of stable peace and co-operation. 161. The change in the world political climate did not come about by itself and is not the result of some fortuitous confluence of circumstances. The confirmation of the successes already achieved will undoubtedly require a great deal of determined effort.

"The Bulgarian Communist Party and the People's Republic of Bulgaria," said Todor Zhivkov, First Secretary of the Central Committee of our Party and Chairman of the Council of State, in a recent statement, "regard it as their national and international duty to continue to help actively to promote the process of improvement in present-day international relations". 159. The People's Republic of Bulgaria has always attached the highest importance to its relations with neighbouring countries and has co-operated in the favourable development of such relations. Politically, the Balkan peninsula is a microcosm in which the two socio-economic systems live side by side. Part of the line separating NATO and the Warsaw Pact runs through the Balkans.

  28. Mankind breathed a sigh of relief when that cruel blood-bath came to an end. The Viet-Namese people won a magnificent victory and gained recognition of its right to solve its own problems and determine its own future. The establishment of a stable peace in Viet-Nam requires strict observance of the Paris agreements by the countries involved. 157. The People's Republic of Bulgaria, fulfilling its international duty, will continue, as in the past, to furnish assistance of every kind to the fraternal Viet-Namese people in its efforts to wipe out the after-effects of the war. 158. Socialist Bulgaria and the entire Bulgarian people are determined to support the strengthening and further development of the trend towards the relaxation of international tension in Europe and throughout the world.

  29. True mutual understanding and co-operation are possible only on the basis of mutual respect and observance of the domestic laws and regulations of each country. 154. The history of the recent past has shown that attempts to meddle in the internal affairs of States are doomed to failure. But it must be borne in mind that such attempts have hindered the process through which relations of peace, security, trust and co-operation are being built. 155. We believe that all the participating countries will approach the historic tasks of the European Conference with the proper sense of responsibility and that the Conference will be completely successful. 156. Among the main factors characterizing the new and favourable situation in the world, we should mention also the cessation of the war in Viet-Nam.

  30. We are gratified to note the improvement in the European political climate. The results of the constant efforts exerted for many years by the socialist countries, including the People's Republic of Bulgaria, fill us with deep satisfaction. The second stage of the Conference on Security and Co-operation in Europe began just a few days ago. That Conference opens prospects for transforming the old continent into a zone of peace and mutually beneficial co-operation based on universal recognition of and respect for the existing territorial and political realities. We are fully aware of the difficulties that remain to be overcome before the fundamental purposes of the Conference can be achieved. 153.

  31. The splendid results of these meetings are the fruit of mutual goodwill and realism. At the same time, they mark a great success for the Soviet Union's peace-loving Leninist foreign policy, which was expressed in the Peace Programme adopted at the Twenty-Fourth Congress of the Communist Party of the Soviet Union. 151. I should like especially to emphasize how important the Bulgarian Government and all our people consider the favourable changes in Soviet-United States relations. These new relations will undoubtedly have a beneficial effect on the entire international situation. We must stress the extraordinary importance of the conclusion on 22 June 1973 of the Agreement on the Prevention of Nuclear War, which will create the genuine conditions for saving mankind from the spectre of nuclear disaster. 152.

It would be no exaggeration to say that the past year will go down in history as one marking a turning point in international relations, a year of transition from a state of cold war to an expansion and consolidation of the process of peaceful coexistence between the world's two socio-political systems. Everyone is familiar with the recent events which gave the impetus and were especially helpful in bringing about a long-term detente in the international situation. 150. Particularly important among these events were the meetings held by Leonid Brezhnev, General Secretary of the Central Committee of the Communist Party of the Soviet Union, with President Richard Nixon of the United States of America, Chancellor Willy Brandt of the Federal Republic of Germany and President Georges Pompidou of France.

In doing so, the twenty-seventh session of the United Nations General Assembly will help to ensure that the positive factors in contemporary political life tip the scales of history and that mankind advances even closer to the realization of its great objective: the establishment of lasting peace and security throughout the world.

  36. This question has immediate relevance and deserves to be considered in a properly serious and careful manner. 119. The United Nations is also confronted with the task of resolving a number of important questions relating to economic co-operation, including the problem of accelerating the economic development of the recently liberated peoples. 120. We believe that in the struggle for a new and just international division of labor which will take account of the interests of all States and ensure favorable conditions for rapid economic development, the United Nations should play an important role and take a firm position on the side of the developing countries. 121.

  37. My delegation regards all of them as very significant and will set forth its position in the appropriate Committees. However, I should like to state from this rostrum that we oppose today, as we have in the past, all attempts of any kind to revise the United Nations Charter. I wish to emphasize again that the reason for the shortcomings of this international Organization should be sought not in the Organization itself but in the policies of those countries which, now as in the past, are not observing the United Nations Charter and are violating its fundamental principles. 118. The delegation of the People's Republic of Bulgaria attaches great importance to the question of preparing a convention on principles governing the use by States of artificial earth satellites for direct television broadcasting.

We believe that the present General Assembly session will once again demonstrate to Israel that it cannot expect to obtain, and will not obtain, foreign territory as a reward for committing aggression and flouting the Charter and the authority of the United Nations. 116. We unreservedly support the efforts of the Arab States to eliminate the consequences of Israeli aggression and the just struggle of the Arab people of Palestine for the restoration of their rights. At the same time, we repudiate the terrorist acts committed by certain elements in the resistance movement. Such desperate and reckless acts as the incident in Munich harm chiefly the cause of the Palestinian people and are used by Israel in the interests of its aggressive Zionist policies. 117. A number of important questions are on the agenda of the current session.

  39. A huge majority of States Members of the United Nations are rightly insisting that Israel should accept full responsibility for the increasing tension which now exists. By their refusal to implement Security Council resolution 242 (1967) and their entire policy of expansion, aggression and disregard for the rules of international law, the Israeli leaders are frustrating the efforts of this international organization, undermining its authority and sabotaging the mission of the Secretary-General's representative, Ambassador jarring. 115. The People's Republic of Bulgaria has always insisted that Israel should desist from its dangerous policy of provocation in this highly tense area and that, in order to facilitate Ambassador Jarring's task, Israel should finally begin to implement Security Council resolution 242(1967).

After 10 years of military operations, it has become quite clear that the war will be ended not through escalation but only through negotiations on the basis of the proposals put forward by the Provisional Revolutionary Government of the Republic of South Viet-Nam and the Government of the Democratic Republic of Viet-Nam. 114. Another constant source of alarm and anxiety in the world is the situation in the Middle East. As events of the last few weeks have shown, a storm can blow up there at any time, producing a dangerous crisis with unforeseeable consequences. The United Nations has been involved in the search for a just and peaceful solution of the problem, and the anxiety with which the matter has been viewed here over a period of many years is justified.

  41. The interventionists are attempting to do what is clearly impossible to destroy the will and the unparalleled courage of the heroic people of Viet-Nam. 113. The Bulgarian people, who have always maintained solidarity with the just struggle of Viet-Nam and the other peoples of IndoChina, support the demand for the unconditional cessation of the bombing of the territory of the Democratic Republic of Viet-Nam and the blockade of its ports, as well as the demand for the withdrawal of all United States armed forces from that area in order to permit the peoples of IndoChina to determine their own fate.

The delegation of the People's Republic of Bulgaria is convinced that the United Nations General Assembly will take the only correct decision and support Bangladesh's request for admission to the United Nations [A/8754]. 111. Being concerned about the maintenance of peace and bearing responsibility for it, States Members of the Organization cannot and do not have the right to remain silent about the most acute and most urgent crises and conflicts of our time. 112. The war in Viet-Nam is continuing, with use being made of everything that modern military technology has to offer. The annihilation of the peaceful, defenseless population is arousing righteous indignation and outrage throughout the world.

The agreement on bilateral relations signed by India and Pakistan is an important step towards establishing normal relations and laying the foundations for a lasting peace and good-neighborliness on the Hindustan peninsula. This sound policy being pursued by two major Asian States is a significant contribution to the task of improving the political climate in southern Asia. 110. The admission of Bangladesh to membership in the United Nations would further help to promote the process of establishing a genuinely peaceful atmosphere in that part of the world and would also be an affirmation of the principle of United Nations universality. Like any sovereign State, Bangladesh meets all the requirements for membership in the world organization, and no one has any basis for disputing its right to become a Member.

It also shows that the resolutions adopted in the past on the question of Korea do not reflect the desires of the people of Korea and are a major obstacle to the establishment of contacts between the two parts of the country. Today, the real issue is that of eliminating outside interference. The United Nations should assist the people of Korea in realizing its clearly expressed desire to decide its own fate. One can only deplore the fact that, through the efforts of those same forces which for many years have been obstructing the peaceful unification of Korea, consideration of the question of removing the principal obstacles to the reunification of the country has once again been deferred this year. 109.

  45. 108. As we are all aware, events have occurred in recent months which bespeak a desire to improve the international situation in other parts of the world. I refer to new developments on the Korean peninsula, which are reflected in the joint communique issued by the Democratic People's Republic of Korea and South Korea on 4 july 1972 [A/8727, annex I]. This positive development shows that the socialist countries are correct and justified in the urgent demand they have made in the United Nations General Assembly by the dissolution of the so-called United Nations Commission for the Unification and Rehabilitation of Korea and the withdrawal of United States troops from the peninsula in order to enable the people of Korea to solve their problems themselves [A/8752/Add.9].

The People's Republic of Bulgaria fully supports the broad program for disarmament negotiations proposed by the Government of the Soviet Union in April 1971 as well as the Soviet proposal at the twenty-sixth session for the convening of a World Disarmament Conference [A/8491] at which this question so vitally important for mankind-would for the first time receive the most thorough consideration in all its aspects with a view to achieving the great ultimate goal: general and complete disarmament under strict international control. In its reply to the Secretary-General's letter on this [see A/8817, annex], the Bulgarian Government urges the immediate establishment of an appropriate preparatory organ for the World Disarmament Conference so that the Conference will be convened in the near future-in 1973, or at all events not later than 1974.

By taking part in the work of the Conference of the Committee on Disarmament meeting at Geneva, it is making its contribution to the adoption of a number of concrete decisions and draft treaties and conventions. From our own experience, we know well the difficulties and obstacles which stand in the way of such decisions. For that reason, we cannot agree with those who under-estimate the agreements that have already been achieved. The Bulgarian delegation takes the view that new impetus should be given to the disarmament negotiations and that it is essential to take advantage of every opportunity to join efforts in promoting the widest possible international discussion of this crucial question. 107.

At the same time, this should not be construed as an infringement of the right of any nation to Individual or collective self-defense or as a renunciation of the use of force against aggression in the struggle of oppressed peoples for national independence or self-determination. Moreover, a positive solution of this problem would give new impetus to the recent trend towards reducing international tension and limiting the arms race. 105. The logic of international developments creates a direct, indissoluble link between the problems of disarmament and the entire complex of problems relating to security. 106. The Government of the People's Republic of Bulgaria has always supported and continues to support all useful initiatives in the field of disarmament.

  49. Moreover, renunciation of the use of force is inseparably bound up with the permanent prohibition of nuclear weapons, the most powerful means of mass destruction. 103. The draft resolution submitted by the Soviet delegation is a concrete and timely step towards the practical implementation of this proposal. The Bulgarian delegation firmly and whole-heartedly supports it and believes that its consideration and adoption by the General Assembly would open the way to giving its provisions binding force in accordance with Article 25 of the United Nations Charter and would promote the further strengthening of international security. 104.

  50. The twenty-seventh session of the United Nations General Assembly is called upon to make a valuable contribution to the effort to strengthen international security and prevent military conflicts by making progress, in particular, towards solving the most important problem of all that of the non-use of force and the prohibition of the use of nuclear weapons. The new Soviet proposal on the "non-use of force in international relations and permanent prohibition of the use of nuclear weapons" [A/L.676] is therefore a timely and extremely important initiative. In calling upon all States to renounce the use of force by any means of warfare, the Soviet Government is affirming one of the most important and fundamental principles of the United Nations Charter.
