“We support the legitimate claim of President Alberto Fernandez and the people of the Argentine Republic to sovereignty over the Malvinas, the South Sandwich and South Georgia islands and the surrounding maritime areas. We express our full solidarity to the Vice-President of Argentina, Mrs. Cristina Fernandez de Kirchner, who, victim of unjust and unfounded harassment by the courts and the media, recently suffered a vicious assassination attempt. We reiterate our firm commitment to peace in Colombia. We reiterate our firm support for the brotherly Nicaraguan people and its president, Mr. Daniel Ortega Saavedra. We stand in solidarity with our sister nations of the Caribbean and support their legitimate demand for reparations for the harmful effects of colonialism and slavery. We continue to improve the legal system of law and social justice in our socialist State so as to ensure the full enjoyment of all human rights by all Cubans and to enrich the system of social justice that multiple generations have enjoyed. On 25 September, after a broad process of participation and popular consultation, a legislative referendum on a new and inclusive family code will take place. “I am also deeply grateful for the statements made by Heads of State and Government in this general debate, for the historic support of the General Assembly and for the expressions of solidarity towards Cuba by Governments, leaders, political organizations and solidarity, social and popular movements from all over the world. That solidarity and support continue to be essential today. Despite the enormous challenges, the people and the Government of Cuba have not lost their determination to make progress in building a more just, democratic, prosperous and sustainable socialist society. We defeated coronavirus disease with our own vaccine resources and the strength of our public-health and science system. We were able to collaborate modestly by sending, at the worst moment of the pandemic, 58 medical brigades to 42 countries and territories.”

“We have clearly warned the United States Government that the factors that encourage irregular migration and cause loss of life must be addressed, such as its failure, since 2017, to fulfil its obligation under existing bilateral agreements to grant no less than 20,000 annual visas for immigrants, the existence of the Cuban Adjustment Act, politically motivated preferential treatment, restrictive pressure on regular transit countries and the strengthened economic blockade. Today’s announcement that the processing of immigrant visas will resume at the United States Embassy in Havana is a positive step.”

“That slanderous classification places a stigma on our companies and financial institutions and makes transactions and the possibility of payments and credits extremely difficult. Cuba, which has been a victim of State terrorism, does not, and will never, promote terrorism. On the contrary, we condemn it in all its forms and manifestations. The United States Government opportunistically manipulates highly sensitive issues, such as terrorism, religion, democracy, justice, corruption and human rights. “The United States offensive aimed at subjugating States by means of threats and economic, military and political-diplomatic coercion in order to subject them to an order based on its capricious rules, together with the expansion of NATO and the development of an aggressive doctrine and fifth- generation unconventional warfare, inevitably results in a climate of tension and conflict, whose consequences are unpredictable. “The vaccines to combat it are inaccessible to 1 billion people in low-income countries. In 2021, transnational pharmaceutical companies earned $84,588 billion. Foreign debt has been paid several times over, but it is still multiplying. Paradoxically, global military spending is soaring and, for the first time, exceeds $2 trillion. Nothing justifies the fact that humankind is still threatened by the existence of almost 13,000 nuclear weapons. We advocate the universality of the Treaty on the Prohibition of Nuclear Weapons. How much more could we do if those resources were spent on promoting health and development? How many deaths from COVID-19 and other causes could have been avoided? How many children would be saved from hunger and preventable or curable diseases?”

“The impact of the coronavirus disease (COVID-19) pandemic has exposed, as never before, the true nature of the current unfair and unsustainable international order. Never before has humankind had such tremendous scientific and technical potential and such a remarkable capacity to generate wealth and well-being; yet never before has the world been so unequal and the inequality so great. A total of 828 million people, 10 per cent of the world’s population, suffer from hunger, and nearly 50 million children suffer from wasting, the deadliest form of malnutrition. Unemployment will affect 207 million people in 2022, 21 million more than in 2019. At the height of the fourth industrial revolution, 773 million human beings cannot read and write. Nearly 6.5 million people died due to the COVID-19 pandemic.”

“Everything that I have done thus far, and all I will do, is for that purpose.” Similar strength is found in the words of Antonio Maceo, who wrote in 1888 that “whoever tries to conquer Cuba will gather the dust of her blood-soaked soil, if he does not perish in the fight”. It is this same and singular Cuban Revolution that was commanded by Fidel Castro Ruz and is now headed by the First Secretary of the Communist Party of Cuba, Raul Modesto Castro Ruz, and President Miguel Diaz Canel Bermudez. And if, at this point, someone still intends to make the Cuban Revolution surrender or expects the new generations of Cubans to betray their past and renounce their future, we will repeat with the vigour of Fidel, “Our country or death! “Independent States need to exercise sovereignty over their cyberspace, break free of the illusions of the so-called network society and the era of access and, instead, democratize Internet governance. The powerful and universal thought of the apostle of the Cuban independence, Jose Marti, continues to inspire and motivate new generations of Cubans. “We must prevent the imposition of a single, totalitarian and overpowering cultural model that destroys national cultures, identities, history, memory, symbols and individuality, and that silences the structural problems of capitalism that lead to ever-increasing, lacerating inequality. So-called cognitive capitalism also lends itself to that reality. “Twenty-eight million people do not have health insurance or real access to health services. Thirty-two million people are functionally illiterate. A total of 2.2 million people are incarcerated, 4.7 million people are on probation and every year 10 million people are arrested. It therefore makes sense that the President of the United States is busy attacking socialism. “After failing in its attempt to subdue the Human Rights Council, the United States Government opted to abandon it and is consequently further hampering international dialogue and cooperation on the subject. That news should come as no surprise to us. The United States is a country where human rights are violated systematically, and often deliberately and flagrantly so. In 2018, 36,000 people — a hundred per day — died in that country by firearms. Meanwhile, the Government protects those that produce and trade firearms at the expense of the safety of its citizens. Every year, 91,000 people in the United States die of heart disease due to a lack of adequate treatment. Infant and maternal mortality rates among African Americans double those among Caucasians.”

NATO’s continued expansion towards the borders with Russia poses serious dangers that have been aggravated by the imposition of arbitrary sanctions, which we reject. “Every year the United States Government allocates tens of millions of dollars from the federal budget to political subversion, with the purpose of creating confusion and weakening the unity of our people, which it combines with a concerted propaganda campaign aimed at discrediting the revolution, its leaders and its glorious historical legacy, denigrating our economic and social policies in support of development and justice and destroying the ideas of socialism. “As a result, we are finding it extremely difficult to ensure the fuel supply that our country needs for its daily activities, forcing us to adopt temporary emergency measures that are possible only in a well-organized country with the solidarity of a united people ready to defend themselves from foreign aggression and preserve social justice. Over the past year, the United States Government has ramped up its hostile actions and its blockade of Cuba. It has erected additional obstacles to foreign trade and intensified its persecution of the banking and financial relations that we have with the rest of the world. It has imposed extreme restrictions on travel and on any sort of interaction between our two peoples. It has also obstructed the relations and contacts with their home country of Cubans living in the United States.”

“I would like to express my sincere condolences to the Commonwealth of the Bahamas for the loss of life and the terrible destruction caused by Hurricane Dorian. I urge the international community to mobilize resources in order to provide assistance. I want to denounce, before the Assembly, the fact that in the past few months the United States Government has begun implementing unusual and criminal measures to prevent fuel supplies from reaching our country from various markets, by threatening and persecuting the companies that transport it, the flag States where the ships are registered and the shipping and insurance companies involved.”

“As has been expressed by Cuban President Raúl Castro Ruz, Cuba is willing to continue negotiating all pending bilateral issues with the United States, on the basis of equality and absolute respect for the sovereignty and independence of our country. We will maintain a respectful dialogue and cooperation in areas of common interest with the United States Government. Cuba and the United States can cooperate and coexist, respecting our differences and promoting everything that benefits both countries and peoples, but no one should expect Cuba to make concessions that affect its sovereignty and independence. “Based on the preliminary results of the investigation, carried out with priority and with a high technical component, following instructions issued from the highest level of our Government, the Cuban authorities, having taken into account data provided by United States authorities, have not found any evidence whatsoever that could confirm the cause or the origin of the health disorders referred by United States diplomats and their families. The investigation seeking to clarify that issue is ongoing, and in order to be able to reach a conclusion, it will be crucial to able to count on the cooperation of the United States authorities. It would be unfortunate if a matter of that nature were to become politicized.”

“We reaffirm that Cuba will never accept any preconditions or impositions, nor will it ever renounce any of its principles. With regard to the alleged incidents that have allegedly affected United States diplomatic officials in Havana, we categorically affirm that the Cuban Government rigorously and seriously abides by its obligations under the Vienna Convention on Diplomatic Relations to ensure the protection and integrity of all diplomats without exception, including those of the United States, and that Cuba has never perpetrated nor will it ever perpetrate actions of that sort, nor has it allowed nor will it ever allow its territory to be used by third parties for such purposes.”

Likewise, we reject the manipulation of the human rights issue against Cuba, which has much to be proud of and has no need for lessons from the United States or from anyone else. “The United States Government has decided to tighten the economic, commercial and financial embargo by imposing new obstacles to the already limited possibilities that the United States business community has to trade with and invest in Cuba as well as additional restrictions on United States citizens wishing to travel to our country. Those decisions have ignored the support on the part of broad sectors in the United States, including the majority of Cuban émigrés, for the lifting of the blockade and the normalization of relations. They only serve the interests of a group of individuals of Cuban origin based in south Florida, which is an increasingly isolated minority group that insists on harming Cuba and its people for having decided to defend, at all costs, its right to be free, independent and sovereign.”

“Cuba will continue to contribute to the extent possible, and at the request of the parties involved, to efforts to achieve a stable and lasting peace in Colombia. We will uphold our commitment to share our modest achievements with the peoples of the South, including the efforts of the 40,000 aid workers deployed in 64 countries, who are fighting today for the life and health of human beings. On 16 June, the President of the United States, Mr. Donald Trump, announced the new Cuba policy of his Administration, which represents a setback in bilateral relations and undermines the basis established two years ago for a move towards a new type of relationship between our two countries that was characterized by respect and equality.”
