“Algeria therefore urges the protagonists to commit resolutely to the search for a peaceful solution to the crises in their countries. There is no other solution. Algeria notes with satisfaction the growing global awareness of the need to fight international terrorism and to address its root causes and repercussions. That is why Algeria calls for comprehensive approaches to fighting transnational organized crime, including human trafficking and drug trafficking. We call for drying up the sources of funding for terrorist groups, especially by prohibiting and criminalizing the payment of ransoms. In this context, Algeria recently organized an international conference on deradicalization, whose recommendations stressed the need to promote the values of tolerance and moderation.”

“We call on the United Nations to set a firm date for the holding of a referendum in accordance with relevant General Assembly and Security Council resolutions, as was expressly requested by the African Summit in June 2015. Algeria will spare no effort to assist the parties to the conflict and the United Nations, with a view to an early implementation of the solution for which the fraternal Saharan people and other peoples of the Maghreb have been insistently calling. “In Western Sahara, after a quarter century of ceasefire between the two parties to the conflict, the Kingdom of Morocco and the Frente Polisario, and the adoption of the United Nations-African Settlement Plan, the Saharan people continue to live under occupation and the resultant suffering. “Algeria renews its support for the efforts of the United Nations in Libya to achieve an inclusive, comprehensive solution that involves all stakeholders in Libya with a view to immediately creating a Government of national accord. In that regard, the efforts of the African Union in conflict resolution and peacekeeping in Africa are noteworthy. Indeed, the African Union has several achievements to its credit, with the continent contributing over 45 per cent of the world’s peacekeeping personnel. The ninth Review Conference of the Parties to the Treaty on the Non-Proliferation of Weapons should focus on the close, complementary nature of the objectives of disarmament, non-proliferation of nuclear weapons and the promotion of the peaceful uses of the atom. “We also take note of the international mobilization against transborder terrorism on a large scale, which is relevant to Iraq and Syria. The execution of French citizen Hervé Gourdel in Algeria underscores the need to strengthen the fight against terrorism in all its forms. The earth-shattering developments that affect the lives of people in the Middle East add new questions with regard to the uninterrupted role played by the international community vis-à-vis the tragedy inflicted upon the brotherly Palestinian people. The history of humankind shows that armed conflicts give rise to other conflicts and that only by working towards justice within law and morality can we find lasting solutions. “The difficult state of affairs in our region requires a stepping up of efforts in the fight against terrorist groups in the Sahel and their established links to drug trafficking networks and transnational organized crime. The situation in Libya, a sister nation, has continued to deteriorate over the past three years. “At the behest of the stakeholders in Mali, Algeria is undertaking large-scale mediation between the Malian Government and the movements in the north of that country, working with a team that is representative of Africa and the international community as a whole. The adoption of a road map for negotiations in the Algiers process and the declaration of a cessation of hostilities have marked the effort towards the launching of substantial negotiations since 1 September, with the aim of achieving a comprehensive and definitive peace accord. “The worrisome spread of the Ebola virus has been declared by the World Health Organization (WHO) to be a global health emergency, and that reminds us tragically of the structural precariousness of human security systems, as well as of the responsibility of the international community in the treatment of health problems that affect the poor, who have no means or role in decision-making. Algeria adds its voice to that of the Secretary-General in urging the United Nations agencies and other donors, as well as non-governmental organizations, quickly to provide the international assistance needed by the African countries that have been hit by that scourge. “We must also agree on a democratic reform of the Security Council that covers its working methods and its composition and ensures equitable representation, taking into particular account the African States’ Ezulwini Consensus. “The growing challenges arising from our increased interdependence are exacerbated by a multidimensional crisis that adversely affects our economies and governance and has disastrous social and humanitarian consequences. “I would like first of all to warmly congratulate Mr. John Ashe, President of the General Assembly at its sixty-eighth session, and his predecessor Mr. Vuk Jeremi. on their excellent work. I would also like to commend our Secretary-General, Mr. Ban Ki-moon, for the steady enhancement of the role and status of the United Nations under his leadership. The designation of the post-2015 development agenda as the central theme not only of this general debate but also for this entire session is a timely reminder of the role of the United Nations in promoting peace and prosperity throughout the world, for the benefit of all humankind. Indeed, more than ever before, we need the visionary role of the United Nations in order to face up to the ills besetting humankind.”
