“I welcome all the work aimed at developing a high-level consultative body within the United Nations to work on the international governance of artificial intelligence. While reaffirming its role as a moderator and its peaceful tradition. I remain convinced of the central role of the United Nations in rebuilding trust and awakening global solidarity. “Artificial intelligence often proves to be more efficient and reliable than humans in many tasks. However, as Aesop observed, it may be either the best or the worst thing to happen to humankind. Cyberattacks using artificial intelligence are already targeting critical infrastructure such as hospitals and United Nations humanitarian aid operations. The security and arms industry exploit those techniques, the potential of which raises ethical questions. Can we let a machine decide the life or death of a human being? Those questions demonstrate the obligation that we all have to establish a global governance framework and ethical standards that impose limits on the use of artificial intelligence. The conclusion of ongoing work in that area is therefore of the utmost urgency. In that regard.”

“As in all conflicts, fighting and bombing generate pollution of the soil and water with toxic substances. Countless protected natural areas have been destroyed, while damage to critical infrastructure increases the risk of polluted drinking water and the spread of disease. Moreover, it is inconceivable that in the twenty-first century health personnel should be regularly assaulted and health infrastructure should be attacked in different conflict zones. I therefore call once again for the protection of those professional and civilian populations. With the world barely recovering from the coronavirus disease pandemic. “The young people of our nations place before us a crucial responsibility: that of ensuring the preservation of the air they breathe, the land on which they grow and the seas and oceans that are the cradle of humankind and the key to its survival. That fight will never end. Conflict also seriously damages the environment and poses an additional obstacle to achieving the Sustainable Development Goals. “Monaco has decided to actively collaborate with the organizers of that conference and will host discussions on the blue economy, the conclusions of which will hopefully enrich that work. While the still unexplained phenomenon of cooling in the Eastern Pacific Ocean challenges researchers, the United Nations Decade of Ocean Science for Sustainable Development offers us an opportunity to better understand the complex phenomenon of climate change. What major countries have achieved in space should be accomplished for our oceans. While we look for the presence of water on the planet Mars, we had to wait a generation before holding another conference on water last March, under the leadership of the President of the seventy-seventh session of the General Assembly.”

A few months later, we managed to conclude almost two decades of negotiations by finalizing the Biodiversity Beyond National Jurisdiction treaty, which I had the honour of signing just a few hours ago. I am convinced that this binding legal instrument will mark another decisive step for the protection and preservation of the seas and oceans. I would like to pay tribute here to the passionate commitment of Eleanor Roosevelt, who played a decisive role in the drafting of that historic document aimed at ensuring that every human being, anywhere, can enjoy their inalienable rights. We must make good use of them to adapt education systems to the world of today and tomorrow. I thank the Secretary- General for this initiative, which saw the participation of many young people. “We are resolutely committed in the long term to fighting against malnutrition, supporting small local producers and school canteens and developing sustainable agricultural sectors. The extreme tensions that continue to grow — and we all know the quite appalling number of conflicts and civil wars taking place around the world — force us to overhaul our agenda for peace. In his address, President Macron also mentioned the very high number of these civil wars (see A/77/PV.4). The profound change marked by globalization is now followed by the digitalization of our societies. I therefore welcome the conclusion of an agreement, under the auspices of the United Nations, that allows the export of Ukrainian grain through the Black Sea, and I urge all stakeholders to respect the terms of the agreement. “The globalization we are experiencing has accentuated our interdependence but also the relationship between man and nature. Ecosystems are now unable to regenerate themselves because of our production methods, which are based mainly on the use of natural resources, and because our frantic pace of consumption. “The United Nations Decade of Ocean Science for Sustainable Development is providing us with an opportunity to take collective action to combat ocean degradation and threats posed by human activity. Mr. President, placing the most vulnerable at the top of the agenda of the 2030 Sustainable Development Goals means recognizing that fundamental rights concern both men and women. However, 26 years after the Beijing Declaration and Platform for Action, the recent Generation Equality Forum, sponsored by France and Mexico, was able to take note only of the fragility of women’s rights and even their reconsideration. “Secretary-General, Monaco is pursuing its energy transition in order to meet the goal I set on the occasion of the fifth anniversary of the Paris Agreement, namely a 55 per cent reduction in greenhouse gas emissions by 2030 and carbon neutrality by 2050. But this effort must be global, as neither the Principality’s commitments nor those of any other country alone will be able to prevent the temperature from rising beyond 1.5°C by the end of the century. “President, the measures taken to curb the epidemic have also had serious consequences on the mental health and well-being of populations. That dimension has likely been underestimated, and it is imperative for everyone to be able to return to a normal life. For many of us, personal fulfilment is also expressed through practicing sports. As a member of the International Olympic Committee, I would like to congratulate and thank Japan for hosting the Olympic and Paralympic Games in Tokyo. With the health crisis, cyberattacks against civilian infrastructure have multiplied in flagrant violation of the fundamental principles of international humanitarian law. “It has changed business strategies, consumer habits and access to public services, such as health care and education. Narrowing the digital divide is therefore a priority, as 3 billion people lack access to the Internet. Mr. Secretary General, your Roadmap for digital cooperation outlines the key challenges that need to be met in the area. “The robust management of the crisis and consistent support for Monaco’s population and businesses has enabled the Principality to weather this unprecedented storm.
