It is an honour not only for you yourself, in recognition of your outstanding qualities, but also for your country, Venezuela, cradle of the Liberator, and for all America. We are sure that in discharging the responsibilities of your high office you will guide the discussions with your characteristic wisdom, intelligence and energy.
