“It is a decisive and innovative legal instrument for our country that provides for, inter alia, the introduction of preventive measures addressing violence against women and gender-based violence, as well as the protection of victims during criminal proceedings. The Republic of San Marino also pays particular attention to the problems faced by persons with disabilities and the protection of their rights. San Marino has in fact already ratified the International Convention on the Protection and Promotion of the Rights and Dignity of Persons with Disabilities and its Optional Protocol. “On the occasion of the opening of the fifty- second session of the Commission on the Status of Women, the Secretary-General announced the launch of the campaign “Unite to End Violence Against Women”. San Marino intends to work in support of that campaign to protect the rights of women, which parallels a commitment undertaken during its chairmanship of the Committee of Ministers of the Council of Europe. I would like to add that the campaign to combat violence against women was also carried out at the national level, where we tried to raise public awareness of an issue too often ignored or underestimated. Following that initiative, the Parliament of San Marino recently adopted a new law: the Prevention and Repression of Violence against Women and of Gender- Based Violence.”

“Those regions that are most vulnerable due to their geographic position, as well as developing countries, and small islands in particular, are facing an even graver emergency situation. In addition, the global food crisis and rising prices present a trend that is increasingly distressing. The United Nations and the specialized agencies play a central role in confronting those emergencies. “Greater representation and democratization of the Organization’s main bodies can guarantee States with small territories and populations the possibility of participating and having a larger role in the decision- making process within multilateral bodies. I am convinced that smaller States like San Marino can contribute in a fundamental way to the Organization precisely because they do not have macroeconomic, military or geopolitical interests. “The Republic of San Marino believes that the strengthening of the General Assembly is of even greater significance for, as a profoundly democratic body of the United Nations, it currently represents the most important forum in which a small State can be heard and bring its own contribution at the international level. Greater efficiency would make the General Assembly more complementary in its relations with the other main bodies of the United Nations, thus avoiding any duplication of activities and establishing mechanisms that would effectively implement the provisions of resolutions adopted by the Assembly. “They undertook to work together to prevent and remove threats to international security, to suppress acts of aggression and to resolve, through peaceful means, disputes within and between States that could lead to war. On the sixtieth anniversary of the creation of the United Nations peacekeeping bodies, it is important to remember the men and women who believe in those ideals, who have dedicated themselves to the people of the world, working tirelessly to promote peace and stability worldwide in dangerous war-torn zones with resolve, dedication and professionalism while always remaining impartial and neutral. “At a domestic level, San Marino is preparing legislation promoting new technologies based on renewable energy sources that will substantially modify the energetic and environmental habits of the entire country. Just a few days ago, the Secretary-General organized a high-level event on climate change, which gave further momentum to the activity of our Governments. It is worth reiterating that we take a strong stance against the death penalty on the basis of political and moral principles. Indeed, the death penalty denies the right to life, and we deem it a groundless deterrent, as do an increasing number of countries, which are progressively abolishing it from their legal systems. It is therefore necessary to develop alternative strategies, which can protect the climate from the increasingly serious threat posed to the entire ecosystem. “In our opinion, the new Security Council should be 06-53341 16 founded upon a flexible base so that it can adjust appropriately to future changes. The enlargement and democratization of the Council can only improve peace processes and thereby the defence of the weakest Member States. San Marino also expresses its deep satisfaction with the new Human Rights Council, which is already fully operational. We hope that there will be a clear division of tasks between the Human Rights Council and the General Assembly in order to avoid duplication and ensure complementarity and efficiency in a balanced relationship and mutual independence.”

“With special reference to the General Assembly, the most important decision-making body of the United Nations, San Marino believes that it should focus more closely on the actual implementation of its resolutions and create mechanisms to make its decisions more binding. For the small and medium-sized countries that represent the majority of the Member States, the revitalization of the General Assembly — the main and sometimes only forum in which they can make their voice heard — is essential. Indeed, the General Assembly is the organ that fully implements the principles of democracy and equal representation upon which this Organization is founded. There is no doubt that Security Council reform is the other major objective of the United Nations. San Marino believes that it is necessary to resume dialogue.”

“Let me stress once again my country’s appreciation for and commitment to activities carried out by the United Nations in building a world of peace, solidarity and development. It is in that spirit that this morning I signed three important international instruments: the Convention on the Elimination of All Forms of Discrimination against Women, the Framework Convention on Tobacco Control, recently adopted at the fifty-sixth Assembly of the World Health Organization and the Second Optional Protocol to the International Covenant on Civil and Political Rights, aimed at abolishing the death penalty. We need to continue our action at the international level despite all the difficulties and tensions that exist, bearing in mind that our joint efforts are essential to finding a solution to the emergencies and concerns of today.”

“Only a few days ago, the United Nations Committee on the Rights of the Child reviewed San Marino’s initial report on its implementation of the provisions of the Convention on the Rights of the Child. The relevant measures now in force will soon be supplemented by new ones in support of the family. In underlining the validity of the reform programme started by the Secretary-General, we deem it necessary to continue efforts to reform the General Assembly, which is the most representative body of our Organization. Indeed, the Assembly should enjoy greater authority. We hope that agreement can also be reached on Security Council reform, and San Marino reiterates its support for the inclusion of a larger number of non-permanent members, in order to make the Council more representative and democratic.”
